CCIS Scheme
Dehradun, April 16 While scrutinising the functioning of the Industrial Department, the CAG report has said that the Industrial Department failed to recover the amount from closed units. “The CCIS in such cases was allowed against the provisions of the scheme guidelines,” said the report. The CCIS amounting to Rs 30 lakh was provided (January 2008) to hotel Country Inn and Suits, Motichur, Dehradun, for substantial expansion of three floors and 18 rooms from existing capacity of three floors and 12 rooms. The CAG points out that there was “no enhancements” in the hotel’s installed capacity and expansion was shown for obtaining subsidy. In another instance, the CCIS amounting to Rs 10.62 lakh was provided (August 2006) to another ineligible unit (Hotel Monarch) in Mussoorie as a new unit whereas this was a pre-built hotel, purchased in July 2001 by the applicant and some investment was made on its renovation after January 2003. Similarly in Udham Singh Nagar district, four industrial units for which the CCIS amounting to Rs 50.40 lakh was provided had closed their production unit before completing a minimum time of five years and no recovery was made by the IDD required under the scheme. The Central Capital Investment Subsidy (CCIS) Scheme is the most popular incentive scheme of the package granted by the Government of India (GOI). All new industrial units, established after January 7 , 2003, and located in the notified area were eligible for the Central Capital Investment Subsidy (CCIS) at the rate of 15 per cent on their fixed capital investment in plant and machinery, subject to a ceiling of Rs 30 lakh. The existing units located in the notified areas (established prior to the introduction of the scheme) on their substantial expansion in installed capacity by more than 25 per cent and thrust (concessional package) industries were also entitled for the CCIS. The scheme was operative through state/district level committees set up in the district industry centres (DICS) and State Infrastructure and Industrial Development Corporation of Uttarakhand Limited (SIDCUL), which was made state’s designated agency for disbursement of the subsidy. |

Dehradun, April 16 Raising slogans against the state government, the protesters said they would continue their agitation till they got permanent jobs. They also lashed out at the state government for taking no decision in teachers’ interests. Baldev Bhandari, state president of the sangathan, said: “We have still not received any assurance from Chief Minister Ramesh Pokhriyal Nishank regarding a meeting with him. He is not even pondering over providing us permanent jobs.” “We have submitted several memorandums to the Chief Minister, the Secretary (Education) and to the state Education Minister, but to no avail,” he added. |

Dehradun, April 16 The police has also recovered gold jewellery, a .32-bore revolver, six bullets, a camera, driving licences, a Pan card,a Press ID-card, a Swift car, a few number plates and some cash. Talking to mediapersons here today Dehradun Senior Superintendent of Police GS Martolia said they had arrested Sandeep Kumar (29), who hailed from Ambala, and Jitender (28), a resident of Delhi, from Rishikesh. There were many cases registered against them in Punjab, Haryana, Rajasthan and Delhi. He said the mastermind, Dhirender Rawat, a resident of Patel Nagar, and Binder Singh managed to flee after leaving the car on the roadside. Jitender was also wanted by the Bikaner police. “We have recovered 275 gm of gold jewellery worth Rs 6 lakh along with Rs 24,000, a revolver, six bullets, a camera, a Swift car and number plates,” he said. The arrested persons allegedly admitted that they had robbed residents in Basant Vihar, Yamuna Colony, Narinder Vihar, Gandhi Gram and MDDA Colony. They also admitted committing thefts in Rajpura and Patiala (Punjab). About Dhirender Rawat, the SSP said he had been residing in Delhi for the past 10 years. There were 23 cases pending against him and six had been added now. “Rawat has made a Press card on the basis of which he used to enter places for robbery,” he said. The SSP said he was in touch with the SSPs of all areas where the four were involved in crimes.“We are now focusing on persons who buy stolen items.” The city-based Naresh Rawal, who was one of the latest targets of the thieves, was also present at the press conference. He is one of the lucky ones most of whose articles have been recovered. “The police has done a wonderful job. We never expected that they would crack the case within two days,” he told The Tribune. A team of 14 police personnel has been awarded Rs 5,000 each for nabbing the robbers. |
Mudgal addresses law varsity students
Dehradun, April 16 Mudgal discussed the writs jurisdiction of the Supreme Court under Article 32 and of high court under Article 226 of Indian Constitution. He differentiated between the scope of writs jurisdiction under both provisions. He made the students aware of the drafting of the writ petition. Mudgal also apprised the audience that there were five kinds of writs provided by the Constitution of India against the violation of fundamental rights and any other legal rights, which are namely Mandamus, Certiorari, Habeas Corpus, Quo Warrant and Prohibition. He focused on Mandamus, Certiorari and Habeas Corpus and discussed essential elements to be taken care of while drafting a writ petition. However, in the second session, he discussed the scope and jurisprudence of sports laws. He said there was no sports law as such but the authorities regulated the disputes relating to sports. He elaborated on the cases like the ban on an Indian cricketer in 1989, the match-fixing case, the Zee Telefilms case, the ESPN case and others. He emphasised on certain issues in the the sports law regime such as sexual harassment of female players, doping, injuries during the matches, labour issues, advertisement, commercialisation of matches, broadcasting rights, IPR and others. The VC, Prof GP Srivastava, the Pro-VC, Prof Deorani and Registrar Prof PK Dash was also present apart from all faculty members and students of law. |
Actor’s visit to alma mater delights students
Mussoorie, April 16 The inquisitive students posed several questions regarding his career prospects to which he replied with candour. Chang and his batchmates also played a friendly basketball match in evening with the student and staff of the school. Addressing the students, Chang said, “The reason for his success in the tinsel town was hard work and dedication that he imbibed during his tenure in school.” Chang, who completed his Class XII from Wynberg Allen School in 1999, said it was a great feeling to be back at the school after 10 years. He also thanked the students and staff for their support during his stint in the “Jhalak Dikhla Jaa 4” finals this year. When questioned by the students on the shift of the career from being a dentist to a dancer, Chang said dentistry had been his family business, but his family recognised his talent in singing and persuaded him to try his vocal chords in the singing reality show “Indian Idol 3,” and he succeeded. He said success could not have been possible without the support of good education and family support that he received during the growing years. Chang told the students that the key to success in any career was to identify one’s passion and interest and work towards achieving the target with hard work, patience and complete dedication. |

S. African couple gets re-married at Haridwar
Haridwar, April 16 What sets apart this marriage is that the South African couple got remarried today as they always felt in their 13-year-old married life that they missed something and hence decided to remarry in India. Seeing the NRI couple marrying in Indian style, people couldn’t believe in the way Sansira and Kabir Ramsyu were performing the marriage rituals with devotion and interest. Clad in a red saree, mehndi applied and the groom in sherwani, the couple tied the knot at the famous temple of Neeleshwar Maha Dev drawing attention as the media and locals thronged the venue. Priest Bal Yogi Vedanta, who performed the marriage rituals, said the foreign couple was quite interested in having their marriage in a Hindu traditional style and despite being married for 13 years remarried today. Bride Sanshika apprised The Tribune that this time they came to know of the city of the Ganga, Haridwar, and now they feel blessed to be remarried. Groom Kabir Ramshyu was also quite ecstatic. The Vice-Chancellor, Gurukul Kangri University, Prof Swatantra Kumar, termed the marriage as the West looking to the East. |

Dehradun, April 16 Dr Singh shared her life journey and teaching experiences during a conversation with The Tribune correspondent. Dr Singh is a senior English teacher, who has been serving at the SGRR with devotion for about 42 years. “It’s been a privilege as well as an honour for me to be associated with SGRR PG College for more than four decades. I still remember the day when I first came to the college along with my father and was interviewed by Mahant Indresh for the post of Associate Teacher. He interviewed me for about an hour during which I was amazed to see a saint like Mahant Indresh, who was a great scholar and a living encyclopedia, quipped Dr Singh. Having completed her graduation and Masters in English, Dr Singh is very well conversant with Sanskrit. She has also studied Sanskrit in her graduation and is still fond of reading the verses from the holy books, “Bhagwadgita”, and “Upanishads” during her spare time. “I’ve a passion for teaching and my teaching method makes reading and understanding Shakespeare and poetry easy for my students,” asserted Dr Singh, who has topped twice while studying from Meerut University. While talking about the challenges she faces while teaching, Dr Singh replied, “The only challenge, which I come across while teaching my students, is the varied range of students with different levels of knowledge in English. It becomes really tough for us to decipher the apprehensions and problems in every individual, initially. Measuring everyone in the same balance regarding knowledge of English is not at all appropriate.” She opines that proficiency in a language like English is very important. |

In the doubles (above 40 years), SK Patet and Sanjay defeated RS Rana and MS Bhandari 21-17,21-14 to reach the semifinals. In quarterfinals doubles in the same category, S Negi and Sunil Bangia defeated M Thapliyal and DP Thapliyal 21-10, 21-15. In the quarterfinals in the age group of above 45 singles match, D. Juneja defeated SP Chaudhry. In singles (above 45 years), SK Patet defeated Dr Mittal. D.Juneja -Sunil Dang, SK Patet-Navneet Sethi, Vinod Gupta-SK Patet reached semifinals by defeating their rivals emphatically in the above 45 years category. Dehradun, April 16 In the first match, Johdi Tigers XI defeated SIP Warriors by six wickets. Winning the toss, SIP elected to bat first and were bundled out for a meagre 37 runs under 10 overs. Deepankar and Uttam Singh were the highest scorers with eight runs each while Shakeer scored seven runs each. Lawrence took four wickets in three overs for Johdi Tigers and decimated SIP Warriors. In reply, Johdi Tigers XI reached the target scoring 42 runs in five overs thus winning the match emphatically. Sumit was the highest scorer with 25 runs, followed by Arun who garnered 13 runs. In the second match, Kali XI beat Chandrabani XI by 71 runs. Kali XI won the toss and elected to bat first. They scored 119 in 15 overs. Sarvan took three wickets in three overs and Ritush Bhatt and Ajay took two wickets each. In reply Chandarabani XI could muster only 48 runs in 11.5 overs. None of the Chandrabani players could reach the double figure. They lost the match by a margin of 71 runs. Kamal took four wickets in 1.5 overs whereas Rahul and Ravi took two wickets each for Johdi tigers. |

Dehradun, April 16 Jhakan Vyapar Mandal won the toss and elected to bat first. The mandal were out for 128 runs in eight overs. Mikin was the highest scorer with 38 runs in 15 balls. S Rao and Mohit scored 19 and 15 runs respectively. Ravinder took three wickets whereas Mukesh and Dinesh took two wickets each for Suddhowala Vyapaar Mandal. In reply, Suddhowala Vyapaar Mandal were bundled out for a paltry 42 runs in 11.5 overs and lost the match by 57 runs. The top scorers for the team were Mayank (14) and Ravinder (10). The rest of the batsmen could not reach even double figure. S Rao emerged as the highest wicket taker with a rich haul of three wickets. — TNS |
