State money-spinner for Central Govt

Haryana has proved to be a real money-spinner for the Central Government by mopping direct tax to the tune of Rs 8,358 crore for 2010-11. The state, which has registered a phenomenal growth of almost 51 per cent in its collections, also takes the lion share of the total collection of direct taxes (Income, Wealth and Corporate Tax) of the Northwestern Region of the Income Tax Department that stand at Rs 16, 375 crore.

Several intellectual groups of the town have pledged support to veteran activist and Gandhian Anna Hazare, who is sitting on fast unto death against corruption. Activists of various groups today submitted a memorandum, addressed to the Prime Minister, to the local Deputy Commissioner, in which they demanded the enactment of a comprehensive Jan Lokpal Bill to give wider powers to ombudsmen to check corruption.

BJP to ‘charge-sheet’ Hooda govt

The Haryana BJP will “frame a charge sheet” against the Hooda government, exposing its alleged corrupt deeds. Announcing this here today, president of the Haryana BJP Kishan Pal Gurjar said the national president of his party, Nitin Gadkari, had asked national secretary Kirit Somaya to expose widespread corruption in the country. Somaya would visit all Congress-ruled states and collect information on the “corrupt deeds” committed by these governments.

Police approach irks High Court

The Haryana Police has virtually received a rap on its knuckles for being too busy to investigate a missing person’s case. The Punjab and Haryana High Court in its latest order on the force’s functioning has made it clear that such an attitude is not acceptable. Justice Ranjit Singh has directed that the “matter be brought to the notice of the Superintendent of Police in the district concerned” The directions came after the High Court treated Pushpinder Kaur’s letter as a petition.

New policy leaves govt doctors high and dry

The Haryana Government’s decision to revise its policy regarding post-graduation studies by its doctors has come in for sharp criticism by the Haryana Civil Medical Services (HCMS) Association.

The decision has especially hit those who had cleared the entrance test conducted by Pandit Bhagwat Dayal Post- Graduate Institute of Medical Sciences, Rohtak, after three years of government service and were eligible for sponsorship under the HCMS quota.

The new policy issued by the Principal Secretary (Health) on March 31 has raised the number of minimum years of service to five, three of which have to be in a district or sub- divisional hospital and two in a rural hospital.

The new policy lays down that doctors completing three years in government service will be eligible to apply for admission to the PG courses in the open seats category, subject to the condition that they will not be entitled to any salary during the course.

However, when they join back after completing their course, the period spent on post-graduation will be treated as part of service for the purpose of increment, seniority and pension.

The policy further provides that the doctors would be sponsored for 16 specified specialities only.Those opting for other fields of specialisation will have to do their PG by seeking extraordinary leave and no salary will be paid to them during the study period.

“Keeping in view the shortage of specialists in requisite streams and to remove certain flaws in the existing policy it has been decided to supersede the previous policies. The new policy will come into force with immediate effect,” say the government orders.

Dr Inderjit Singh, state secretary of the state HCMS Association, said the policy has been announced in an arbitrary manner and was in contravention of the conditions mentioned in the prospectus of Pandit Bhagwat Dayal PGIMS at Rohtak.

“Doctors with three years of service, who had cleared the entrance test conducted by the PGIMS on March 2 and were to attend counselling today, were denied a no-objection certificate by the health authorities and were asked to compete in the open category, leaving them high and dry.”

He said the new policy could not be applied to those who had cleared the exam prior to the policy.

Principal Secretary (Health) Rajan Gupta could not be contacted on his phone. Dr Narbir Singh, Director-General of Health Services, Haryana, said since the policies were made by the government, he could not comment on the matter.

Reports of adulterated kuttu atta have created a scare among people fasting for the Navratras. As mans as 14 persons were taken ill in Hansi subdivision of Hisar yesterday after eating Navratra food. A woman was hospitalised in Karnal today.

The district administration swung into action and officials of the health department collected samples of Navratra fare being sold in kiryana shops in the city. District Health Officer Ashok Chaudhry said several samples of kuttu atta, sabudana, saamak and sabudana papad were collected. These would be sent to the laboratory of the department in Chandigarh for analysis.

Meanwhile, the prices of fruits have skyrocketed following adverse reports on kuttu atta. People fasting for the Navratras have switched over to fruits.

Popular sweetmeat sellers have started the sale of kuttu preparations which, they claim, are safe for consumption. Instead of buying kuttu atta from kiryana shops and preparing food at home, consumers now prefer to buy kuttu preparations from several popular sweetmeat sellers.

Following reports of several persons falling ill after eating adulterated buckwheat flour in the national capital region (NCR), the Panipat district administration has sounded an alert in the district. It has ordered sampling of the buckwheat flour across the district.

Deputy Commissioner JS Ahlawat said said a special team of health officials had initiated a slew of measures. There are reports of contaminated buckwheat flour having been procured from some retailers in Ghaziabad . The UP police has reportedly arrested a wholesaler from Kirana Mandi in Ghaziabad.

The Delhi police has also arrested at least 10 persons in this connection. The authorities have asked the people not to use buckwheat flour being sold under the brand ‘kichen’. Doctors say those falling ill have shown symptoms of food poisoning.

Reports pouring in from Sonepat suggest that at least 50 persons have taken ill after consuming buckwheat in the Ghanaur segment. The health authorities there have swung into action and taken several corrective measures.

A large number of people fasting for the Navaratras have chosen to eat fruit instead of buckwheat.

State money-spinner for Central Govt
Collects Rs 8,358 crore as direct tax for 2010-11

Haryana has proved to be a real money-spinner for the Central Government by mopping direct tax to the tune of Rs 8,358 crore for 2010-11. The state, which has registered a phenomenal growth of almost 51 per cent in its collections, also takes the lion share of the total collection of direct taxes (Income, Wealth and Corporate Tax) of the Northwestern Region of the Income Tax Department that stand at Rs 16, 375 crore.

Haryana’s collections are almost double the combined collections of Punjab, Jammu and Kashmir, Himachal Pradesh and Chandigarh, which stand at Rs 8,017 crore. Fuelled by the collections from Haryana, which IT officials attribute to high economic growth in district like Gurgaon that enjoy proximity to Delhi, the overall direct tax collections in the Northwestern region have grown by 38 per cent.

As compared to 2009-10 collections of Rs 11,900 crore, the Northwestern region mopped up Rs 16,375 crore in the last fiscal. The 38 percent increase registered by the region, is considerably higher than the national average growth of 20 per cent in direct taxes collection.

Sources in the IT department said the tax collections of the region could go up further marginally as exact figure of the Amritsar region had not been received so far.

But nevertheless, the department has achieved the target of Rs 14,660 crore set by Finance Minister Pranab Mukherjee. The target was raised from the earlier Rs 13,165 crore.

The growth in Haryana’s direct tax collections had been mainly fuelled by massive increase in corporate tax collections, said a senior tax official. He said due to industries in Faridabad and Gurgaon, tax collection had gone up.

In contrast, the dismal situation that the industry facing in other states of the region, such as Punjab, Jammu and Kashmir, Himachal Pradesh and Chandigarh, can be judged from the lower corporate tax collections.

Members, who included Puran Mudgil, convener of the Shaheed Bhagat Singh Sansthan, Harbhagwan Chawla of Samvad, Anshul Chhatarpari, editor of a local evening daily, Balwinder Singh of the Bhai Kanhaya Sewa Samiti, Virender Bhatia of Sampooran Kranti Manch and several others, went in a procession to the Deputy Commissioner’s office and submitted their memorandum.

BHIWANI: Anna Hazare got support from various social organisations which staged a dharna demanding the enactment of the Lokpal Bill outside the office of the Deputy Commissioner here on Wednesday.

15 IAS officers get addl charge

PK Das, Special Secretary, Health, Mission Director, National Rural Health Mission, and Commissioner, Food and Drugs Administration, has been given the additional charge of Director, Medical Education and Research, and Special Secretary, Health, during the election duty of HS Malik and PR Vishnoi.

RR Jowel, Director and Special Secretary, Urban Local Bodies, and Project Director, Swaran Jayanti Shehri Rozgar Yojna, and State Urban Development Society, has been given the additional charge of Chief Aadministrator, Housing Board, and Special Secretary, Housing, during the election duty of MK Mahajan.

Rajiv Sharma, Special Secretary, Land Use Board, and Commissioner, Rohtak Divison, has been given the additional charge of Hisar Division during the election duty of MP Bansal. Anand Mohan Sharan, Additional Resident Commissioner, Haryana Bhawan, New Delhi, Administrator, Trade Fair Authority of Haryana, and Director and Special Secretary, Development and Panchayats, has been given the additional charge of Director and Special Secretary, Rural Development, during the election duty of OP Sheoran.

Satwanti Ahalawat, Commissioner and Special Secretary, Labour, has been given the additional charge of Managing Director, Haryana Dairy Development Cooperative Federation, during the election duty of VS Kundu. BJP to ‘charge-sheet’ Hooda govt

The Haryana BJP will “frame a charge sheet” against the Hooda government, exposing its alleged corrupt deeds. Announcing this here today, president of the Haryana BJP Kishan Pal Gurjar said the national president of his party, Nitin Gadkari, had asked national secretary Kirit Somaya to expose widespread corruption in the country. Somaya would visit all Congress-ruled states and collect information on the “corrupt deeds” committed by these governments.

The Haryana BJP had constituted a five-member committee, comprising national secretaries Bhupinder Yadav Capt Abhimanyu, Haryana BJP general secretary Vir Kumar Yadav, leader of the Haryana BJP Legislature Party Anil Vij and state party’s media convener Rajiv Jain, to help Somaya in his job.

The committee would collect information through the Right to Information Act, from cases decided by the Punjab and Haryana High Court and from the field.

The information would be compiled in the form of a charge sheet and submitted to the Governor for necessary action.

The charge sheet, Gurjar said, would also be placed before the public. Gurjar said the BJP would organise rallies in all the 10 Lok Sabha constituencies of Haryana, starting from Faridabad on May 8, on the issues of corruption, black money and price rise.

The rallies would continue till June 15.

Several national party leaders would participate in these rallies.

Justice Ranjit Singh has directed that the “matter be brought to the notice of the Superintendent of Police in the district concerned” The directions came after the High Court treated Pushpinder Kaur’s letter as a petition.

Justice Ranjit Singh said: “In response to the notice, it is pointed out that the inquiry into this case has been entrusted with the DSP, Sonepat. The husband of the petitioner, who left for Delhi on February 5 last year, has not returned since.

“The petitioner reported the matter to the police on March 3, 2010, and a DDR was recorded in the old city police post, Sonepat… The state counsel, on instructions, points out that efforts have been made to trace the missing husband of the petitioner. The police could only find that he had gone for a marathon race, had registered his name, but did not participate….

“The Bahadurgarh DSP has not come, being busy. ASI Devinder, who is assisting the DSP, is present in court... The police has now recorded a statement of a person to the effect that the husband of the petitioner was seen on October 6, 2010, while irrigating his field along with his brothers. “It is also revealed that his brothers were seen beating him. I am surprised to notice that still further action in accordance with law has not been taken on the ground that the police is busy. This shows an approach, which can’t be accepted”.

Sirsa officer in contempt loop

A Sirsa-based protection-cum-child marriage officer is in the contempt loop. Justice Daya Chaudhary of the Punjab and Haryana yesterday issued a notice under the provisions of Contempt of Court to Sadhna Mittal for not being present in the court despite directions.

The notice came during the resumed hearing of a petition filed by Madan of Gumaria village in Sirsa district. The petitioner has challenged Mittal’s action of prohibiting him and his sister from getting married to their betrothed, even though both were major.

The petitioner claimed his marriage was fixed for March 13 and the marriage of his sister Haria was to take place on March 12. It was alleged Mittal, on receipt of a communication from one of the village resident, came to the marriage venue and stopped the function without verifying their age records. The High Court had earlier directed Mittal to appear before the court, but she did not turn up.

Proposed Jal Rally stirs up debate

While the Chief Minister is sure to miss the much-publicised Jal Rally to be held at Nangal Chaudhary in Narnaul district, the issue seems to have stirred a debate with claims and counter-claims on equitable distribution of water.

Nangal Choudhary is among those areas in the state with the lowest ground water level. The Chief Minister is likely to be on a week’s foreign tour starting April 9. The rally is being organised under the guidance of Gurgaon MP Rao Inderjeet Singh. Union Minister for Water Resources Salman Khursheed will be the chief guest.

The rally will be the second such event in the recent past to be organised by the camp considered opposed to the Chief Minister.

The Chief Minister had opted to keep away from the rally organised by former HPCC Chief Birender Singh at Uchana on March 27, observe analysts. The HPCC chief VP Vidrohi claims that it was Bhupinder Singh Hooda who first took steps to ensure proper distribution of canal waters by constructing the Hansi-Butana canal at a cost of Rs 395 crore. Critics believe that no purpose is likely to be served by the rally and the government and leaders of various parties must work together to solve the water problem.
