Uttarakhand punters in overdrive mode
Make bets on candidates, not parties
Neena Sharma
Tribune News Service

Dehradun, January 31
With the polling for the Uttarakhand Assembly coming to an end yesterday, the punters are now out in full force, staking their money on the candidates who are likely to win, though illegally.

After the heavy turnout of voters in the state (67 per cent), the bookies have adopted a cautious note by betting on the possible victory of heavyweight candidates in the BJP and the Congress, rather than betting on any particular party.

“Though several bookies are favouring the victory for the Congress as odds are always stacked against the incumbent BJP, but there is a great deal of uncertainty regarding the number of seats it may eventually win.

Five months before the elections, when Ramesh Pokhriyal Nishank was still the Chief Minister, the Congress had a clear edge. But the appointment of BC Khanduri at the helm managed to consolidate the BJP’s position. Thereafter, with the announcement of the election date, both the parties struggled with the list of candidates and the ensuing rebellion has put up a confusing scenario. This has forced the bookies to adopt cautious approach,” said a punter.

In Dehradun, the punters operate on a very small scale, few among them even have links with the operators of Delhi, betting circuit and other betting centres, but by and large the bets are worth few lakh rupees on favourite candidates.

For now, the bookies are favouring Dinesh Agarwal, the Congress candidate from Dharampur, Jot Singh Ghansola from Mussoorie, Chief Minister BC Khanduri and former Chief Minister Ramesh Pokhriyal Nishank and even the former BJP veteran leader Kedar Singh Fonia, who is standing from the Badrinath Assembly seat on the newly constituted Uttarakhand Raksha Morcha ticket. “This is the first time that the stakes are high even for the rebel candidates like Mantri Prasad Naithaini and Durg Pal Singh, who are standing as an Independent candidate,” said a punter.

While the exact estimate of the betting business is still uncertain, those involved in the business are the people who undertake bets during the cricket matches and even during the general elections. “Usually they have no stakes in the government formation but are in the business for the sake of money. These days money is also riding on Uttarakhand Speaker Harbans Kapoor, who stood for election from the Dehradun Cantt,” said a jewellery shop owner.

Eviction Notice to EWS Flat Allottees
MDDA moves HC for stay on demolition
Seema Sharma
Tribune News Service

Dehradun, January 31
All residents of 36 Economically Weaker Section (EWS) flats at Rajpur Road did not leave for their working place today due to the fear of eviction from their flats. The Mussoorie Dehradun Development Authority (MDDA), who sold these 36 flats, lost a battle in the court against Shamshad, a litigant who had claimed that the land where the flats had been constructed belonged to him.

Now, the MDDA has approached the High Court, Nainital, to get a stay on a demolition drive and its case is listed for February 21 as the High Court will open after the winter vacations on February 20.

Meanwhile, the allottees have also filed a case against eviction in the District and Sessions Court, where the case has been listed for February 21.

It was on January 7 when a district court employee had asked the residents to vacate the flats. But the vacation remained pending as the Senior Superintendent of Police expressed helplessness for sparing police personnel for the demolition drive till January 30 citing the Assembly elections in the state.

Now with the election getting over, the residents are having sleepless nights dreading losing their shelter.

A new fact which emerged in the entire scenario was that barring three-four owners, rest are those who have purchased the property from the first party or original owners on Power of Attorney (POA).

Another twist to the tale is that none of the first party has got registry of the land. Many flats have been sold off more than twice. The flats were given to the first party on a lease for 99 years. The state policy varies where it gives freehold rights to the allottees once they pay the full amount.

In the present case, none of the allottees has come forward for freehold.

MDDA lawyer TK Singh, who fought this case, said, “It is only if the first party is alive and has paid the full amount, he can be considered for freehold. Later, he can sell the property. But if he has already sold off, then he and the second party can be in problems without bringing the fact to the MDDA’s notice. Moreover, many of the allotees are still paying instalments and have also sold off flats to second party because cheap instalment rates suit them. Because of the confusion, none of the allottees have come forward for freehold title.”

In case where first party had died then the second party is bound to lose the property as well, he said.

The flats were sold off at Rs 19,000 for first floor, Rs 16,700 for second floor and Rs 18,200 for third floor in lumpsum or in 142 instalments with interest rates in year 1988 to people of the weaker section who made quick bucks by
selling the flats at exorbitant rates. The enhanced status of residents belie the tag of EWS.

Arun Kumar said they were waiting to get the registry as normally after 20 years of the lease period, the buyers were given entitlement of the property. His claim was dismissed by the MDDA lawyer.

Roadside analyses, discussions order of the day
Our Correspondent

Mussoorie, January 31
With the fate of candidates contesting the elections from the Mussoorie Assembly seat sealed in ballot boxes, the analysis over who will win has taken the centrestage of discussions.

The residents of Mussoorie were seen huddled in different corners of the market talking about which candidate received the majority of votes along with which party would form the government in the state.

Naresh, the first-time voter, was excited at casting his vote from Waverly Convent, and he was confident that his candidate would win from Mussoorie.

Gunanand Joshi, another voter, said that BJP was winning the seat this time from Mussoorie, considered as Congress bastion.

While on the other hand, Satish Dhaundiyal was confident that two-time sitting MLA Jot Singh Gunsola would win the seat with a thumping majority and score a hat-rick this time.

The supporters of Independent candidate Godavari Thapli also entering the discussion said that their candidate was in winning position this time and would win it convincingly as the poll cast here has been high and against both the major parties.

She said that the high concentration of Gorkha voters in Mussoorie constituency meant that the Gorkha voters have played a decisive role here. And Godavari Thapli, being a Gorkhali herself, has received sympathy votes as she was denied the ticket by Congress from Mussoorie.

The BJP candidate, taking time off from his busy schedule of election, celebrated his birthday at his residence. The other candidates also took a day off and spent time with their family members.

Meanwhile, the month-long wait for the final decision on who will be the winner in the state elections will provide sleepless nights not only to the candiates but the supporters, too.

Until then the voting analysis and patterns would change every day.
