3 burglaries in past 48 hours

Burglars struck at three different places in the city in the past two days. In the first incident, thieves entered a house of the director of Punjab Agro Food Corporation at Ranjit Enclave on Sunday night and decamped with cash, ornaments worth lakhs of rupees.

Man attempts to rape daughter, arrested

A man has been arrested for allegedly attempting to rape her minor daughter at his residence in Golden Avenue locality here. The accused, identified as Raj Kumar, was reportedly drunk when he attempted the crime.

EVMs kept at strong rooms under security of paramilitary forces

Poll media committee identifies 118 news-items as surrogate advts
Jalandhar, January 31
Following directions from the Election Commission to check paid news during Assembly elections, the Media Certification and Monitoring Committee set up by the district election office has identified as many as 118 news-items published in various newspapers as paid news for the nine Assembly segments of Jalandhar district.

Man found dead after poll duty
Phagwara, January 31
A man was found dead in mysterious circumstances in Uchapind village on Monday. Identified as Harwinder Singh of Nangal Majha village, he was a bus driver who was on poll duty and had gone to the Uchapind along with poll staff.

3 burglaries in past 48 hours

Jalandhar, January 31
Burglars struck at three different places in the city in the past two days. In the first incident, thieves entered a house of the director of Punjab Agro Food Corporation at Ranjit Enclave on Sunday night and decamped with cash, ornaments worth lakhs of rupees.

The house owner, Amandeep Mittal, said he along with his family had gone to attend a wedding when the burglars struck.

“When we returned home at 11 pm, we were shocked to see the locks of the main door broken and the whole house was also ransacked,” Mittal said burglars took away Rs 6.80 lakh cash, a mobile phone and ornaments.

“I suspect the role of some known persons behind the crime. It seemed that the miscreants knew the house well,” Mittal said.

A team of fingerprint experts along with police officials have begun investigation.

Miscreants also struck at a provisional store at Tagore Nagar and a house in Gurjaipal Nagar today.

Yashpal Setia, owner of Yashpal General Store, claimed he and his family were away on Monday night. The miscreants broke into the house in the wee hours.

Eyewitnesses told the owner that they noticed the miscreants when they were loading grocery items from the shop in a four-wheeler at around 4 am.

Eye witnesses also said miscreants fled from the spot after noticing people.

Setia claimed burglars took away Rs 25,000 cash and goods worth Rs two lakh.

In another incident, the burglars struck at a residence in Gurjaipal Nagar and decamped with cash, ornaments and woolens worth thousands of rupees.

Raman Bhasin, owner of the house, said she found the house ransacked after returning from a vacation on Monday night.

She said miscreants took away Rs 20,000 cash, ornaments and woolens. She also claimed that her residence had been thrice burgled in the last two years.

Man attempts to rape daughter, arrested

Jalandhar, January 31
A man has been arrested for allegedly attempting to rape her minor daughter at his residence in Golden Avenue locality here. The accused, identified as Raj Kumar, was reportedly drunk when he attempted the crime. He works in a private shop.

The police has registered a case under relevant sections of the IPC.

The 14-year-old girl, in a statement to the police, alleged that her father, who works at a shop, attempted to rape her. She also claimed that her father often used to make indecent advances towards her. The girl said she used slept in another room to save herself from her father's advances.

Raj Kumar has five children (one boy and four daughters) and Priyanka is the eldest, said Jagdish Singh, Investigating Officer in the case.

Kumar's wife had gone to Bihar along with two children a few days ago.

"Yesterday evening, when the accused (in inebriated state) was alone with his children at home, he sent his two children to the market and locked the door from inside. Later, the accused attempted to rape her daughter," the police official said. As the girl raised an alarm, the accused tied the girl's face with a piece of cloth, he added.

In the mean time, the landlord of the house listened to the girl's shrieks and rescued her, said police sources. The police has recorded the statement of the girl.

When asked about the act, the accused, who was brought for medical examination at the Civil Hospital, said, "Yes I tried to molest my daughter, but I do not remember what happened later as I was under the influence of liquor and went to sleep".

The victim’s body was found in mysterious circumstances in a vacant plot in Gadaeepur area on Monday evening.

The deceased’s parents, unaware of the death, had even registered a missing report of Sarabjit Singh at police station concerned on Sunday.The police has sent the body for the post-mortem examination and has initiated the inquest proceedings under Section 174 of the CrPC.

Kulbir Singh, the investigating officer of Maqsoodan police station, said Sarabjit’s family identified the body today. Deceased’s father Labh Singh told the police that his son was under stress as he suffered huge losses in the business and there is a possibility that his son committed suicide under stress.

Cold wave claims two more lives; toll mounts to 10

The cold wave claimed two more lives in the city taking the death toll to 10 since December. The two who succumbed to the cold conditions last night were beggars. A body of an unidentified person was found on the Jalandhar-Amritsar GT Road.

Sources said the deceased seemed to be in 50s and his torn dress indicated that he could be a beggar.

The police found another body of an aged person near Sodal railway crossings. The deceased is said to be in his 60s and died due to the cold.

The police had sent the bodies for the post-mortem examination and initiated the inquest proceedings under Section 174 of CrPC.

Among the 10 victims, most of them haven’t been identified. They were reportedly beggars, poor and homeless.

It is to mention here that acting tough against the state government for not providing shelter to the homeless and the destitute, the Punjab and Haryana High Court had also issued a notice to the Chief Secretary, Punjab DGP and the Deputy Commissioner of Jalandhar a few days back.

The notice came following the public interest litigation filed by Surinder Mittal, general secretary of the Worlds Human Rights Protection Council.

Sources said during December 2009-February 2010 period, 10 deaths had occurred due to the cold.

Sources also said the construction of ‘raen baseras’ for the homeless at two different locations (near the Damoria railway bridge and the Khalsa college railway bridge) is already on.

Despite getting selected for the French International Paralympics Badminton Championship, this differently abled youth is distraught. Belonging to a poor family, polio-afflicted shuttler Sanjeev Kumar, who has several medals to his credit for the national and international wheelchair tournaments, says he might not be able to make it to the event.

“I need Rs 82,680 just to reach the event venue. The total cost includes my airfare, visa insurance, participation fee, boarding and lodging and kit charges which I will not be able to arrange owing to poor financial condition of my family,” says 24-year-old Sanjeev.

“My father was a sewadar in a government school, but he had to quit job after he became paralytic,” he says showing invitation for men’s single and doubles in wheelchair class for the event to be held at Rodez, France, and his selection approved by the Badminton Sports Association of India for Challenged.

Sanjeev shows certificates and pictures of various events he has won prizes in, including gold in men’s singles and doubles at National Badminton Tournament, for the challenged in August 2011 at Karnataka.

He has also attended a few international events. He had won bronze medal in the Israel Open 2010 Badminton Championship for the Disabled held in Tel Aviv from November 24-29, 2010. He had also participated in the badminton event of the first Asian Para Games, held in Guangzhou (China) in December 2010. In world games held in Bangalore in 2009, he won silver in men’s doubles.

Sanjeev tells that it required a lot of effort to play badminton on a wheelchair. “The moment you hit the shuttle cork, you have to anticipate the opponent’s move and move the wheelchair at a position where he is likely to hit back,” says the youngster who is filled with loads of grit and determination. “I have managed previous trips with the aid of some philanthropists and I am expecting a similar response again,” he beams with hope.

A day after polls, lull in government offices

A day after Assembly polls, it was a complete lull in the government offices today. Suwidha Centre, tehsildar offices, single-window counter at Police Commissioner’s office and MC office wore a deserted look.

Most residents perhaps believed that getting work done could be a bit difficult in the offices as minimal staff would be present in government offices today.

In fact, the apprehension of the people was quite true. Most offices had very few people on the job. In Municipal Corporation Jalandhar, several top rung officials, including SEs and XENs, were not available in their seats. The supporting staff of most officials was also nowhere to be seen. The building branch staff too was available only for a short while. The Commissioner himself came to the office after 1 pm.

The single window system at the basement, however, functioned normally. There were no other visitors except those for getting birth and death certificates and payment of water bills.

The tehsildar offices too wore a deserted look. Tehsildars, who had been working as assistant returning officers for almost a month, came to the office, though somewhat late.

The single window system at Police Commissioner Office, primarily for passport clearance, did not have any staff till the first half of the day.

The staff of the election office revealed that they continued to receive multiple reports from constituencies and forwarding the same to the CEO Punjab office till 2:30 am today and thereafter slept in the premises of their offices. The staff of the ROs too said that they worked beyond 1:30 am today.

EVMs kept at strong rooms under security of paramilitary forces

Following peaceful voting, electronic voting machines (EVMs) of all the nine Assembly segments of Jalandhar district have been kept at various strong rooms located at different places in the city.

Priyank Bharti, Deputy Commissioner-cum-District Electoral Officer, said, “The strong rooms are being guarded by the personnel of central paramilitary forces to ensure safety of the EVMs.”

The forces will keep a close watch on these strong rooms till March 6, the day of counting. The counting centres and the strong rooms are located at the same place and the counting will start at 8 am on March 6 at the respective strong rooms.

The EVMs of Phillaur Assembly segment have been kept at the strong room located at hall number two of State Patwar School on Kapurthala road in Jalandhar city. Similarly, the EVMs of Nakodar-31 Assembly constituency have been stored under strict vigil at hall number one of State Patwar School on Kapurthala road in Jalandhar city. In the same way, the EVMs of Shahkot constituency have been kept under tight security at the office of DLR Punjab, Jalandhar (New Building).The EVMs of Kartarpur Assembly constituency have been kept at Government College of Education on the Ladowali Road.

Further the EVMs of Jalandhar West (SC)-34 Assembly segment have been stored at Corporation Table Tennis Hall. The fate of Punjab deputy speaker Bhagat Chunni Lal (BJP) and Jalandhar MP Mohinder Singh Kaypee’s wife Suman Kaypee (Congress) has been locked in EVMs for this constituency.

Similarly, the EVMs of Jalandhar Central constituency have been kept under strict vigil at Badminton Hall of Raizada Hansraj Stadium at Old Baradari.In the same way, the EVMs of Jalandhar North Assembly constituency have been kept at Government Model Senior Secondary School on Ladowali Road. The EVMs of Jalandhar Cantonment Assembly segment have been kept at veterinary poly-clinic on Ladowali road.

Further, the EVMs of Adampur Assembly segment have been kept under tight security at Guru Nanak Gymnasium Hall at District Sports Office.

Poll media committee identifies 118 news-items as surrogate advts

Following directions from the Election Commission to check paid news during Assembly elections, the Media Certification and Monitoring Committee set up by the district election office has identified as many as 118 news-items published in various newspapers as paid news for the nine Assembly segments of Jalandhar district.

The paid news-items have been carried in various newspapers from January 10 to January 30.

Additional Deputy Commissioner (General)-cum-chairman of the committee, Perneet Bhardwaj, said the amount of the 118 surrogate advertisements had been assessed at Rs 31,33,035.

Bhardwaj said, “After identification, the paid news was referred to the expenditure cell for assessing the value.”

“Subsequently, a report regarding the paid news was sent to DC-cum-District Election Officer Priyank Bharti, who further forwarded these news-items to returning officer of the Assembly segments concerned,” he added.

“The RO issued notices to candidates concerned for asking them why the value of the surrogate advertisement should not be included in their total expenditure, the maximum limit of which is Rs 16 lakh,” he said.

“The RO also referred these news-items to assistant expenditure observer for maintaining the record in the shadow register.”

“If the RO is satisfied with the reply of the candidate concerned, he may decide not to include the value of the said news-item in the expenditure of the candidate.” Bhardwaj said. “The candidate may file his expenditure details within a month after polling.”

The media monitoring team comprising staff from the District Press Relation Office, Press Information Bureau and local colleges found paid news worth Rs 8,52,780 just on the last two days ie January 29 and 30 (poll day). The candidates whose names are there in the last two-day lists, include KD Bhandari, BJP candidate from Jalandhar North, who has been told to add Rs 1,09,200 in his poll expenses. Expenditure to the tune of Rs 1,34,400 and Rs 1,70,625 has been booked under his rival Avtar Henry’s name. Likewise, BJP Jalandhar Central candidate has been asked to add Rs 65,100 in his expenditure on account of a paid news on the poll day and so is the case with Shahkot Akali candidate Ajit Singh Kohar whose surrogate advertisement has been pegged at Rs 10,800. The estimate cost of paid news inserted in favour of Amarjit Singh Samra, Nakodar Congress candidate, just on the poll day has been put at Rs 16,800.

Man found dead after poll duty

A man was found dead in mysterious circumstances in Uchapind village on Monday. Identified as Harwinder Singh of Nangal Majha village, he was a bus driver who was on poll duty and had gone to the Uchapind along with poll staff.

He slept in the bus and was found dead in the morning.

Naib Tehsildar Raj Kumar Nanda said the body of the deceased was handed over to his family after the post-mortem examination at the Civil Hospital.

The police has begun investigation.
