The Congress high command has tried to do a balancing act in placating various regional satraps, groups, women and minorities in the list of party candidates for the Assembly elections released yesterday.

It showed balance between various leaders, party MPs and various communities. The Congress has announced candidates for 65 Assembly seats out of the total 70 seats.

Unlike the BJP where announcement of lists led to large scale dissensions and protests, the list has not led to any open defiance by party ticket aspirants. Balbir Singh Negi, Congress sitting legislator from Ghansali in Tehri Garhwal is the only sitting Congress legislator who has been denied the party ticket.

The list includes six candidates from Youth Congress and eight women candidates. It is for the first time that the Congress has given party ticket to three Muslim candidates from Haridwar district.

Union Minister of state for Agriculture, Food Processing and Parliamentary Affairs Harish Rawat was able to win nominations for most of his supporters, while state Congress Chief Yashpal Arya was reportedly unhappy in not getting ticket for his supporters, including his own son. Harak Singh Rawat, who wanted to shift to the plain area of the Doiwala Assembly segment, has been sent back to fight from the Rudraprayag assembly segment.

The party is yet to decide its candidates for the Doiwala, Sahaspur and Dehradun Cantt assembly segments in Dehradun district, Kiccha and Gadarpur in Udham Singh Nagar district.

Harish decimates Arya

In the game of chess that has been going on within the Congress party in the state, Union Minister and veteran leader Harish Rawat has clearly emerged victorious by checkmating his rivals, particularly state unit president Yash Pal Arya.

The first list of candidates who would contest the coming polls on the party ticket announced yesterday saw Arya being clearly decimated by Rawat. Observers said as many as 80 per cent of the candidates announced by the party are the Rawat loyalists while Arya has not been able to secure ticket for the persons of his camp.

The fact that Arya has chosen to contest from Bazpur too has not gone down well with the people who were expecting him to contest from Nainital, as a large part of his previous constituency of Mukteshwar (now not in existence on the account of the delimitation) has now come in the Nainital constituency. The general sentiment can be gauged from the word of a Congress supporter in Nainital, “We are wondering what made him go to Bazpur. If senior leaders like him too migrate to the plains, with what intent do they talk of stopping the migration of the ordinary people from the hills?”

Things had not been going Arya’s way for quite some time. Party sources say that his ambition of fielding his son, Sanjeev Arya, from the Nainital seat were dashed when Rawat had recently announced that his son, Anand Singh Rawat, who is the Youth Congress president in the state, would not contest the polls. This had led to the issue of not giving more than one party ticket to any family. In fact, pretty sure of being fielded by the party, Sanjeev Arya had started doing his ground work in the Nainital constituency.

The second major jolt that came Arya’s way was that of former Haldwani Municipal Board chairperson Renu Adhikary crossing over the sides to join the Bharatiya Janata Party (BJP). She was looked upon as being very close to Arya.

The protest by another senior leader from Haldwani Mahesh Sharma on the allocation of tickets at the party headquarters had proved to be another dampener, as several people had seen Arya expressing his helplessness on the issue.

The way things were moving can be determined from the fact that while Arya was battling it out with the party leadership to get some portion of the pie in the party headquarters in Delhi yesterday, confident Rawat was cooling his heels in Dehradun. Sources said Arya had come out of the meeting in Delhi to register his protest over the allocation of ticket.

Little opposition to Congress list

With the Congress high command announcing the first list of candidates for the Assembly elections slated for January 30, the state party headquarters here was by and large peaceful barring a minor protest registered by some party men from the Tharali constituency, Chamoli.

With almost all sitting MLAs getting ticket in the first list, the Congress Bhavan was comparatively peaceful. A minor protest was only registered by the supporters of Mahesh Trikoti, a panchayat member from Chamoli, who was seeking party ticket from the reserved Tharali constituency. He reached the Congress Bhavan this afternoon and raised slogans against the party high command. Trikoti’s supporters alleged irregularities in the distribution of party ticket.

The party ticket from the Tharali constituency has been given to Prof Jeetram. Party sources said being a relative of party chief Yashpal Arya, the ticket had been given to him.

On the other hand, former Congress minister Hira Singh Bisht, who has been denied ticket from the Raipur Assembly constituency, is stated to be camping in Delhi and there was a little protest today from his supporters here at the Congress Bhavan.

BJP list for 22 seats out

The Central Election Committee of the BJP today announced the list of party candidates for the remaining 22 Assembly seats in the state.

The party has allocated three seats to women candidates, two to the ST and one seat to a SC candidate, but denied ticket to Labour Minister Govind Singh Bisht, veteran BJP leader and sitting MLA from Badrinth Kedar Singh Fonia.

The list of the pary also includes two Assembly seats set aside for the Uttarakhand Kranti Dal (Democratic) leaders Diwakar Bhatt and Om Gopal Rawat.

It has been a choice between the devil and the deep blue sea for Harak Singh Rawat, Leader of the Opposition in the Uttarakhand Assembly, in choosing a constituency for himself in the coming Assembly poll.

Rawat, who had been challenging former Chief Minister Ramesh Pokhriyal Nishank from the Doiwala assembly segment in Dehradun district for sometime has to shift back to the Rudraprayag segment in Rudraprayag district.

Rawat, a sitting Congress legislator from the Lansdowne segment in Pauri Garhwal, has been known for his political aggression and use of his vocal power to browbeat his opponents. He has to beat a hasty retreat to the hills in the distribution of party tickets. The Leader of the Opposition, who has been claiming himself to be in the race for the post of Chief Minister in case the Congress wins the elections, finds himself in no man’s land.

He wanted to shift his political base from Pauri Garhwal district to Dehradun and wanted party nomination from the Sahaspur assembly seat. However, when Aryaendra Sharma, personal secretary to former Chief Minister ND Tiwari, wanted party nominations from Sahaspur, Rawat announced that he would fight from the Doiwala assembly segment which is part of the Haridwar Parliamentary constituency represented by Union Minister of State for Agriculture, Food Processing and Parliamentary affairs Harish Rawat.

In his usual overconfident style, Harak dared Nishank to face him in the electoral battle from Doiwala. But when Nishank’s name was announced as BJP candidate from Doiwala, probably, realisation dawned upon Harak to look for a safer seat.

According to the Congress leaders, Harak faced opposition from senior leader and Union Minister Harish Rawat who did not want any encroachment on the assembly segment of his parliamentary constituency.

Harak wanted to shift to the Yamkeshwar Assembly seat in Pauri Garhwal district but was denied ticket and was finally shifted to Rudraprayag. In fact, Harak wanted party ticket for his confidant Luxmi Rana from Rudraprayag.

Uttarakhand Cabinet minister and BJP candidate from the Pithoragarh Assembly seat Prakash Pant today filed his nomination papers here. A procession of thousands of BJP workers accompanied Pant to the returning officer’s office. After filing the nomination papers today, the second day of filing nomination papers, Pant became the first candidate to file his nomination papers in all four seats in the district, said Pithoragarh district election officer R Rajesh Kumar.

Pant filed three sets of nomination papers before Ram Dutt paliwal, returning officer of Pithoragarh.

“It is third time the electorates of Uttarakhand are going to vote to form a government. The BJP has done a number of developmental works in the past five years and this development needs to be taken further. Therefore the people of the state will vote for the party on January 30,” said Pant, talking to media person after filing the nomination papers.

According to the affidavit filed by Pant, he has Rs 18.96 lakh in Almora Urban Bank in Pithoragarh in his name besides Rs12.51 lakh in his wife’s name. “The minister also owns agricultural land worth Rs 65,000, and non-agricultural land of the same value as ancestral property. His wife, who is constructing a house in Dehradun at a cost of Rs 25 lakh owes to a bank a loan of Rs 20 lakh.

The procession of BJP workers began from Pant’s residence on the GGIC road and after crossing the Nagar Palika road it reached at district collectorate, where he submitted the nomination papers to the returning officer.

“Pant was accompanied by chairman of the Pithoragarh Nagar Palika Parishad Rajendra Singh Rawat, district president of the BJP women’s wing Meenu Bisht and other leaders of the district. “The absence of BJP state general secretary Suresh Joshi and BJP district president Kishen Singh Bhandari from the procession caused concern for the political observers in the BJP rank and file,” said a senior BJP leader.

The ND Tiwari factor has forced the Congress high command to delay the announcement of party candidates on at least two seats of Sahaspur in Dehradun district and Kiccha in Udham Singh Nagar district. Former Uttarakhand Chief Minister ND Tiwari has demanded party nominations for his favourites from these two seats.

According to party sources, Tiwari want to field his personal assistant Aryaendra Sharma from the Sahaspur assembly segment in Dehradun and his nephew Manish Tiwari from Kiccha segment of Udham Singh Nagar district. However, many senior Congress leaders from the state are opposed to the move.

The former Chief Minister has also tried to pressurise the party high command by threatening to field candidates under the banner of his Nirantar Vikas Samiti, a social organisation floated by him sometimes ago. Interestingly, Birender Singh, party general secretary and in charge of Uttarakhand affairs, has been strongly in favour of accommodating Tiwari.

However, many leaders and even some social organisations had opposed the idea and even written to Congress President Sonia Gandhi against giving party ticket to Aryaendra Sharma. Awdhash Kaushal, Chairperson of Rural Litigation and Entitlement Kendra (RLEK), had written to Sonia Gandhi and Rahul Gandhi against accommodating any person close to Tiwari.

Tiwari who had been allegedly caught on camera in a sexual act in the Hyderabad Raj Bhawan in December 2009 had fallen from grace in the eyes of the party high command. However, Birender Singh had been trying hard to get party nominations for Tiwari favourites.

The battle lines with regards to the Nainital Assembly seat have been drawn and the seat is all set to witness a bipolar contest with smaller parties also trying to register their presence in the area. The seat is all set to witness a hard-fought battle in the days to come.

The fight is mainly going to be between Sarita Arya of the Congress and Hem Arya of the Bharatiya Janata Party (BJP) although the Bahujan Samaj Party (BSP) and the Samajwadi Party (SP), too, have announced the names of their candidates to be fielded from the seat. This is the first time that the Nainital Assembly constituency seat has been reserved.

Both Sarita and Hem have been fielded for the post of the legislator for the first time and both of them are promising development to the voters in the constituency that includes the area of Nainital town, Bhawali, Betalghat and its adjoining parts.

Hem has been concentrating on the rural belt of the constituency for several years and claims to have built a good rapport with the people.

He has been touring the length and breadth of the constituency consistently and was even moving about when the rains had wreak havoc in the area causing immense hardship to the people.

He is banking more on his personal rapport than anything else to overcome the anti-incumbency that is expected to haunt his party during the poll campaign. “I have been working tirelessly and doing my work consistently among the people,” he has been saying.

However, he would have to overcome a stiff resistance from within his own party as several BJP workers are not happy with his getting the party ticket.

Sarita on the other hand has enjoyed a very clean image. A candidate with excellent communication skills, she has the reputation of being easily accessible and being honest. She would be relying mainly on the image built by her during her tenure as the Chairperson of the Nainital Municipal Council which was marked by efficient local governance and administration. The town happens to be her stronghold and her long association with the Congress adds to her chances in emerging victorious.

She claims to have been constantly in touch with the electors at the rural level. “On being elected my focus will be on identification and helping out the people in the Below Poverty Line (BPL) categories. The anomalies which have prevented them from getting their rights have to be removed.”

Ambrish loses ticket race to Balwant

Having denied ticket by the Congress from the Ranipur-BHEL segment, political future of former legislator Ambrish Kumar, who had joined the party along with Qazi Nizamuddin two months ago, seems uncertain.

Before the release of the list of the candidates by the party, Ambrish Kumar was the front-runner in the Ranipur-BHEL segment and had already been touted as a winner by many.

However, with Balwant Singh Chauhan getting the ticket from this segment, the supporters of Ambrish Kumar are in a dilemma.

Talking to The Tribune, Ambrish Kumar said he was hopeful of getting the party ticket from the Ranipur-BHEL segment but was now feeling dejected.

When asked whether he would be contesting as an Independent or join some other political outfit, particularly the BSP, he said: “Tomorrow I have called a meeting of all my supporters and well-wishers. I will take decision in front of them only.”

Meanwhile, speculations are rife that the BSP has opened its doors to Ambrish.

BSP state chief Suraj Mal said the party had already declared its candidate from the Ranipur-BHEL segment. But if anyone wanted to join the BSP and gave an assurance of his commitment towards the party, then as per the directions of party supremo Mayawati, they would be taking the decision.

According to sources, a section of the Congress leaders are quite elated with Ambrish Kumar not getting the ticket.

Congress working women district committee chief Kiran Singh said he (Amrish Kumar) deserved this owing to his “migratory” and “opportunistic” nature.

Samajwadi Party list out

The Samajwadi Party has released a list of its candidates for 48 seats. Party president Vinod Barthwal, who is fighting from the Raipur seat, will release a list for 12 more seats shortly.

Barthwal said the priority of his party was to provide jobs to the unemployed or a monthly compensation of Rs 3,000 to each one of them. Free medical treatment to the poor, promotion of state as the play ground of Asia in the tourism sector, constitution of the Himalayan development authority and to deal with the domineering bureaucracy would top the list of their manifesto, he added.

He said the list he had prepared did not have any tainted name. He pulled up the BJP and the Congress both for not being able to announce a permanent capital of the state till date. He ridiculed the Congress men for flexing their muscles in drawing crowds at the venue of Sonia Gandhi’s arrival in the state but not exerting same efforts in extending the industrial package for the state.

He also slammed Chief Minister BC Khanduri saying that unless he incarcerated the tainted ministers or took stringent actions against the corrupt the entire excitement over bringing about the Lokayukta legislation was in vain. He said the scores of announcements made by former Chief Minister Ramesh Pokhriyal Nishank also blew away in the winds whenever he took off in his helicopter as he never descended on the ground to become aware of the ground realities.

Two file nominations in Nainital

NAINITAL: Two candidates on Friday filed their nominations to contest the Assembly poll slated for January 30. Man Singh Pal, a candidate of the CPI (ML ) from the Lalkuan seat, and Bhuvan Chandra Joshi of the Uttarakhand Kranti Dal (Progressive ) from the Haldwani seat have filed their nominations. No nomination has been filed from the nine seats in Udham Singh Nagar district so far. The Congress candidate for the Nainital seat, Sarita Arya, and her rival, Hem Arya of the Bharatiya Janata Party (BJP), would file their nominations on January 9.

Defacement of walls

NAINITAL: The election machinery in Nainital has ordered that political parties be charged for the expenses incurred in the cleaning of public property which is defaced by election material like posters, pamphlets and wall writings. Strict orders have been given that the parties be first asked through a notice to get the public properties cleaned and if the defacement persists, the administration get it cleared and send the bill to the political party whose material is posted on the walls. A rate has been fixed in this regard.

Requisitioning of vehicles

The election machinery across Kumaon has started the process of the requisitioning of vehicles for carrying out the electoral process. According to the estimates, about 3,500 vehicles would be required to carry out the poll-related exercises in the region. With the marriage season coinciding with the election process, the people are expected to face a lot of problems with regard to the availability of vehicles, particularly from January 25 onwards. Sources say that about 1,400 buses and trucks will be required by the authorities besides 2,000 small vehicles for carrying out the duties. The authorities have stated that any reluctance to give the vehicle for the purpose would lead to the registration of a case. — Rajeev Khanna
