Murdered girl identified as Saroj’s daughter
Nainital, August 2
The six-year-old girl whose body was found near Jyolikote on Sunday has been identified as the missing daughter of Saroj of Benaras who had been found very close to the spot some days ago with her throat slit. Saroj’s husband Sanjay, her father-in-law Kanhaiya Lal along with her two brothers-in-law Ajay and Vinay reached Nainital on Monday evening and identified the girl as Shivangi.

Dinesh Chandra Joshi, an eminent artiste who was known as Kannu Ustad, died yesterday after a prolonged illness. He was being treated at BD Pande Hospital. Kannu Ustad is survived by his wife, Kala Joshi, and three daughters. He was cremated at the Pines cremation grounds today, where a large number of people were present.

The International Human Rights Investigation Organisation has expressed concern over rising adulteration of the milk-based edible items in Uttarakhand. At a news conference held in Dehradun today, Mohammed Aneesh of the Garhwal Chapter of the organisation said adulteration particularly of milk and the milk-based products had become quite rampant in Uttarakhand in recent times.

Police stations to be online by Dec

All police stations and police chowkis in the state will go online by December, the administration said in a press statement today. With this, the police will have a link with all police stations in the country.This will help solve cases quickly. A system integrator is being installed in the state for the purpose.

The Uttarakhand Government today approved the Farm Policy (2007) that aims to promote special agriculture zones (SAZ), but rejected a proposal to ban the purchase and sale of agricultural land for commercial purposes.

At a Cabinet meeting held today, while there was an agreement on the promotion of SAZs in the state, the Agriculture Department’s insistence on imposing the ban on the purchase of land was not accepted.

“Worried at the decreasing land under agriculture in the state, a suggestion was put forth to impose the ban, but it did not find favour,” said Chief Secretary Subash Kumar at a press conference today.

He said all suggestions made by the National Farmer Commission had been incorporated in the policy. These zones, while giving top priority to agriculture, would receive 24-hours power supply and engage in land conservation, water conservation and irrigation practices. These zones would also have facilities to set up food processing and collection units.

“As an incentive to farmers, the soil of their land included in the SAZ will be tested free of cost the first time and one member of the family will also be provided training in agronomic practices,” said Om Prakash, Secretary (Agriculture). To give a boost to Chakbandi (an old practice in the hills for the consolidation of land), any village adopting the practice for his agriculture land voluntarily would fall under the SAZ. Already Lakholi village in Pauri has become the first village to be declared an SAZ and Rs 35 lakh has been sanctioned for the plan.

Clears draft of security Bill for doctors

The Uttarakhand Government today approved the draft of the proposed Uttarakhand Medicare Service Persons and Institutions Prevention of Violence and Damage to Property Bill with certain conditions.

Under the provisions of the Bill, any act of violence against medicare service person or damage to property in a medicare service institution would be deemed as a non-cognisable offence and liable for a six-month jail (minimum) and three-year jail (maximum), besides a fine of Rs 50,000.

At a press conference held here today, acting Health Secretary Ajay Pradyot said while the Bill protected doctors and their establishments, there was a provision to check fraud complaints as well.

He said only those establishments and doctors who were following the provisions under the Clinical Establishment Act passed by the Assembly would be governed by the Bill.

In another decision, the government also decided to extend the tenure of 76 contractual doctors under Ayush for one year and till the new appointments are made by the Public Service Commission.

The government also gave its approval for the establishment of three private universities in the state. These universities are Vanasthali Vidyapeeth, HT global and Lingayat University.

Vansathali Vidyapeeth will be set up at Haridwar. HT Gobal will have two campuses in the remote areas and one in Dehradun while Lingayat University will be set up in Haridwar once it gets approval for land from the Ministry of Forest and Environment.

The government also adopted the National Rural Land Record Modernisation Programme. The total cost of the project is Rs 200 crore. It also brought amendments to the registration of hotels and the payment of luxury tax aimed at simplifying the procedure.

The city unit of the Uttarakhand Kranti Dal (Panwar faction) burnt the effigy of the state government at Clock Tower today in protest against the move to replace domicile certificate with the residency certificate. Those who had been living in the state for the past 15 years would be held eligible for the residency certificates.

City president Bahadur Singh Rawat said it would be gross injustice with the natives of the state if such an order was implemented in the state. “The interests of the people of this state who had been living here for more than 25 years will be severely affected if such an order was passed in the state. With the sheer replacement of domicile certificate with the residency certificate, any body who had come from different states in Uttrakhand and settled here even in last few years would be eligible to compete for the admission in educational institutes and government jobs. Those who command actual right over the resources and benefits in the state as it was they who fought for the formation of the state would not be able to get the priority they deserve. Therefore, we oppose this move and demand the status quo to be maintained in this case,” he said.

It is for the past few days the UKD had been protesting against the alleged move of the state government in ending the compulsion of the domicile certificate.

General Secretary Shish Pal further said, “The government is completely ruling out the usage of domicile certificate. This clearly is an initiative to benefit the dwellers of the plain area by putting the future of the hill people at stake.”

Another UKD leader said the genesis of the move seemed to have borne out of the fact that the local people were facing lots of problems in getting domicile certificates issued because of the complicated norms associated with that procedure.

In order to simplify it and benefit the maximum people, the residency certificates were being introduced, but it should certainly not harm the future prospects of the hill residents.

On the occasion, other leaders such as Latafat Hussain, Shailesh Guleri, Yash Pal Singh Rawat, Anand Singh, Jitender Chauhan were also present.

Pithoragarh:Opposing the Uttarakhand government’s proposed move to do away with the necessity of having domicile certificate for government jobs and admission in professional colleges run by the state-owned institutes, the Uttarakhand Kranti Dal (UKD), a regional political party, and the Uttarakhand Lok Vahini have termed the move as step towards nullifying the basic identity of the hill state.

“If the state government brings in any such legislation in the state, the youth from hill areas will neither get government jobs or admission in professional courses,” said Dr Shamsher Singh Bisht, president of the Uttarakhand Lok Vahini.

The state government is bringing in a proposal to do away with the necessity of domicile certificates and only using residence certificates in getting jobs and admissions.

The UKD has opposed the move and decided agitation on the issue.

“By bringing in such legislation, the Bharatiya Janata Party (BJP) government in the state is trying to woo the people recently settled in the terai region of the state,” said Puspesh Tripathi, UKD MLA from Dwarahat.

Laying emphasis on intelligence bore results for the Haridwar police today with three members of of an inter-state gang landing in the police net before they could carry out a criminal act in the city.

The criminals opened fire when the police team tried to arrest them but counter-fire and a heavy deployment of police personnel at the spot forced the Muzzafarnagar-based criminals to surrender.

One sophisticated foreign-made pistol and two .315-bore revolvers were found on them while a car with a fake number, in which the accused had come to the city, was impounded.

Talking to The Tribune, the Senior Superintendent of Police (City), Dr Kiran Lal Shaw, said on an informer’s information, the police came to know about the presence of the members of the gang in the city. A police team was formed to nab the criminals who were hiding at a place on the Delhi-Haridwar national highway near Ranipur Jhal, 5 km from the city. When the police team tried to nab them they tried to flee from the spot opening fire, but were nabbed.

“They had come to the city to carry out some serious crime, as was indicated by the informer and by the seizure of the large quantity of ammunition from them, probably a heist or an abduction. The three are hardcore criminals with several cases of murder, robbery, theft and possession of illegal arms registered against them in several states,” said the SP, Haridwar.

Faizaan, one of the criminals, had been charged with double murder in a police station at Muzaffarnagar and jailed in violation of the Arms Act. His accomplices Shaheed and Chandveer are also hardcore criminals wanted in many cases by the police of Uttar Pradesh and Uttarakhand.

A reward of Rs 2,500 has been announced by Haridwar SSP Kewal Khurana for the police team, comprising Sub-Inspectors Yogendra Singh, Rituraj Singh, Ganesh Majola and constables Keshar, Laxmi Prasad, Gambhir and Ajay Tyagi, which arrested the criminals.

Murdered girl identified as Saroj’s daughter

The six-year-old girl whose body was found near Jyolikote on Sunday has been identified as the missing daughter of Saroj of Benaras who had been found very close to the spot some days ago with her throat slit. Saroj’s husband Sanjay, her father-in-law Kanhaiya Lal along with her two brothers-in-law Ajay and Vinay reached Nainital on Monday evening and identified the girl as Shivangi.

The case, however, continues to be intriguing even as the police has booked four persons of Bareilly on the charges of having murdered the child and attempted to murder her mother. Those booked in the matter are Saroj’s roommate Kiran Mehta, her husband Lakhan Singh along with his two accomplices Shera Singh Yadav and Satish Pande.

According to Saroj’s husband Sanjay, who is the complainant in the matter, Saroj had left for Bareilly along with Shivangi on July 18 to fetch her Auxiliary Nurse and Midwife (ANM) course certificate. She had stayed at Kiran Mehta’s house. Sanjay told the police that Saroj had conveyed to him over the past few days that Kiran and Lakhan had persuade her to stay with them for some days following which Lakhan had taken her to Hathras along with the other two accused. Saroj had been given tea laced with some intoxicant and when she came to her senses she was lying in a gorge near Jyolikote with her throat slit on July 28.

She had managed to climb up to the main road from where she had been taken to Haldwani for treatment and she had subsequently left for her residence in the Rasoolpur area of Benaras on Saturday along with the members of her family. Apparently, Saroj was assumed to be dead and her body was dumped by her assailants in the gorge. Similarly, there was an attempt to cover the body of her daughter with filth.

The entire episode continues to throw up several questions like what was the motive for the attempted murder? How and why was she brought to this part of the country? The matter is likely to be transferred to the Uttar Pradesh police for further investigations. The police is not ruling out an angle of an extra-marital affair of the victim in this entire case.

Union condemns ‘anti-bank’ Central policies

The members of the United Forum of Bank Union (UFBU) took out a march from Anakanant Palace to Astely Hall today against the alleged anti-bank policies formulated by the Central Government. They submitted memorandums to their respective bank authorities.

The members raised slogans against the privatisation of banks in the name of improvement, and a reduction in the contribution of state government besides other Central policies based on the recommendations of the Khandelwal Committee.

Convener of the union BP Mamgai said: “We oppose the fragmentation of the salary structure of the employees, as recommended by the committee, and also criticise the ban on employment to the deceased employees’ dependants. Other than that, by giving permission to the industrial sector to open and run our banks, the government is handing over the banking sector to businessmen. The way various works in the banks are being awarded to private contractors endorses the government policy of privatisation”.

Pointing out other grievances, he said: “Many vacancies are pending in the banks which are not being filled deliberately. The bank employees do not have fixed timings, which has bedevilled their social life. By acknowledging World Bank as the base for increasing the investment, the probability of intervention of World Bank too has increased manifold,” he added.

This policy, which encouraged the industrial dominance over the hard-earned money of public in the banking sector, has brought the country to the brink of financial devastation, and has made the survival of public banks necessary more than ever before, he said, adding that they would continue to fight against it till the end.

Grameen Vikas Samiti to join Anna’s stir

Gandhian and social activist Anna Hazare has got the support in Uttarakhand with a social organisation pledging participation to Hazare’s stir for implementation of the Jan Lokpal Bill in the country.

A rural voluntary organisation, Grameen Vikas Samiti, Kaulagarh, Dehradun, today said its members from Uttarakhand would be in Delhi on August 16 to participate in Anna Hazare’s stir in support of Jan Lokpal Bill meant to end corruption in the country.

Interacting with mediapersons, Kunwar Singh, president of the samiti, said they had planned to take at least 1,000 members to Delhi for participation in the stir against corruption.

He said samiti members would even defy Section 144, if promulgated, and would reach Delhi to participate in the protest. He said the samiti would not tolerate harassment to Swami Ramdev as he was being intentionally targeted by the Centre for raising voice against corruption.

“Swami Ramdev and his associates are being troubled as they had raised a voice against corruption”, Kunwar Singh said, asserting that the Grameen Vikas Samiti was with Swami Ramdev and his crusade against corruption.

Dinesh Chandra Joshi, an eminent artiste who was known as Kannu Ustad, died yesterday after a prolonged illness. He was being treated at BD Pande Hospital. Kannu Ustad is survived by his wife, Kala Joshi, and three daughters. He was cremated at the Pines cremation grounds today, where a large number of people were present.

He was a known personality in Nainital and its adjoining areas. People just knew him as Kannu Ustad. There are a few people in the town, mostly old timers, who are familiar with his original name.

Kannu Ustad’s performance was a regular feature at most of the Baithaki Holi celebrations in the town. There was hardly any Holi sitting over the past several years where he did not regale the audience with his mesmerising renditions of thumris. He was well versed in classical music and even his frail health could not stop him from singing at these sittings.

A unique aspect of Kannu Ustad’s Holi singing was that he used his massive collection of small Kumaoni anecdotes that he had collected over the years to spice up his rendition. “Kumaoni Holi singing is not bound by any written lyrics and it was his mastery with regard to adding two small lines from here and there that used to make a performance memorable,” said Ravi Pandey, a local resident, who has a sound understanding of music.

Pradeep Pande, who is an amateur photographer and is associated with various cultural activities in the town, recounted: “Kannu Ustad was among the most popular personalities when it came to the Holi celebrations and Ramlila presentations in the area. Above all, he was a gentle and loving human being. He will always be missed. His death is an irreparable loss for the cultural world of Kumaon.”

As a Holiyar (artistes known to sing during the Baithaki and Khadi Holi celebrations in Kumaon) and as a Ramlila artiste, Kannu Ustad was very popular. The Ramlila presentation in Kumaon is also distinct as till date the dialogue presentation is made in verses based on classical ragas.

Kannu Ustad was born in Kashipur on October 10, 1940. He studied in Nainital and Almora. He had gone on to work as a draftsman with the Forest Department.

Kannu Ustad had also done his Visharad in Tabla from Bharatkhande Hindustani Music College in Lucknow. His father Ram Dutt Joshi was also a known Holi singer in the area.

‘Check adulteration of milk-based products’

The International Human Rights Investigation Organisation has expressed concern over rising adulteration of the milk-based edible items in Uttarakhand. At a news conference held in Dehradun today, Mohammed Aneesh of the Garhwal Chapter of the organisation said adulteration particularly of milk and the milk-based products had become quite rampant in Uttarakhand in recent times.

He accused the Health authorities of doing little to check the adulteration of the milk-based items. He asked the Health Department to carry out a comprehensive campaign against it.

Mohammed Aneesh said even dairy owners are least following sanitation norms and cow dung was not disposed of properly. Alleging a rampant sale of LPG cylinders on the black market in the state, Mohammed Aneesh said the illegal refilling of small cylinders with domestic LPG was quite common and it led to mishaps.

Police stations to be online by Dec

All police stations and police chowkis in the state will go online by December, the administration said in a press statement today. With this, the police will have a link with all police stations in the country.This will help solve cases quickly. A system integrator is being installed in the state for the purpose. The integrator will be attached to central application software in the country.

During a meeting on crime and and the criminal tracking system chaired by Chief Secretary Subhash Kumar today, proposals in this regard were approved. Director-General of Police Jyoti Swaroop Pandey was among the officers present at the meeting.

The pilot project of the Central Government will start in September in Uttar Pradesh, Kerala and Assam.Uttarakhand has moved ahead in this regard and by December the state will provide the data online.

The Chief Secretary said all police stations in the districts of the state were being linked with one another.With the introduction of this system, the DG’s office down to the police station level will be online, making it possible to do video-conferencing with all 256 police stations at a time and tracking criminals and their records online.

Allegations against principal to be probed

The Pauri District Magistrate today directed the District Education Officer to inquire into allegations against a government school principal relating to the harassment of a female employee.

The direction from District Magistrate Dilip Jawalkar came after Laxmi Devi, a Class IV employee, met him and made a complaint against H P Thapaliyal, Principal of Government Inter College in Jamankhal village, in this regard, official sources said.

In her complaint, Laxmi Devi alleged Thapaliyal had been harassing her unnecessarily for a long time and that she had made several complaints to the District Education Officer in the past. — PTI

Two jawans of the state laid down their lives in the service of the nation during an encounter with terrorists in Kupwara district in Jammu and Kashmir a few days ago. Havildar Jaipal Singh Adhikari and Lance Naik Devender Singh of the 20 Kumaon Regiment attained martyrdom fighting terrorists in the border district of Kupwara.

The news of the sudden death of the two sons of the soil has brought gloom to their villages. Their bodies are expected to be brought here with full honours.

Meanwhile, Dr Ramesh Pokhriyal Nishank, Chief Minister, has expressed sorrow over the death of the two jawans and prayed for the peace of the departed souls.

He said the state had been known for producing brave hearts who sacrificed their lives for the nation.

While giving details about the progress made under the Atal Adarsh, the Chief Secretary was informed that eight departments had already completed the work while the five remaining departments would be able to complete the work in the coming days.

The Uttarakhand Government yesterday claimed to have spent Rs 11.63 crore on the welfare of minorities in the state and said it was more than that spent by the previous Congress government.

Uttarakhand media advisory committee chairman Devendra Bhasin said the previous Congress government could spent only Rs 4 lakh out of a total Rs 1.09 cr sanctioned by the Centre.

The BJP government had so far spent Rs 11.63 cr against the sanctioned amount of Rs 10.66 crore, he added. — PTI
