The region has started witnessing a series of protests, demonstrations and agitations for the creation of the new districts that people feel might help in addressing their concerns pertaining to proper governance and administration.

Members of the Bhavan Nirman Mazdoor Sangh raised slogans against the Mussoorie Dehradun Development Authority (MDDA) at Picture Palace here today. Its president Aslam Khan alleged that the MDDA had become the biggest demon of the town and was harassing the poor residents by stopping them from carrying out the construction of even a small window.

PDS shop owners’ stir hits villagers

Despite the announcement by the Uttarakhand Government that the profit on cheap ration sold through the PDS shops will be increases three times, the shop owners are not picking up the ration meant for the APL and BPL families, causing difficulties for poor people in the interior parts of Kumaon.

Demand For New Districts
Protests pick up steam in Kumaon

As the Assembly elections are round the corner in the state, there is a demand for the creation of new districts across Kumaon. The region has started witnessing a series of protests, demonstrations and agitations for the creation of the new districts that people feel might help in addressing their concerns pertaining to proper governance and administration.

Residents of Ramnagar and Chaukhutiya areas have been demanding the creation of a new district, comprising five tehsils, with the administrative headquarters at Mahsi. They have been stating that a separate district can alone usher in development in the region. A demonstration in support of the demand was staged once again yesterday under the banner of the Ramganga Chahumukhi Vikas Sangh.

The residents of rural areas in Ranikhet district, too, want parts of Nainital and Almora districts to be merged for the creation of a Ranikhet district.

There has also been a sustained campaign by residents of the Dwarahat region for the creation of a Dwarahat district. The residents of Dwarahat town marked the completion of one month of their agitation by carrying out a flag march in the main market yesterday.

Besides, the agitators are also seeking that Syaldeh and Dehghat be made separate tehsils, while Jaalali be made a new block. The agitators, comprising residents of the rural belt around Dwarahat, are threatening to boycott the forthcoming polls if the state government does not meet their demand.

Meanwhile, those demanding the creation of Devidhura district want that the Pati area of present Champawat district, Lambgarah area of Almora district and Okhalkanda of Nainital district be merged to carve out a new administrative unit.

There has also been a demand for the creation of a separate Haldwani district in the past couple of months as residents had to travel to Nainital on a regular basis to get their work done. They have been demanding a new district of Haldwani with parts of Bhimtal block, Ramnagar, and some areas of the present Udham Singh Nagar district.

The last time the region witnessed the creation of new districts was during the tenure of Mayawati as the Chief Minister of the united Uttar Pradesh in the late ’90s. At that time, out of Udham Singh Nagar, Champawat, her government created Bageshwar and Rudra Prayag. The Bahujan Samaj Party (BSP) has been trying to reap the political benefits of the decision taken by its supremo at that time.

Under the present circumstances, the economics does not allow for the creation of new districts. Representatives of the ruling Bharatiya Janata Party (BJP), including state party president Bishan Singh Chufal, have been stating that there has been no scope for the creation of new divisions or districts even as the demand for these has been supported by the BJP cadres.

Deprived of basic amenities, Bageshwar women threaten stir

Losing their patience over the failure of the administration to provide them with the basic amenities, the women from the rural areas of Bageshwar have threatened to launch a massive agitation if there is no improvement in the state of affairs over the next fortnight.

A large number of women, particularly from the Danpur belt staged a demonstration in the town on Thursday airing their demands. They walked from the Pindari taxi stand to the Tehsil office where they staged a dharna.

They later submitted a four-point charter of demands to the local administration to act upon. The main demands of the women pertained to the basic amenities like water, power and proper roads.

The women alleged that the residents of Karmi and Toli village had been deprived of a regular power supply over the 10 months past and no one has tried to resolve the issue.

They pointed out that the absence of power supply was resulting in massive losses to the small-scale enterprises in the area as well as to the students preparing for the examination.

The women are also demanding that the hamlets located on the fringes of the villages that are locally called “To” should also be provided proper electricity supply.

The women are also agitated over the cutting of a large number of green trees in the area. They have accused the Forest Department of allowing the chopping of the trees. They have demanded action against the erring officials.

Another issue being raised by the women is the construction of the Karmi motorable road.

The people have been agitating for the road for a long time and the project continues to hang fire.

During the protest the women agitators also pointed out at the alleged irregularities in the dealing of the Women and Child Development Department and have sought a probe into the affairs of the Department by the administration.

The women have threatened to launch a chain hunger strike if the administration fails to address their concerns over the next 15 days.

Farmers give land for setting up research centre

The farmers of Kehadgaon village in the Syaldeh area of Almora have transferred their land free of cost to the Gobind Ballabh Pant University of Agriculture and Technology at Pantnagar for establishing a Hill River Valley Agricultural Research Centre in the village. According to university spokesperson, its objective would be to develop agro-forestry and animal husbandry by preparing environment-based model. The university will train the farmers and farm entrepreneurs.

GPS vital for dealing with natural disasters: DM

District Magistrate at Udham Singh Nagar Dr BVRC Purshottam has strongly advocated the use of global positioning system (GPS), remote sensing and Geographic Information System (GIS) for dealing with the natural disasters and helping the people in distress. He has also called upon the officials to get training in the use of these latest techniques. Purshottam was speaking at a two-day training workshop being organised at the Sardar Bhagat Singh Government Post Graduate College by the Uttarakhand Space Application Centre.

School forced to postpone event for a day

Activists of right wing Hindu organisations forced the management of a private school in Haldwani to postpone its annual day celebrations. The activists, who were agitating for reconstruction of a temple on premises of a factory in Kamluvaganja, had called for closure of the private schools on Thursday. However, a private school that went ahead with its pre-decided annual day celebration programme became the target of an irate group of activists, who barged into the venue and forcibly snatched microphones and allegedly abused the teachers. The school had to postpone the event for a day.

Admn cracks whip on illegal mining

Carrying on with its drive against the illegal mining in the region, the administration carried out a surprise check at two stone crushers in Ramnagar on Thursday. They came across a large number of irregularities in the accounts and other documents. The administration has decided to levy a fine to the tune of Rs 1 lakh on the violators and has sent a report to the office of the District Magistrate for further action.

Youth crushed to death

The 18-year-old Mahanand Sheel was crushed to death by a speeding truck near Andhuva Setu when he was returning home from the market on Thursday. The Dineshpur police station became the venue of public unrest following the death of a youth, who was crushed by a speeding truck. The angry villagers staged a demonstration at the police station demanding immediate arrest of the truck driver, who had fled from the spot. The matter was resolved when the driver identified as Rampal of Bhadaipura in Rudrapur was arrested.

7-day skiing training camp

Taking advantage of heavy snowfall in Munsiyari hills in Pitthoragarh district, the Adventure Sports Department of the state government is organising a 7-day skiing training camp in Khaliya Top Hills of the area. District adventure sports officer RS Airy said here today, “From today, 22 youths from Pithoragarh district and 12 youths from Almora will join the camp.”

Inaugurating the opening session of disaster management workshop organised by the Central Command of Army at the Rashtriya Indian Military College (RIMC), Chief Minister Ramesh Pokhriyal Nishank pointed out that disaster management machinery should be self-motivated.

Officers and employees related to the disaster management should be aware of their responsibilities so that they could take quick action in case of any calamity. He said the Army could delegate proper power to their regional officers in this direction.

“Besides, time management was also important. The agencies engaged in the disaster management should create encouraging atmosphere for community participation,” he said.

The CM said 108 emergency services had been linked with the disaster management. Besides, disaster management teams had been created in all 670 nyay panchayats of the state. Services of the Yuwak Mangal Dal and Mahila Mangal Dals would be taken in the rural areas of the state for the disaster management.

Successful organisation of Kumbh 2010 had proved potential of the state that it could face any challenges, he said. Monsoon floods last year were also a big challenge to face, but with active cooperation of the Army and paramilitary forces, he said the state government could deal with the crisis. He stressed on the need of mutual communication and cooperation between the administration and the Army.

Lt Gen VK Ahluwalia of the Central Command, Maj Gen Ranveer Yadav of the Sub Area, Secretary Disaster Management Dr Rakesh Kumar and a large number of the Army officers, disaster management experts and students of RIMC were present on the occasion.

Bhatt accuses Cong of misleading people

Uttarakhand Food and Civil Supplies Minister Diwakar Bhatt today charged the Congress with misleading the people about the recently launched Atal Khadyann Yojana. Addressing a press conference, Bhatt said the Congress was upset over the initial success of the Atal Khadyann Yojana and was now resorting to a misleading campaign against the scheme. While cheap food grains scheme has taken a head start, the state government was working to make it more smooth and efficient. He admitted that while there was no dearth of food grains for the BPL cardholders, providing cheaper food grains to the APL families certainly needed some arrangements.

Bhatt also charged the UPA-led Central Government with decreasing the quota of food grains for the state from January. He said the UPA should have welcomed our concern for the people as we launched a scheme for the betterment of both the BPL and APL families but the Centre has on contrary reduced the quantity of food grains provided to us.

He also refuted opposition charge that the state government has failed to utilise the disaster relief amount. “There is no truth in the allegation. All Rs 600 crore meant of disaster relief, which includes Rs 500 crore from Centre, has been utilised”, Diwakar pointed out.

Trained health assistants to work under EMRI 108

All the health assistants trained under the Sudur Swasth Seva scheme launched by Chief Minister Ramesh Pokhriyal Nishank on November 9, 2009, will now work under the GVK EMRI 108 network. District in charge of the project Mukesh Nautiyal stated this at a press meet here yesterday.

“Under the new management and coordination of these 2,016 health assistants, the cadre will be provided with the identity cards, bags, stationery and literature concerning 108 emergency service and they will report to 108 ambulances,” said Nautiyal.

“This coordination will be done with ASHA health workers and village health and sanitation committees with assistances of the district-level medical officers and Panchayati Raj Institutions.

Under the scheme better known as SSS service, the government wanted to create a cadre of the health workers who could reach distant villages and link the people to health schemes run by the states.

“Under the scheme, the villages having a distance more than 5 km from the primary health centre were selected and the health workers chosen from among the village youths were trained in 3,000 villages of the state,” said Nautiyal. “Now, these workers will be trained about life support system techniques by the 108 health workers,” he said.

Mazdoor Sangh holds protest against MDDA

Members of the Bhavan Nirman Mazdoor Sangh raised slogans against the Mussoorie Dehradun Development Authority (MDDA) at Picture Palace here today. The workers from the sangh alleged that there was rampant corruption in the authority. Its president Aslam Khan alleged that the MDDA had become the biggest demon of the town and was harassing the poor residents by stopping them from carrying out the construction of even a small window.

He said this draconian attitude of the MDDA would not be tolerated at any cost and a movement would be launched to oust the authority from the town. He also lambasted local MLA Jot Singh Gunsola and Mussoorie Council President OP Uniyal saying that they kept mum while the town was crying due to a lack of housing for the poor.

RP Badoni said the poor residents of the town would oust both representatives and not support them in the forthcoming elections if they did not mend their ways and stand against the atrocities of the MDDA.

Devi Godiyal, Virendar Rawat, Raju Dhiman, Salim Ahmed and others were present at the demonstration.

PDS shop owners’ stir hits villagers

Despite the announcement by the Uttarakhand Government that the profit on cheap ration sold through the PDS shops will be increases three times, the shop owners are not picking up the ration meant for the APL and BPL families, causing difficulties for poor people in the interior parts of Kumaon.

“Even after the announcement of the state government, the shopkeepers who distribute the PDS ration in four districts of Almora, Champawat, Bageshwar and Pithoragarh have not picked up a single bag of the ration quota whereas the dealers from Nainital and Udham Sing Nagar have picked up only one third of the quota,” said an official of the RFC office in Haldwani.

As the cheap ration is not available at these shops in remote parts of the Kumaon region, the poor villagers are facing difficulties. “In 11 remote villages of the Lahur valley of Bageshwar district, the villagers neither have agriculture production nor sufficient income to purchase ration from market. If these villagers do not get ration from the PDS shops, the nearest market they will have to visit to purchase the ration is 80 km away in Garur town,” said Khilap Singh Kunwar, head of Dak Ghat village in Lahul valley of Bageshwar district.

The resolutions which were passed in a meeting included the condemnation of the arrest of Sushila Bhandari and Jagmohan for raising voice against a hydro-power project at Rudraprayag. Vice-president of the party Jayprakash Uttrakhandi, convener Kuldeep Madhwal and Yodeshvar Tyagi were also present.

NRIs to get voting rights

With the Central Government bringing amendments to the Registration of Electors (Amendment) Rules, 1960, the non-resident Indians (NRIs) of Uttarakahand will be able to vote whenever the Assembly elections are announced in the state.

Stating this at a press conference, Chief Election Commissioner Radha Raturi said the NRIs who first get their names registered on the electoral rolls will now be able to vote according to the Registration of Electors (Amendment) Rules, 2011.

“The voters will have to get their names registered at the place (residence) mentioned in their passport. Till now, no person could be on the voters' list if she/he was outside the country for more than six months at a stretch. But the news rules now allow NRIs, who fulfil certain criteria, to vote in elections in India,” she said.

She said the application could be submitted directly or sent by post. The process of verification will be carried out through Indian embassies located in different countries.

This was stated at the ongoing Uttarakhand Forest Conservators Conference in Dehradun.

Principal Chief Conservator of Forests (PCCF) Dr RBS Rawat called for taking support of locals in fire extinguishing work.

The issue of strengthening of van panchayats was also discussed at the meeting.

The PCCF called for strengthening of van panchayats making them financially viable. Among other issues discussed at the meeting includes rising man-animal conflict cases and efforts towards minimising such cases.

360 students examined at health camp

Under the aegis of the Combined PG Institute of Medical Sciences and Research, Rajiv Gandhi Navoday Vidyalaya held a health camp and awareness programme under the guidance of able doctors on the school campus here today.

A team from OPD, medical lab and physiotherapy participated in the health camp. The medical camp was conducted free of cost where about 360 students were examined by a team of 20 experts.

The health camp was open for the public where the nearby residents also availed themselves of the facility of free checkup. A maximum number of students were examined for flu, cough and cold while others under went blood test and other tests.

A team of CIMS College held a seminar with the aim of spreading health awareness among the students.
