Pension of local bodies staff raised
Dehradun, December 19 Briefing media persons here today, Chief Secretary Subash Kumar said the amendment involves raising the pension of the retired employees of the local bodies to Rs 3,500, family pension to Rs 1,000 and also raising the death claim amount to Rs 1.25 lakh. “The raise is expected to cost the government a yearly expenditure of Rs 10 crore but we expect that the local bodies will be able to bear the burden by increasing their income resources and take care of the raise,” he said. Accepting the long-pending demand of the allopathic doctors, the government approved the absorption of 57 doctors in the Uttarakhand cadre. “The move will help us to come over shortage of doctors. Against the requirement of 2,362 doctors, only 1,020 are with us,” said Kumar. It also increased the tenure of ayurvedic doctors working on contract and ad-hoc basis to one year. The Cabinet also approved broad amendments to weaving rates with the aim of improving the economic condition of the 2,000 weavers attached with the Khadi Gramudyog. “Under the Marketing Development Assistance Scheme (MDA) rates for weaving material have been raised between 50 per cent and 100 per cent,” said Kumar. It also approved an amendment to the nazul policy (2009) making it more liberal and attractive. “As there were not many takers for making nazul land freehold, we have further liberalised the policy. Now, land tenure holders can avail themselves of the facility of making their land freehold by 2012 on the prevailing rates of November 9, 2011,” he said. Besides, the government also decided to make land at Teachers Colony (Govindgarh), the land of which is in possession of 139 allottees, freehold. The government also decided to increase the number of posts in the mining (two) and geology (20) sections under the Industrial Development Department. It also approved notification of three authorities which are under the purview of the Doon Valley Special Area Development Authority (SADA), in the aftermath of an inquiry made under the Right to Information (RTI). Besides sending its recommendation for the inclusion of Kumaoni and Garhwali languages in the eight schedule to the Central Government, the Cabinet also gave approval to the allocation of land on lease to the Garhwal Sabha (a social organisation) at Inderpur (Dehradun) by the Department of Urban Development in lieu of payment of token money.

Cabinet nod to Act for welfare of parents, senior citizens
Dehradun, December 19 At a media briefing Principal Secretary, Social Welfare, S.Raju, said parents ignored by their children could demand a maintenance allowance per month that would be granted on the basis of the economic condition of the children. “The maximum they can hope to get is Rs 10,000 per month. In case the commitment is not honoured by the children, it could lead to one-month jail term,” said Raju. However, the parents would have to put up their applications at the specially created Tribunal and Appellate to be approved withinin 60 days. The Uttarakhand Government has adopted the Central Government Act (2007) but the delay in approving the Rules and Regulation Act had made the Act redundant. Besides, the government also approved setting up of old-age homes in every district with the capacity to accommodate 150 persons. The government would provide free land for this purpose. In addition, monitoring committees would be set up under the District Magistrate that would monitor the safety aspect of the senior citizens living alone in the state. The Cabinet also approved the creation of two wings aimed at separating probation and child welfare. However, these two would continue to be under the Social Welfare Directorate. In another decision, the Cabinet approved the incentive disbursement cases under the Gaura Devi Kanya Dhan Yojana for the period 2007 and 2008. The applicants had applied after the cut-off date. |
Digvijay Cinema building dismantled
Dehradun, December 19 The shopkeepers of the next 50-metre portion of the total 360 metre stretch began vacating their shops today for the next stage of the operation. The shopkeepers of this slot remained confused about the allotment letters regarding shops to be given in the new shopping complex. Some of them went to meet Vice-Chairman, Mussoorie-Dehradun Development Authority (MDDA) BVRC Purushottam who did not give much clarification about the letters. It was in the evening that the owners of two shops created ruckus over the allotment. The owner of the Sethi Snack Shop expressed reservation on the given first allotment to Ashok Goyal, owner of the Canara Bank building, alleging that their shop came first in the sequence and they should have been allotted the front shop in the new shopping complex. Purushottam, who was present there, could not pacify the aggrieved party and left the place. Shashikant Goyal, a prominent trader on the Chakrata road, remarked that it was odd that on one hand MDDA officials showed enthusiasm in dismantling the shops and on the other it had cold feet in giving allotment letters to the
traders.
The first lot of 16 shopkeepers was given away the allotment letters a day before the demolition drive began on Sunday. The confusion over the second lot led to fury among the shopkeepers. They were also incensed about not getting any concession for the losses to their business till the time they got new shops. Sunil Verma, a shopkeeper said, “The electricity connection has been snapped in the shops situated on the Chakrata road. Our business has nose-dived for which we are not being compensated. The loss may accumulate if the entire operation is dragged on for more days.” Long jams on the roads around Chakrata were witnessed throughout the day. The routes were diverted to the Garhi Cantt, Prince Chowk, Saharanpur and Kanwali Road. |
300 class IV employees detained, let off
Dehradun, December 19 They have been holding a protest since November 22 in support of their demands for the revamped salary structure with effect from January 2006 and according to the Sixth Pay Commission recommendations and a promotion package. Among those who were detained were president of the association Darban Singh Mehta, general secretary Harpal Singh and KK Shukla. In the morning, three buses carrying the members of the association stopped at Yamuna Colony, where the members started their march towards the Chief Minister’s house. When the Chief Minister did not come out to talk to them, they started gheraoing ministers and office-bearers who were coming to meet the CM. When a policeman allegedly pushed a woman member of the association, Malti Bisht, other members got aggressive and retaliated to the police action. It was then that the police detained all protesters and took them to the Sidhowala prison. However, other members continued their protest at the Parade Ground. RP Mamgai, acting vice-president of the association said, their march towards the CM’s house was planned much earlier as they wanted to resolve their issue today itself as they feared if the code of conduct was implemented in the state, then their issue would not be resolved. |

Ajay Setia to be appointed as UCRPC Chairman
Dehradun, December 19 It is reliably learnt that under pressure from the RSS, Chief Minister Khanduri is planning to finally appoint Setia, a former television journalist, as head of the Child Rights Protection Commission. The file has already been moved and the government order is awaited. Leader of the Opposition Harak Singh Rawat had opposed the appointment of Ajay Setia as Information Commissioner to the State Information Commission on the grounds that he was from outside the state. Rawat had then dubbed
Setia as a parachute candidate being foisted upon the state on the recommendations of the senior central BJP leadership, with which he had a very close relationship. The issue that rocked the regime of former the Chief Minister has again once again surfaced and this time the Khanduri Government is set to fulfil the demands put up by a top BJP (central) leader, who was also at the centre of a storm in the allocation of land for an organisation headed
by him. “If Setia is foisted on us as head of the child rights panel, we will oppose it. We have enough capable people in the state. Why doesn’t the government select from
here? As elections are nearing, the Khanduri Government is trying to please his central leadership,” said Rawat. The constitution of the UCRPC, which would also monitor the implementation of the RTE Act, is to be
headed by a chairperson whose term will be for a period of two years. It would also comprise six members hailing from different fields, a secretary (a retired IAS officer), a joint secretary on deputation, a law officer and other staff members to man the office of the panel. The state government had disbanded the State Child Development Board and constituted the Uttarakhand Child Rights Protection Commission in its place. |
Alva opens celebrations of ONGC’s R&D centre
Dehradun, December 19 The theme of the conference is “Hydrocarbon Exploration in India: Journey through last 50 years and vision 50 years hence.” The governor, in her inaugural address on the occasion, recalled the eventful journey of the prestigious institute, which started its journey in 1962 as Research and Training Institute (R&TI). As its activities and scope expanded, it was given the new name of the Institute of Petroleum Exploration (IPE) in 1971. Again, 10 years later, in 1981, the Institute of Petroleum (IPE) was rechristened as Keshava Deva Malaviya Institute of Petroleum Exploration (KDMIPE) by late Indira Gandhi, the then Prime Minister of India, to commemorate the memory of K D Malaviya, father of the Indian oil industry. She said that if the ONGC was a “navaratna in the court of the Government of India,” the KDMIPE was “a jewel in the ONGC’s crown.” The governor paid tributes to the vision of late Prime Minister Jawaharlal Nehru and K.D.Malaviya. “I would like to place on record the nation’s gratitude to Malaviya, whose determination played a very important role in the creation of the ONGC,” she said. The “Explotech 2011,” organised to mark this special occasion, showcased the extremely relevant story of the journey of hydrocarbon exploration in India over the last 50 years, while unfolding its plans for the future, the governor added. She said that in its eventful journey of 50 years, the KDMIPE had been instrumental in transforming the R and D activities, while providing valuable support to the oil and gas exploration of the ONGC, “which still remains our most successful company in oil and gas production.” “I hope that pressures from various interested quarters, to cut the ONGC to size or let private players step in, will be resisted and rejected, so that the company continues to grow as the pride of the nation”, she said. |
