Crackdown on medical intoxicants
Sirsa, February 5 For over a month now, officers of the FDA have conducted raids and taken action against several chemists in Ballabhgarh, Bahadurgarh, Kaithal, Hisar, Ladwa, Kurukshetra besides Ratia. The FDA officers had recovered over 3.5 lakh tablets and some bottles of cough syrups misused for a kick by drug addicts, particularly youths during a raid carried out in the house of a medical store owner at Ratia in Fatehabad on Friday. “We have already lodged an FIR under the Narcotic Drugs and Psychotropic Substances (NDPS) Act against Makhan Lal and his son and action under the Drugs and Cosmetic Act has also been initiated against them,” said Adarsh Goyal, Senior Drugs Control Officer in the FDA at Hisar. Earlier, upon a tip-off,
the authorities had raided a scrap dealer on the Budhlada road in Ratia last week and recovered some filled bottles and a large number of empty bottles of a cough syrup used for a kick and emptied strips of Carisoma tablets. Goyal said it had come to their notice that youths from the Ratia area as well as from the nearby Punjab came in cars and motorcycles to the scrap dealer, who served them the syrups for on-the-spot consumption for Rs 70 per bottle. The tablets were mixed as add-on thing for Rs 15 per tablet. Similar raids have been carried out in Ballabhgarh in Faridabad, where the authorities have cancelled licences of five chemists. “Medical intoxicants have become a big challenge for us as some unscrupulous traders have been attracting youths towards these drugs for narrow monetary benefits. The menace is particularly grave in areas close to Punjab like Dabwali and Kalanwali in Sirsa, Ratia and Tohana in Fatehabad, Cheeka in Kaithal and some parts of Ambala,” said GL Singhal, who initiated the campaign after he joined as State Drugs Controller, Haryana (new designation of the post is Joint Commissioner (Drugs), FDA, Haryana) on January 1, 2012. “Cough syrups containing codeine, a derivative of opium and produced by generic companies are particularly in demand as these provide the chemists a heavy margin on a product selling like hot cakes,” he said. A bottle of cough syrup available in wholesale for Rs 15 to Rs 20 is sold for Rs 70 to the drug addicts. Singhal said the FDA’s information had revealed that hardly 5 per cent of the generic cough syrups containing codeine were sold against prescriptions of doctors, the rest being misused for a kick. |

Govt out to ensure quality computer education
Chandigarh, February 5 It has directed all District Education Officers (DEOs), District Elementary Education Officers (DEEOs) and head of educational institutions to ensure that sufficient quantity of diesel was available so that the computer education work did not suffer. They have been told that any dereliction of duty in this regard would be viewed seriously. The Information and Communication Technology (ICT) scheme is being implemented by HCL Infosystems Ltd, Chandigarh, SAN Media Ltd, Chandigarh, and by Core Projects and Technologies Ltd, Mumbai, in 390, 110 and 2,622 schools (including five smart schools), respectively. The Comprehensive Computer Education Project (CCEP) is being implemented by Everonn Education Ltd, Chennai, and NICT, Indore, in 213 and 1,268 schools, respectively. The government has now asked Core Projects and Technologies Ltd to install generating sets in all the computer labs under it. The company has also been asked to ensure that the connectivity of the generating sets is provided to the principal's office room as well as EDUSAT classrooms. Heads of the institutions have been directed to maintain the attendance register of lab attendants, technicians and computer teachers. They would also keep record regarding visits of district coordinators and project managers to their schools. They would also incorporate a note in the monthly attendance reports that the lab attendants and computer teachers, appointed by the vendors in their schools, fulfil all the eligibility conditions prescribed under the respective agreements signed with the vendors. The DEOs would hold meetings with heads of the institutes once in a month to review implementation status of the computer education projects as well as the EDUSAT network. The DEOs have also been directed to ensure that bio-metric devices were operational in all 2,622 schools under the ICT scheme being implemented by Core Projects and Technologies Ltd and send the list of schools where the bio-metric devices is not installed. Kaithal, Kurukshetra ITIs best performers
Chandigarh, February 5 While stating this here yesterday, Industrial Training Minister Geeta Bhukkal said these ITIs were honoured at the national conference organised by the Mumbai Chamber of Commerce and Industry and the Union Labour Department held at Mumbai on February 3, 2012. Earlier these awards were bagged by private institutes. Government ITI, Kaithal and Kurushetra, have set an example of excellent performance, she added. The minister said under the GoI scheme, as many as 48 government institutes out of 123 ITIs of the state were being upgraded. Under the scheme, an interest-free amount of Rs 2.5 crore had been provided to each institute. The Union Government planned to upgrade 1,396 Government ITIs in the country. Bhukkal said the training capacity of these institutes had been doubled during the past three years. These institutes had achieved ISO 9001:2008 certificate in the state, launched their websites and had uploaded examination results and necessary information. The minister said the latest machines had been
provided for imparting modern training to students of the institutes. A training-cum-placement cell had been set up for placement of students in reputed companies. Big companies like Maruti Suzuki, Hero, Honda, New Holland, Farmtrac, Mahendra and Mahendra, Vardhman had appointed the students of these institutes on handsome salaries. The placement percentage of these institutes had gone up to 80 per cent. |
State told to detail EDCs due from HUDA, HSIIDC
Chandigarh, February 5 The directions came after a residents’ association claimed that these two bodies too had to deposit external development charges. The Division Bench of Justices Hemant Gupta and GS Sandhawalia asserted: “The grievance of the petitioner is that external development charges deposited by members of the petitioner-association have not been utilized”. Going into the background of the controversy, the Bench asserted: “Counsel for the petitioner has also relied upon the affidavit dated August 3, 2011, filed on behalf of the Chief Town Planner, to point out that HUDA and the HSIIDC have to deposit external development charges as well”. Referring to the facts of the case, the Bench added: “Senior advocate representing the petitioner has pointed out that the final development plan in respect of 12,000 acres for the Faridabad-Ballabhgarh controlled area has been prepared out of which only land measuring 1709 acres is to be developed by members of the petitioner-association. “The remaining land is to be developed by HUDA and the HSIIDC, which have not deposited a single penny towards external development charges. Counsel representing HUDA seeks some time to get instructions in respect of payment of proportionate external development charges”. Before parting with the case, the Bench asserted: “We direct the state counsel to disclose on affidavit the amount of external development charges due from HUDA and the HSIIDC as well as the time limit for completion of each part of external development”. The case will now come up for further hearing before the Bench on February 23. |

Man booked for abduction, seduction
Rewari, February 5 Sarla, a student of BA (II) and Kumhar by caste,
had eloped with Ram Phal, who belongs to the Jat community, on December 24 and the duo got married in an Arya Samaj Mandir
in Delhi. When they presented themselves along with their marriage certificate at the Ramura police station here on December 28, the police recorded the girl’s statement in a local court. She stated that she had wilfully married Ram Phal and they were now living as husband and wife in Delhi. However, things went haywire when on January 25, Ram Phal allegedly obtained Sarla’s signature forcibly on divorce-related papers and started living
in isolation at an undisclosed place. Sarla lodged her complaint with the police, following which a case of abduction and seduction was registered against Ram Phal. The police produced her in a local court where she denounced Ram Phal’s conduct and opted for living at the residence of her relative Krishan at Banipur village, while refusing to return to her parental house at Jaitrawas village. Nilgai killed brutally, assailants caught
Hisar, February 5 The official residence of the Deputy Commissioner had been shifted to a colony opposite the Borstal Jail here four years ago. The old residence was handed over to the owners who leased the area to some farmers. A blue bull entered the fields inside the residence last evening. It was surrounded by the men working there who began showering lathi blows on the hapless animal. Hearing commotion, a security guard of an ATM climbed the boundary wall and asked the men not to hit the animal. However, instead of heeding his advice, they snatched his gun and broke it. The bank officials happened to reach there to replenish the cash in the ATM. They promptly reported the incident to officials of the Bishnoi Mandir here. When several Bishnoi youths arrived on the scene, the men inside the compound tried to escape. But they were caught by the police personnel posted outside the residence of the Inspector-General of Police. They were handed over to the HAU Police Post officials. Wildlife Inspector Krishan Kumar said a case would be registered under the Wildlife Act against three persons. |
Schedule for panchayat elections issued
Chandigarh, February 5 While stating this here yesterday, State Election Commissioner Dharam Vir said nominations could be filed from February 9 to February 11, 2012, and information would be furnished by the candidate to the returning officer (panchayat) concerned in the prescribed format before 10 am on February 13. Scrutiny would be done from 10 am to 4 pm on February 13 and candidature could be withdrawn up to 4 pm by February 15. Polling, if required, would be conducted from 8 am to 4 pm on February 26 and votes would be counted at the polling station immediately after the close of poll, he said. Dharam Vir said, "Keeping in view the facts that the country is facing the serious problem of criminalisation of politics in which criminals, i.e. persons convicted by a Court of Law for certain offences are entering into the election fray and contesting as candidates, the State Election Commission had issued directions in compliance of the orders of the SC to the effect that a contesting candidate is required to state in writing about his criminal background, details of moveable or immoveable assets, education qualification, etc.” |
Judge visits Fatehabad senior citizens home
Fatehabad, February 5 The judge inquired after their welfare and asked if they had complaints against the authorities. Some senior citizens complained about hardships faced by them in getting the LPG refill. They alleged that the gas dealer did not provide them refills in the stipulated time and they had to wait for days before they got their quota of LPG. Tewatia took up the matter with the SDM, who assured the judge that he would look into their complaint. Another said he wanted to transfer his property in the name of his daughter as he did not have a son and sought the judge’s help in the safe transfer of the documents in his daughter’s name. Some others also approached the judge with the problems faced by them in official matters. The judge said he felt happy coming to the senior citizens home every month. He said it was everyone’s duty to help senior
citizens, who had given years of their lives in the development of this nation in their respective capacities. |
MCF keeping vigil on new constructions
Faridabad, February 5 Ravi Singhla, Deputy Town Planner, MCF, said notices had already been issued to more than six persons for makings new constructions. “The corporation was keeping a vigil. Anyone found guilty of making new constructions will be dealt with severely,” he warned. INLD flays hefty fee on property dealers
Hisar, February 5 He said the government decision to charge Rs 25,000 as a registration fee was unjustified. He also said the fee should be collected on an yearly basis. Chautala also met a delegation of auto-rickshaw drivers. The delegation pointed out that the administration had imposed too many unreasonable conditions on them. They pointed out that there was no logic behind asking them to install speed governors in their vehicles. Such instruments were required only in heavy vehicles that operated on the highways. Realtor swindles couple of Rs 20 lakh
Faridabad, February 5 He assured them that after the couple paid Rs 20 lakh, he would get the property registered in their name. Part of Rs 20 lakh given to the realtor was by a cheque. According to the FIR, even after five months, the realtor did not get the property registered in the name of the couple. After learning of his “dubious” background, they demanded the return of their money. The realtor refused to return the money and threatened them with dire consequences. |

Sirsa, February 5 The cavalcade of the Dera chief arrived in the court complex at around 10 am and left the video-conferencing room at about 3 pm. Hundreds of followers of the dera chief had lined up along the route he took to reach the court from his dera headquarters.
