Land refused for construction of schools for nomadic children
Dehradun, February 16 While on one hand resorts and guesthouses continue to be illegally built in the forest area, the forest department has shown reluctance to spare land for constructing eco-friendly schools in the forest area for these nomadic children. “The Forest Department has not only refused to allocate land to the Education Department for building permanent structures for nomadic children but has also turned down the plea that the Forest Department, on it’s own, build environment-friendly centres with the funds provided by the education department,” said RK Kunwar Additional State Project Director, Sarv Shiksha Abhiyan. In fulfilment of the provisions under the Right to Education Act, which is being implemented in the state, it is mandatory to have all-weather elementary schools. Due to the peculiar nature of the nomadic tribes who reside in the forests, the Education Department set up temporary schools, also called training centers, under the Education Guarantee Scheme before the Act came into existence to educate nomadic children. But now with the RTE in place, these schools cannot function from temporary buildings. The schools are being run in districts of Nainital, Udham Singh Nagar, Dehradun and Pauri. The maximum number of centres (around 74) exists in Haldwani. At least four centers are in Dehradun at the Rajaji National Park and four in Pauri. The children in primary and upper classes study for a period of 11 months at these temporary centres. The state education department spends around Rs 1,535 per year per child (for classes I to V) under the EGS scheme. While resorts and guest houses continue to be illegally built inside the forest area, the forest department is not ready to part with a piece of land for building schools for nomadic children who may have to discontinue their education now. “Unfortunately, primary education is not given importance in the state and allocation of land is a huge problem. “While proposals for building malls and hotels are approved without much ado, land for schools for displaced children is seldom made available,” rued Kunwar. |
Young Kanwariyas go creative
Haridwar, February 16 Till date, the Kanwars use to have pictures of deities, particularly Lord Shiva and goddess Parvati. This has been a salient feature of the pilgrimage. This year, however, many Kanwariyas, basically the younger lot, has added a distinct Gen-X touch to the traditional Kanwars. With Kanwar yatra starting from the second week of February and Valentine’s Week falling the same time, it was quite natural that young Kanwariyas got swayed with the love week. Sharad Kumar from Kashipur was busy in decorating his Kanwar at Malviya ghat with red roses and pictures of dolls with love message inscribed on them. When questioned how the idea came to him, Sharad said, “Kanwar is a religious pilgrimage and I will be traversing on foot to Kashipur. I felt if I give a touch which suits my likeness without violating or hurting any one’s sentiments, it will only make my Kanwar appealing.” Seeing Sharad, some other young Kanwariyas were also seen adding Gen-X touch to the traditional Kanwars. Terth Maryada Raksha Samiti member Sanjay Chopra said if one added a bit to the traditional Kanwar, then it was all right. He urged youth that they should keep in mind that nothing obscene be displaced and Kanwar decoration be in sync with religions fervour. |

Cut no tree on forestland: Tribunal
Dehradun, February 16 The decision has come in response to an appeal filed by Vimal Bhai of Matu Jansangthan and Dr Bharat Jhunjhunwala, challenging the forest clearance given by the Union Ministry of Environment and Forests on Nov 8, 2011. It may be recalled that the Union Ministry of Environment and Forest had over ruled the decision of the Forest Advisory Committee twice to reject the forest clearance to the project in their meetings. The Wildlife Institute of India (WII), through a report commissioned by the ministry, had also recommended that the project should not be taken up considering the serious nature of impacts of the projects. The Forest Advisory Committee has taken the decision that “Alaknanda-Badrinath and Kotlibhel IB support significant ecological and wildlife values that include irreplaceable components. Any form of development in these areas will have negative impact on these values,” the WII report had said. The Alaknanda-Badrinath hydro project is located in the buffer zone of Nanda Devi Biosphere Reserve, which has two core zones- the Nanda Devi National Park (NP) and Valley of Flowers. Both the core zones have been declared World Heritage Sites by the UNESCO. Also it is very close to the prestigious Badrinath Temple. |
