EC strictness makes candidates shun big rallies

The Fatehgarh Sahib Assembly constituency is going to witness a fierce contest between the Congress, SAD, PPP and the SAD (A). The candidates of all these parties have intensified their campaigning and are stressing striking a personal chord with voters, instead of organising big rallies, thanks to strictness by the Election Commission.

Parkash Singh Badal, Chief Minister, addressed an election rally of Prof Prem Singh Chandumajra. Professor Chandumajra is trying hard to win over the SAD workers, who have shifted loyalty to sitting MLA and PPP candidate Didar Singh Bhatti. He has succeeded in bringing Congress leaders NS Tiwana and Jarnail Singh Hindupur into the party fold.

Bhatti has succeeded in keeping his vote bank intact and a majority of his supporters are supporting him in spite of pressure by the leaders of other parties, asserted Bhatti. He said people had not accepted an outsider and moreover he was getting the sympathy of voters as he had been politically murdered by the SAD.

Kuljeet Singh Nagra, Congress candidate, who is a member of Rahul Brigade, has succeeded in persuading the voters that he is a local resident and has worked for the people of the area. He highlights how he filed two PILs in the High Court and got relief for the area first to prevent the government from auctioning Child and Women Speciality Hospital at Peerjain village, which was sanctioned by the previous Congress government and the present SAD-BJP government had decided to auction the land provided by the village panchayat. He said he would leave no stone unturned to ensure the development of the segment.

On this occasion, many SAD supporters joined the Congress.

The campaigning of Simranjit Singh Mann of the SAD (A) is yet to pick up momentum and he is depending on his popularity among the masses, who support his ideology.

Ultimately, the urban voters of Sirhind, having around 35,000 votes, would decide the fate of the candidates.

Candidates mobilise support

Dera Bassi, January 23
Candidates of different political parties were busy trying to get the support of various organisations here today. Congress candidate Jasjit singh Randhawa got the support of the Three-Wheeler Union and the Tempo Union of Dera Bassi. Addressing the members of both the unions, Randhawa assured them that all the problems of both the unions would be resolved on a priority basis after the formation of the Congress government in the state.

He toured various villages of the area and listened to people’s problems and assured them of their early solution. Most Congress leaders of the area participated in the campaign.

Meanwhile, SAD candidate NK Sharma got the support of Brahmin Sabha led by Suresh Sharda at a function at Dera Bassi. Speaking on the occasion, Sharma said the SAD-BJP combine had always honoured the Brahmin community.

Independent candidate Deepinder Singh Dhillon received the support of the Dalit Chetna Manch led by Samsher Singh Purkhalvi. Dhillon said he would continue his service to the Dalits.

Regarding his expulsion from the Congress, Dhillpn said: “I can be expelled from the party but cannot be expelled from the hearts of people because I have been serving the people for the past 20 years”.

Another independent candidate Manpreet Kaur Dolly, daughter of late Captain Kanwaljit Singh, was campaigning in an open jeep along with her mother Sarbjit Kaur. They alleged that the SAD had ignored the family and the party ticket was given to a person who deceived the late Captain Kanwaljit Singh.

MBA, BTech students discuss ‘Vision Punjab’

The “no-vote button” will be a good measure to catch corrupt politicians off guard and the symbols of the political parties in the country should be changed in every election, so that the parties may feel the need to educate voters to make them aware about the policies being adopted by them.

These points came up during a discussion on "Vision for Punjab" organised by the MBA and BTech students of Baba Banda Singh Bahadur Engineering College, Fatehgarh Sahib, here yesterday.

The discussion was organised by the members of an organisation, Prayas, of the college.

The participants observed in the present system where the parties retained their election symbols, a large chunk of the electorate didn’t even know about the parties and their policies. They just caste their vote to a particular symbol and there were instances as illiterate voters had never voted for a second party in their lifetime.

The policies are made in a way that keeps the agriculture sector in the focus and the remaining sectors work around it. The upcoming government should understand that just replicating the policies being adopted in other parts of the world won’t serve the purpose, but policies for different segments need to be customised according to the requirements of Punjab.

The makers of education policy of the state should first be clear about concept as the education in the state should concentrate on applying different legs of technology for improving the agricultural health, which would in turn lead to the overall development of the state, the students observed.

Some students said the drug-addiction was a major problem in the state and needed to be sorted out by involving the youth in productive activities so that they had a future and didn’t feel frustrated to take drugs.

Dr MS Grewal, Principal of the college, urged the youth to become pro-active and lead the way forward to the development of Punjab. He added that the history of the world was a witness to the fact that nations where the youth took the lead happened to become global leaders for a long time. Prof RS Uppal, Prof BS Bhullar, Prof Sanjeet Singh, Prof Sukhmeet Kaur and Prof Sukhman Kaur also participated in the discussion.

Forum fines MC Rs 5,000
Had charged interest on house tax

The District Consumer Disputes Redressal Forum has slapped a fine of Rs 5,000 on the Chandigarh Municipal Corporation (CMC) for charging penal interest on house tax from a sector 18 resident.

The district forum, comprising president PD Goel and members Rajinder Singh Gill and Madanjit Kaur Sahota, has also directed the opposite parties to refund Rs 6,656 besides Rs 2,000 as costs of litigation to the complainants.

The complainants, Shwinder Kaur and her son Sanjit Singh, had submitted that the opposite parties served a notice on them demanding property tax for 2006-07, 2007-08 and 2008-09, and consequently they deposited the property tax within the stipulated period. They alleged the opposite parties forced them to pay the property tax for 2004 to 2006 totalling Rs 20,196 with penal interest, which they had paid on May 28, 2010, under protest that the charging of penal interest was unjustified and illegal. Despite several reminders and notices the opposite parties failed to refund the excess amount.

The counsel for the Assistant Collector (Tax), Municipal Corporation (opposite party no.1) and the CMC, through its Executive Officer (opposite party no. 2) pleaded that the opposite parties had issued a consolidated-property-tax-demand notice for Rs 13,540 on February 21, 2006 and the same was delivered at SCO No. 95, Sector 40-C, Chandigarh through a messenger. It had been pleaded that in case the complainants failed to deposit the property tax within one month of the issuing of the notice, they were liable to pay interest at the rate of 18 per cent from the date of the issuing of the notice. The opposite parties had also made the plea that the complaint was not maintainable as per Clause 24 (i) of Property Tax Bye-Laws, 2003.

Goel said the opposite parties had raised the specific plea that the notice regarding the consolidated property tax was delivered through the messenger. But, they have failed to prove that the said notice reached the complainants, as they have neither produced any acknowledgement duly signed by them nor the affidavit of the messenger, who delivered the said notice to the complainants. Thus the opposite parties are not entitled to charge the interest, he added.

Kalka bypass to be ready in a month, says NHAI

In another month, you will be able to steer clear of the chaos and traffic jams in the Kalka bazar. For, the National Highways Authority of India (NHAI) has assured the Punjab and Haryana High Court that the bypass is accelerating towards completion, despite brakes applied by the inclement weather.

In a status report placed before Justice MM Kumar and Justice AK Mittal, the NHAI project director Anil Kumar Dhaiya has asserted: “The four-laning of the Zirakpur-Parwanoo section of National Highway-22 is complete, including that of the Pinjore-Kalka-Parwanoo bypass, barring the road marking and protecting works of rock-fall”.

Elaborating, he asserted: “The alignment of the bypass is passing through the hilly terrain of the lower Shivalik ranges, which are having slopes and rocks very fragile in nature.

“On the completion of the four-laning works, the protection works of the fragile slopes and rocks are being carried out by a specialised agency and the progress of the same is getting affected due to the cold wave conditions prevailing in the region.

“It is expected that the weather shall improve within seven or 10 days, and the balance work of safety shall require another 15 to 20 days thereafter to complete in all aspects, and the bypass will be open to highway traffic”.

The High Court is currently monitoring the progress of the project. Only recently, it had taken suo-motu cognisance of a news-report in these columns on the plight of tourists and daily commuters on the Kalka-Parwanoo stretch.

The news report was brought to High Court’s notice by Justice PK Palli, a former Judge of the Rajasthan and Himachal Pradesh High Court. Justice Palli, along with a communication on the issue, had annexed a copy of the report carried in these columns on October 10, last year.

The High Court had observed that the road was in a bad shape due to the rains. Otherwise also, the road in front of the Kali Mata Mandir was congested and long traffic jams were a routine. These were a cause of harassment not just to the commuters, but also to the devotees coming to pay obeisance at the historic temple.

Notice served on education secretary, DEO

A local court here today issued a notice to the education secretary, DPI (schools) and district education officer (DEO) for their failure to obtain and put in public domain the self-declaration-cum-application for the grant of recognition of school by private schools of the city.

Court issued notice for March 24 on a public interest litigation (PIL) filed by Panchkula-based advocate Pankaj Chandgothia.

They had contended that under Rule 15 of the RTE Act, it was compulsory that every private school should make a self-declaration within a period of three months of the commencement of the Act to the DEO concerned regarding its compliance with the RTE norms. The said declaration forms were to be placed in the public domain within 15 days of its receipt.

He stated that the schools were reluctant to furnish the information, as it would disclose their income and expenditure to the general public and expose their high profits.

It was alleged in the petition that the enforcement authorities are adopting a lackadaisical attitude to the provisions and ignoring the same. They are hand-in-glove with the private schools and are allowing them to flourish and operate.

Man gets life term in rape case

A local court here today awarded life imprisonment to a resident of Burail village on the charges of raping a minor, a four-year-old girl. The case dates back to January 2010. The court on Friday had convicted 30-year-old Shambhu, a resident of Burail village, and had deferred the quantum of sentence for today.

The prosecution said the accused had come to the residence of his friends for party. He was drunk when he had spotted the minor daughter of his friend’s neighbour and took her to the terrace and raped her. Thereafter, he fled from the spot.

The incident came to light when the victim’s mother found the former bleeding on the terrace of her house. The police said the accused had been living alone for the past five years. Last year as well, the accused was sentenced to a seven-year imprisonment for raping another four-year-old girl at a Sector-35 garden.

Plea against candidate dismissed

Chandigarh, January 23
The Punjab and Haryana High Court division Bench of Justice SK Mittal and Justice TPS Mann today dismissed the petition seeking cancellation of SAD candidate NK Sharma’s nomination from the Dera Bassi Assembly constituency.

Independent candidate from Dera Bassi, Deepinder Dhillon, had alleged that Sharma had not furnished complete information in the affidavit on the case registered against him on September 9, 2003. Earlier this month, returning officer and SDM of Dera Bassi constituency, Rajesh Tripathi, had held the candidature of SAD candidate NK Sharma as valid.

Tripathi had said all objections raised against Sharma were invalid and he was fit to contest elections, as he was not yet convicted in a 2003 assault case. — TNS

Worker held for links with robber

Chandigarh, January 23
The Crime Branch of the UT police has arrested a person working with a Sector 35-based jeweller for links with a high-profile robber. The police arrested Kherdoos Malik, an employee with Deluxe Jewellers in Sector 35, in a case of receiving stolen property.

The police arrested him on the basis of interrogation of Ravinder Singh Gill, who was taken into police custody on procuring production warrants from Panchkula. Ravinder, who has been accused of committing a series of child kidnappings for ransom in Panchkula, has confessed to his involvement in a spate of robberies in Chandigarh.

Inspector Amanjot Singh, in charge Crime Branch, said Ravinder was involved in the robbery case reported in Sector 35 in October in which a woman was robbed of her jewellery. He is also accused of robbing a woman, Tara Jamwal, of her jewellery in Sector 22 in December at gunpoint.

The Crime Branch sleuths have also recovered the entire jewellery that was robbed in both the cases. Two bangles were recovered from the possession of the employee working with Deluxe Jewellers. Those were purchased from Ravinder. — TNS

Woman stages own kidnapping to pay debts

Under debt, Santra Devi Sharma (60) of Phase VI staged her own kidnapping to extract money from her husband. Owing to her habit of gambling, the woman was running a debt of around Rs 4 lakh.

On the evening of January 21, she connived with two boys, Pawan and Satu, alias Vishal, to stage her kidnapping. She made one of the boys call up her husband, Ram Niwas Sharma, and ask for ransom of Rs 15 lakh to secure her release.

Before the caller could call up again, Ram Niwas approached the police and reported the matter to it.

The caller also threatened to eliminate the women if the money was not paid to him. The woman’s husband is a retired Superintendent from Haryana finance department. A police team, led by SP, City, Harpreet Singh started monitoring the calls and found that the woman had been kept somewhere at Chintpurni. After conducting raids, the police found that she was herself hiding there and was making the two boys make the ransom calls to her husband.

The woman’s husband had sold his house in Sector 40 for Rs 4 crore but bought another house in Phase 6 for Rs 2.5 crore and given the remaning money to his son who runs a lottery shop in Phase 6.

The SP City said the woman had been arrested for hatching the conspiracy for extortion. The two boys who helped her are still at large.

She was in habit of gambling

Sources in police said the woman used to go to a shop to gamble and had lost a substancial money. She is reported to have stolen money from her house.

Dismissed professor held for fraud

Chandigarh, January 23
High drama prevailed at Panjab University today, as Satyavir Singh, a lecturer dismissed from PU in 2008 after a prolonged absence from the duty, was arrested for illegally using the office stamp and letterheads. A case under Sections 465, 420 and 511 of the IPC has been registered against him.

Satyavir was arrested on the complaint of PK Dhawan, Panjab University’s chief security officer, who alleged that though he had been dismissed almost three years ago, he continued to use his former designation on letterheads and stamp.

The police was on a lookout for him since many days but he was reportedly away to Jind and returned only today and was arrested following a tip off from a university official. Prior to this, several complaints had been filed against him to the Vice-Chancellor for disrupting functioning of the department and impersonating as an employee there. — TNS

Foreign currency seized

A static surveillance team, headed by ASI Parmod Kumar, seized foreign currency from an NRI, who was travelling by a taxi, at a check post near the light point of phase 3A.

During the checking, foreign currency in the form of US Dollars was recovered along with Indian currency. The total amount seized was Rs 7 lakh, which was handed over to a team of the Income Tax Department as the woman was unable to produce valid supporting documents. The lady identified herself as Garima, a resident of California State in the US. She was coming from New Delhi. She told the officials that she was carrying the currency for a land deal in Mohali. A total of $ 9,350 and Rs 2.18 lakh were seized.

Woman killed in mishap

Zirakpur, January 23
A 65-year-old woman died after being hit by an unknown vehicle in a road accident near the Dolphin hotel on the Zirakpur-Kalka highway here this evening. Police official said the incident took place when she was crossing the road and the unknown vehicle hit her.

The police said the victim died on the spot and the body was sent to a post-mortem at the Dera Bassi Civil Hospital. A case has been registered against the unidentified person.

2 held for brawl at Mauli Jagran

High drama was witnessed in the Mauli Jagran colony late last night when a scuffle was reported among drunk youngsters. The windowpane of a PCR van was damaged after one of the youngsters threw a stone at the police vehicle while he was being nabbed. The police has arrested Lallu and Ajay under the preventive measures.

The police said they received the information about a brawl and went to the spot where the youngsters were creating a nuisance.

“One of the youngsters tried to damage a police vehicle when he was being caught. We have arrested him under preventive measures,” said the police.

Illegal miners arrested

Panchkula, January 23
The Pinjore police arrested two persons for illegal mining here today. The two accused were identified as Agyas Majeed and Ashok Kumar of Anguwala village. Two tractors and trollies loaded with sand were recovered from them.

After the registration of a case under Sections 379 and 188 of the IPC and Sections 21 and 4 of the Mines and Mineral Act, the accused were produced in court, from where they were sent to judicial custody.

In another case, Hari Chand of Mathuwala village was arrested for gambling. A sum of Rs 830 was also recovered from the possession of the accused. — TNS

The host team of Panjab University will lock horns against that of Delhi University in the title match of the ongoing All-India Inter-University Handball Championship for Women. The championship is being held at Panjab University grounds. In the semi-final clash, the PU team defeated Calicut University by 30-15 while Delhi University routed Kurukshetra University (KU) by 19-14.

Earlier, in the quarter-final matches, the Kurukshetra University overcame Manipur University (18-5) while Delhi University beat Punjabi University by 25-20. The team of Calicut University defeated MGSU Bikaner by 24-12 and the local team of PU overcame RTM Nagpur (30-15).

The St Stephen’s Cricket Academy defeated Himachal Cricket Academy (HCA) by three wickets in the match of the ongoing Sardar Bhagwant Singh Memorial Cricket Tournament. Elected to bat first, the team of Himachal Cricket Academy set a target of 84 runs before getting bundled out in 20 overs.

For the winning side, Prince (16) and Sunil (15) contributed the most runs while for the bowling side Gaurav Singh, Abhilasha and Aakash claimed two wickets each.

In reply, the winning side achieved the target in 13.2 overs with three wickets in hand. Talwinderjet Singh (21) and Lovish (18) remained unbeaten and guided the team to victory. For the bowling side, Pawan was the pick of the bowler after taking 4 for 21.

Players from South get the shivers

Teams from South India participating in the All-India Inter-University Handball Championship have been braving the biting cold here. Players from various universities in South Indi were seen wearing layers of clothes to beat the chilly breeze here.

“The climate here is entirely different. We were not expecting a cold wave. It has affected our performance,” said Luxmi Prasanna, a player from Andhra Pradesh.

“Players from our state participating in the 57th National School Games at Ludhiana are facing a similar problem. We are taking proper measures to beat the cold,” said goalkeeper Navedita.

“Players are facing problems in holding the ball and giving their best. Two key players fell ill on the very first day, which led to our early exit,” said IDV Prashad, coach, Acharya Nagarjuna University, Guntur, Andhra Pradesh.

Chaudhary Ranbir Singh tourney from Jan 28
24 teams to take part in cricket, athletics, volleyball matches

The Haryana Sports Welfare will organise the Ist Chaudhary Ranbir Singh Volleyball, Athletics and Cricket Tournament from January 28 to 30 at Hooda Sports Complex, Sector 3, Panchkula.

In athletics, 100 mt, 400 mt, 800 mt and 1500 mt race, long jump and shot put events will be held in juniors (U-14 and U-19) category. The organisers said about 24 volleyball teams from all over the region will participate in the tourney.

The interested teams can contact Mir Singh, volleyball coach, on 94161-18666 and 94161-18666.

The association will give away cash prizes of Rs 21,000 to winners, Rs 11,000 to runners-up and Rs 5,100 to third the position holders.

Carrom body office-bearer

The All-India Carrom Federation has nominated Mahesh Sekhri, general secretary of the Chandigarh Carrom Association as the technical director for the upcoming 41st Senior National and Inter-State Carrom Championship.

The championship will be held at Raipur in Chhattisgarh from January 29 to February 3. The carrom championship is being organised by the Chhattisgarh State Carrom Association under the aegis of the All-India Carrom Federation. — TNS
