HC: Release salary on time

The Punjab and Haryana High Court has admonished the state of Haryana for making an employee knock at the doors of the court again and again for the release of his salary. Making it clear to the state that it was required to pay the employee, Gulab Singh Duhan, his wages on time, Justice Ranjit Singh has also warned that the salary of the executive officer of the Municipal Council concerned would be withheld in case of any delay.

The government ought to rise the MSP of wheat to at least Rs 1,500 per quintal this season if relief was to be provided to the farmers, stated INLD chief and former Chief Minister Om Prakash Chautala after touring the grain market here today. He sought abolition of the house tax and lowering of the circle rates for land.

Chautala claimed that government agencies had been procuring wheat at rates lower than those by private agencies. The MSP was so meagre that it did not help the farmers cover even the production cost.

Alleging that the government had been cheating the farmers, he said the INLD would launch an agitation in this connection if no corrective measures were taken.

Charging the Hooda government with functioning in an arbitrary manner, he said the sharp hike in circle (collector) rates in various districts and the decision to introduce house tax in urban and semi-urban areas made it amply clear that the government was pursuing ‘anti-people’ policies. He said the rise in circle rates would result in an additional burden of Rs 10,400 crore on the state residents on account of registration costs. He demanded a rollback in the circle rates. Chautala claimed that the demonstrations held by the INLD recently had received widespread support and pushed the government to a corner.

The leader questioned the rationale behind the government decision to re-introduce the house tax that it had abolished some years back.

Supporting the agitation launched by social activist Anna Hazare against corruption, he said it was the late Deputy Prime Minister Devi Lal who had raised the demand for a Bill that empowered the people to recall elected representatives who failed to deliver.

HC: Release salary on time

The Punjab and Haryana High Court has admonished the state of Haryana for making an employee knock at the doors of the court again and again for the release of his salary.

Making it clear to the state that it was required to pay the employee, Gulab Singh Duhan, his wages on time, Justice Ranjit Singh has also warned that the salary of the executive officer of the Municipal Council concerned would be withheld in case of any delay.

Taking up Duhan’s petition against the state of Haryana and other respondents, Justice Ranjit Singh also held that the action of making him approach the court again and again was “highly undesirable”. In his detailed judgment, Justice Ranjit Singh ruled: “The petitioner has approached this court with the grievance that his salary is not being paid regularly. While adjourning the case on February 1, it was directed that the salary of the Commissioner of Municipal Corporation, Rohtak, shall not be released till the time the arrears of salary of the petitioner are released.

“Counsel representing the Municipal Corporation, Rohtak, submits the salary of the petitioner for the duration he served at Rohtak has been released. This fact is not disputed by the counsel for the petitioner. “At present, the petitioner is serving at Bahadurgarh. The counsel representing the Municipal Council submits that the last pay certificate (LPC) has not been issued and accordingly, the full salary of the petitioner could not be released.

“However, the petitioner was released the salary at the minimum rate.

“This fact is also not disputed by the counsel for the petitioner. The LPC has now been released by the Municipal Corporation, Rohtak, and accordingly, the counsel representing the Municipal Council undertakes to release the balance salary of the petitioner within two weeks”.

Justice Ranjit Singh concluded: “The counsel for the petitioner is justified in making a grievance that the petitioner is being made to approach this court for the release of his salary time and again. This arrangement is highly undesirable.

Disposing of the petition, Justice Ranjit Singh ruled: “The person will need salary for his survival. Accordingly, directions are hereby issued to the present corporation, where the petitioner is serving, to release the salary of the petitioner as per the rules within the stipulated time.

Union Minister for Environment and Forests Jairam Ramesh has asked his ministry to carefully examine the letter written by his Haryana counterpart Ajay Singh Yadav on the quashing of the charge sheet issued to forest officer Sanjiv Chaturvedi, according to information received here.

Yadav had demanded that the matter should be reviewed on the grounds that the manner in which an inquiry was conducted by the Union Ministry was faulty.

The Haryana minister wrote to Ramesh how Chaturvedi had been misbehaving with his seniors, including Deputy Commissioner of Kurukshetra and an MP, during his service at various places.

Yadav said Chaturvedi was charge-sheeted for obstructing machinery and material being taken for the construction of the Hansi-Butana canal, a state project, by digging trenches over public paths passing through the Saraswati Wildlife Sanctuary. The standing committee of the Indian Board of Wildlife had approved the de-notification of the Saraswati sanctuary in lieu of notification of an equivalent area of the Morni Forests in February 2002. Through the erstwhile sanctuary a number of roads passed connecting villages. Through these roads regular traffic of tractors, trucks, scooters, cyclists and cars used to pass before it was declared a sanctuary in 1988.

When the construction of the Hansi-Butana Canal started outside the sanctuary, the local forest staff, including the DFO, allowed trucks to pass through the roads in the sanctuary for a considerable period of time. However, later Chaturvedi stopped the passage of trucks deployed on the government project being executed by the Irrigation Department.

The Irrigation Department had voluntarily deposited Rs1 crore with the Forest Department for undertaking conservation and protection work. However, the inquiry mentioned that the Central Empowered Committee (CEC) of the Union Ministry had imposed a fine of Rs 1 crore on the Irrigation Department, Yadav wrote in his letter.

He pointed out that even the CEC had said in its report that there was no mala fide on the part of the state government in the case…Chatuvedi obstructed the passage through the sanctuary.

Yadav also justified the state government’s action in setting up a herbal garden on, what Chaturvedi described as, private land. He said Chaturvedi, “without getting the matter properly and legally examined, drew his own conclusion that the land was private in nature and stopped the developmental work.”

He said the land was earmarked for a village pond in Gilla Khera village for common use during consolidation and fell within the definition of “shamlat deh”. As per the Punjab Village Common Lands Act, 1961, and law settled by the Punjab and Haryana High Court, such land, which was part of village pond, and used for common purposes, fell within the definition of “shamlat deh” and vested in the panchayat. The panchayat had passed a resolution for setting up the herbal garden. “The officer failed to appreciate the legal position due to lack of understanding and immaturity and stopped the work,” Yadav contended.

This matter was also looked into by the CEC. It observed that there was no irregularity or illegality committed by the Haryana Forest Department in setting up the herbal garden at Gilla Khera village.

Health Minister Rao Narender Singh and Chief Parliamentary Secretary Anita Yadav claimed today that Chief Minister Bhupinder Singh Hooda’s visit to Israel would prove a boon for the water-deficit southern Haryana.They were addressing a public meeting in the Ateli assembly segment.

They said Hooda was eager on inclusive growth, with special emphasis on the southern areas. During the visit, the Chief Minister was scheduled to discuss issues concerning agriculture with representatives of the Israeli Government, including water harvesting, water conservation and adoption of the farming techniques that required a minimal use of water.

Rao Narender said Israel faced problems similar to those in South Haryana, but its techniques of drip and sprinkler irrigation were so effective that its agricultural output was four times more than that of Haryana.

The Israeli techniques were considered the best in the world and the Chief Minister wanted to adopt these for the benefit of the people.

The Health Minister said the Chief Minister’s focus was on Mahendragarh which had been provided a central university with a medical college, a Rs 1,300 crore South-West corridor, a new bypass, a railway under-pass, a grain market, a multi-specialty hospital and a Housing Board colony. Yadav called upon the people to turn out in large numbers for the May 1 rally at Narnaul.

Meanwhile, Haryana and Israel have agreed to constitute working groups to further promote agricultural cooperation.

The decision to form the working group was taken during Haryana's Chief Minister Bhupinder Singh Hooda's meeting with Israel's Minister for Agriculture, Orit Noked.

1857 Uprising

Vijay Vardhan, Principal Secretary and Financial Commissioner, Archives Department, Haryana, has announced that Chief Minister Bhupinder Singh Hooda will lay the foundation stone of an 1857 uprising memorial at Ambala Cantt on April 18.

Vardhan, who was here to inspect the site for the memorial, presided over a meeting of senior officials of the departments concerned in this regard.

Talking to mediapersons, Vardhan said the Haryana Government had allocated 41 acres along the GT Road near the IOC Depot at Ambala Cantt. Of this, the memorial would be set up on 20 acres. He said the latest research had shown that the 1857 mutiny had started from Ambala. Earlier, it was believed that the mutiny started from Meerut on May 9, 1857, but now historians say that it started from Ambala on May 8, 1857.

He said the memorial would have a large auditorium where Ambala incidents relating to the 1857 revolt would be showcased pictorially. It would also have a food court, garden, a helipad and other amenities.

Vardhan said the memorial would bring Ambala on the tourist map of the country once it was completed. He said the foundation stone-laying ceremony was being organised by the Archaeological Survey of India. A sum of Rs 17 crore would be spent on this project.

Meanwhile, a well-known historian from Ambala, Tejinder Singh Walia, said he had proof that it was in fact Ambala which led the charge against the British. The information is now available in a book written by him “Haryana The Torchbearer of 1857”. Union Minister Kumari Selja had released the book on December 25, 2008.

Sirsa plans steps to improve child sex ratio

Ranked third in Haryana after Mewat and Palwal in improved child sex ratio in the Census-2011, Sirsa will soon see measures that will fill the gap further.

Performing a mass “Kanya Poojan” on the occasion of Ram Navmi here today, ADC Pankaj Chaudhary, who has been actively spearheading the “Beti Bachao” campaign in the district, said the “Zila Saksharta Samiti” set up under the literacy mission had been given the task of carrying out an awareness drive for the campaign.

She said cooperation would be taken from all sections of society in the endeavour to improve the sex ratio in the district. The authorities also plan to take help of eunuchs in the drive, she added.

The authorities would soon launch a website of the “Beti Bachao” campaign and the names and photographs of all newborn girls with their families would be uploaded on the site.

Sirsa has a child sex ratio of 852/1000 and its ranks third from the top after Mewat (903) and Palwal (862). The child sex ratio in the 0 to 6 years of age group was 817 in the 2001 census and it has improved by 35 points in the past ten years. The overall sex ratio in all age groups has risen from 882 in 2001 to 896 in 2011 in the district.

Chaudhary said the district had shown improvement due to various schemes launched by the authorities for the purpose. She said under the Backward Region Grant Funds (BRGF) scheme, an amount of Rs 25 lakh had been earmarked for the “Beti Bachao” campaign, while Rs 2 crore had been kept for women empowerment schemes. Chaudhary administered an oath against female foeticide to all girls and their family members on the occasion. Cultural activities, giving a message against female foeticide, were presented on the occasion.

Central minister to lay stone of highway

Union Road Transport and Highways Minister CP Joshi would lay the foundation stone of a Rs 1,800 crore Panipat-Bawal national highway project in Jhajjar on May 15.

This highway would connect northern and southern Haryana through Panipat, Rohtak, Jhajjar and Bawal, said MP from Rohtak Deepender Hooda after attending a function to commemorate the birth anniversary of Dr BR Ambedkar here today.

Describing the project as a boon for the people, he said it would open new vistas of prosperity. “The Bawal-Jhajjar-Rohtak section will be 85 km long and the Panipat-Gohana-Rohtak section 82 km,” he said, adding that no village would be affected as the highway would bypass villages en route.

National Highway-1 would be connected to NH-8 at Panipat and Bawal, respectively, reducing the the distance between the two cities . eplying to a question on the Lokpal Bill, the MP said the Congress was the only party in the country which respected people’s sentiments.

Construction work on central varsity begins

The construction work on central university to be built in Jant-Pali village began here today. The Vice Chancellor, Prof Mool Chand Sharma, laid the brick of the boundary wall. ADJ AK Jain of the Central Public Works Department was also present on the occasion.

The construction work on the building comprising hostel, faculty house, administrative building, examination hall, conference hall, student amenity and sports stadium will begin in June and the process to call tenders is on. Spread over 500 acres, the varsity will have 62 departments and manage 13 schools. The boundary wall will be completed within five months.

The varsity campus will be divided into separate zones and corridors. Solar energy system would be used in all buildings. The then Human Resources Minister, late Arjun Singh, had laid the foundation stone for the university on February 25, 2009, and Chief Minister Bhupinder Singh Hooda had presided over it. The VC made temporary arrangements to start its classes in the BEd college building located at Narnaul.

Fatehabad, April 12
The district authorities today succeeded, though temporarily, in averting a move of fast unto death by two residents of the Ekta Colony.

One of the two residents, who had announced to sit on fast unto death against the alleged indifference of the authorities towards their woes, is an octogenarian and the authorities were worried that his life could be in danger if he went ahead with his announcement.

As many as 18 poor families having their houses in the Ekta Colony here have been sitting on dharna outside the mini-secretariat for the past two months against the acquisition of their houses for new sectors of the Haryana Urban Development Authority (HUDA).

Sitting on dharna with their families since February this year, two residents of the Ekta Colony - Ram Singh, president of the sangharsh samiti of the colony, and Puran Chand, an octogenarian, took a leaf out of the book of Anna Hazare and announced to sit on fast unto death from today.

The announcement sent the authorities in a tizzy, who started efforts to prevent the move.

Deputy Commissioner Vijay Singh Dahiya intervened and called the residents to his camp office late on Monday evening.

SP Vivek Sharma was also present at the meeting.

The residents announced today that the move of fast unto death had been shelved for a month as the authorities, they claimed, had promised them that their problem would be solved within one month.

A Maruti car collided with a dumper near Kudal village on Delhi-Pilani road, 55 km from here, in the wee hours today. The car driver sustained serious injuries with the steering wheel piercing his chest, rendering him motionless.

Mahant Charandass of Hanuman Temple in Bhiwani, Netaji Subhas Chandra Bose Yuva Jagrit Sewa Samiti president Ashok Bhardwaj and social workers Ramesh Saini and Naresh Mokharwal, who were returning from a ‘jagran’ informed the police, called an ambulance and took the injured man to the Civil Hospital here.

Ashok Bhardwaj contacted the SP at about 12.30 am and sought the help of his associate Rajiv Sharma for arranging for an ambulance. Driver Raj Kumar of the Jui health department was rushed to the accident site. The victim, Manoj Joshi, was going from Parwanoo to Dholia.

Action plan to tackle pollution in Faridabad

The HSPCB is now contemplating online processing of applications for efficient and transparent clearance, say sources. The government has appealed to owners of industrial units to conserve environment by ensuring that only treated effluents are discharged into the water bodies. Youths set brother-in-law on fire, escape on mobike

Rewari, April 12
In a shocking incident, some youths allegedly sprinkled some inflammable substance on their brother-in-law Deeg Ram and then set him on fire on the Delhi-Jaipur Highway near Sahibi Barrage last night.

The youths, who belonged to the Behror area of Alwar district in Rajasthan, fled on their motorcycles after abandoning Deeg Ram, some witnesses said.

The police got Deeg Ram admitted to a private hospital at Dharuhera with severe burn injuries..

However, when his condition worsened, he was referred to Safdarjung Hospital, New Delhi, where he is reported to be battling for life.

The incident took place when Deeg Ram, employed in a factory at Sidhravali, near Dharuhera, was returning to his home at Raipur village, near Bawal.

Sources said owing to strained relations, his wife had been staying at her parental house near Behor for the past some time.

This infuriated his wife’s brothers, who, along with two other village youths, made a bid to eliminate Deeg Ram.

Meanwhile, the Dharuhera police has registered a case of wrongful restraint and attempt to murder against Tejpal, his brother Krishan, both brothers of Deeg Ram’s wife, and two other youths. A senior police official said the matter was now under investigation.

The Kosli police has arrested village youth Dharamender Yadav, a postgraduate student, who allegedly barged into his neighbour’s house and raped his wife at Jharoda village, near Kosli, on Monday night.

The woman was medically examined at the Civil Hospital here on Tuesday. On her complaint, the police has registered a case of rape, criminal house trespass and criminal intimidation against the accused. The woman, whose husband is a soldier in the Army and presently posted in Dehradun, was living along with her two children in a separate house adjoining her in-laws’ house. — OC

Two women identified as Sabho Devi and Kavita of Anandpur Jharonth village were killed and two others, including truck driver Ajit of Uklana village in Rohtak district, were injured when they were run over by a truck on the Kharkhoda-Sonepat road near the village on Tuesday.

The incident took place when the victims along with Sunita and Sonu of the village were returning from the fields. The truck driver also lost control over the vehicle, which overturned into a village pond. Sabho died on the spot whereas Kavita succumbed to her injuries on the way to the PGIMS, Rohtak. — OC
