High drama at Civil Hospital
Licence seekers protest against district health official

High drama was witnessed at the Civil Hospital, as dozens of sweetmeat sellers and tea vendors seeking licence under the Food Safety Act raised slogans against the district health official outside his office this morning.

According to information, owners of sweetmeat shops and tea vendors from various sub-divisions of this district had come at the district health office (DHO) for submitting forms for the licence. However, finding the clerk missing from his seat, they raised slogans against the department for harassing them.

The protestors alleged that whenever they came to the office to submit the forms, the clerk concerned forced them to get the water sample approved from a government-approved Bali Laboratories of Ludhiana, which charged a hefty amount of Rs 2,000 to Rs 4,000 from them. They further said even Uppal Laboratories at Mohali, also approved by the government, charges Rs 1,200 for water testing.

One of the protestors also informed that SAD MLA Justice (retd) Nirmal Singh sent Ashok Tulani, press secretary, SAD, Bassi Pathana, to address the grievances of the protestors. Tulani alleged that the forms were being sold in black for Rs 15 and if an illiterate tea vendor or shopkeeper gets his form filled from the vendor, then he has to pay Rs 50. He said he had also requested the DHO to organise camps at the sub-divisions, including Bassi Pathana, Khamano, Mandi Gobindgarh and Amloh, to facilitate them to fill the forms and issue the licences on the spot.

The DHO, Dr Garja Singh, immediately arrived and diffused the situation by issuing licences to the sweetmeat shopkeepers and tea vendors on the spot. He also directed his staff to help the applicants in removing their grievances if any, besides helping them by filling the application forms.

Dr Singh said they had not directed anyone to get the water samples tested from Bali Laboratories in Ludhiana. He said it was up to the licence seekers to get the water samples passed from a water sample testing centre approved by the state government.

An official of a private company at Nabha on the condition of anonymity said he had been visiting the office since three days, but every time the officials informed him that his work would not be done. He said he visited the office after seeking prior permission to avoid unnecessary harassment, but nobody was ready to listen to his grievances.

Arrest of Civil Surgeon
Corruption at office comes to fore

The arrest of Dr Jai Singh, the newly appointed Civil Surgeon of Fatehgarh Sahib, by the vigilance bureau red-handed has exposed corruption in the Civil Surgeon office, particularly by officials dealing with food sampling and adulteration.

Small-time sweet makers, rehri walas, fast food corners, dhaba owners and those running small kiryana shops had been complaining that the district health official had been demanding bribe on monthly basis, but they don’t have sufficient income to fulfill the demand, resulting repeated sampling of their items, whereas big sweet makers, kiryana dealers and dairy owners are always spared.

Ajmer Singh, owner of Shiv Shakti Sweets, a leading sweet shop of the district, said since Dr Jai Singh joined as the Civil Surgeon, he had been demanding Rs 1 lakh per month from all sweet shop owners. One of the sweet makers on the condition of anonymity said they had been contributing monthly to one of the sweet makers in Sirhind and he further gives the collected money to the health authorities along with a list of contributors.

Sources said besides officials, the monthly contribution is distributed from peon to top brass as per his status.

Punjabi University introduces new course in multimedia

Punjabi University, Patiala, has introduced a highly professional course, PG Diploma in Multimedia Applications, in the Centre for Advanced Media Studies (CAMS) from the current academic session in addition to the existing BTech Course in TV, Film Production and Media Technology.

Giving the information, dean, academic affairs, Dr SS Khehra said the decision has been taken keeping in mind the ever-growing demand in the fields of multimedia and TV and film production and to offset the trend of charging exorbitant fees by the mushrooming private academies and institutions with relatively little infrastructure and less competent trainers. CAMS, on the other hand, has acquired the latest and high-end equipment with the best infrastructure and highly professional teachers and professionals to train the students, he said.

Police remand for XEN

Ambala, July 25
Ambala irrigation department XEN RK Gupta, who was arrested yesterday by the state vigilance bureau on the charges of taking bribe from a contractor, was produced in court today, which remanded him to one-day police custody.

Contractor Balbir Singh in his complaint had alleged that the XEN had demanded Rs 40,000 from him for passing the pending bill of Rs 10 lakh, while one of the officials of the irrigation department said the balance payment of the contractor was already made on July 9.

He said no balance of the construction bill was lying pending with the department and only the amount of performance money, penalty and security was pending with the department. The vigilance bureau is investigating the matter.

2 booked to rob woman

Kalka, July 25
Two miscreants robbed a 65-year-old woman of her gold ornaments today. Police sources revealed that the victim, Satya Devi, a resident of Saini Mohalla, Pinjore, had come to take medicine from the primary health centre (PHC), Pinjore. The incident took place at around 2.30 pm when she came out of the centre.

The accused asked the victim to sit in the car and assured her to drop near Saini Mohalla adjacent to the NH-22. But instead of dropping her, they snatched her gold bangle (kangan) and thrown her out of the car near the Yadavindra Garden and as result she sustained injuries. — OC

1 killed in road mishap

Ambala, July 25
A woman died when the car in which she was travelling skidded and fell into a ditch on the Ambala-Hisar road near Ismilabad village this morning. According to information, the deceased, identified as Santosh, was visiting a pilgrimage in Rajasthan with her husband Ramesh Kumar and three children.

When the car was crossing Ismilabad village, it suddenly skidded into the water ditch. Santosh sustained serious injuries and was brought to the Civil Hospital at the Ambala City where she was declared dead.

Other occupants of the car escaped unhurt. — OC

Man dies after falling off fourth floor

Banur, July 25
A man died after felling off the fourth floor of a flat near Banur last evening. The deceased was identified as 36-year-old Mohammad Aftab, a resident of Bhagalpur district, Bihar.

As per information, the incident occurred when the victim, working as the labourer supervisor, was supervising the work in the newly constructed flats at Banur and suddenly he slipped from the fourth floor. He was immediately admitted to Giansagar Hospital, Banur, where he succumbed to his injuries. — OC

Ex-liquidator convicted
Held guilty of amassing disproportionate assets worth Rs 1.47 crore

The CBI Court today convicted a former liquidator of the Ministry of Corporate Affairs, Ashish Vajpayee, in a disproportionate assets case. The accused, who was attached with the Punjab and Haryana High Court at the time of his arrest, has been held guilty of amassing assets (worth Rs 1.47 crore) disproportionate to his known sources of income in 2006 during his tenure.

The quantum of sentence will be pronounced by the CBI court tomorrow. The convict, Ashish Vajpayee, had earlier been sentenced to two years’ rigorous imprisonment by the court in a separate case of misusing official position and criminal conspiracy in 2010.

The CBI had registered the disproportionate assets case against him on August 7, 2006.

The prosecution had stated that a total of Rs 1.47 crore was seized during the search of his residence at Sector 27 and from his bank lockers in Chandigarh, Nagpur and Chhattisgarh (his hometown).

The CBI disclosed before the court that Rs 30.50 lakh was seized from his locker in Central Bank, Sector 17, and about Rs 7 lakh was seized from his residence in Sector 27.

Vajpayee was also found in possession of FDRs, Kisan Vikas Patras, jewellery and a Honda City car worth Rs 35 lakh besides a piece of land in Kharar, two flats and one piece of land in Raipur. The official liquidator was also accused of favouring private firms while auctioning property under liquidation.

The prosecution had stated that it is a rare occasion when such a huge amount had been recovered from the lockers of an accused as these officials try to play it safe and keep liquid assets in safe hideouts not in bank lockers. “Vajpayee thought that the official agencies could not touch him as he was attached with the High Court,” the prosecutor stated.

Vajpayee had joined the Registrar of Companies (ROC) in 1989 as a technical assistant. He was later promoted.

Wealth worth 354% more than income: CBI

The CBI told the court that Ashish Vajpayee joined the Registrar of Companies on January 16, 1989, as Junior Technical Assistant and he was found in possession of assets worth ~1,47,15,188 disproportionate to his known sources of income in May, 2006. These were worth 354 per cent more than his income.

High Court rap for Administration
Redtapism in renting out shops in fish, meat and poultry products market

Rapping the Chandigarh Administration on its knuckles for red-tapism in renting out the shops in the “modern air-conditioned fish, meat and poultry products market”, the Punjab and Haryana High Court has set a two-week deadline for the authorities concerned to take a decision. The market was constructed some three years ago.

Taking up a petition for making the fish,meat and poultry products market functional, the High Court mince no words while asserting: “From the averments in the writ petition and the additional affidavit filed, it transpires that the constructed modern market is lying vacant for more than three years.

“The attempts to auction the shops in such complex have remained unsuccessful, and the proverbial red tape has scuttled the final decision to let these shops on monthly rent”.

The scathing observations came on a petition filed by Bahadur Parsad and other petitioners against the Union Territory and other respondents.

In the petition placed before the Bench of Justice Hemant Gupta and Justice Rajiv Narain Raina, the petitioners through counsel Bimal Chandan Bitta claimed they were engaged in the business of selling fish near Atawa village in Chandigarh.

They added even though the “modern air-conditioned fish, meat and poultry products market” was constructed in Sector 41-C, “none of the shops were allotted to any person”. As a result, the petitioners continued to sell fish on public land under unhygienic conditions.

Counsel representing the Administration and other respondents, on the other hand, filed an affidavit by Additional Commissioner-II, Municipal Corporation, Chandigarh, pointing out that the market stood transferred to the Municipal Corporation.

He added the market was transferred in 2009 for leasing out the constructed booths on 99-year lease; and the auction was fixed for May 27, 2010. But, the auction was postponed due “to poor response”.

In the auction subsequently held on September 24, 2010, only two bidders deposited the money. As many as 25 persons, however, gathered at the spot demanding the letting out of the shops on monthly rent basis.

The Bench asserted: “It has been pointed out that the Finance and Contract Committee of the Municipal Corporation has taken a decision in its 202nd meeting on October 10, 2010, to rent out the shops in the market. The matter had been referred to the Finance Secretary-cum-Chief Administrator for according permission to rent out these booths. But the same was yet to be received”.

Disposing of the petition, the Bench directed to the Chandigarh Administration to take a final decision within two weeks in pursuance of the Municipal Corporation resolution and “thereafter initiate the process of renting out the booths to the eligible persons so as to complete the process of allotment of shops within the next two months”.

Bribery case: Coach gets bail

Coach RP Chopra who was arrested recently for accepting a bribe of Rs 10,000 from a cricket aspirant was released on bail today. The case had come up for hearing in the Panchkula sessions court where he was released on bail.

It was recently when Chopra was denied bail by the lower court. The case dates back to June 22 when RP Chopra was held for accepting a bribe of Rs 10,000 from a cricket aspirant, Krishan Kumar, at the Tau Devi Lal Stadium, Sector 3, Panchkula.

During preliminary investigations, it was found that Chopra used to charge a big amount from cricket players for a chance to participate in the state and national-level competitions. According to officials in the vigilance department, Chopra allowed only those, who paid a handsome sum to him, to practice batting in the nets. The officials were also investigating on the sale and purchase record of sports equipment.

Chopra had also reportedly taken Rs 2.50 lakh from Vikram, a resident of Naraingarh in Ambala district, and selected him for Cricket Premier League team. Vikram was in the runners-up team and had won a prize of Rs 50 lakh, but the accused did not pay anything of the cash prize to him. The victim has filed an affidavit in the Panchkula district court against him.

Two women commit suicide

Chandigarh, July 25
Unable to reconcile herself to the loss of her younger brother, who had committed suicide, a 19-year-old girl allegedly kills herself by hanging herself at her residence in Ram Darbar here this afternoon.

The victim, Sangeeta, was noticed hanging from the ceiling fan by her mother.

No suicide note was found on her. The police her younger brother, Shubham, was the only brother of three sisters.

In another incident, a 24-year-old woman committed suicide at her residence in Sector 29. Deepika Rawat was spotted by her husband hanging by a fan in the morning. The police was informed and she was taken to the GMSH-16 where she was declared brought dead. The police found a suicide note in which she has held no one responsible for her death.

Constable eve-teased

In yet another case of eve-teasing, a woman constable posted near the Railway light point reported that some rowdy youngsters passed comments on her while she was on duty last night. The police reached the spot but the accused had fled by that time.

The woman constable refused to make a complaint in writing to the police.

Last week, a student was arrested for passing comments on a woman constable at the Aroma light point in Sector 22.

2 robbers arrested

Mohali, July 25
The police arrested two robbers who robbed of a local resident at a knifepoint this afternoon. The accused, identified as Charanjit Singh from Dhala village in Mukerian, and Deepak Kumar of Badh Majra, Mohali district, robbed of Deepu, a resident of a colony in Sector 50, Chandigarh, of Rs 2,100 at the knifepoint near the Neighbourhood Park in Phase XI at around 2.30 pm today.

The accused were riding a stolen motorcycle, which was later recovered by the police.

Meanwhile, the police has registered a case under Sections 382 and 411 of the IPC and Sections 25, 54 and 59 of the Arms Act against the accused at the Phase XI police station. — TNS

Man held for fraud

Panchkula, July 25
A 30-year-old man was arrested by the Panchkula police who was reportedly giving fake evidence in the Panchkula court this morning. The accused, identified as Jagjit Singh, is a resident of Ambala.

According to the police, Singh was giving fake evidence for a culprit whose brawl case had come up in the Panchkula court. It was after the judge inquired about him that he came to know about Singh. — TNS

Class X student ends life

Panchkula, July 25
A student of Class X reportedly committed suicide at his residence in Haripur village, Sector 4, Panchkula, by hanging himself from a ceiling fan on Wednesday night. The deceased, Lovely, was rushed to the Sector 6 General Hospital where he was declared brought dead.

Around 9.30 pm when the parents called lovely for dinner, he did not respond. When the parents opened the door, they found his body hanging from the ceiling fan. No suicide note was found from the spot. — TNS

Education dept seals GMSSS-19 cricket ground

The 30-year-old cricket hub of City Beautiful, the Government Model Senior Secondary School, Sector 19, is facing the ire of the UT Education department. The authorities appear to have suddenly woken up to the fact that the cricket academy is running without ‘permission’ from past three decades and ordered cricket enthusiast to vacate the ground till a final decision is taken ion the issue.

Notably, from past many years, the department is organising various inter-school tournaments on the same ground and taking full services of the ground staff and the association.

According to Surinder Singh Baiji, general secretary of the Haryana Cricket Association and head of the Sector 19-based cricket academy: “The UT education department has suddenly sent a notice to us to seek a written permission to use the ground. We are using the grounds from past 30 years with the permission of the school’s principal. Everyone knows about it. Even on official record this ground hosted inter-school tournaments organised by the same department every year. The host team was provided with balls and umpires,” said Baiji.

“We are maintaining the ground and it costs us around Rs 2 lakh annually. Maintaining the pitch, hiring grounds men, balls, kit and many other things cost us money. The wash-room was recently renovated and there are many small expenses. The academy does not charge a single penny from the players or the department. The members of the association contribute whatever they can and still the department is harassing us. Even after receiving the notice, I have asked for some time to seek the permission from the authorities ,but they just assured me to wait for July 27,” said Baiji.

Notably, the city has no direct affiliation to the BCCI (Board for Control Cricket in India) and the local players represent Punjab and Haryana. “Recently, three local players of the state-run cricket academy represented the Haryana state. We are providing the local players a platform to perform. The players practice here, we have coaches and provided best infrastructure to the players,” said Baiji. “We were organising the camp for preparing the Haryana team that also includes local players for the upcoming inter-state championship, but the officials just ordered a complete shut-down. The team is schedule to play its match on August 3 but there is no place to practice,” Baiji added.

According to District Education Officer Ram Kumar, the department is working on the matter. “We are working on the issue and the final decision will be taken on July 27. We are aware of everything and the matter is forwarded to the DPI office,” said Kumar. “The department has issued a notice keeping in mind the ‘permission’ aspect. We are not harassing anyone,” he added.

However, sources revealed that the step has been taken to stop principals from giving direct permissions. “The principal of various schools had started making decisions on their own. This is against the rules,” said an official requesting anonymity.

GMSSS-10 lift trophy

The football team of Government Model Senior Secondary School, Sector 10, clinched the St Soldier Trophy after the defeating the host team in the final match today.

The wining side defeated the rivals by 2-1. Sidhant of GMSSS-10 bagged the best scorer award while Abhijeet Kataria of St Soldier International School was adjudged as the best player of the tourney.

Rohan from GMSSS-10 won the best goal keeper award.
