2 students killed in accident

Chief Minister Bhupinder Singh Hooda said he had sought a report from the Gurgaon district administration on allegations of Sikhs massacred in Hondh-Chillar village in Rewari 26 years ago. “I have asked the Divisional Commissioner to look into the facts and submit a report in two or three days. The guilty will be brought to book.”

Chief Minister Bhupinder Singh Hooda today strongly defended his government’s land acquisition policy and attacked the Opposition for its “baseless” propaganda on the subject.

Addressing a press conference here, Hooda, accompanied by Industries Minister Randeep Singh Surjewala, said all decisions pertaining to land acquisition were in consonance with the state’s policy.

“The Congress is pro-farmer and will watch the interests of the farmers.While suggestions for amendments by Congress men will be duly considered, we are also open to constructive suggestions from the Opposition,” Hooda said.

Coming down heavily on the Opposition for “misleading” the public, he said all those opposed to the government’s policy were opposed to development. “They are acting as agents of property dealers. Such leaders should apologise to the people,” he remarked.

To a question, Hooda categorically stated that there was no dissension within the Congress on the land acquisition policy. “Some ministers, however, have made suggestions,” he said.

On Finance Minister Capt Ajay Singh Yadav’s demand for a Cabinet sub-committee to examine all major issues before a final decision by the state Cabinet, Hooda said such a committee on infrastructure development was already in place and Yadav was a member of this committee.

On land acquisition in Rewari on which Yadav had written to the Chief Minister, Surjewala said the government had issued a notice under Section 4 for 494 acres of land and no objections were received regarding 74 acres. While 150 acres of land was in the name of farmers, the rest had been bought by private developers.

“We discussed the matter with the Chief Minister and decided that this land could be released in the interest of farmers. However, no change of land use would be allowed for such land,” he maintained.

Hooda clarified that not more than 1per cent of the total land would be acquired for industrial development. “Why should a farmer’s son take to farming only? Why are they educating their children if they can’t shift to industry,” asked Hooda.

Meanwhile, Capt Yadav has welcomed the decision of the government not to acquire the farmers’ land in Rewari while re-emphasising that in case land acquisition was necessary elsewhere, the government should give the affected farmers 25 per cent share in the developed land.

2 students killed in accident

Two students of a private school and the driver of a school bus were killed and seven others injured, two of them seriously, when the bus carrying schoolchildren collided head-on with a truck near Kinana village here today. The cause behind the mishap is said to be thick fog that had engulfed the area this morning.

The deceased identified as Subham (7) and Simran (5), resident of Gosainkhera village, were siblings and students of Class III and UKG, respectively, at Indus Public School here. The bus driver identified as Dalsher from Malikpur village of Hisar district died on the spot.

The incident took place when the students were on their way to the school. The injured include Deeksha (10), Damini (6) and Ashish (5), all students of the same school.

Deeksha and Sahib Singh, conductor of the school bus, have been referred to the PGIMS in Rohtak due to their critical condition.

Arif, Hashim and Kayoom, who were traveling in the truck, were also injured. The police has registered a case against the truck driver, who fled from the spot after the accident.

The injured were rushed to the hospital by locals and the police.

Senior officials, including the SP, the SDM and MLA from Julana Parmender Singh Dhull, visited the hospital.

ASI shot dead, convict freed

The police today constituted seven teams to nab the criminals who opened fire on three policemen in Hodal near Palwal yesterday, leading to the death of an ASI. The criminals also freed a convict being taken by the policemen from Bhondsi Jail in Gurgaon to Mathura in Uttar Pradesh for a court appearance.

The ASI, Om Prakash, received two shots on his chest and abdomen, and was rushed to a hospital. However, he succumbed to his injuries on the way.

The criminals also snatched a carbine from the police personnel and fled, according to the Palwal police chief, Anil Dhawan.

The convict, Bachchu Singh, a resident of Kharot village in Mathura district, was lodged in Bhondsi Jail in connection with a murder in the Hathin area in Mewat. According to the police, he was also involved in more than a dozen other criminal cases.

Yesterday, six youths riding two motorcycles stopped before a Haryana Roadways bus in which the three policemen were taking the convict to Mathura. They entered the bus and opened fired from close range on the policemen. They then freed the convict and fled from the spot along with him.

The local police arrived at the spot after about half an hour of the incident. The IG, Rewari Range, KK Sharma, who camped in Hodal last night, constituted seven teams to nab the criminals.

Disqualify Independents: INLD

The Indian National Lok Dal has sought the disqualification of the seven Independent MLAs made ministers and chief parliamentary secretaries for “supporting” the Congress government in the state.

Deputy leader of the INLD in the Haryana Vidhan Sabha and MLA Sher Singh Barshami today filed a petition before the acting Speaker, seeking their disqualification under the 10th Schedule of the Constitution.

The seven members are Om Parkash Jain, Sukhbir Kataria, Gopal Kanda, Sultan Singh, Jaleb Khan, Parlhad Singh Gillankhera and Shiv Charan Sharma.

Accompanied by his lawyers Satya Pal Jain, Dheeraj Jain, Inder Pal Goyat and Davesh Moudgil, Barshami filed his petition with acting Speaker Akram Khan at the Haryana Vidhan Sabha premises.

Talking to mediapersons, he said all the seven MLAs had been elected as Independents in the October 2009 assembly elections but had extended their support to the Congress which was short of majority with only 40 out of 90 seats in the assembly.

He said thereafter four Independent MLAs were given ministerial berths in the Bhupinder Singh Hooda Cabinet. They were OP Jain, Sukhbir Kataria, Gopal Kanda and Shiv Charan Sharma. The rest were made Chief Parliamentary Secretaries.

He alleged that these MLAs had been participating in the Congress meetings and rallies whereas under the 10th Schedule an Independent MLA was to remain so throughout the term of the Vidhan Sabha. In case he joined a party, he was liable to be disqualified.

“The Supreme Court in Jagjit Singh’s case has already held that even if an Independent MLA does not formally join a party but is evident from his conduct that he has lost his independent character, even then he is liable to be disqualified from the membership of the House,” he said.

Jain hoped that the acting Speaker would soon take a decision disqualifying all these seven MLAs from the membership of the Vidhan Sabha and not delay the matter needlessly.

Not in race for state Cong chief’s post, says Birender

Former Haryana Pradesh Congress Committee president and Rajya Sabha MP Birender Singh has said he is not in the race for the post of president of the Haryana Pradesh Congress Committee.

In an informal chat with mediapersons at Yamunanagar, the veteran Congress leader said the issue of discrimination against the districts of northern Haryana would be taken up with the party observer.

He said since Prithviraj Chavan had become the Chief Minister of Maharashtra and Oscar Fernandes had only recently replaced him as the party observer for Congress affairs in Haryana, the matter of discrimination against northern districts of Haryana could not be taken up with the central party observer for Haryana. He said he had earlier also raised the issue of discrimination against north Haryana and would continue to champion the cause of the northern districts of the state.

Birender Singh expressed the hope that the president of the Haryana Pradesh Congress Committee would be announced soon. He said he was not a contender for this post. He said since there was uncertainty about the continuance of the present state Congress chief, the affairs of the party had lost pace.

The senior Congress leader said the Bhupinder Singh Hooda government had done commendable work on the development front during its previous term, but it was not properly showcased and publicised as a result of which it did not get translated into votes.

Birender Singh said he was in favour of a separate high court for Haryana and it could be located in any district of the state. The location of the Haryana high court outside Chandigarh would in no way dilute Haryana’s claim on Chandigarh.

The Congress leader advocated the allocation of a special grant for HAU.

Now, electronic payment system in 8 dist treasuries

With a view to streamlining work at government treasuries and making the payment process quick, smooth and hassle-free, the electronic payment system (EPS) will be introduced from March 1 in treasury offices of eight districts - Gurgaon, Panipat, Karnal, Kurukshetra, Ambala, Panchkula, Fatehabad and Sirsa.

After the EPS is commissioned, online payments will be made into the bank account of the employee or third party. The treasury office will also send the pay order to the bank online after passing the bills submitted by any department.

The drawing and disbursing authorities (DDAs) and their representatives underwent a training programme here today on filling up the bills and forms as per the new system. There are nearly 180 DDAs in Gurgaon alone who are likely to be benefited by the system.

District Treasury Officer SS Bhatotia said under the EPS, payments could be made only to the persons having bank accounts in some nationalised bank. In case of payments above Rs 10,000, PAN was also required to be mentioned in the bills, he added.

“The Edge of Time”, an authoritative biography of Kalpana Chawla, was released by her husband Jean Pierre Harrison at DAV Women College here today. The book scripted in the memory of his beloved wife presents a factual and authentic account of the life of Indo-American astronaut Kalpana Chawla and her accomplishments and throws light on the hidden aspects of her life from her birth on March 17, 1962, till her last conversation on February 1, 2003, when her space shuttle caught fire and exploded in mid-air.

“None of the books written on Kalpana has correct and complete information about her life. Therefore, it was necessary to pen down the facts correctly,” said Jean.

The book is also dedicated to the people of East Texas for their efforts in finding the crew and the spacecraft specially Jules F Buzz and Charles Krenek, who lost their lives during the recovery operation.

The book also disclosed that Kalpana was called by her nickname Montoo till the age of three.

Jean, a flying instructor, who married Kalpana in 1983, said they led a happy married life for 20 years. “I left Houston in 2007 and returned to San Francisco Bay area where I live with my new wife, son and three dogs.”

Jean said: “The royalty from the sale of the book, which costs Rs 500, will be given in charity for the education of poor students.”

Haveli demolition leads to discovery of hidden wealth

Workers deployed for the demolition of an old “haveli” in Bhadra Bazar of the town have recovered hidden wealth from the foundation of the building. The wealth was stored in a big pot and the fact came to the fore after the workers fought over the “treasure”.

The police today raided the house of the demolition contractor on a complaint by a local Congress leader and claimed to have recovered 120 silver coins from his possession. Padam Jain, district INLD chief and a close relative of building owner Meghraj Nahta, has, however, alleged that the pot contained a large number of silver and gold coins and demanded a thorough investigation.

He said the “haveli” owner, who lived in Kolkatta, would reach Sirsa tomorrow.

Nahta had given a contract of demolishing his “haveli” to a contractor, Rattan Lal, for Rs 1.21 lakh and he had instructed the contractor not to dig the foundation.

However, the labourers dug the foundation and recovered a pot containing the coins on Sunday. After the labourers fought over share in the “wealth”, one of them brought the matter to the notice of Shilpa Verma, district president of the mahila Congress, who in turn informed the authorities.

Krishna Yadav, SHO of the city police station here, said the police had recovered 120 coins of silver from the contractor. Jain maintained that Nahta’s ancestors had hidden the wealth in the foundation and his mother had informed the fact to him.

He maintained that Nahta had informed him that the pot contained a large number of gold and silver coins and alleged that the police was trying to mislead them by claiming that 120 silver coins have been recovered.

Uprooted families hold dharna

“We have been eking out a living through manual labour. We contructed our houses with great difficulty by purchasing plots from our hard-earned money. Now, we face the danger of being rendered homeless,” said Bateri, Santro, Sulochna and Sheela at the dharna site.

Ram Swaroop, another resident of the colony, alleged the land on which the rich had raised buildings had been left out of the acquisition process. Residents alleged that the government had offered them a price of Rs 11,000 per marla, while the market rate was over Rs 4 lakh per marla.

Also, the government had been promising 100-yard plots to the poor whereas they were being uprooted.

Dalbir Singh, secretary of the Khet Mazdoor Union, demanded that either the government should exempt their land from acquisition or give them compensation as per the market rate or plots in the proposed HUDA sectors.

Ram Singh, District Revenue Officer, Fatehabad, maintained that a coloniser had carved out the Ekta Colony illegally without the requisite approval of the authorities concerned.

Rs 56 lakh to improve water supply in Bhiwani

The tanks had not been cleaned for the past 16 years and accumulation of silt had reduced the capacity of these tanks, she observed.

The MP said to solve the problem of drinking water in the Bhiwani-Mahendragarh Lok Sabha area, new water works would be set up at Ninan village, 5 km from here, under a new scheme.

The scheme had been especially prepared for the Charkhi Dadri, Bhiwani, Mahendragarh, Narnaul, Ateli Mandi, Nangal Chaudhary, Badhra, Loharu and Tosham assembly segments, she added.

Sikh bodies seek court probe into Rewari killings

Various Sikh organisations, under the aegis of the Khalsa Action Committee, today met Chief Minister Bhupinder Singh Hooda to express concern over the killing of 40 Sikh residents of Rewari’s Hondh-Chillarh village.

They said their houses which were in ruins were testimony to the “inhuman, well-orchestrated mass killing of Sikhs” on November 2-3, 1984. Demanding a judicial probe by a sitting judge of the Punjab and Haryana High Court, the delegation, led by Mohkam Singh, sought to know the role of former Chief Minister Bhajan Lal in the incident.

“We want to know who the killers were, where they came from, why the FIR does not name anybody and who were the conspirators,” Mohkam Singh said.

“Hondh-Chillarh is ample testimony to the injustice done to the Sikhs and the only way in which justice can be done is by prosecuting the guilty in the shortest time possible,” he said.

On the committee are members of the Dal Khalsa, All-India Sikh Students Federation, SAD (Panch Pardani), SAD (Delhi), SAD (1920), Khalsa Panchayat, Haryana Sikh Gurdwara Committee (Ad hoc) and the Sikh Students Federation.

Cop’s son gunned down

A stockbroker, son of a policeman, was gunned down allegedly by seven persons outside his house late last night. The victim has been identified as Sachin (25), son of Ramesh, who is posted as an ASI at Bhondsi in Gurgaon.

He was called out of his house in Wadhwa Colony by seven persons on to pretext of speaking to him. They took him to a vacant plot in the vicinity and shot him from close range and fled from the scene.

An injured Sachin tried to contact his family members from his mobile phone for help, but before he could reveal his location, he fell unconscious.

Even though his family members heard the sound of a gunshot, it took them quite sometime to find him. His family found him lying in a pool of blood in the plot. They rushed him to the Civil Hospital, but he succumbed to his gunshot injury.

SHO (City) Naresh Ahlawat said the motive behind the killing was yet to be ascertained. He said a case had been registered against seven persons of whom five had been identified as Neelu, Pawan, Vinod, Sonam and Vinod Sharma.

Runaway couple gets security

A runaway couple has been provided police protection after they appeared before the Superintendent of Police, Vivek Sharma, and expressed apprehension of threat to their lives by their kin.

The couple, Vinod Kumar, a resident of the nearby Bhodia Khera village, and Preeti, a girl from Samalkha in Panipat district, got married against the wishes of their parents on February 18.

Vinod had gone to Panipat with a marriage party sometime back and had met Preeti there. The two fell in love and decided to marry.

However, there families were against their marriage.

Farmer robbed of Rs 21 lakh
