Civil Hospital to have CCTVs
Amritsar, November 22
Jallianwala Bagh Memorial (JBM) Civil Hospital authorities are planning to install CCTV cameras in its premises soon. Apart from ensuring better services for the patients by keeping an eye on the employees, the CCTVs will also monitor the large number of patients and their attendants. The aim is to detect anyone causing loss to the hospital property.

75 cadets pledge to donate eyes

Armed robbers loot gold jewellery worth Rs 5 lakh

Three unidentified armed robbers barged into a jewellery shop in the Guru Nanak Pur area, near Tahli Wala Chowk, late last evening and took away jewellery worth Rs 5 lakh and two mobile phone sets after injuring two of the jeweller’s workers with sharp-edged weapons.

The owner of the jewellery shop, Mata Prasad, had left the shop at around 7 pm yesterday for some work. Prasad’s son-in-law Naresh and son Neeraj, who craft gold ornaments, were in the shop when the three robbers struck.

“The three came to the shop on foot and inquired about some gold jewellery to be made on order. We attended them as we do with customers. Suddenly, they took out sharp-edged weapons concealed underneath their clothes and demanded to hand them over all the gold jewellery displayed in the showcase. When we tried to resist, they attacked us. Since they were having sword-like weapons, we had to do what they said. We both received injuries,” said Naresh.

After that, the robbers conveniently left the scene on a motorcycle parked at a distance with gold jewellery weighing 53 gm and the two mobile phone sets.

A police team, led by Additional Deputy Commissioner Sat Pal Joshi, when reached the spot had to face the wrath of traders of the market. The traders resented that the police had made a little security arrangement in the market.

A case has been registered.

One to guard 1,000 shops

It is evident from the series of robberies in the city that goldsmiths have been a soft target for robbers, but no security measures have been adopted by the police. The main jewellery arcade of the holy city, Saraffa Bazaar, which houses over 1,000 goldsmith shops, has just one constable. This constable, Ramesh Kumar, has been equipped with just a stick to scare away the robbers. Jewellers resent that the CCTV cameras, announced with much fanfare by the police, could not see the light of the day and the scant patrolling further facilitates the robbers escape conveniently.

September 21, 2011: Armed robbers shot a jeweller and his son and managed to escape with jewellery worth lakhs of rupees from their shop, Sona Chandi Jewellers, located on Majitha Road.

August 30, 2011: Mehta Jewellers on Lawrence Road was looted; robbers decamped with jewellery worth Rs 50 lakh.

August 20, 2011: The robbers broke into the house of a jeweller in the Green Field area.

February 15, 2010: Jewellery worth Rs 35 lakh was looted from the shop of Damanjeet Singh at Chowk Talhiwala.

Six-yr-old abducted child rescued within 48 hours

A Islamabad police team today rescued a six-year-old boy, Damanpreet, from three kidnappers, who had abducted him on November 20 from the New Kishan Kot area.

The three kidnappers, identified as Ashish Kumar, alias Paras, Sunil Kumar alias Saalu and Amit Kumar, alias Bau, were arrested from B-Block, Railway Colony. The trio was known to the family as they belonged to the same locality.

The victim’s grandmother, Surinder Kaur, said the trio had approached her a couple of days ago for a loan of Rs 10,000. “When I refused to oblige them, they threatened me with dire consequences before leaving, but I could hardly anticipate their intentions,” she said.

Visibly elated mother Aarti said, “At about 6 pm on November 20, I saw Paras standing at an adjoining barber’s shop along with some other persons in the same street where Damanpreet was playing. After a while, when I came out of the house to call him, he was nowhere to be seen. Paras and the other persons too were not there. When, I inquired from neighbours, I came to know that Paras along with some other person took Damanpreet somewhere on a motorcycle. We immediately reported the matter to the police, which got him back safely,” she said.

Additional Deputy Commissioner Sat Pal Joshi said, “On interrogation, it was revealed that the accused had taken the step only after the grandmother of the child refused to give them a loan of Rs 10,000. They then planned to kidnap the child only to get a bigger amount as ransom from the family. But before they could execute their plan, the police team nabbed them. The motorcycle they used in the crime too has been recovered.”

Travel agency dupes 15 youths of Rs 15 lakh

The quest for greener pastures led to duping of 15 youths, hailing from different parts of the state, by a city-based travel agency on the pretext of sending them to Kuwait.

The owners of the travel agency run away with an amount of over Rs 15 lakh and the passports of the victims, which they had deposited with them for visa formalities.

The role of the police has come under scanner in the case as it has failed to arrest a employee of the travelling firm, who was traced by the victims only. The victims resented that despite submitting the video clip which evidently showed her receiving the payments from them, the police remained silent.

Today, they all assembled at the Kotwali police station asking the police to book the owners of the travelling agency, “Caretakers”, who took between Rs 60,000 and Rs 90,000 each from them.

The leniency of the police can well be gauged from the fact that the woman employee was summoned by the police to appear in the police station today, but she did not turn up. Her father-in-law came on her behalf, but the police deferred the proceedings to next Monday.

The victims said they were issued fake visa papers and contract documents. After finding the travelling agency locked on November 20, they broke open the door and managed to trace the address of the woman employee through a photocopy of her voter’s identity card lying in the office. It was through this card that they caught hold of her at her house.

Narrating their plight, Bhupinder Singh and Palwinder Singh from Ludhiana said after getting allured by a newspaper advertisement of the trave agency that the Al-Abdullah Construction and Transport Company in Kuwait was looking for helping hands, they paid Rs 70,000 each to the agency for the job. “We were told that we will be flown to Kuwait from a flight to take off from New Delhi on November 21, but it was not to be,” they resented.

Similarly, Satwinder Singh, Baljit Singh and Jagmohan Singh, all hailing from Baba Bakala, were all worried about the money they had taken on loan at a heavy interest from a local money lender to pay the travel agency. They had given Rs 80,000 each after getting lured by the advertisement.

Additional Deputy Commissioner of Police (City 1) SP Joshi said an inquiry had been marked and the SHO concerned asked to look into the matter. “The victims have been told to come on Monday. Meanwhile, if need be, the employee under question, too, would be questioned,” he said.

As the ministerial staff of various government departments held a protest rally outside the Deputy Commissioner’s office here today after taking a mass casual leave, the general public visiting these offices had to face a lot of inconvenience.

The ministerial staff, which included employees of the Deputy Commissioner’s office, state Agriculture Department, state Horticulture Department, Treasury Office, Health and Sanitation Department and Revenue Department, were on a mass casual leave on a protest call given by the Punjab State Ministerial Staff Union.

People were seen waiting outside the half-closed gate of the Suvidha Centre for their works and in front of the windows of registry clerks at the revenue office as employees shouted slogans outside the DC office. Even at the state Education Department’s office, people from far flung villages kept on waiting in a hope that employees would return to their seats. However, their hopes remained unfulfilled.

Manjit Singh Bajwa, a visitor to the Education Department’s office, said, “There is a spelling mistake in the matriculation certificate issued to my daughter. I had to inquire how to get it corrected.” He added that he had to take time out from his busy schedule to come there, but to his dismay the employees were on strike.

Another visitor Gurmel Singh from Mulamehram village said, “The employees must find a way to harass the politicians if they think something wrong has been done to them. Harassing the general public may turn public opinion against them.” He said even when the employees were not on protest, they harassed the commoners like him.

Jeet Singh, a resident of Ajnala, said these employees were withdrawing hefty salaries and leading cushy lives, but still they found reasons to proceed on strike, which caused harassment to the public.

District general secretary of the Ministerial Staff Union Jagdish Thakur said the employees had taken mass casual leave for November 22, 23 and 25. They had nothing against the public and were protesting to get their rightful demands fulfilled. Thakur said the union would be holding a meeting on November 26 to devise the future plan of action. The employees had also threatened to gherao any state government minister entering the district on the days of their protest.

Civil Hospital to have CCTVs
Move aims to prevent any damage to hospital property, to monitor staff, patients

Jallianwala Bagh Memorial (JBM) Civil Hospital authorities are planning to install CCTV cameras in its premises soon. Apart from ensuring better services for the patients by keeping an eye on the employees, the CCTVs will also monitor the large number of patients and their attendants. The aim is to detect anyone causing loss to the hospital property.

The move to install cameras was initiated after the hospital received specifications in this regard from the Punjab Health Systems Corporation. As per these specifications, these CCTVs are to be installed from the user charges collected by the hospital. The hospital plans to put the hospital staff working at the Out Patient Departments (OPD), entry points and the reception centres under surveillance so that the hospital authorities can monitor their activities.

Senior Medical Officer Dr Balbir Singh Dhillon said as per the specifications received from the health systems corporation, the CCTVs are to be installed from the user charges collected by the hospital from the patients. “The hospital has sufficient funds for the installation of the CCTVs and these will be installed soon,” said Dhillon. He said the hospital management is doing the ground work necessary to invite tenders for the project. He said the management is identifying the strategic points where these cameras should be installed. “If need be we can hire experts on security matters to advise any such points which are required to be covered,” he added.

Dhillon said there have been complaints by the patients that the designated staff members were not present on their respective seats. “When the cameras are in place, the employees will not be able to leave their seats. Even their behaviour with the general public will be directly under observation,” he said.

75 cadets pledge to donate eyes

As many as 75 cadets and students of Dayanand ITI submitted forms to pledge eyes and also donated blood under the NCC week at its campus today.

Capt Sanjeev Sharma, NCC Officer of the institute, said the camps were being organised under the patronage of 11 Punjab Battalion NCC. A team of Guru Nanak Dev Hospital comprising Dr Ravi Mahajan and Dr Kavita collected 27 units of blood.

Col SS Mand, Commanding Officer of 11 Punjab Battalion NCC and the ITI Principal Dr KN Kaul were the chief guests. They encouraged the students and cadets to take part in these activities as they introduce qualities of character and values among the participants.

Deputy Chief Warden Surjit Sharma, Kulwinder Singh, Joginder Singh, Pardeep Bose, Subedar Raghbir Singh of 11 Punjab Battalion NCC were also present.

Geetika Bansal, was declared first in the district in the commerce stream, Anchal Wadhwa, who stood second in the district in commerce and Amanpreet Kaur, first in Humanities, of BBK DAV Collegiate Senior Secondary School for girls were presented with the certificates of 'Amul Vidya Bhushan' and trophies by Gujarat Co-operative Milk Marketing Federation Limited, Anand, popularly known as Amul, today.

Rare surgery performed on 38-year-old woman

After successfully performing a rare surgery - artificial cervical disc replacement -Fortis Escorts Hospital, Amritsar, has claimed to become the first hospital in the region to have introduced the technique.

Dr Raj Kamal, chief neurosurgeon, department of spinal surgery, said that the rare surgery had helped the patient to get rid of long standing cervical as well as upper limb pain. The patient, 38-year-old Sunita Devi, was admitted to the hospital with severe cervical and upper limb pain. “On investigation and clinical diagnosis, the patient was found to be suffering from prolapsed disc,” said Dr Raj Kamal, adding that in a surgery, which lasted for over three hours, the patient’s prolapsed disc was removed and an artificial disc was put in place through minimal access anterior cervical approach. He said the affected disc was completely removed, including any impinging disc fragments or osteophytes (bone spurs). The disc space was distracted to its prior normal disc height to help decompress on the nerves.

Dr Mohit Arora, chief orthopedecian at hospital, said: “For this kind of problem, anterior cervical discectomy with bony fusion is done. Unlike a fusion procedure, the artificial disc surgery does not have the potential complications associated with taking a bone graft from the hip.” The disc replacement also should reduce the chances for adjacent segment disease since the artificial disc should allow for more normal neck motion and absorb some of the daily stresses of the neck, he said.

Dr HP Singh, medical superintendent, said that the length and type of activity restrictions following surgery are also much less with disc replacement in comparison to fusion technique. “This surgery reduces post-operative pain and stay of the patient in hospital,” he said.

Clean sweep by Khalsa College wrestlers

Having won the Inter-College University Boxing championship for the last three-years, Khalsa College today scripted a new chapter in the history of the event held at Guru Nanak Dev University campus, by winning all the 11 gold medals in various categories.

Principal of Khalsa College Dr Daljit Singh said the win was a rare occasion.

College students Jatinder Singh won gold medal in 48 kg category, Mandeep Singh (60 kg), Mandeep Masih (51 kg), Gurlal Singh (69 kg), Gurbinder Singh (91 kg), Captain Singh (64), Harvinder Singh (91 kg), Arjan Singh (57 kg), Sukhraj Singh (75kg), Kulwinder Singh (54) and Baljeet Singh (81 kg).

Dr Daljit attributed the rare success to the recently strengthened sports infrastructure on the college premises and the hard work of the students and their coaches. He resolved to further enhance the sports facilities in the college.

Dr Daljit congratulated Sports Wing in-charge Bachanpal Singh and boxing coach Baljinder Singh for their contribution that helped the students register such an impressive victory in the championship. He persuaded the students to work more in their fields to bring laurels to the college, state as well as the country.

Linguistics expert Dr Paramjit Singh Sidhu delivered his address on 'Bhasha Darshan Ate Bhasha Di Prakririti'. He re-established the importance of mother tongue under the Indian philosophical tradition. Expert in Punjabi prose Dr Sukhdev Singh Khahra spoke on 'Punjabi Novel Di Ajoki Sathiti' found the contemporary Punjabi prose as concentrating on searching protagonists in history. He also found the trend of market mentality as product of globalization in come prose creations and equated it with neo-colonisation.

Literary Critic Dr Gopal Singh Buttar delivered his address on 'Sahit Di Prakirti Te Parkaraj'. College Principal Dr Sukhbir Kaur Mahal welcomed the guests.

Amandeep Singh from Apeejay College of Fine Arts, Jalandhar, stood first in this competition while Paras Sareen from the Department of Architecture of the University remained second.

Raghuvir Mahajan from DAV College, Amritsar finished third.
