Headless body of 20-year-old woman found

Being born on the special date which comes after every four years; the leap year, has made their parents believe even more that their newly born are special and blessed.

Rs 2.8-cr aid for cancer patients

As many as 234 cancer patients have been given financial aid worth Rs 2.84 crore under the National Rural Health Mission in the district. This was revealed in the recently concluded review of NHRM.

For second consecutive year, Daljit Kaur, a BA second year student of Khalsa College for Women (KCW), won the gold in boxing in the All-India University (AIU) Championship.

No pharmacists in 5 medical stores

The teams of drug inspector with the district health department today inspected 14 medical stores in Chehharta area and found pharmacists from five of these shops missing. The medical stores are required to have a qualified pharmacist at their shops. Few of the medical stores failed to produce the license and few others were unable to produce the records of sale and purchase of drugs, said Civil Surgeon, Dr Manjit Singh Randhawa.

Headless body of 20-year-old woman found

Panic struck Maqboolpura locality today after the headless body of a 20-year-old woman was found from a home in the street number two of Shaheed Baba Sangat Singh Nagar here.

Identified as Parveen Kumari, the deceased was in a live-in relationship with Lovejeet Singh.

The headless body was first seen by Vijay, the elder brother of Lovejeet, who also lived in the same house as them. As reported, Vijay got suspicious when Parveen did not respond to repeated knocks on the door of the house on the ground floor.

Later he called the neighbors and police was called in. As the police broke open the door, they found Parveen’s body lying in a pool of blood. Later the head was recovered from a gutter in the same house.

The Maqboolpura police has launched investigations after registering a case under Section 302 of the IPC in this connection.

Lovejeet and his other brother, Aju is already facing trial in a rape case in the local court and has been lodged in Amritsar Central Jail for last one and half year. Meanwhile, Parveen continued to live at his residence along with Vijay, the elder brother of Lovejeet. The upper portion of the home was given on rent to a widow having four children-two girls and two boys.

As the news spread, residents gathered near the house while several people were seen wailing. The police has taken Vijay into custody.

Rashpal Ghuman, ADCP City-I, said during preliminary investigations Vijay said he came to know about the incident in the morning. He said investigations are being conducted from various angles to crack the case. He said Lovejeet and his brother Aju, who are in jail, will also be questioned. He said the victim’s parents who live in Rana Garden in the same locality have also been called. He said the police was also searching for the weapon used in the crime.

The management of the internationally-known charitable institution Pingalwara is working on the modalities to have a new entrance to its premises.

The reason is that a 10-feet-high pillar of the proposed ramp of the elevated road has been erected opposite its main gate, thereby blocking the entrance. Once the elevated ramp comes up, it will fall through this point barely leaving any space underneath for the approach to the charitable institute, a home for the destitute, mentally-challenged as well as the handicapped.

Expressing resentment that the authorities had overlooked that 12-feet high ambulances cannot pass through this point, the officials at Pingalwara are now thinking of erecting another gate, apparently from the side lane of the corner building. Erecting a new gate will require demolition and alteration of some structures built adjoining the boundary wall. This main branch of Pingalwara houses the administrative complex, a female ward, children's ward, rehabilitation centre, printing press, dispensary, medical lab, dental centre and a common kitchen. “There are over 1,500 patients who have no one to take care of and most of them are going to spend their whole life here. Once this ramp is erected, its tail will hinder the lone gate. Besides, proving to be an obstacle for our ambulances, I fear that even donors will face problems coming here. We are dependent only on individual donors to meet our daily expense amounting to Rs 2.74 lakh per day.

We have repeatedly written to the Punjab CM and the MP to review it, but all our efforts proved futile," she said. She said possibilities are being reviewed to open up a new gate.

Even as the government is sitting on the proposal to release funds to raise infrastructure for the homeless, the district administration with aid-in assistance from the local municipal corporation has initiated to transform an obsolete five- decade-old Karam Singh Medical Ward as ‘rain basera’ for the homeless.

Massive renovation work is being carried out in this ward which was lying unused for the past over five years after the medical infrastructure was shifted to multi-specialty ward of Guru Nanak Dev Hospital.

This ward served the purpose of accommodating beggars and destitute. The district administration, had sent a proposal of Rs 33 lakh to the Centre through the state social welfare department and sought funds to raise the infrastructure for homeless people, but the response is still awaited.

Nevertheless, the district administration, in collaboration with the Municipal Corporation is trying to provide a reasonably good living for the homeless.

The walls of this building are being painted, the broken doors and windows have been replaced with new ones, the bathrooms and toilets are being fixed with new seats and tiles, apart from providing fresh sets of blankets and quilts. A new LG-make television set with the cable connection and a set of ten single-board beds have also been put here. More are likely to be added later. Similarly, new water storage tanks are being installed here to provide 24X7 water supply.

Deputy Commissioner Rajat Aggarwal said these arrangements were made to provide a reasonably good accommodation for the homeless.

“Instead of waiting for the aid, we decided to arrange decent living conditions for the homeless out of our own limited resources and I feel we could take a step ahead in this regard. As the renovation work in the building is underway, we are establishing contacts with the corporate or NGOs who can spare thought for the cause to make it better,” he said. “Apart from this, we are also coming up with a rehabilitation policy for the beggars or destitute in collaboration with the district Red Cross Society. Under this policy, we will identify talent in them and try to get them jobs with various dairy, poultry farms. Arrangements have also been made for the mentally disturbed destitute in collaboration with Dr Vidya Sagar Institute of Mental Health here,” he said.

Dr Randhir Singh, an official of the Red Cross, said a comprehensive report has been submitted with the government recommending provisions such as box beds, support staff like all-time attendants and cooks. “If this proposal gets through, it will be greatly help people in need. Till then, we are putting in joint efforts to make it a better place to live for the unfortunate ones who are forced to sleep under open sky pavements during chilly nights,” he said. The SC on February 27 had directed the northern state governments to ensure permanent night shelter for the homeless to protect them from biting cold during the current year’s prolonged winter. The apex court had given a span of six months for the purpose with effect from the date of pronouncement of these orders.

Two of these babies were born at the Jallianwala Bagh Memorial Civil Hospital today. Being born on the special date which comes after every four years; the leap year, has made their parents believe even more that their newly born are special and blessed.

For Balbir Kaur, a resident of Ghaa Mandi, the day is special in yet another reason. “Very few people in life get to see children of their grand children and I am one of them," said Balbir Kaur, with the newly born in her lap. Balbir's grand daughter-in-law, Jyoti gave birth to a baby boy at 10:37 am today.

As the leap year babies have less number of birthdays to celebrate after every four years, the parents and friends make it a point to celebrate it with grandeur. Jyoti's husband, Raman Kumar said, "If the birthday is to come every four years, the celebration will be such that it will compensate for the next three years." For all leap year babies, turning 20-year-old means celebrating their birthday only five times. Even if they make adjustments such as celebrating it on February 28 or March 1, but the true feeling of being a birthday boy or girl can be felt only on February 29.

Another couple from Bhagat Singh Colony, Aarti and Anil Kumar too were blessed with a baby boy at 9 am today. Hailing from Uttar Pradesh, Anil said, "Earlier this date had least significance in our lives and we were least bothered about it. We were indifferent when the date comes and passes but now we will always wait eagerly for it." He said the child is surely special as he has come on the special day.

Rs 2.8-cr aid for cancer patients

As many as 234 cancer patients have been given financial aid worth Rs 2.84 crore under the National Rural Health Mission in the district.
This was revealed in the recently concluded review of NHRM.

Terming it as an achievement, Civil Surgeon Dr Manjit Singh Randhawa said the district is a frontrunner in providing aid to cancer patients. He said cancers patients are given a monetary aid of up to Rs 1.5 lakh.

He said Deputy Commissioner Rajat Aggarwal had taken the initiative of providing fast relief to patients. As a result of which, cases are timely forwarded to higher authorities.

“We have lesser number of cancer patients than other districts, but we are able to procure aid for maximum patients,” said Randhawa.

He said the review of NRHM in the district also revealed that the telemedicine project in the district has been going successfully. “Cases of around 50 patients suffering from chronic diseases have been taken up with experts in other medical institutions and the results are encouraging,” he said.

Randhawa said 30,319 patients were examined by doctors in mobile van units in the district during the past one year. As many as 8,887 pregnant women have got benefits from Janani Suraksha Yojna and 11,882 pregnant women were given free delivery services.

He said 10,372 women were able to receive traveling allowance as they opted to deliver the child at government institutions. Further, 5,878 mothers were given monetary aid under Mata Kaushalya Yojna, he added.

He said 31,488 patients of cataract were freely treated at the government institutions. As many as 28,845 schoolchildren from 1,891 schools were examined and 640 schoolchildren were distributed free spectacles.

The owner of Sona Chandi Agro Processors in the city surrendered Rs 2.15 crore after the Income Tax Department found several discrepancies in the account books of the company, informed Des Raj Kondal, Joint Commissioner of Income Tax.

Kondal said the recession in the export market has ended and the department expects an increase in advance tax collection in March.

Khalsa College to host kisan mela on March 7

To create awareness among farmers regarding the latest hybrid varieties of seeds, modern farming techniques, Khalsa College will host the first-ever kisan mela, in collaboration with the Punjab Agriculture University (PAU), Ludhiana, here on March 7. Experts from the PAU and Khalsa College will address the farmers on diverse issues confronting the agriculture sector of Punjab today. Khalsa College principal Dr Daljit Singh said the mela will benefit farmers of the area. He said the agriculture sector was a major worry for economists due to its declining growth rate and unless farmers adopted the new hybrid seeds and sophisticated techniques, the sector will continue to remain in the red.

PAU Vice Chancellor Dr Baldev Singh Dhillon will be the chief guest and PAU director, Extension Education, Dr Mukhtar Singh Gill, will be the guest of the honour at the mela. Both are alumni of the Khalsa college.

The agriculture department of the college is one of the oldest departments, carrying the study and research that has contributed immensely to the Green Revolution and the growth of agriculture in Punjab also known as the food bowl of India. Seminars and workshops for farmers, an exhibition of seeds, agro-technology, insecticides and pesticides will also be the highlights of the mela. The students of the department will show the models, labs and field research going on in the department.

“We have been experimenting with the new varieties of crops, including vegetables, fruits and other cash crops in the Net House, which will also be the special interest of the farmers,” said Dr Daljit Singh. He said more than 70 stalls from various government departments and renowned companies developing seeds, pesticides, fertilisers and insecticides will also be put up during the mela.

He said the farmers will also be made aware of the new varieties of wheat, vegetables, fruits and cash crops. “We are proud of our department where the B.Sc. and M.Sc. (agriculture) classes in a number of subjects are conducted and we have secured one hundred per cent placements,” said Dr Daljit Singh. He said the mela will provide an opportunity for the farmers to take advantage of the know-how and expertise of the college and the PAU in the field.

Daljit Kaur wins boxing gold

For second consecutive year, Daljit Kaur, a BA second year student of Khalsa College for Women (KCW), won the gold in boxing in the All-India University (AIU) Championship.

She defeated participant from Rohtak University in the final of the event, held at Lovely Professional University (LPU), Jalandhar. She was honoured by Khalsa College principal Dr Sukhbir Kaur Mahal. Her coaches Baljinder Singh, Dr Tejinder Kaur, Sukhdeep Kaur and District Sports Officer Sukhbir Kaur Johal also lauded Daljit for her achievement.

TCS honours BTech topper

Tata Consultancy Services (TCS), a multinational IT company, today visited Guru Nanak Dev University to honour BTech (computer science and engineering) topper of batch 2012. Surabhi Midha from the university regional campus, Jalandhar was awarded with a gold medal and a cash prize of Rs 10,000 by the TCS team.

Special students shine

Prakash Kumar and Harmanpreet Kaur, both students of Panther Asha School, grabbed medals in bocce event during the national-level Special Olympics Sports Meet in Chennai.

Prakash won the gold in the individual category and bronze in the team event while Harmanpreet won a silver medal in individual category and a bronze in team event. The event was organised under the aegis of Special Olympics Bharat, a national sports federation for the intellectually challenged, that has been nominated as the nodal agency by the Ministry of Youth Affairs and Sports.

Amritsar: SGPC Chief Avtar Singh Makkar today inaugurated Sri Akhand Path Sahib Bhawan at Gurdwara Shahid Ganj Baba Deep Singh Ji. Constructed by Sant Baba Kashmir Singh Bhuriwale, the building has 18 rooms for holding Akhand Path, besides a place for performing ‘sukh aasan’.

The bhawan was constructed in less than 10 months. Addressing a gathering prior to the inauguration of the the building, Makkar said Sant Baba Kashmir Singh would soon start the work of a five-storey building for langar facility and it will be set up in two and a half years. — TNS
