HC raps BSNL for hiding truth in property case
Chandigarh, September 24 Going into the background of the controversy, Acting Chief Justice MM Kumar and Justice Gurdev Singh asserted the ancient monument was declared as a protected monument by Punjab Department of Cultural Affairs, Archeology and Museums, on February 27, 2009. “It was found that the petitioner-appellant has established its office and tower on the protected monument area without any prior sanction and permission of the competent authority….” The Bench observed that eviction order was issued on August 23 last, but the fact was not brought to the notice of the Court. “The suppression of the order assumes great significance because the petitioner-appellant failed to reveal that the order dated August 23, 2010, stands implemented and they have been deprived of possession. However, they proceeded to institute the writ petition….” In its detailed order, the Bench observed: “The Writ Courts are the Courts of Equity. The Courts of Equity are required to be kept absolutely clean. There are well known maxims of equity viz., he who seeks equity must do equity and who comes to equity must come to it with clean hands and the misrepresentation before a Court of equity is fatal…. “We find that an effort has been made to pollute the stream of justice by misleading the Court. Accordingly, we hold that the petitioner-appellant is not entitled to any relief…. which even otherwise would not be available to it…. “The cost shall be paid to the Department of Cultural Affairs Archaeology and Museums, Punjab. The amount is required to be spent on protecting and upkeep of the protected monument, namely Royal Shahi Samadhan, situated at Patiala and it would not be utilised for any other purpose. The cost shall be paid within a period of two months failing which appropriate proceedings be undertaken. |

Court for no-vehicle zone in Chandigarh
Chandigarh, September 24 The Bench also directed Punjab and Haryana to identify locations in cities for the same purpose. The directions came during the resumed hearing of a case initiated after the high court, in larger public interest, took suo motu notice of increasing pollution in the region due to rise in number of vehicles. The Bench was of the view that some areas should be totally banned for vehicular traffic. Suggesting Sector 17 as an option for making no-vehicle zone, the Bench said parking of vehicles could be allowed at the corners of the sector and only rickshaws or eco-friendly cabs should be allowed to ply. The Bench said the restrictions should be enforced for all vehicles. No vehicles, including red beacon or even high court vehicles, should be permitted to ply in such zones. During the arguments, Chandigarh senior standing counsel Sanjay Kaushal asserted efforts were being made to provide cheaper public transport to reduce traffic on the roads. By paying a fare of Rs 5 for a general bus and Rs 10 for an air-conditioned bus, people could go to any part of the city. However, the occupancy was just five per cent. The Bench also directed the authorities to submit the status report in this regard on next hearing, while making it clear that the entire process would only be on trial basis. The states of Haryana and Punjab also submitted reports on promoting the eco-friendly rickshaws. The reports stated that Haryana had issued directions to all the municipal authorities to propagate these rickshaws. Rickshaw-pullers were being provided with a subsidised loan for buying these eco-friendly rickshaws. Punjab informed the Bench over 500 such eco cabs were already functional in different districts of the state and the rickshaw-pullers were being encouraged to use these. |

Bail plea of bribe accused dismissed
Panchkula, September 24 The CBI on April 19 booked three persons, including member of the Bar Council of India (BCI) Rajender Singh Rana, assistant trustee of the BCI Daulat Ram Sharma and vice-chairman of a law college in Barwala Moti Lal Jindal. According to the CBI, Rana and Daulat Ram Sharma had reportedly accepted a bribe of Rs 1.25 lakh from Jindal for conducting the so-called inspections at the college and submitting favourable reports for continuing three-year LLB and five-year BALLB courses. The CBI team had seized documents regarding fee, enrolment and degrees. The CBI had maintained that the accused had hatched a conspiracy in November, 2010, and Rana and Sharma had accepted Rs 1.25 lakh from Jindal for submitting a favourable report. An FIR was registered under Sections 7, 12, 13 (2), 13 (1) of the Prevention of Corruption Act, 1988, at the CBI headquarters at Sector 30 in Chandigarh. |

Court upholds two-month jail term
Panchkula, September 24 Earlier, a lower court had awarded two-months imprisonment to the accused, Sanjay of Kalka, in 2010. He had filed an appeal against the verdict in the sessions court, which dismissed the appeal and upheld the verdict of the lower court. The case dated back to April 29, 2005, when the accused passed comments on the girl and said he would give her Rs 50 if she allowed him to kiss her. When the girl reported the matter to Sanjay’s family, they beat her up. Thereafter, she went home and tried to commit suicide by consuming a disinfectant. The girl’s parents admitted her to the PGI in Chandigarh. A case for committing obscene acts was registered against the accused under Section 294 of the IPC on May 8, 2005. |

VN Singh’s family seeks
Rs 5 cr as compensation
Chandigarh, September 24 It was stated in the application that VN Singh’s death had really caused great loss to the nation, as he was a renowned personality. On December 9 last year, former principal of Government College of Art-10 and consultant with Le Corbusier Centre VN Singh succumbed to his injuries in GMCH-32. VN Singh, a resident of Sector 7, was admitted to GMCH-32 on November 28, 2010, after Baljot Singh Gill of Sector 8 rammed his speeding car into the two-wheeler of Singh. Singh had slipped into a coma. The incident had occurred at the road separating Sectors 7 and 8 and the driver of the car managed to escape after abandoning Singh in GMSH-16. The accused was arrested on December 1 last year. Recently, NRI Baljot Singh Gill had also appeared in the district courts and had made a statement that he would not go abroad without seeking prior permission of the court. Gill had appeared in response to the application moved by the family members of VN Singh in which they had sought directions from the court to the Chandigarh police to impound the passport of the accused. |

19-yr-old girl alleges abduction
Chandigarh, September 24 The police has recorded her statements and investigations are on. The medical examination of the girl was conducted at the Government Multi Specialty Hospital in Sector 26, which revealed that the girl had injuries on her face. She alleged she was beaten up by a youth in the car and then dropped at the same place after two hours of beating. The victim is the daughter of SI Rattan Thapa who recently retired. A complaint has been lodged at the Sector 26 police station.

Dismissed home guard volunteer commits theft
Chandigarh, September 24 The former volunteer, Dinesh, along with another person barged into 1559 house in Sector 18 D last night. But he was caught and as he tried to flee, he jumped from the first floor and got injured. He sustained a fracture in the leg. Police is trying to ascertain whether he was involved in theft cases earlier also. Last week too, police have arrested a home guard volunteer in a case of vehicle theft at Sector 36 police station. |

Chandigarh, September 24 KK Upadhyay, branch head, IDBI Bank, Sector 17, reported to the Police that Ashok Rajpu,t resident of New Delhi, sent a coloured photocopied cheque of around Rs 3 lakh. The complainant alleged that the cheque was received in drop box at IDBI bank branch, Sector 17, for the withdrawal of money in March. After verifying the cheque, the bank reported to the police that it was allegedly fabricated. A case of cheating was registered on Saturday at the Sector 17 police station. — TNS |

Inquiry marked into registration of trespass case
Mohali, September 24 The inquiry has been marked on a representation given by Col BS Sandhu, who has claimed that the land in question at Karoran village belonged to the Green Earth The Kharar court has ordered status quo on a civil suit titled Green Earth vs Darshan Singh filed by the society. He claimed that despite the police being shown the papers, an FIR was registered against them and the police helped Darshan Singh in taking possession of the land on September 23. Earlier, the police had registered an FIR against COl Sandhu and others after Devinbder Singh moved the Punjab Human Rights Commission against the Mohali police for not registering a case against those who had trespassed into his land. Following which the police had booked the above-mentioned persons. |

Detailed chargesheet filed against accused
Panchkula, September 24 The chargesheet was filed against Sahil Puri, a resident of Sector 2, and a mechanical engineering student at a Baddi-based private university, and Marshal Arora of NAC, Mani Majra, a BA student of a private college in Chandigarh. The Panchkula District and Sessions Judge had also dismissed the regular bail application of Puri recently. On the complaint of the victim’s family, the Panchkula police on June 28 arrested Sahil Puri and Marshal Arora. An FIR was lodged under Sections 363 (kidnapping), 366 (kidnapping, abducting or inducing woman to compel her into marriage) and 376-G (gangrape) against both the accused at the Sector 5 police station. The victim’s father said the accused were known to his son and often used to visit their house. He said on June 26 he had gone out for some work and on return he found his daughter missing. He said after looking for her for sometime, he informed the police and soon the accused threw her near the gate and fled in a car. In his complaint to the police, the victim’s father had stated that the accused had taken advantage of their absence from the house and forcibly took the girl with them and made her consume liquor. Later, the accused had raped her inside the car. |

Youth drugs motorist, takes away car
Mohali, September 24 But even a day after the incident, the police has failed to register a case and is trying to give a theft colour to the incident. According to information, the victim had gone to Fortis Hospital to drop a patient’s attendant. While the attendant was inside the hospital premises, an unidentified youth approached Mohan Lal stating that it would take some time for his guest to return, he had sent a soft drink and some snacks. But before Mohan Lal could realise that the soft drink was laced with some drug, he had already consumed it. When the victim started feeling uncomfortable, he came out of the car to ease himself. But in the ensuing moment the thief procured keys of the car from Mohan Lal and drove away with the car. The victim, who regained control over his body after a day, lamented that cops at the beat box near the hospital did not respond to his distress call. The son of the victim also lodged a complaint with the police control room before approaching the Phase VIII police station. No case was registered till the filing of this report. Unclaimed bag creates panic
Zirakpur: Panic gripped residents of Hem Vihar colony, Baltana, after an unclaimed bag was found near a temple here this afternoon. The bag contained a small oxygen cylinder. Baltana chowki in charge ASI Anup Singh stated that they were informed by the residents about the bag. The cylinder was impounded.
Factory worker dies
LALRU: A worker employed with the JCBL factory died after he was hit by a crane. The deceased was identified as Jatinder, a resident of Jarout village near Lalru. He was taken to the GMCH in Chandigarh where doctors declared him brought dead. A case was registered.
Bhankarpur sarpanch, 3 panches suspended
Dera Bassi: The Rural Development and Panchayat Department has suspended sarpanch and three panchayat members of Bhankarpur village from their posts for having illegal possession on the village shamlat land besides favouring possession holders khewatdars. Those suspended are sarpanch Bahal Singh, panch Hardev Kaur, Manohar alias Mohan Singh and Karnail Singh. They have been put under suspension under subsection 1 and 2 of Section 20 of the Punjab Panchayati Raj Act, 1994 by Director Balwinder Singh. Meanwhile, the village residents said that on one side the Panchayat Department had ordered the status quo regarding the disputed land and on the other it suspended the panchayat members on the same issue. |

PCC Mohit - XI to lock horns in final
Chandigarh, September 24 After winning the toss Mohit XI opted to field and were soon rewarded with the wicket of batsman Dinesh Karthik who was caught by Yashpal Singh in the slips of an intended drive off the bowling of JP Yadav on his individual score of two. India Cements were further rocked back by Yadav when he disposed of R Parsanna for zero. Then a 64-run 3rd wicket stand between Sri Kumar Nair and K Varun Kumar steadied the innings for a while before Varun was snapped by wicket keeper Bisht of the bowling of Avinash for 28. Thereafter Suresh Kumar and Nair put on 58 runs for the 4th wicket before Suresh was castled by Ashish Yadav for 32. India Cements innings could not take off and they kept on losing wickets at regular intervals. Shiv Kumar’s unbeaten 34 off 34 balls saw India Cements go past the 200 mark. They finally folded up for 217 in 49.3 overs. Yadav was the pick of the bowlers as he took 4 wickets for 32 runs and won the Balls man of the match award. In reply Mohit XI scored 218 for 5 in 45.2 overs. They were helped in their cause by a 98-run partnership for the 3rd wicket between S. Khanolkar and TP Singh. Khanolkar 67, T.P. Gagandeep wins carrom title
Chandigarh, September 24 In the final, Gagandeep defeated Mohd. Talib of St. Stephen’s School - 45, in straight games by 17-1, 24-14. Earlier in the semifinal, Gagandeep outclassed Mohd. Shaquib by 25-6, 14-20, 19-17 whereas Talib defeated Mohd. Hassan by 18-09, 25-18.Farheen of St. Stephen’s proved her dominance by clinching the double crown by winning the women’s singles title defeating her rival sister Tuba also of St. Stephen’s by 23-07, 24-13 and in the girls’ junior singles also she again defeated her sister Tuba by 8-10, 19-8, 15-3. The junior boys’ title was claimed by Mohd. Shaquib who outclassed Mohd. Talib by 0-23, 16-08, 17-4 while sub-junior titles were won by Mohd. Aarish and Tuba yesterday. YPS clinch U-14 champion trophy
Mohali, September 24 The second position was bagged by Motilal Nehru School of Sports, Rai while Modern School, Barakhamba Road, New Delhi, got the third position. The best batsman award was bagged by Madhav Kaushik of Modern School, New Delhi, while the best bowler award went to Armaan Singh of YPS, Mohali. Arbaaz Singh Virk of YPS was declared the most promising player. In basketball (U-19) boys, Modern School, New Delhi, bagged the Champions Trophy while YPS and Lawrence School Lovedale secured the runnersup trophy and third position, respectively. Satyam of Modern School was the highest scorer of the tournament while Harkirat Singh of YPS was declared the most promising basketball player of the tournament. In the girls section, Modern School bagged the Champions Trophy while The Daly College, Indore, and Motilal Nehru School of Sports secured the runnersup trophy and third position, respectively. Chandigarh, September 24 The tournament will be held under boys and girls(U-14, U-16 and U-19) categories. More than 65 schools have so far confirmed their participation in the three-day championship. Vipin pips Saurabh
Chandigarh, September 24 Saurabh potted black in the first frame to win 36-34; second frame was again close one where Saurabh won 33-22 at Pink. Down 0-2, in the third thriller keeping cool Premi potted last black to win 31-30. Fourth frame Premi had better control of the balls and equalled by clearing the frame and winning 41-22. He took the next frame 36-22. In Sixth frame Saurabh had full control of the balls and won by making a break of 38. Final frame was again close. Saurabh got a long Pink, which he missed and gave an easy shot to Premi and lost 3-4. Saurabh will have to win other two matches if he has to qualify. The 6 Red Snooker Champion Pankaj Advani, playing his first match of tournament almost avoided another upset as when he managed to win against Vijay Nichani in the 7th decider frame 4-3. |

Dera Bassi, September 24 Head teacher of school, Kamsesh Kumari, said the team played from the side of district mohali but all girl players belonged to Government School Bhankarpur. School teachers and students celebrated the victory. The games were held for boys and girls in which teams from all districts of state had participated. |
Cueist Pankaj Adavani is in love with City Beautiful
Chandigarh, September 24 During his second visit to city after 2004, for participating in the ongoing Six -Red National Snooker Championship, Pankaj said the city had changed a lot. “I was here for the Indo- Pak Billiards Series way back in 2004 but now I see many things have changed. The city roads are more crowded now and the number of vehicles have increased”, said Pankaj. The former world champion did not forget to mention the places he wanted to visit during his second visit here. “My friends from Banglore told me to visit a famous baker’s shop in Sector 35, after my match I will surely visit the place to spend some quality time there. I don’t have many friends here so I’ll be able to explore more” said Advani |
