Three students were injured, one of them seriously, who has been referred to the PGIMS hospital at Rohtak.

By promoting alternative disputes redressal mechanism like the Lok Adalats, the Haryana State Consumer Disputes Redressal Commission has topped in the country in terms of disposal of consumer cases. This is as per the statistics released by the National Consumer Commission this month.

The police has registered a case of dowry death against husband Gajender, father-in-law Satbir, mother-in-law Gita Devi and two others following a complaint filed by Mahender Kumar, the deceased’s brother and a resident of Pahal village in Alwar district of Rajasthan.

Insurance unit lowered to village cluster

In order to give a fillip to National Agriculture Insurance Scheme (NAIS) and to ensure that the benefit of the insurance cover reaches all farmers, Haryana has now decided to lower the size of the insurance unit from a block to a cluster of villages.

The insurance scheme, taking village cluster as a unit, will be implemented from this season. This policy initiative of the Haryana Government is expected to give a more realistic picture of yield losses in the event of natural calamities, or pest and disease outbreak. With the lowering of the insurance unit, the insured farmers will benefit even if the occurrence of such calamities is confined to smaller areas in a block, or just a few villages.

The lowering of the insurance unit had been a long-standing demand of the farmers, who felt that the insurance cover became useless in case the natural calamity was restricted to a small group of villages, rather than a whole block. As a result, farmers were not willing to go ahead with crop insurance, even though they were supported with a 10 per cent government subsidy on the premium to be paid for this crop insurance. The issue had also been taken up in the state- level bankers committee meeting, following which the notification has now been issued by the state government.

Under the NAIS, cotton crop has been insured in Hisar, Fatehabad, Sirsa, Bhiwani, Rohtak, Kaithal, Jind, Mahendragarh and Rewari districts, while bajra has been insured in Hisar, Fatehabad, Sirsa, Bhiwani, Rohtak, Jhajjar, Sonepat, Gurgaon, Mewat, Faridabad, Palwal, Kaithal, Jind, Mahendragarh and Rewari. Arhar has been insured in Bhiwani, Rohtak, Jhajjar, Sonepat, Mewat and Jind districts, and maize has been insured in Ambala and Panchkula.

Ramesh D, regional manager of Agriculture Insurance Company of India, informed The Tribune that the government has also made it mandatory for all loaneee farmers who have availed crop loan from any financial institutions to go in for crop insurance. “The sole basis of claim settlement will be the crop-wise and notified village cluster-wise yield rates arrived through crop cutting experiments conducted by the state government and submitted to the implementing agency at the end of the season. These seasonal yield rates will be compared against the respective Guaranteed Yield viz, the preceding five years’ average yield of that area/crop multiplied by indemnity and if there is a shortfall in seasonal yield furnished as against the guaranteed yield of a crop in a village cluster, then all the insured farmers in that village cluster will be eligible for a claim,” he said.

Since the launch of the NAIS during Kharif season of 2004 in Haryana (till last Kharif 2010 season), as against a total premium collected of Rs 2,072 lakh from 5,948,10 insured farmers, claims amounting to Rs 3,450 lakh have been settled amongst 11,82,28 beneficiary farmers.

INLD urges Guv to withhold assent

Karnal, August 25
INLD supremo Om Prakash Chautala today lashed out at Congress government, saying that The Haryana Ceiling on Land Holdings (Amendment) Bill passed by the government would harm the interests of farmers but fully serve the interests of big industrialists and builders.

Talking to mediapersons here, he said the government had paved the way for smooth passage of the Bill by suspending all 30 MLAs of the INLD for the entire monsoon session.

While farmers could not hold more than 18 acres of land, big industrialists and builders would become owners of thousands of acres, he said adding that the “passage of the Bill was not only undemocratic but also illegal”.

Chautala said his party had submitted a memorandum to the Governor urging him to withhold assent to the Bill.

Dubbing the Hooda Government as corrupt, Chautala said it could go to any extent to remain in power and use repressive measures torush popular agitations. He said that the INLD was fully with Anna Hazare on the Jan Lokpal Bill and urged the UPA government to find out a way to break the impasse.

Hefty hike in home guards’ allowances

Chief Minister Bhupinder Singh Hooda today announced a bonanza for 14,025 Home Guards personnel, including a hefty increase in their duty allowance, training allowance and washing allowance.

Gopal Kanda, Minister for Home, said here today that while the duty allowance had now been doubled from Rs 150 to Rs 300 per day, the training allowance had been trebled from Rs 100 to Rs 300 per day.

The washing allowance had also been doubled from Rs 40 to Rs 80 per month. Kanda said these personnel had been seeking an increase in these allowances as they performed duties along with police personnel in adverse situations.

JAN LOKPAL BILL
Students indulge in violence, 3 hurt

The agitation in support of a strong Lokpal Bill took a curious turn in the district today with a group of students indulging in violence at the local Government College and at two places at Narwana town of the district. Three students were injured, one of them seriously, who has been referred to the PGIMS hospital at Rohtak.

According to reports, the main incident of violence took place at Government College here around 10. 30 am this morning when a horde of students belonging to Government Senior Secondary School and led by the college students union, having affiliation with a political outfit, entered the Government College premises to seek the calling off of the classes at the college in support of the agitation Jan Lokpal Bill.

On getting a lukewarm response from the college students and the staff, the mob resorted to violence in which window panes of several rooms were damaged, said the official concerned. The students were armed with sticks and also threw stones resulting in damage to property. This also resulted in injuries to three students who were a part of the demonstration. The injured have been identified as Amit, Monu and Anil, all students of the government school. Amit, who got grievously injured after a flying piece of broken glass hit him in his arm, has been shifted to the PGIMS at Rohtak. Meanwhile, the district president of the BKU (Kandela), Mahender Singh, started an indefinite fast at Ram Rai village in support of the stir by Anna Hazare.

SONEPAT: On a call given by various traders associations and supported by the BJP, Sonepat bandh was almost complete as most the shops and private business establishments in the main markets of the town remained closed in support of Anna Hazare.

Hundreds of representatives of various social and trading organisations led by BJP legislator Kavita Jain and BJP’s state media in charge, Rajiv Jain, organised a protest march against the UPA government in the town.

Palwal: Students of engineering and business management colleges on Thursday resorted to violence and arson on the Delhi-Agra national highway in protest against the Union government’s delay in introducing the Jan Lokpal Bill. As many as 400 students blocked the highway near Mitron village for more than two hours and also burnt effigies of Prime Minister Manmohan Singh and UPA chairperson and Congress president Sonia Gandhi.

KURUKSHETRA: Hundreds of students and youths joined dharna in support of Anna Hazare in front of Jindal House here on Thursday. Students of Navyug Senior Secondary School, BR International School and Shri Krishna Government Ayurvedic College also demonstrated and raised slogans in front of Jindal House and residences of Rajya Sabha members Dr Ram Prakash and Ishwar Singh. A large number of women also joined the dharna and 25 farmers led by BKU leader Karam Singh observed one-day fast at the dharna venue.

Lakhwinder Singh, a farmer from Bisla village near here has not taken any food for the past 10 days ever since the Delhi Police first arrested the social activist, Anna Hazare in Delhi. The 30-year-old farmer has been observing a fast without much ado under a tent outside the local mini-secretariat.

Dr Amit Munjal, a medical specialist from the General Hospital here, examined Lakhwinder Singh and said his blood pressure and other health parameters were normal.

Lakhwinder Singh has remained away from the media glare so far as he has been lying quietly near the tents of Gorakhpur farmers, who have been agitating against the acquisition of their land for the proposed nuclear power plant for the past over one year.

Further, the pro-Anna campaign in the town has mostly been limited to Ambedkar Chowk.

Those sitting near him said that Lakhwinder’s voice was becoming feeble with each passing day and he spent most of his time lying on the floor.

“For my day-to-day official work, I had to bribe the patwari, power nigam officials, clerks and officers in various departments. I wished that this practice should end. When Anna Hazare announced his drive against corruption, I decided to contribute whatever little I can do to support his campaign,” said Lakhwinder Singh.

Haryana emerges as No.1 state
Disposal of consumer cases through Lok Adalats

By promoting alternative disputes redressal mechanism like the Lok Adalats, the Haryana State Consumer Disputes Redressal Commission has topped in the country in terms of disposal of consumer cases. This is as per the statistics released by the National Consumer Commission this month.

Haryana’s performance in this regard has been termed as the best both at the district and state levels.

The National Consumer Commission had issued a directive in 2005 to all state consumer commissions to adopt an alternative disputes redressal mechanism in consumer courts. Punjab, Haryana and Chandigarh were the first to adopt this method.

Haryana accounts for 32 per cent of the total cases disposed of by district consumer forums through the Lok Adalats in the entire country. This percentage comes to 21 for the State Consumer Commission .

The Haryana state commission resolved 582 cases through the Lok Adalats while district forums disposed of 4,555 cases.

Justice RS Madan (retd.), Chairman of the Haryana State Consumer Disputes Redressal Commission, said the disposal of a case through the Lok Adalat method was beneficial to all concerned as the dispute was finally resolved without any scope for further appeal or revision to the higher courts. “The parties are encouraged to adopt a give-and -take policy to enable them to arrive at a mutually satisfactory solution which is then converted into an order of the court," he added.

SS Dhillon, Principal Secretary, Town & Country Planning and Urban Estates, will also function as Principal Secretary, Urban Local Bodies. Dheera Khandelwal has been appointed as Principal Secretary, Women & Child Development .

TC Gupta, Special Secretary, Town & Country Planning and Urban Estates, will also look after the work of Director and Special Secretary, Urban Local Bodies and Project Director, Swaran Jayanti Shehri Rozgar Yojna and State Urban Development Society, Haryana. Balbir Singh Malik has been posted as Director-General and Special Secretary, Higher Education.

Vineet Garg becomes Project Director, Haryana Prathmic Shiksha Pariyojna Parishad, in place of Mandip Singh Brar.

ML Kaushik, Joint Secretary, General Administration, has been posted as DC, Jind.

Among other IAS officers who have been shifted are: RS Vundru, Ashok Khemka, Surjeet Singh, RK Kataria, Abhe Singh Yadav, Ajit Balaji Joshi and A Sreenivas.

Ex-tehsildar’s suspension revoked

The state government has ordered revocation of the suspension of a former tehsildar of Panipat, who was placed under suspension by the then Revenue Minister, on charges of irregularities.

Haryana minister Satpal Sangwan had conducted a surprise check at a local tehsil office on April 19 and suspended tehsildar Subhash Mehta on the grounds that he had received complaints of the irregularities against him.

However, in an official letter, the state Financial Commissioner stated that on the basis of inquiry that was conducted by the Panipat Deputy Commissioner it had been concluded that charges levelled against the tehsildar did not hold ground.

The letter said the minister had initiated action against the tehsildar on the basis of the verbal complaints by those present on the tehsil premises on April 19.

However, there was nothing on record against the tehsildar on the basis of which he could be kept under suspension. Thus, the government revoked the suspension on June 6.

Four killed, 3 hurt in two road mishaps

Karnal, August 25
Four persons, including two Anna Hazare supporters, who were returning after taking part in his rally at Ramlila Grounds in Delhi and two motorbike riders were killed in two road accidents in Karnal today.

A car carrying five traders, who were returning from Delhi after participating in the Anna rally, had a head-on collision with a crane moving on the wrong side near Samalakha on GT road, 20 km from here, and two persons were killed on the spot while three others received serious injuries.

The deceased were identified as Sanjay Arora and Surinder Gaba, both residents of Karnal, while the three seriously injured persons were admitted to a private hospital in Karnal.

In another accident, two motorcyclists were killed when their two-wheeler was hit by a school bus at Nissing. One person died on the spot while the other succumbed to his injuries on way to hospital. The deceased, Amarpal and Parveen, were employees of Indri-based Best Food Rice Exports and were on their way to the office.

Two Tohana youths suffer RPF brutality

Two youths of Tohana, who were returning home after participating in Anna Hazare’s fast in Delhi, were beaten up by three jawans of the Railway Protection Force (RPF) and a traveller’s ticket examiner (TTE) in Punjab Mail last night.

The RPF jawans and the TTE also snatched Rs 11,000 from the youths. The youths called up their family members, who arrived at the Tohana Railway Station with a large number of local residents and forced the train to halt.

Sensing danger, a RPF jawan opened fire. Angry residents badly thrashed a RPF jawan and informed the GRP police station at Hisar.

A case has been registered against cops Jaswant Singh, Paramjit Singh and Ashok Kumar and TTE Jaswinder Singh and the money snatched from the youths has been recovered.

Tohana youths, Vinod and his nephew Amit, had gone to Delhi to participate in Anna Hazare’s campaign. On their way back, they boarded a reserved compartment of Punjab Mail by mistake after purchasing tickets for the general class .

The youths alleged that the TTE, who visited their compartment near Rohtak, demanded Rs 200 each for allowing them to travel in the reserved compartment. When the youths sought a receipt, the TTE allegedly demanded Rs 640, which the youths gave and obtained a receipt.

The TTE allegedly told the youths to go to a general compartment after some time. Upon their objection, the railway official allegedly took the youths to another compartment, where he and the three cops thrashed them and snatched their money.

Nigam blamed for boy’s death

Local residents and parents of the victim, Amit Garg (15), who died due to electrocution in the A-Block locality here yesterday, have alleged criminal negligence of certain officials of the Dakshin Haryana Bijlee Vitran Nigam (DHBVN).

The residents alleged that they called DHBVN authorities, including their senior officials, to disconnect power supply of the area several times when a live electric wire fell in rainwater.

Advocate Pradeep Mehta, municipal councillor of Ward No. 29, alleged that they had a record of at least 12 telephonic calls made to the DHBVN authorities. However, none paid heed to their complaints and Amit was trapped by the electric current and lost his life. Three more students could have been trapped, but they retraced their steps immediately after noticing Amit struggling for life in water.

Demanding registration of a case of causing death by negligence, the residents have also demanded a compensation of Rs 10 lakh for the family.

Sunita Devi (24), wife of Gajender, allegedly hanged herself at Bawal last evening. The police has registered a case of dowry death against husband Gajender, father-in-law Satbir, mother-in-law Gita Devi and two others following a complaint filed by Mahender Kumar, the deceased’s brother and a resident of Pahal village in Alwar district of Rajasthan.

Mahender alleged that Sunita, who got married to Gajender in 2008, was persistently subjected to cruel treatment for dowry by her in-laws.

Two held in PDS wheat scam

Hisar, August 25
The police has arrested Mahavir Mittal, owner of a flour mill at Barwala, and transport contractor Shiv Dayal in connection with the misappropriation of PDA wheat meant for APL and BPL card holders from a CONFED godown.

A police spokesperson said the arrests were made after the duo were detained for questioning following the recovery of 600 quintals of PDS wheat from the mill premises. Investigations had revealed that the wheat was sold in Delhi at double the rate in the open market.

He said the police suspected the involvement of the storekeeper of the godown but he was yet to be arrested.
