Lokayukta entitled to pension, rules HC
Chandigarh, January 17 The ruling came as a Division Bench upheld Justice Ranjit Singh’s orders , allowing Haryana Lokayukta Narinder Kumar Sud’s petition. In his order, Justice Ranjit Singh had ruled that the Lokayukta in Haryana was entitled to pension. A former Judge of the Punjab and Haryana High Court, Justice Sud took over as Lokayukta in
January, 2006. He had moved the High Court seeking directions to the state, under secretary (political) and four other respondents to “allow pension to him at applicable rates for the services rendered by him as Haryana Lokayukta, in addition to the pension drawn by him for services rendered as a High Court Judge”. Taking up the appeal filed by the State of Haryana against Justice Ranjit Singh’s orders, the Bench of Chief Justice Ranjan Gogoi and Justice Rajiv Narain Raina asserted: “We are inclined to take the view that Section 6 (4) of the Haryana Lokayukta Act, 2002, provides for grant of pension to the Lokayukta after retirement and the single Judge had rightly decided the issue by means of the order appealed against. Consequently, the appeal will have to be dismissed, which we hereby do”. |
Crackdown on school vehicles
Gurgaon, January 17 The principals and owners of these schools have been asked to explain within two days why criminal action should not be initiated against them in this connection. Of these, two buses belonged to DAV School, Hailey Mandi, while a bus and a Bolero jeep belonged to West Academy School of Hailey Mandi. Karnal: In a drive against violation of traffic regulations by school buses, the Karnal police on Tuesday challaned 31 buses for overloading and violation of other laws and also impounded 16 of them. The special drive was launched to checkschool buses after the Ambala incident in which 12 school students were killed. |
Development plan for 5 towns approved
Chandigarh, January 17 A decision to this effect was taken at a meeting of the state-level committee of the Town and Country Planning Department held here under the chairmanship of the Chief Minister . The Draft Development Plans for Hathin, Jhajjar, Mangar, Hodal and Pataudi-Haily Mandi were approved at the meeting. The plan for Hathin in Faridabad district has been prepared for the projected population of 46,000 persons by the year 2031. A total area of 746.96 hectares will be developed with residential density of 250 persons per hectare. |

Panipat, January 17 According to rules, the victim’s kin could file the claim petitions within one year of the accident. However, in case of Rahila, who spent four years searching for her father, Mohammad Vakil, and finally found him resting in grave number 38 at the graveyard in Mehrana village of the district, the tribunal took into consideration the fact that it was only recently that Mohammad Vakil’s death in the Samjhauta blasts had been confirmed. Rahila of Hafizabad in Pakistan had been looking for her father, who had come to India to meet his relatives in Bhasani village in Muzaffarnagar district in UP on February 14, 2007. From there he left for Pakistan on February 17, but reportedly went missing. Unmindful of the fact that her father could have been killed in the Samjhauta blasts on the intervening night of February 18 and 19, Rahila continued to believe that in all probability, he was arrested by the Indian security agencies and put behind bars. Thereafter, she wrote letters to more than 60 jails across the country seeking information about her father, who had last spoken to his family in Pakistan a day before he went missing. Meanwhile, her relatives in Muzaffarnagar ascertained that Mohammad Vakil did board the fateful Samjhauta Express. Following this, Rahila got in touch with a local lawyer, Monim Malik, and sought his help. Malik on his part secured information from the National Investigating Agency (NIA) about the identity of the Pakistanis, who had been buried as unidentified in the Mehrana graveyard. The information revealed that the person lying in the grave numbered 38 had been identified as Mohammad Vakil and it had been proved beyond any doubt through the DNA test. Malik, who on Rahila’s behalf, filed the claim petition in the tribunal, said that Mohammad Vakil was the only earning member of the family and now all their hopes were pinned on the compensation that had been announced by the Railways. |

Hisar, January 17 He said on the opening day eligible youths from Jind district, including sons of ex-servicemen and servicemen, sons of war widows, NCC certificate holders and sportsmen would be considered. Candidates for posts of JCO religious teacher could also attend the rally on this day. Candidates from Fatehabad, Hisar and Sirsa districts could attend the rally for the above ranks on February 13, 14 and 15, respectively. On February 16 candidates from Jind district would be considered for posts of general duty soldier , followed by candidates from Fatehabad and Sirsa districts on February 17. Sikh candidates from Jind, Hisar, Fatehabad and Sirsa districts could attend the rally on February 18. Youths from Hisar district desirous of joining as general duty soldiers could attend the rally on February 19, he added. The prospective candidates would be medically examined on February 20 and 21. |
Now, gas agency worker robbed of Rs 1.72 lakh
Sirsa, January 17 Anand Dev, a worker in a local gas agency, was sitting with a bag containing Rs1.72 lakh in the godown of the agency near Auto Marke when two youths came there on a motorcycle. While one of them came inside, the other kept waiting outside. The youth allegedly slapped Anand Dev and snatched away the bag . When Manoj, another youth working in the agency, tried to overpower the youth, the latter took out a pistol and walked towards the motorcycle brandishing the weapon. Devender Yadav, SP, said the police was investigating the matter. Meanwhile, the police has arrested Mithu and Bir Singh, who staged a drama of loot at Dabwali along with Jasbir Singh, a worker of a cattle trader from Fazilka. The SP said the police had recovered a substantial share of Rs1.94 lakh allegedly looted in this “robbery drama”. Meanwhile, the INLD today castigated the state government on the issue of law and order. INLD secretary-general Ajay Singh Chautala alleged that criminals were ruling the roost throughout the state. |

Faridabad, January 17 A senior officer of the MC said the matter was listed for hearing in the high court on January 20 when the follow-up action report would be submitted by the authorities. The officer said the MC would apprise the high court on the action taken by it. The controversy relates to the houses that came up in the alleged violation of the 2001 gazette notification of defence issued under the Works Defence Act, 1903. The notificatoin declared the 100-metre area around the Air Force Station as a “restricted” zone. Areas of Dabua Colony, Jawahar Colony, Oriya Colony, Parvasia Colony and Kapadawala Colony fall in the restricted zone. The MC has been collecting house tax from the owners of the houses. |

The objective behind the survey, which involved 679 pediatricians in Delhi, Punjab and Haryana, was to map the magnitude of gender divide in child healthhere. The findings of the survey “ claimed to be the first of its kind” were presented at the 49th annual conference of the Indian Academy of Pediatrics (IAP), which commenced here today. The conference, which is focusing on the girl child, will go on till January 22. |

Fatehabad, January 17 Deputy Commissioner ML Kaushik handed over the cheque to Naik Rajinder Singh, a resident of Dhangar village in this district. On August 29, 2010, a scout party was fired upon during search of a village in Baramullah district of Jammu and Kashmir. Naik Rajinder Singh, along with other scouts, returned effective fire, pinning down terrorists and cutting off their escape route. During the firefight, he eliminated one terrorist, who was trying to escape. Intermittent firing continued and terrorist hiding inside a cave kept lobbing grenades to keep the troopers away. As it was getting dark, Naik Rajinder Singh volunteered to crawl in close to the cave and engage the terrorists hiding inside. He crawled towards the cave under intense fire and fired a magazine from his AK-47 rifle. The terrorists lobbed grenades towards him from the cave. Displaying astute presence of mind and sharp reflexes, he used a rock to protect himself from the grenade splinters. He then crawled to the mouth of the cave and brought effective fire on the terrorists, eliminating three of them. For his act of valour, President Pratibha Patil honoured him with Kirti Chakra on March 18, 2011, and the Haryana government announced a cash award of Rs 15 lakh for him. |
‘Active tracker’ to check foeticide in Jhajjar
Jhajjar, January 16 Jhajjar has become the first district in the state where all sonography machines in ultrasound centres have been put on the active-tracker advanced technological equipment. The ‘active tracker’ will not only keep a record of the use of ultrasound machines but also be connected online with a central monitoring system so as to check pre-natal gender determination test in the district. Stating this while talking to mediapersons at the DRDA conference hall here today, Jhajjar Deputy Commissioner Ajit Balaji Joshi said the ‘active tracker’ would help in curbing the misuse of ultrasound machines through its round-the-clock tab on them. He maintained that the ‘active-tracker’ technology that had been developed by Magnum Opus Company, recorded sonography images and linked it to an online portal called www.merigudia.com. The data stored online could be used as evidence in suspicious cases of sex-selective abortions it was accessible only to the doctors and a few government and company officials. Nobody else could access the sonography video. Joshi said the active tracker was foolproof and once fitted, it could not be detached from the machines. In case someone tampered with it, the SIM fitted in the tracker would be alert and send an SMS on the mobile phone which was registered with it. Hence, no ultrasound centre here would, now onwards, be able to carry out any illegal sex-determination test. “The device will also help in keeping an eye on all pregnant women who try for abortion outside the district. Such women will be kept under watch by the data available with the Birth-Death Registration Department and through eligible couples available with Anganwari and ASHA workers. For this, a mobile phone equipped with the GPS service will be provided to ASHA and anganwari workers to ensure collection of data,” said the Deputy Commissioner. Notably, the technology was implemented in May 2010 in Kolhapur district wherein the sonography machines of the whole district were connected to a main server, which monitored all videos taken in the district. In this way, the sex determination of unborn children went considerably down in the district that had the worst male-to-female birth ratio. |

Gharonda, January 17 Inaugurating the first vegetable mela at the centre of excellence for vegetables and horticulture here, he said the initiative to set up this centre with the help of Israeli scientists was taken to supplement the earnings of farmers and develop mixed farming practices. Maintaining that crops produced in green houses had an edge over those produced by traditional farming practices, Katariya stated that mass production could be done in these houses without spraying insecticides. Moreover, these were also safe from all kinds of weather. Senior consultant SK Arora said farmers should adopt modern farming techniques and go for "protected farming" in green houses as vegetables produced there fetched five times more income. Around 4272 vegetable farmers in the state had got themselves registered in the vegetable fair . |

to death by the Kalka-Delhi Shatabdi Express when he jumped onto the railway line to pick up the ball, unmindful of the speeding train coming towards him. The children were
playing cricket on the railway platform on a sunny day, but it proved to be the last game for Vijay who was so engrossed in chasing the ball that he did not listen to the shrill whistle of the train and got run over. The eyewitness said the deceased had earphones
in his ear and was perhaps listening to some music and did not hear the rattling sound of the train and moved casually to pick the ball and ignored shouts of his friends to caution him. His friends immediately informed the Railway Police, who took
possession of the body and started investigations. His parents were in a

Get registered, govt orders business establishments
Chandigarh, January 17 An order to this effect was issued today under the Punjab Shops and Commercial Establishments Act . The order said registration was mandatory under Section 13 of the Act. The establishments covered included hotels, halwais, dhabas, liquor vends, tea stalls, green grocers, kiryana, mobile phone shops, puncture shops, mechanics, STD booths, petrol pumps, banks, insurance companies, hospitals, nursing homes, shuttering business and all other commercial establishments. The government has arranged for online registration of these establishments. Failure to register by the deadline will incur a fine of up to Rs 3000. The registration can be done on the website hrlabour.org. The prescribed fee can be deposited in banks. Establishments employing 10 or more workers will have to pay a fee of Rs 5,000 for three years. Private educational institutions, universities, hospitals, nursing homes and petrol pumps will have to pay Rs 1,000 as fee. The fee for other smaller establishments varies between Rs 100 and Rs 500. |
Police rescues couple
Hisar, January 17 They were, however, rescued by the police later when the vehicle in which they were being forcibly taken home was intercepted near Barwala, about 30 km from here. The couple hail from Kharkara village. They had run away from their homes on November 8 last year. Their family members came to know that the couple were sitting in the canteen of the hospital. They came in two jeeps and took away both of them. However, hearing the commotion the policemen on duty at the police post of the hospital flashed a message and the vehicles were intercepted at Barwala. The police took them in custody to ensure their safety. The boy and the girl claimed that they were adults. |
