SHO oversteps jurisdiction, assaults Junior Engineer
Patiala, August 12 After ordering his personal gunmen to give a sound thrashing to the JE, the SHO, Rajesh Chibber, let the victim off without any case. According to eyewitnesses, a car driven by the JE, posted in the city, was hit by a vehicle from the rear on the Mall Road. The JE had an argument with the driver of the other car. Following this, the other driver made some phone calls. Within minutes, SHO Rajesh Chibber arrived at the scene. Without listening to anyone, he along with his gunmen pounced on the JE, later identified as Vijay. “Vijay was grabbed by the collar and pushed inside Chibber’s official police vehicle,” said an eyewitness. “Later, the SHO allegedly pressurised the JE to reach a compromise. After some arm-twisting by the police, the JE was let off without any case or even a DDR,” he said. The police said the area fell in the jurisdiction of division No. 4 police station and the SHO concerned had no authority to act in this manner. “Even if he was passing by and tried to strike a compromise, he should have informed the authorities concerned and got something in writing, which he failed to do,” said a senior police officer. While Rajesh Chibber initially told the TNS that he was well within his jurisdiction, he shifted his stance after being told that the evidence suggested that the incident took place outside his jurisdiction. He said he was passing by and tried to pacify the two sides involved in a road rage. He later accepted that he had effected a compromise between the two sides outside the area of his police station. |

Factory manager goes missing
Dera Bassi, August 12 The police has registered a case of kidnapping under Section 365 of the IPC against unknown persons. Shiv Kumar Sharma (52), a resident of Mohan Nagar, had been working with a paper mill as a manager for over a decade. His son, Jatinder, filed a complaint with the police stating that his father was found missing from their house this morning, while his mother was away for morning prayers. Nobody from the family noticed him leave the house. The family made frantic calls on Sharma’s mobile phone to reach him but failed to get a response. Around 9.15 am, Jatinder received an SMS on his cell phone, from his father’s phone, threatening to kill Sharma if they tried to reach him. The matter was reported to the police after which SP(D) Bhupinder Singh visited the scene. The family said they did not suspect anyone’s hand behind the incident. The SHO said Sharma’s car and briefcase were found at home, suggesting that he might have left following a domestic dispute. The police has started its investigations and is trying to locate him using the mobile tower location. A police team later left for Yamunanagar in search of Sharma.

Ambala, August 12 According to sources, a team of Senior Drug Control Officer Adarsh Goel and police force raided a clinic on the Kardhan Road in Ambala Cantonment. The police seized 21 types of allopathic medicines. The sources said Dr Rajesh Ranjan, a resident of Sambhalka village, had been running the clinic for the past three years and had displayed holding degrees in MBBS, CMSED and worked as former physician, PMCI Charitable Hospital, Karnal, on a board. Goel said Dr Rajesh failed to produce any medical degree, except a certificate from the Indian Institute of Health Training, Kolkata, which was not valid for practice in Haryana state.--TNS |

2-hr strike by govt college teachers
Patiala, August 12 Punjab Government College Teachers Association (PGCTA) general secretary Dr Hardeep Singh said the Punjab government was causing an unnecessary delay in the distribution of arrears of the revised pay scales to teachers and other academic staff of universities, government colleges and government-aided private colleges of the state. He said the government had revised the pay scales of teachers and equivalent cadre in universities and colleges in the state with effect from January 1, 2006 but had failed to disburse the arrears of revised pay so far. “While it had released 40 per cent arrears to the employees of other departments, it had not even sent a proforma to the Central government for releasing 80 per cent share of the funds to states.” He further demanded the reduction in the years of service for pension from 33 years to 20, as most teachers did not meet the prevailing criteria. He contended that most teachers joined service late after completing their PhD and when they retired, they were unable to meet the criteria. The association also demanded an increase in the retirement age. He said government college teachers would go on a mass leave on Teacher’s Day i.e. September 5 and stage a protest against the state government in

13 given aid under family insurance scheme
Ambala, August 12 Stating this, Ambala Deputy Commissioner Sameer Pal Srow said a sum of Rs 1 lakh had been provided to the families of those killed in mishaps. Request for financial aid for victims aged between 18 and 60 years should be made by submitting a police report along with a post-mortem report from the Civil Hospital besides a proof of residency. Srow said the Haryana government had been implementing the Rajiv Gandhi Parivar Bima Yojna with effect from April 1, 2006. Under the scheme, compensation was given in case of death in accidents or permanent disability to those falling in the age group of 18-60 years having a domicile of Haryana and whose name appeared in the voters’ list or who held a ration card issued by the competent authority. They should not be income taxpayers or government employees, he added. He further said the compensation payable under the scheme was Rs 1 lakh in the event of death or permanent disability and Rs 50,000 in the event of loss of two limbs, two eyes, one limb and one eye. A compensation of Rs 25,000 was paid in the event of loss of one eye or one limb. Srow said under the National Family Benefit Scheme, a below poverty line family with a domicile of Haryana was given a financial assistance of Rs 10,000 out of the funds received from the Union government on the death of primary bread-earner aged between 18 and 65 years under the National Family Benefit Scheme, he added.

Rs 2.5 lakh stolen from car
Chandigarh, August 12 The purse of a retired Indian Revenue Services (IRS) officer Baljeet Bains (75), was stolen from her house in Sector 18. Bains was sitting in her house when an unidentified girl entered and disappeared after stealing the purse. The police said the purse was containing a diamond ring and Rs 6,000. A case was registered at Sector 19 police station. Six vehicle theft incidents were also reported in the city last night. Kiran Diwan of Sector 44 said her Maruti car was stolen from her residence. Bablu Jhah of Kajheri village said his motorcycle was lifted from outside his house. Nishan Singh of Sector 39 said his motorcycle was lifted from his residence and thieves also tried to burgle the house, but failed. |
DSP Ghirra granted bail
Chandigarh, August 12 However, on the bail application filed by Ghirra and her reader Manmohan Singh in a graft case, special CBI Judge Ritu Tagore issued notice to the CBI for August 19 to file reply. The CBI had arrested Ghirra for allegedly accepting a bribe of Rs 1 lakh from a property dealer, KK Malhotra, on July 24. In her bail plea in connection with graft case, DSP Ghirra, presently lodged in Burail Jail, has stated that she had filed income tax return from the year 2000 in which she had already mentioned about her jewellery, cash and property. Moreover, the CBI failed to recover any illegal property document from her Sector-15 residence. The DSP had pleaded that she had cooperated with the investigating agency and it was after completion of her police remand that the CBI had demanded her judicial custody. She pleaded that as the investigation would take more time and there was nothing to recover from her, the court should grant her a regular bail. |

Excise official held for graft
Chandigarh, August 12 Following a complaint of Ambrish Arora, a resident of Sector 2, Panchkula, the police nabbed Ravinder Kumar Arora, superintendent (Service Tax) with the Central Excise Revenue Department, while allegedly accepting a bribe of Rs 10,000. He was arrested from the Central Revenue Building Sector in 17-C. The police said the bribe was allegedly being demanded in lieu of issuing assessment order regarding service tax return in respect of Pioneer Financial Services, SCO 18-19, second floor, Sector 8-C, Chandigarh. The original assessment order along with the gratification amount was also recovered from his possession. A case under Sections 7, 13(2) of the Prevention of Corruption Act, 1988, has been registered at the vigilance police station in Sector 9. The accused will be produced in court tomorrow. |

25 boxes of thinner recovered
Chandigarh, August 12 The recovery sent the police in a tizzy, as the thinner is used for preparation of explosives. The auto was intercepted near Khuda Lahora at a barricade by the police control room vehicle. The search by the police revealed 25 boxes of thinner, each box contained as many as 18 bottles. Sources in the police said the auto driver was rounded up for questioning. |
