Shanta loyalists skip Satti’s function

Factionalism once again cast its shadow on the formal installation ceremony of newly appointed state party chief Satpal Satti as ministers and legislators owing allegiance to former Chief Minister Shanta Kumar skipped the important event where everyone harped on unity.

Even as Satti, a young and energetic leader from Una, assumed office as the 11th state party chief here today, the absence of Shanta loyalists, including ministers Kishan Kapoor and Ramesh Dhawala and four legislators, Khushi Ram Balnahata, Vipin Parmar, Des Raj and Praveen Sharma, clearly sent the signal that all is not well within the organisation.

Senior leaders, including Chief Minister PK Dhumal, national BJP general secretary JP Nadda, national secretary and co-in charge of the party affairs in Himachal Shyam Jaju, ministers and MLAs, were present on the occasion.

The absence of the two ministers became all the more embarrassing for party leaders as only two hours before the installation ceremony they had attended a Cabinet meeting, chaired by the Chief Minister.

Even though it was expected that Shanta Kumar, Rajya Sabha MP and national BJP vice-president, would be unable to attend the function as he was away to the North-East, he, too, chose to head straight to his hometown Palampur from Delhi today rather than making it convenient to attend today’s function.

Satti, who has the full backing and support of the Chief Minister, said the biggest challenge before him was to ensure that the BJP repeated its government by winning the Assembly poll, due later this year. “With the blessings of senior state and central leaders, I want everyone to work unitedly fore making mission repeat a success,” he said.

Satti, while reiterating that every party worker, right from the grassroots level, would be given due importance and respect, said organisational matters should be discussed within the party forum.

“Each one of us must remember that the interests of the organisation should always be supreme rather than petty personal interests and I expect everyone to abide by it,” he said.

Speaking on the occasion, the Chief Minister said party workers must take the achievements of the government to the masses. “There is no reason why the party workers must not be enthused as the development works of our regime alone are enough to give a drubbing to the Congress in the poll,” he said.

He, however, alerted everyone against “opportunists” who were there only to enjoy power, but proved to be most damaging for the party later on.

Nadda, while lauding Satti’s organisational capabilities, said he had the right blend of youth, organisational experience and aggression. Lauding the performance of outgoing party chief Khimi Ram, he said he had done a good job, but at times people needed to be shifted to assume another responsibility.

Errant Lok Sabha MP from Kangra, Rajan Sushant, can come in the firing line of the party high command as national BJP general secretary JP Nadda today hinted that he had been given ample opportunities and a decision on him would be taken by the high command within a week’s time.

Nadda, who was here to attend a function in connection with the assuming of office by new state party chief Satpal Satti, today said the report about Sushant’s conduct had already been placed before the high command and a final decision would be taken within a week.

Sushant, who has often been a cause of embarrassment for his party’s government, has minced no words in accusing the Dhumal regime of corruption and nepotism. The fact that Sushant’s son has formally joined the Himachal Lokhit Party, floated by rebels led by former MP and party chief Maheshwar Singh, can also go against the BJP leader who has been daring the party to take action against him.

While taking a serious note of the absence of Shanta loyalists from the function at the state party office here today, Nadda said it could be a coincidence, but they would not be allowed to repeat it. “We have already taken note of it even in the past and the party is very serious about such matters,” he said.

Nadda said the party would first adopt a conciliatory approach and try to settle things by holding talks with these leaders who were deliberately trying to maintain distance from important party events. “Like it is in any other party, we try to give a long rope. We held talks with them even in the past, but they will certainly not be allowed to make it a habit,” he said.

Even though Nadda, on a peace-making mission to the state earlier this month, had said no talks would be held with those who had left the BJP and floated a separate political outfit, Satti while adopting an appeasing stance said doors for talk with everyone were always open.

However, he has a tough task ahead of him with Shanta loyalists clearly hardening their stand and sending out a loud and clear signal about their defiant mood. With elections only a few months away, the party bickering can prove to be dear for the BJP which is aiming to repeat its government.

Health cover racket busted
Hospital gets claims for patients who were ‘never admitted’

In what appears to be the tip of the iceberg, the state Vigilance and Anti-Corruption Bureau has busted a heath insurance claims racket worth Rs 5 lakh under the Rashtriya Swasthya Bima Yojna.

The racket may run into several crores of rupees in the name of over 2,35,131 smart card holders, mainly from BPL families, as the Vigilance is yet to look into 240 other hospitals empanelled under the RSBM.

The bureau raided Apna Hospital at Ghagas in Mandi district and after examining its documents made out a prima facie case against the hospital under Sections 420, 467, 468, 471 and 120-B of the IPC.

The hospital received a payment of Rs 5 lakh as insurance claim under the RSBY last week, released by New India Insurance (NII), a Government of India company. However, this seems to be only the tip of the iceberg as it the scam may run into several crores of rupees. There are 2,35,131 smart card holders and 122 private and 128 government hospitals empanelled by the state government under the RSBY.

The modus operandi was simple. The Vigilance investigation found that the hospital showed over 100 BPL smart card holders admitted to the hospital even for minor ailments for two to seven days and claimed Rs 5 lakh from the NII. Superintendent of Police, Vigilance, Central Range, Virender Sharma said, “We have verified the 100 patients shown as admitted to the private hospital. After they took medicines, they were made to sign the admission and discharge slips. However, the patients were never admitted to the hospital.”

Under the RSBY, for insurance claims it is mandatory that a patient should have been admitted to an empanelled hospital for more than 24 hours. Interestingly, employees told Vigilance sleuths that they had standing instructions from the boss to admit every patient. However, the hospital management claims the hospital submitted documents to claim insurance.

The government claims that it has provided heath treatment facilities worth Rs 1.80 crore and has covered 2,35,131 smart card holders, insured by the NII in the state so far.

The Central Government pays 75 per cent and the state 25 per cent of the insurance premium under the RSBY.

Sources said the nodal officer of the state Health and Family Welfare Department for the RSBY oversaw the running of the scheme in the state. “We are also examining role of NII managers and the nodal officer of the scheme,” said a Vigilance official. “If need be, we will investigate other empanelled hospitals also as the racket seems to be of a much larger dimension,” he added.

A senior manager of the NII, Shimla, said they had covered 2,35,131 smart card holders at a premium of Rs 300 for the basic package and Rs 330 for critical care per card per year.

“We get data online directly from the government data base and pay claims directly to the empanelled hospitals,” the manager said.

The official said the NII had deputed third-party administrators (TPAs) to keep a watch on the hospitals and verify the documents. Nodal officer, RSBY, RP Sharma claimed that they had no role in paying the premium. They monitored the empanelled hospitals through a network of CMOs. “We will conduct an inquiry,” he added.

Conference concludes with thrust on medical research

The three-day 39th annual National Conference of Indian Association of Preventive and Social Medicine (IAPSM), 2012, concluded here today with a thrust on research work and its benefits to be percolated to the common masses to see a healthy India.

Dr Vishwa Mohan Katoch, secretary, GOI, Department of Health Research, and Director- General, Indian Council Medical Research (ICMR), in his key-note address at the concluding function stressed on creating model research centres with equal participation of state health services, medical colleges, professional scientists and institutions like ICMR, AIIMS, PGI and CMC, so that the scientific knowledge was generated according to the need of state diseases.

Dr Katoch said India could not wait indefinitely for the development of new technologies for health that were urgently required for tackling various diseases effecting people of the country. He stressed on putting special efforts on translational programmes, but also on creating in a holistic manner a milieu for innovative research similar to the times in ancient India when Sushruta and Charak, renowned surgeon and physician, could think originally.

Health research for marginalised communities should be the priority of the medical fraternity and they should focus on marginalised communities and diseases of poor people.

Dr Katoch stressed on serious thinking regarding nutritional changes. He was critical of doctors following the West and spoke of thinking originally.

He said in Himachal Pradesh a model rural health research unit would be set up at Toni Devi which would be connected with DRPGMC Tanda. He congratulated Tanda for being a front-runner and role model in the country in undertaking various research projects in rural and tribal areas under the aegis of the ICMR.

During a session, “Development of Rural Health Centre: Lesson from History”, Dr Shashi Kant of AIIMS and Dr Ashoo Grover of DHR also delivered lectures.

In the next session, “Legacy of Kangra valley: Study from Research Policy to Programme”, Dr CS Panda of AIIMS stressed on the need to understand the role of iodine deficiency in the emerging context of its complications. He said Ramalinga Swami in 1950-60 had a study regarding iodine deficiency disorders in the Kangra valley which became the basis for the National Programme for Iodine Disorders. It was discussed that some of the state governments in the country could not understand the serious complications of iodine deficiencies that gave a setback to this mission.

Dr Anil Chauhan, Principal, DRPGMC Tanda, thanked the delegates and said more than 450 research papers were presented during the three-day conference. The conference concluded with presentations for epidemiological grants.

Honorarium of panchayat workers increased

The government today decided to increase the honorarium of workers engaged by Panchayati Raj Institutions (PRIs) for the operation and maintenance of water supply schemes in rural areas from Rs 750 to Rs 1,350 per month.

It also decided to re-designate the 2,220 workers as “water guards”.

The decision was taken by the state Cabinet that met under the chairmanship of Chief Minister PK Dhumal, here today.

It decided to delete the condition of 45 years of the age limit and consider 20 years of regular service with a satisfactory service record as the sole eligibility criteria to seek pre-mature retirement by any government servant to make the Himachal Pradesh Civil Services (Premature Retirement) Rules, 1976, more practical and in consonance with the CCS Pension Rules.

An employee could seek premature retirement after giving three months notice to the competent authority.

It was also decided to adopt the inter-district transfer policy in respect of health workers on the analogy of the Education Department by allowing one per cent inter-district transfer of the total strength for those completing 13 years of service in the district.

The Cabinet decided to expand the scope of allotment of government residential accommodation by including contractual employees, including doctors, pharmacists and paramedical staff of Rogi Kalyan Samitis, recruited through a prescribed recruitment agency.

It gave nod for the continuation of the existing nine fast-track courts in the state up to March 31, 2013, as a state scheme.

It was further decided to issue “No Objection Certificate” in favour of Nanda Institute of Nursing, Una; Satyam Educational Society, Shahpur; LLR Educational Trust, Solan; and Vidyavati Memorial Educational Society, Nurpur; for starting the BSc Nursing and GNM courses in non-preferred locations of the state.

A primary health centre was also planned at Malyawer in Bilaspur district and one post of medical officer and one post of staff nurse have been sanctioned to make it functional.

The Cabinet also decided to amend the Himachal Pradesh Passenger and Goods Taxation Act, the State Taxation (On Certain Goods Carried by Road) Act, 1999, and the Rules framed there under and the State Fiscal Responsibility and Budget Management Act.

Govt policy ‘to blame for’ fiscal woes of power board

With the financial health of the state electricity board turning form bad to worse, the people of the state will have to pay for the “disastrous policy” of the government to allow power-intensive steel units after the grant of the central industrial package.

Instead of promoting environment-friendly industries with good employment potential, successive governments granted approval for setting up power-guzzling arc and induction furnace-based steel units, which figure on the negative list of industries.

These hardly generate any employment for the people of the state and cause air pollution due to uncontrolled fugitive emissions with levels of suspended particulate matter ranging from 500 to 600 ppm (parts per million). The political bosses obliged the industries, but the people will have to pay for it for a long time.

The impact of the policy on the board can be judged from the fact that 60 power-intensive steel units with an aggregate load of 320 MW are consuming a whopping 900 million units of electricity whereas 16.75 lakh domestic consumers are consuming 1,200 million units.

The board, which was surplus in power, now faces a huge deficit due a sudden increase in the power consumption over the past five years. As the board is being forced to purchase the costly thermal power to meet the demand, its power purchase cost has shot up from Rs 1,310 crore in 2007-08 to Rs 2,300 crore in the current fiscal.

Since the power tariff is determined on the basis of the average cost of supply, the burden of the increase in the cost of power procurement has to be shared by the domestic consumers. The board is already facing a deficit of Rs 1,500 crore, which will cross Rs 2,100 crore by next year, unless the tariff is raised steeply.

The BJP is a bigger culprit as it made it a big issue during the Congress regime in 2003 and alleged corruption in the grant of permission to steel plants. However, after coming to power, it blatantly followed the same policy and sanctioned many more units, even when power was not available, landing the state into deeper environmental and financial mess.

In fact, the State Electricity Regulatory Commission had pulled up the board for issuing power availability certificates on the recommendations of the State-Level Single Window Clearance and Monitoring Authority without proper evaluation, leading to a situation where it would have to buy power at very high rates and supply it to power-intensive units at a relatively lesser tariff. It was only in February 2010 when the central package was about to expire that the government decided to put a ban on power-intensive steel units.

Conservation Breeding of Cheer Pheasants
DNA profiling to help gauge success rate

With a view to gauging the success rate of conservation breeding of vulnerable cheer pheasants at Chail, officials of the wildlife wing are undertaking its DNA profiling at the Hyderabad-based Centre for Cellular and Molecular Biology Lab.

This will help ascertain the degree of inbreeding, if any, and will help establish the actual success rate of this project, which has been operational since 2008.

It will also decide whether the bred birds can be released into the wild, said Principal Chief Conservator of Forests (Wildlife)-cum-Chief Wildlife Warden RK Sood.

The conservation of this species in Himachal was earlier limited to captive breeding, resulting in inbred stock, which was considered unsuitable for any re-introduction programme. The Core Group for Conservation Breeding of Pheasants, constituted by the state government, later announced a long-term comprehensive programme of conservation breeding of this species at Chail. A new “pheasantry” was set up at Chail after obtaining the mandatory approval from the Central Zoo Authority of India (CZAI).

The Rs 3.24-crore project, which is funded by the CZAI and the state government, has managed to achieve a success rate of over 80 per cent, which is assessed by the number of surviving chicks.

Officials said all breeding pairs either directly descended from the wild or were born under captive conditions from “wild parents”.

Therefore, all breeding birds though unrelated, came from the wild population of the Chail area only.

These birds have been kept in new aviaries, which offer more naturalistic environment. The young ones are “parent-reared” and apparently look behaviourally more competent as compared to the ones reared in small enclosures elsewhere, thus promising better chances of survival when let out into the wild.

Officials said conservation breeding helped provide naturalistic environs to encourage “parent-rearing” of the chicks and the arrangement of very large enclosures fulfilled this objective. This would help the birds survive when released and reintroduced in the wild for enhancing their natural population.

“Parent-rearing” is also considered vital for the chicks to acquire the required natural behaviour as this will ensure their better chances of survival once released back into the wild.

Since cheer pheasant is a restricted range species endemic to the western Himalayan region, Chail is an apt place for such breeding. Their breeding assumes significance as both these species have been listed in Red Data Book of the International Union of Conservation of Nature and Natural Resources and are declared “vulnerable”.

Kisan Union resents government apathy

The Himachal Kisan Union has criticised government inaction in tackling persisting issues of farmers of the state on various counts and lashed the government on the issue of controlling the monkey population effectively, which has forced a large number of farmers to desert their fields.

This was stated in a resolution adopted by a meeting of the union presided by its state president SS Gill at Kothi, near Ghumarwin, recently.

District union president SN Sankhyayan said here that the resolution demanded that export of monkeys be restarted, provision of crop protection be done under MNREGA and killing of monkeys be allowed under a scheme while farmers should be given reasonable compensation on crop losses due to wild animals, stray cattle and monkeys.

Another resolution stressed that interest on greenhouse loans be waived off if this project was to succeed in the state as at present all farmers of the state who had set up these greenhouses had come under heavy debts.

The meeting said the government should further provide facilities of training, transportation and proper marketing of greenhouse products to remunerative markets of other states as there was no local market in the state for these products.

Sankhyayan said other resolutions demanded that all agriculture and horticulture loans up to Rs 50 lakh from banks be given at zero per cent rates, all state and district-level grievances and other committees should have representatives of farmers on these so that their viewpoints were properly represented. All committees for fixing prices of the produce of farmers should have farmer representatives so that remunerative prices were given and farmers got suitable incentives and encouragement to increase their production and help the state and country to tide over shortages.

The meeting also pleaded that tractors, which were mostly used in farming, should be included under the agriculture category and not under the commercial category and only nominal tax be charged for keeping and using tractors.

Cultivated land and residential houses of the remaining 215 uprooted identified families were submerged while constructing the Thein Dam Hydroelectric Project at Shahpur Kandi, near Pathankot in Punjab.

But jobs to the remaining qualified members (one member of each such family) have not so far been provided in spite of their long wait of 14 years.

During 1994-95 when the work of the Thein Dam project was started, a total of 537 families of Chuhan pargana, falling in Dalhousie tehsil of Chamba district, were identified by the Himachal Pradesh and Punjab governments. Their cultivated land and residential houses were likely to be submerged in the dam water.

To provide compensation to these families, various rounds of joint meetings were held at Chandigarh and Shimla between the Chief Secretaries of the two states.

In one of these meetings, which was held at Shimla on July 13, 1998, the then Chief Secretaries of Punjab and Himachal Pradesh were present along with the Deputy Commissioner of Chamba and the functionaries of the Thein Dam project, it was decided that the DC, Chamba, would supply a list of such eligible members to the project general manager at Shahpur Kandi.

It was further decided that the general manager, Shahpur Kandi, would issue orders for providing regular jobs on the basis of their qualifications, in addition to the disbursement of compensation for their land and houses.

The then Deputy Commissioner of Chamba, Tarun Kapoor, after making a flurry of correspondence with the project authorities, was able to procure the orders for 322 persons, but the members of the remaining 215 identified eligible ousted families were still awaiting employment.

About 14 years have elapsed, but jobs to the remaining members have not been provided up till now and most of these persons whose names were sponsored for the jobs have crossed the age of employment.

Airing the grievances of these families, one of the oustees and spokesperson for the Thein Dam Hydroelectric Project Oustees Association PC Oberoy has again invited the attention of Chief Minister PK Dhumal to provide jobs to them in government departments.

Nod to 13 expansion proposals of industrial units

Industries that have carried out major expansion and come into production before the withdrawal of concessions under the Special Industrial Package are also eligible for benefits and concessions as applicable to the existing units.

This was stated by Chief Minister Prem Kumar Dhumal while presiding over a meeting of the state-level single window clearance, here today.

Approval was granted to one new industrial unit and 13 expansion proposals of existing units involving an investment of Rs 211.31 crore and with a potential to generate employment for 994 persons.

The Chief Minister said the Special Industrial Package granted during the NDA regime in 2003 for 10 years was withdrawn prematurely in March 210 by the UPA government.

The state on its own made concerted efforts to attract industrial investments thereafter, which resulted in many prestigious multinational companies came forward with their investment proposals.

He said the state was closely monitoring the mandatory condition of providing 70 per cent employment to Himachalis at all levels.

Dhumal directed the authorities to maintain liaison with entrepreneurs and solve their issues on a priority basis.

Industries Minister Kishan Kapoor said land and water were scarce and the government was allowing these as per the actual requirement, adding that he had been visiting industrial areas and interacting with entrepreneurs to know their issues and help find solution for the same.

Permission under Section 118
Septuagenarian runs from pillar to post

The manner in which a septuagenarian has been running from pillar to post for the past five years to obtain permission under Section 118 of the HP Tenancy and Land Reforms Act, 1972, to buy land and build a house at Sadhupul in Kandaghat tehsil has exposed the “pick-and-chose policy” of the state government.

While scores of builders have been given permission during the past few years for various commercial ventures on a “fast-track basis”, Om Prakash Sharma, is awaiting permission to buy land and construct his own house since 2007.

Narrating his tale of woe, Sharma said three applications for buying 500 sq m of land had been submitted to the then DC, Solan, in 2007, which remained undecided till his three-year tenure and also after that.

Sharma was forced to make a complaint before the Divisional Commissioner in August 2010 following which the ADM, Solan, was directed to conduct an inquiry to look into the reasons for this inordinate delay.

Sharma, however, alleged that the inquiry report was a mere eyewash. He then met the Divisional Commissioner, who directed the ADM, Solan, to personally look into the matter.

The ADM assured him on August 18, 2010, that his files would be sent to the state government at the earliest.

However, an objection regarding furnishing of property details by the applicant was raised by the DC after a few weeks. Interestingly, this objection was raised after a lapse of three years and nine months by the DC’s office.

Two DCs had, meanwhile, been transferred from Solan and the third one had joined in January last year.

After giving a patient hearing to Sharma, the incumbent DC, finally, sent the files to the state government in March 2011. However, no permission has been received till date.

DC C Palrasu said he had sent the files to Shimla in March last year and had no further information.

Harassed by the inordinate delay, he shot off a letter to the Chief Minister in September last year, but it has failed to yield any result.

“I was 76 when I had applied for permission and I will be 81 in December. I live in a rented accommodation. I was dreaming of having my own cottage soon, but the discriminative functioning of the DC’s office has shattered my hopes.”

Saras Mela
Self-help groups seek exemption from sales tax

Over 100 owners of stalls from 15 states, including Himachal, while selling their products at the Saras Mela today lodged a protest with the Deputy Commissioner, Mandi, demanding exemption from sales tax.

Officials are in a fix as the state Excise and Taxation Act says that the government charges VAT from anything bought and sold in the state.

They have to get exemption under the provisions of the Vidhan Sabha.

Stall owners are sponsored by their respective District Rural Development Agencies (DRDAs) in various states for the Shivratri Saras exhibition.

They met Deputy Commissioner-cum-chairman, mela committee, Devesh Kumar, after officials from the Tax Department started charging sales tax from them.

According to the mandate of the Saras exhibition, these stall owners represent below the poverty line (BPL) families and are sponsored by the respective state governments to sell their products at exhibitions across the country.

The government sponsors them and exempts them from tax to help empower them financially, they said.

“We do not have marketing facilities. We travel from one place to another selling our products at haats and exhibitions across the country,” said Ali Muhammad from Kashmir, who sells bed covers and other such items at the Saras Mela.

“Nobody charges sales tax from us,” resented Vijay Mehra, another stall owner.

However, sales tax officials could charge tax from only five stalls as the stall owners created a stir that further forced the former to leave the place.

There are over 75 stalls, 34 from Himachal, set up by BPL families and self-help groups at the Saras Mela.

They have done business worth Rs 10 lakh for the past six days, said officials.

The DC said they were sorting out the matter and had apprised the government about the same.

Tourist found murdered in McLeodganj guest house

A tourist suspected to be a resident of Jammu and Kashmir was found murdered in a room of a rest house located in McLeodganj today. The tourist, who is yet to be identified by the police, was killed by sharp-edged weapons. His body with multiple injuries was found soaked in blood by the police this morning, on receiving information from guest house owners.

SP, Kangra, Diljeet Thakur said the owners of Kunga Guest House located in McLeodganj today informed the police that they found the room of the hotel locked today. Since nobody responded from inside, despite repeated knocking, they broke open the door and found a body.

As per the records, a person named Uzair Bashir, checked in alone in the guest house on February 26. In the entry records of the guest house, he had declared Shalimar as his residential address, which was suspected to be some place in Jammu and Kashmir. The staff of the guest house informed the police that they had seen Uzair in the guest house till last evening. However, none of them had identified the other person who was found dead in the room taken by Uzair.

The police suspect that the murder might have been committed on the intervening night February 28-29.

Though Kunga Guest House in located in a thickly populated locality, none of the residents heard screams of a person who was being killed by sharp-edged weapons.

The sources here told The Tribune that the police was now relying on the closed-circuit camera installed at the guest house to identify the accused in the case. The police has taken the closed-circuit camera footage into custody.

The SP also said a case under Section 302, IPC, had been registered in the matter.

Forensic experts also collected evidence from the scene of the crime.

Meanwhile, another tourist Prakash, resident of old Manali, was found dead at Dreamland Hotel in McLeodganj. Though the police suspects that he died a natural death, the exact cause can only be ascertained after a post-mortem report.

Leopard attacks four, killed by villagers

Hamirpur, February 29
Villagers killed a leopard near Bani under Badsar division after it attacked four persons, including a child and his mother, yesterday. The incident occurred near the ITI, Bani, when a leopard pounced on two-year-old Aditya, who was being carried by his mother Anita, while returning from a nearby temple.

Anita immediately hid the child in her arms after which the leopard attacked the woman and injured them with its claws.

Suresh Kumar, who was passing by on his motor bike, raised the alarm and tried to shoo away the animal, but it also pounced on him, injuring his arms. The animal then ran into the bushes.

Later, a few teachers from a nearby school reached the place, but could not spot the leopard. After some time, the animal suddenly came out from a bush and pounced on Vijay Kumar, an ex-serviceman, who was passing through the road and injured him. However, Vijay Kumar showed courage and held the leopard in his arms and tried to repulse the attack.

Meanwhile, other villagers also came to his rescue and killed the aggressive leopard with sticks. Though wildlife staff and police personnel had also reached the spot, they could not trap it.

They could not be of much help in the absence of a tranquiliser gun and other equipment. Hamirpur DFO PK Thakur has confirmed the incident and said an FIR had been registered after an autopsy of the leopard and compensation had also been given to the injured.

3 cops conferred with ‘DGP Disc’

Himachal Director-General of Police (DGP) Daljit Singh Minhas recently honoured three police personnel of Bilaspur district, namely ASI Vipin Chaudhary, ASI Karam Chand and SHC Sanjiv Kumar. They were conferred with the “DGP Disc” at a state-level function recently.

Talking to mediapersons here last evening, Superintendent of Police (SP) Santosh Patial said this disc was given only to those police officials who showed exemplary sense of duty, discipline and sincerity towards the jobs assigned to them.

ASI Vipin Chaudhary is Reader at the SP office. Earlier he was very successful as city police station in charge in town. He has also visited foreign countries under the Internal Ministry of the Government of India.

ASI Karam Chand too has earned praise as city police station in charge. His strenuous efforts to arrest culprits of “ATM money stealing” in Lucknow has helped solve several of these cases.

SHC Sanjiv Kumar has proved his efficiency in detecting and arresting excise cases and checking the smuggling of contraband here.

Restore Chamba-Satrundi highway: Residents

The Chamba-Satrundi highway continues to remain closed due to the recent heavy snowfall between Bairagarh and Satrundi portions of the road. Though the highway was restored up to Bairagarh, it was again blocked by a heavy landslide at the Sukrali nullah due to rain.

Residents of the area urged the state to direct officials for clearing the debris of the landslide at the Sukrali nullah so that the highway could be opened up to Bairagarh for daily commuters, especially schoolchildren.

The movement of local residents and the plying of vehicles are being hindered due to rain.

Meanwhile, officials have drawn a plan to remove the debris from the highway to resume the vehicular traffic as soon as the weather is clear.

Private hospital under Vigilance scanner

A private hospital near here is said to be under the scanner of the Vigilance Department as it is alleged to have pocketed lakhs of rupees meant for the treatment of IRDP and BPL families under a Central scheme of free health insurance of these beneficiaries under the National Rural Health Mission (NRHM).

Reports said after receiving some complaints, the Vigilance police team from Mandi, led by Inspector Shiv Pal, yesterday raided the hospital and took into its possession all the relevant documents.

Superintendent of Police (Mandi range) Virender Sharma told mediapersons that on preliminary inspection of the these documents, the facts regarding the complaint against the hospital seems to have been confirmed and action would be taken only after the study of the same.

The hospital had been authorised by the state government to treat and operate patients free-of-cost and then charge the amount of the same from the government under the free health insurance scheme of the NRHM project for BPL and IRDP families for the past many years.

There were allegations that the hospital has been pocketing money that was meant for these poor beneficiaries while it also has been taking recourse to alleged preparation of fake and fudged documents and records and accounts, which are now in the custody of the Vigilance.

Cheating case
HC rejects bail of accused

The Himachal Pradesh High Court (HC) has rejected the bail application of Una district resident Nirmal Panwar who was allegedly involved in the offence of cheating.

It was alleged that the petitioner had taken Rs 3 lakh from the complainant with the promise to send her husband to a foreign country on work visa. While dismissing the anticipatory bail application, Justice Kuldeep Singh observed that she was a habitual offender and the other accused had also absconded.

The court further observed that in view of this fact, bail could not be granted to the accused. It also found that another similar case was pending against the accused and her accomplices.

According to prosecution, complainant Mamta Devi alleged that the accused had assured her husband a job in a foreign country and in lieu of that she demanded Rs 3.50 lakh.

It was alleged that Rs 3 lakh was paid to the accused who provided a tourist visa for Singapore to the complainant’s husband. He stayed there for one month and no job was provided to him.

Four booked on assault charge

The local police today registered two separate thrashing cases. Following a complaint of Bano Devi of Haathi Dhar, a case under Sections 323, 504, 451 and 34, IPC, was lodged against Kulwant and Kuldeep of the same village.

The accused allegedly entered her house and after having an altercation with her, thrashed her. The victim’s medical examination was conducted by the police.

In another case, following a complaint of Yusaf of Bhadroya, an FIR under Sections 341, 323 and 34, IPC, has been registered against Jeevan and Baba. Yusaf was stopped in the way and allegedly thrashed by the accused. — OC

State receives tourism award

Himachal Pradesh has been conferred the National Tourism Award for its performance in the tourism sector. The award was presented by President Pratibha Patil to Manisha Nanda, Principal Secretary, Tourism, and Arun Kumar, Director of Tourism, at a function at New Delhi today.

Chief Minister PK Dhumal lauded the achievement of the publication of table books “Har Ghar Kuch Kehta Hai”, which provided a peep into the historical and cultural heritage of Shimla, and “Har Gaon Ki Kahani” for creating awareness regarding various areas of the state and this would go a long way in promoting tourism.

Himachal Pradesh was the first state to produce an electronic brochure to guide international tourists and it has also implemented other such schemes.

Sec 144 in Sujanpur from March 5 to 12

District Magistrate-cum-Deputy Commissioner (DC), Hamirpur, Rajinder Singh Thakur has clamped Section 144 in the Sujanpur nagar panchayat area from March 5 to 12, in view of the Holi festival being celebrated from March 6 to 9.

The DC has also banned the carrying of arms, ammunition and other explosive material in areas under the Sujanpur nagar panchayat during this period. However, the police and other security personnel on duty would be exempted from the ban.

Meanwhile, the DC has appointed SDM, Hamirpur, Pankaj Rai, as the fair officer to oversee the law and order situation during the Holi festival.

Oct 22, Nov 14 declared local holidays

The state government has declared October 22 and November 14, 2012, as local holidays on account of Maha Ashtami and Govardhan Puja for employees of all its offices, boards, corporations and educational institutions in Shimla (within municipal limits only).

Daily-waged employees will not be covered by the decision and these holidays will not fall within the meaning of Section 25 of the Negotiable Instruments act, 1881.
