Traffic light project misses Aug 3 deadline
Jammu, August 3 It is believed the project has become a victim of politics. Sources said a tussle between the Transport Department and Jammu Municipal Corporation (JMC) was responsible for the delay. “The two departments want to get the project formally inaugurated by their respective ministers. Lights have been installed at 30 select locations in the first phase and are ready to function but political gimmickry has put it on the back burner,” said an insider. IGP Traffic, Munir Khan, had said on Wednesday that traffic lights would be made operational at 10 points from August 3. “Lights have been installed and are set to function on a trial basis at 10 locations in a couple of days,” Khan had said. However, the signals were not made functional today at any of the spot in the city. The Minister for Transport, Qmar Ali Akhoon, had announced on July 13 that traffic signals would be made operational within 15 days. Sources revealed that it was decided in a meeting chaired by Akhoon that the traffic signal system in the city would be made operational within 15 days for which all necessary formalities had been completed. Akshay, a Jammu University student said, “I do not understand what is happening. We have been informed through various media that traffic lights would be made functional soon but to no avail. Every day, we come across announcements from various departments. If there is any technical trouble in executing the project, they must resolve it first.” An official said the Transport Department and the JMC had been trying their best to cash in on the event. While talking to The Tribune, Munir Khan said, “I did not say specifically that traffic signals would be functional from August 3. I had said that it would be operational in a few days. The government will formally inaugurate the project tomorrow. We have planned to start the signals at 10 locations but some other locations can also be selected for the purose.” Manmohan Singh, SSP Traffic Police, Jammu confirmed the Deputy Chief Minister will inaugurate the traffic signals at Bikram Chowk tomorrow at 4.30. The SSP further said that it would be functional at certain locations in Satwari, Gandhi Nagar, Green Belt, Chhatri Point, KC Morh, Dogra Chowk etc. Omax Company was given the project for installation of traffic signals in Jammu under the supervision of the JMC. 60 junctions in the city will installed with traffic signals in two phases. Landslides hit normal life in Kalakote area
Rajouri, Aug 3 The heavy rains have not only damaged mud houses, rooftops and their walls but also the under-construction125-km Reasi-Kalakote-Rajouri road. In the wake of the landslides, traffic remained stuck for hours yesterday. However, the Border Road Organisation (BRO) cleared the road later. Locals said the power supply to Threoyt village and adjoining areas of Kalakote remained affected as power pylons were damaged as a result of which electricity supply remained affected for past three days. The villagers said the authorities had not come forward to restore the power supply. “Road connectivity to Tatapani, Gazdar, Kural, Manma, Rathal, Bravi villages of the Rajouri district were affected owing to frequent landslides,” said Rahul, a taxi driver. Col Satya Narayan, Commander, BRO, said the main reason behind landslides was under-construction roads in Reasi, Kalakote and Rajouri. “We are facing some problem in getting permission from the Forest Department which hindered the speed of the work,” the BRO officer said. “We have deputed alert road clearance teams at several places and we are trying to clear the roads within 24 hours,” Narayan said. |

Industrial units flout pollution norms
Jammu, August 3 Official records reveal that nearly 390 highly polluting industrial units have been catogeroised as Red and 459 units have been classified as Orange after a survey conducted by the government. But most of them are running without taking any major steps to contain release of highly toxic material. Though officials said that some of the units have installed the devices to contain polluting emissions but majority of them have failed to adhere to the norms set by the government. Under the Central Pollution Control Board’s (CPCB) guidelines, industrial units are categorised as Red, Orange and Green according to the level of pollution they emit in air, water and on ground. As per the guidelines, units falling under Red and Orange category have to install special anti-pollution devices and set up treatment plants before disposing of effluents from their industries. While admitting that none of the highly-polluting industry has been closed down so far or heavy fine has been imposed on them, SPCB Chairman Lal Chand said they were encouraging the units to install treatment devices. “It’s not about closing down the industries but we are making them aware about minimising the release of toxic materials. At times, fine is also being imposed,” the SPCB chairman said. However, he had no answer as to how many industrial units have installed treatment devices. “I don’t have data but we will have to check the records and it will take time.” Under the Central guidelines, before granting consent to Orange and Red category industries, installation of pollution control devices and measures to ensure the discharge of effluents emissions of water, air under permissible limits as prescribed by the Ministry of Environment and Forest is required. However an official said that on ground very few guidelines were being followed. “Guidelines are being openly flouted by the industries as the government has failed to initiate firm measures,” said a PCB official. “In recent years, suspended particles in the air have shown constant increase due to vehicles, industrial units and dust generated by construction activity," the official said. SRTC union up in arms against land sale
Jammu, August 3 The employees, under the banner of the J&K SRTC Employees Union, today organised a protest and said that it was against the interests of the corporation to put its land on sale. The protesting employees said the land was an important asset of the corporation and it could be used as revenue generator in future and selling it would not serve any purpose in the long run. The union has also warned to start a statewide agitation if the government and the corporation management went ahead with selling the prime land at the said places. “By selling the land, the corporation is making the organisation bankrupt. For how long they will be able to use money for running the organisation?” said Ashok Mehra, a senior leader of union. The SRTC management had decided to explore commercial exploitation of its assets to meet the liabilities a few years back. It was decided to sell the land so that money generated could be used for paying liabilities of its employees. Kirpal Singh, another employee, said the government had betrayed the employees and denied them their rights. “We will never allow the government to sell the assets. They need to create other avenues to make the organisation vibrant,” Kirpal Singh said. SRTC Managing Director, Jagmohan Singh, said that as per the agreement between the corporation management and the office bearers/workers of the SRTC Union in March 2008 which was subsequently modified the corporation was supposed to explore commercial avenues through property sale to meet the liabilities. |

Jammu gets Rs 5 crore to boost power infrastructure
Jammu, August 3 The station will cater to the needs of Gandhi Nagar, Chhani Himmat, Nanak Nagar, Trikuta Nagar, Shastri Nagar, Sainik Colony, Bathindi, Transport Nagar, Sanjay Nagar, Bahu Fort, Residency Road and Panjthirthi. This was today stated by Minister for Revenue, Raman Bhalla while interacting with the officials of Power Development Department (PDD) at a meeting held at the Summer Secretariat after inspecting pace of progress on 50 MVA ambitious project being installed at Gladni Grid Station at Narwal. Chief Engineer M&RE Shehnaz Goni; Chief Engineer, System and Operation, Ajay Gupta besides other senior engineers of the PDD were present on the occasion. Bhalla said the residents of the city have faced lot of hardships due to prevailing hot weather conditions and unscheduled power cuts during the summer. The minister said the government had approved Rs 200 crore for purchase of additional power. He said that about 400 MW power supply had been increased to the Jammu district with effect from yesterday. Bhalla said the bottlenecks such as additional curtailment of around 40 MW at the Grid Station would be overcome after the installation and commissioning of 50 MVA, 132/33 KV transformer. With a view to overcome overloading on receiving stations at Ashok Nagar, Shastri Nagar, Canal Satwari Line, Sainik Colony, Greater Kailash, Nanak Nagar, Chatha, Gaddigarh and 33 KV lines in the district, Bhalla said the government had earmarked Rs 768.67 lakh for segregation of AN-2 and AN-4 feeders by way of installation of new 11 KV VCB panel along with accessories, thickening, re-conductoring of 33 KV Canal Satwari line, augmentation from 1x6.3 MVA to 2x6.3 and 2x10MVA to 3x10MVA including thickening of 33 KV G-3 capacity besides shifting of partial load from loaded stations. — TNS |

Central funds for sports complex yet to arrive
Jammu, August 3 According to sources, the Union Sports Ministry while sanctioning the amount had assured the sports council for all possible help in the completion of project but the delay in disbursing the sanctioned amount has been a major cause of concern among the officials. Sources said that the existing indoor sports complex at MA Stadium is being utilised to host competitions in multi-disciplines of national repute. The players who usually come to the complex to attend practice session were not allowed by the stadium authorities to enter the hall till the completion of the event. The players expressed displeasure over the matter and informed the authorities about the hardships being faced by them. The state government then decided to approach the Union Sports Ministry regarding the construction of another complex so that the players continue their practice without any further interruption. The hall once completed will cater to the disciplines of Gymnastics, wu-shu, squash and wrestling. The basement of the complex will be utilised for practice sessions while the top floor will be the main playing arena where the events will be conducted exclusively in multi-discipline competition. Reasi (Talwara), August 3 The aim of the competition was to encourage students to explore and express their hidden talents. The larger aim of the competition was to kindle and foster the interest of art and culture among the youth. In all 130 students from across the Reasi district participated in the competition. The multi-talent competition included: public speaking, singing, painting, drawing, mono-acting, dancing and mimicry. The Commanding officer, 54 RR, said: “This was the first event of its kind, aimed at boosting the talent, knowledge and creativity of the young students”. Authorities of various schools which took part in the competition, thanked the organisers and the Rashtriya Rifles for conducting the event. |

Batote, August 3 To provide an exposure to the students of Ramban district of premier institutions across the nation, a tour was organised by the Rashtriya Rifles Battalion of Delta Force for the students of Motilal Nehru School of Sports, Sonipat, Haryana. A group of 20 students (10 girls and 10 boys) and three teachers had reached Jammu on July 28. They toured different parts of the state and interacted with the students and civil dignitaries. They also visited many beautiful places of the state and participated in various exciting activities organised by the Army, both for local and the visiting students. After the grand reception at Nagrota, the students visited Patnitop, Sanasar and Baglihar Dam, Khari area of Banihal, Ramban district. They interacted with the students at Government Higher Secondary School, Khari, and also visited the under construction railway tunnel and railway station at Khari. They also participated in a friendly volleyball match at Nachlana. Today during a closing ceremony the students met Maj Gen M Ramesh Babu, SM, GOC, CIF (Delta), who addressed the students and distributed certificates to recognise their participation in the tour. |

Jammu, August 3 He had suspected the involvement of a group of seven women, who were also travelling on the same minibus. During search, the police recovered stolen gold bracelets.
