Rice millers protest PPCB show-cause notices
Fatehgarh Sahib, July 26 In these notices, the PPCB has mentioned that as per the High Court orders and amendments, the rice millers shall provide paved or bricked roads inside their mill for movement of vehicles, so as to prevent dust. They will provide a closed room of minimum height of 10 ft for storage of rice husk and it shall be closed from all sides and have an access door for loading of rice husk. A vent above roof level shall be provided, which will be connected to the air pollution control device. During transportation of rice husk through the vehicles, it shall be covered from all sides with tarpaulin to prevent blowing of husk by winds. The millers have been directed to appear and submit compliance to the board. The board has warned that the rice millers will not operate its unit without the compliance of the complete code otherwise Punjab State Power Corporation will be directed to disconnect the electricity connection and not to restore. The department of food and civil supply will be directed to cancel the licence and not to allot paddy without prior permission of the PPCB. Meanwhile, Deputy Commissioner Yashvir Mahajan has asked all rice millers to implement the High Court orders regarding the storage of rice husk and rice ash and directed the officials concerned to ensure that no rice mill should violate the orders. When contacted, Surjit Singh Sahi and Sudhir Arora, spokespersons of the District Rice Miller's Association, said it was not viable for them to construct such sheds, as a lot of space and money is required. The government should seek more time from the High Court and should give subsidy to complete all formalities. They said rice mills were already covered under the PPCB rules and regulations, besides this air pollution control device has already been set up by the millers under the guidance of the science and technology department. They said the millers got an NOC only after installing these devices. |

Violators challaned

Dera Bassi, July 26 Out of six, four were challaned for selling tobacco near the educational institutions. A shoemaker was challaned for smoking at his makeshift shed along the roadside, while one roadside dhaba owner was challaned for not putting warning and awareness board. All were given strict warning to be vigilant in future. SMO, Civil Hospital, Lalru, Dr Multani, said all provisions of preventing tobacco use and selling would be enforced in and around Lalru to relieve people from the tobacco menace. |

Ambala, July 26 The body was found in the agricultural fields with his throat slit with some sharp-edged weapon. As the matter was reported to the police, a team of officials from the Top Khanna police post and Ambala Cantonment reached the spot along with fingerprint experts and dog squads and started investigations. Panchkula gang-rape accused acquitted
Panchkula, July 26 Finding no circumstantial evidence, Puri and Arora were acquitted. The case dates back to June, 2011, when this rape case of a minor girl had come to light. According to the complaint lodged by the girl’s mother, her 15-year-old daughter was allegedly taken by force from their house in Sector 6 by Sahil Puri (19) and Marshal Arora (20) in a car when she was alone at home at about 7 pm. It was further alleged in the complaint that she was intoxicated with liquor and then raped near the helipad area in Sector 5, Panchkula. She was dropped back at home by them at about 11 pm. The police had arrested the boys under Sections 376 (for rape), 363 (for kidnapping) and 366 (for kidnapping, abducting or inducing a woman for marriage). |

HC sets aside no-trust resolution against Kurali Municipal Council

Chandigarh, July 26 “Since the petitioner has unnecessarily been made to make the present approach, I would allow this writ petition with costs of Rs 25,000,” Justice Ranjit Singh added. The cost is to be jointly recovered from the Municipal Council and the its members responsible for the resolution. Eight members and an MLA had earlier moved a resolution for no confidence against the petitioner, under Section 22 of the Punjab Municipal Act. Challenging the resolution, Rana had contended that Kurali Municipal Council had 13 elected members, along with an MLA, who was the ex-officio member of the Council. He had added that two-thirds of the 14 would come out to be 9.33. As two-thirds majority was the requirement, 10 members were necessary to pass the “no-confidence motion”. The impugned resolution, on the other hand, was passed by nine members — eight elected members and the MLA. He had further contended a resolution not passed by two-thirds of the total members was “no resolution in the eyes of law”. As such, the action of the official respondents in not permitting him to work was “totally arbitrary and illegal”. The respondents, on the other hand, argued that the fraction being less than 0.5 has to be rounded off as nine. Taking up the matter, Justice Ranjit Singh asserted the petitioner objected to the resolution, saying it not be treated as passed by two-thirds majority. “Still, the members being from the ruling party of the state said the resolution stood passed. No resolution otherwise was written and no signatures of the petitioner were obtained. The objection raised by the petitioner was not noted”. Referring to a plethora of judgments, Justice Ranjit Singh asserted the matter was already covered by various verdicts, and to his mind, the counsel appearing for the respondent-members has raised this argument despite being fully aware of the precedents “In view of settled position of law, there was hardly any need to debate the issue, which has unnecessarily been so raised by the counsel appearing for the respondent members. It is required to be realised even by the respondent-state and the Municipal Council that such issue ought not to be raised putting the elected representative to unnecessary harassment, which finally leads to wasting the time of the court, which has to deal with such issues, which at the first place, should not arise in view of the settled position of law”. |

Notice issued to Rahul Gandhi
Chandigarh, July 26 The court issued notice to Gandhi to appear in person in court on November 27. The domiciles of UP settled in the city had objected to Gandhi’s remarks calling them beggars during a rally last year. Advocate Arvind Thakur had filed a petition in court seeking permanent injunction against Rahul Gandhi, restricting him from making any such remarks that are indecent and insulting. Advocate Thakur said some domiciles of UP who were settled and working in the city approached him saying they feel insulted at the remarks made by Congress General Secretary Rahul Gandhi. |

3 cops in the dock for harassing couple
Chandigarh, July 26 SP (City) Desraj Singh today marked a regular departmental inquiry against three police personnel to look into their misconduct and transferred constables Rajesh and Pradeep along with a home guard volunteer, Dalel, to the Police Lines. Out of the three, constable Rajesh is a close relative of a serving UT Deputy Superintendent of Police. The incident occurred last night when at about 3.30 am three police personnel were patrolling in a Swift car while they were in uniform. A girl and a boy were going on a motorcycle when they were stopped by them for checking in Sector 19. The policemen questioned them about their whereabouts and made further inquiries, as to why they were moving around the streets so late at night. The policemen also misbehaved and allegedly took money from the couple. Feeling harassed, the couple then reached the Aroma lightpoint in Sector 22 where they complained about the entire incident to the PCR van deployed there. SP Desraj said checking in a private vehicle by the policemen was against the rules and the inquiry had been marked to look into the allegations of harassment and demanding money.

Few takers for hockey
Chandigarh, July 26 On July 25, 2011, it was reported in the same columns that only two teams participated in the boys' category and later the department organised the same tourney with three teams in the girls' category. And in 2012, the organisers make it a cut and successfully managed to get one more team for the tourney in each age group. According to information, three teams in the girls (U-17), three teams in the boys (U-14) and four teams in the boys (U-17) category participated in the championship. According to the rules, a minimum of eight teams are required for organising such competitions. However, the local officials say even two or three teams are enough to compete in a qualifying competition. The Pre-Nehru Hockey Championship is a pass to play in the national-level Jawhar Lal Nehru Hockey Championship, which is held in Delhi every year. And the city has never won the prestigious cup due to lack of proper exposure to the local players. “We had discussed it last year also, this is a qualifying tournament and there is no need that eight teams should participate in this competition,” said PS Brar, Sports Organiser. However, when asked that pre-Subroto football cup is also a qualifying tourney and the competition witnessed a good participation, the official added, “Well, hockey has failed to get a lift among the school students. In inter-school tourneys players participate for certificates and diets but here they are not getting anything. Moreover, everyone knows that academies are there, so school don't force their teams to participate in the tourney," said Brar. It might be considered as a hard fact but the department officials have failed to tell schools that the national-level tourney holds a bigger position in comparison to the local inter-school tournaments. When asked, since low participation in the tournament was highlighted last year, what essential steps the department has taken to uplift the game, he added, “Hockey is not among the favourite sports in the city-based government schools and there are no players here. We cannot force the schools to make teams.” An official said: “If there is lesser participation, the tournament could be organised under a league basis instead of knock-out matches,” said the official. Contrasting statements about participation In 2011 I have been a player and know all the rules. As earlier I had said this was a qualifying tournament and two teams were enough to compete for the title. In 2012 The schools are not finding players for hockey and moreover we cannot force them to play the sport. Players do not come forward to participate in the qualifying tournaments because they do not receive any certificates or prizes here. Chandigarh, July 26 Arjit Rawat scored the first goal in the 31st minute but Shorya levelled the score in the 20th minute. In the 39th minute, Dev Malhotra scored the decider for the wining side. In the second match, St Stephen's School, Sector 45, overcame Ashiana Public School-46 by 4-0. Akshit (17th minute), Rinraithan (33rd minute), Rishabh (35th minute) and Akshit (38th minute) scored the goals for the winning side. In the third match of the day, DPS-40 beat Government Model High School-26 by 2-0 with Gurkaran (8th minute) and Abhinav (34th minute) scoring for the winners. Cricket camp under way
Chandigarh, July 26 According to Sushil Kapoor, administrative manager, Specialist Academy, Mohali, the Junior National Selection Committee has selected 23 trainees from nine different associations to undergo a precise coaching camp at Mohali. The selected players include three players each from the UPCA, Haryana, JKCA, HPCA and Rajashthan Cricket Association, and four each from Delhi and the PCA. The emphasis during the camp will remain on physical fitness, fielding, bowling and batting drills and video analysis to iron out various deficiencies and flaws in the players' technique. The camp is being organise under the supervision of 3 BCCI level-III coaches namely Munish Bali, Amit Asawa and Yoginder Puri. They are being assisted by Satbir as physio, Nishant Thakur as trainer and Amit Kumar as video analyst. |
