14 lawyers get time till Sept 20 to file reply
Were issued show-cause notice in an assault case
Tribune News Service

Chandigarh, July 5
Fourteen lawyers, in contempt loop in the district courts violence case, were today given time till September 20 to file their reply.

As the case came up for hearing this morning, all 14 lawyers appeared before the Division Bench headed by Justice SK Mittal.

Taking cognizance of a report submitted by the Registrar (Vigilance) in the district courts violence case, the High Court had earlier issued a notice to 14 lawyers, asking them to show cause why criminal contempt of court proceedings not be initiated against them.

The incident took place on May 14 when Ram Karan, a police constable deployed as naib court in the district courts, sustained injuries after being roughed up.

The report says: “The lawyers, who were in the forefront during the entire incident, misbehaving with the presiding officer and addressing him in an arrogant manner, have been identified by Parinder Singh, Judicial Magistrate, his staff and other eyewitnesses as Ashok Chauhan, Ajay Sood, Harinder Singh Thakur, Malkit Singh Jandiala, Baljeet Singh, Munish Dewan, Gagan Aggarwal, Jagtar Singh, Satinder Singh, Munish Chaudhary, Satinder Basia, Gaurav Kathuria, Parminder Singh and Vipin Negi.”

The report goes on to say that the witnesses have also named Surinder Thakur, brother of Harinder Thakur, as being actively involved in creating a scene in the court.

Virtually indicting the police for moving about in “slow motion”, the report adds: “The UT administration and the police did not respond promptly to the situation and in a professional, responsible manner.

“The information of the incident was given to the police control room around 11.15 am. The incident continued for 100 minutes. During the period, no senior police officer came to the spot.” Dissatisfied with the way the Bar Association handled the situation, the report says: “Office-bearers also failed in the discharge of their duties to play a responsible role during the entire incident. The lawyers who actually participated in the incident were youngsters and there was no office-bearer of the Bar to guide and advise them.”

HC multi-level car parking gets going
Saurabh Malik
Tribune News Service

Chandigarh, July 5
Parking blues in the Punjab and Haryana High Court are a thing of the past — at least for the time being. Putting to halt the inconvenience caused to lawyers, litigants and visitors to the court, the city’s second multi-level parking became operational here today. The only other operational multi-level parking is in the PGIMER.

For lawyers back in motion after a month-long summer vacations, it came as a pleasant surprise. So used to alternating the foot between the brake and the accelerator, they found themselves cruising towards the corridors of justice.

For a change, the bottlenecks caused due to haphazardly parked vehicles were absent. Also missing was the rude whistle of traffic policemen trying to guide the cars through the maze of vehicles.

To make the matter all the more agreeable, they were not compelled to leave behind their cars half a kilometer short on a vast tract of land turned barren for facilitating the parking of vehicles.

The parking was scheduled to be ready in March. But, it was better late than never.

Acting on the long-pending demand of the High Court Bar Association, the UT administration had decided to construct the three-storey building, including basement, at an estimated cost of Rs 7.35 crore.

Located near the advocate-general offices of Punjab and Haryana, the parking can accommodate over 700 cars at any given time. The process was set in motion in May, 2009.

However, the delay in its construction eventually led to the filing of a contempt petition by city lawyer-cum-human rights activist Ranjan Lakhanpal.

The petition was filed just over two months after the High Court had asked the UT administration to expedite the process of setting up the multi-level parking.

Alleging non-compliance of the High Court directive, Lakhanpal had earlier asserted that the authorities concerned had failed to solve the parking problem in the area. Lakhanpal added that it had become impossible to move the car out, even in case of a medical emergency.

He had also asked the Bench to ensure the deployment of adequate traffic police personnel in the parking lot.

Justice Hemant Gupta had issued a notice to the UT Home Secretary and the Senior Superintendent of Police on the petition.

Justice Gupta also took note of an affidavit filed by the UT administration saying that the contract for the second phase of the multi-level parking was handed over to Hans Raj Kohli and Company on June 15, 2010, with time limit up to December 15, 2010. However, it was extended to March 31, 2011.

‘Home’ crowd roots for players from sidelines
Deepankar Sharda
Tribune News Service

Chandigarh, July 5
Players might sweat it out to win a competition on-field, but off-field it’s their parents, who support them, to ensure their ‘win’.

This scenario is common these days at the CLTA complex, where parents can be seen accompanying their wards. They stay with their kids till the end of the game.

Apart from rooting for their kids, parents make sure that they get a rest during intervals.

“We have come here to support our daughter. She has been performing well in the event,” said a parent, who has come from Andhra Pradesh.

On the other hand, players, too, feel that the presence of their parents gives them a boost to win an event. “Besides being a moral support, they always guide me. Their presence and appreciation gave me the confidence to overcome my opponent today,” said a player, who won a match in court II.
