Nainital, February 18 Residents of Ramnagar and Chaukhutiya areas have been demanding the creation of a new district, comprising five tehsils, with the administrative headquarters at Mahsi. They have been stating that a separate district can alone usher in development in the region. A demonstration in support of the demand was staged once again yesterday under the banner of the Ramganga Chahumukhi Vikas Sangh. The residents of rural areas in Ranikhet district, too, want parts of Nainital and Almora districts to be merged for the creation of a Ranikhet district. There has also been a sustained campaign by residents of the Dwarahat region for the creation of a Dwarahat district. The residents of Dwarahat town marked the completion of one month of their agitation by carrying out a flag march in the main market yesterday. Besides, the agitators are also seeking that Syaldeh and Dehghat be made separate tehsils, while Jaalali be made a new block. The agitators, comprising residents of the rural belt around Dwarahat, are threatening to boycott the forthcoming polls if the state government does not meet their demand. Meanwhile, those demanding the creation of Devidhura district want that the Pati area of present Champawat district, Lambgarah area of Almora district and Okhalkanda of Nainital district be merged to carve out a new administrative unit. There has also been a demand for the creation of a separate Haldwani district in the past couple of months as residents had to travel to Nainital on a regular basis to get their work done. They have been demanding a new district of Haldwani with parts of Bhimtal block, Ramnagar, and some areas of the present Udham Singh Nagar district. The last time the region witnessed the creation of new districts was during the tenure of Mayawati as the Chief Minister of the united Uttar Pradesh in the late ’90s. At that time, out of Udham Singh Nagar, Champawat, her government created Bageshwar and Rudra Prayag. The Bahujan Samaj Party (BSP) has been trying to reap the political benefits of the decision taken by its supremo at that time. Under the present circumstances, the economics does not allow for the creation of new districts. Representatives of the ruling Bharatiya Janata Party (BJP), including state party president Bishan Singh Chufal, have been stating that there has been no scope for the creation of new divisions or districts even as the demand for these has been supported by the BJP cadres. |

Deprived of basic amenities, Bageshwar women threaten stir
Nainital, February 18 A large number of women, particularly from the Danpur belt staged a demonstration in the town on Thursday airing their demands. They walked from the Pindari taxi stand to the Tehsil office where they staged a dharna. They later submitted a four-point charter of demands to the local administration to act upon. The main demands of the women pertained to the basic amenities like water, power and proper roads. The women alleged that the residents of Karmi and Toli village had been deprived of a regular power supply over the 10 months past and no one has tried to resolve the issue. They pointed out that the absence of power supply was resulting in massive losses to the small-scale enterprises in the area as well as to the students preparing for the examination. The women are also demanding that the hamlets located on the fringes of the villages that are locally called “To” should also be provided proper electricity supply. The women are also agitated over the cutting of a large number of green trees in the area. They have accused the Forest Department of allowing the chopping of the trees. They have demanded action against the erring officials. Another issue being raised by the women is the construction of the Karmi motorable road. The people have been agitating for the road for a long time and the project continues to hang fire. During the protest the women agitators also pointed out at the alleged irregularities in the dealing of the Women and Child Development Department and have sought a probe into the affairs of the Department by the administration. The women have threatened to launch a chain hunger strike if the administration fails to address their concerns over the next 15 days. |

Farmers give land for setting up research centre
The farmers of Kehadgaon village in the Syaldeh area of Almora have transferred their land free of cost to the Gobind Ballabh Pant University of Agriculture and Technology at Pantnagar for establishing a Hill River Valley Agricultural Research Centre in the village. According to university spokesperson, its objective would be to develop agro-forestry and animal husbandry by preparing environment-based model. Activists of right wing Hindu organisations forced the management of a private school in Haldwani to postpone its annual day celebrations. The activists, who were agitating for reconstruction of a temple on premises of a factory in Kamluvaganja, had called for closure of the private schools on Thursday. However, a private school that went ahead with its pre-decided annual day celebration programme became the target of an irate group of activists, who barged into the venue and forcibly snatched microphones and allegedly abused the teachers. The 18-year-old Mahanand Sheel was crushed to death by a speeding truck near Andhuva Setu when he was returning home from the market on Thursday. The Dineshpur police station became the venue of public unrest following the death of a youth, who was crushed by a speeding truck. The angry villagers staged a demonstration at the police station demanding immediate arrest of the truck driver, who had fled from the spot. The matter was resolved when the driver identified as Rampal of Bhadaipura in Rudrapur was arrested. 7-day skiing training camp
Taking advantage of heavy snowfall in Munsiyari hills in Pitthoragarh district, the Adventure Sports Department of the state government is organising a 7-day skiing training camp in Khaliya Top Hills of the area. Dehradun, February 18 Officers and employees related to the disaster management should be aware of their responsibilities so that they could take quick action in case of any calamity. He said the Army could delegate proper power to their regional officers in this direction. “Besides, time management was also important. The agencies engaged in the disaster management should create encouraging atmosphere for community participation,” he said. The CM said 108 emergency services had been linked with the disaster management. Besides, disaster management teams had been created in all 670 nyay panchayats of the state. Services of the Yuwak Mangal Dal and Mahila Mangal Dals would be taken in the rural areas of the state for the disaster management. Successful organisation of Kumbh 2010 had proved potential of the state that it could face any challenges, he said. Monsoon floods last year were also a big challenge to face, but with active cooperation of the Army and paramilitary forces, he said the state government could deal with the crisis. He stressed on the need of mutual communication and cooperation between the administration and the Army. Lt Gen VK Ahluwalia of the Central Command, Maj Gen Ranveer Yadav of the Sub Area, Secretary Disaster Management Dr Rakesh Kumar and a large number of the Army officers, disaster management experts and students of RIMC were present on the occasion. |

Trained health assistants to work under EMRI 108
Pitthoragarh, February 18 “Under the new management and coordination of these 2,016 health assistants, the cadre will be provided with the identity cards, bags, stationery and literature concerning 108 emergency service and they will report to 108 ambulances,”
said Nautiyal. “This coordination will be done with ASHA health workers and village health and sanitation committees with assistances of the district-level medical officers and Panchayati Raj Institutions. Under the scheme better known as SSS service, the government wanted to create a cadre of the health workers who could reach distant villages and link the people to health schemes run by the states. “Under the scheme, the villages having a distance more than 5 km from the primary health centre were selected and the health workers chosen from among the village youths were trained in 3,000 villages of the state,” said Nautiyal. “Now, these workers will be trained about life support system techniques by the 108 health workers,” he said. |

PDS shop owners’ stir hits villagers
Pithoragarh, February 18 “Even after the announcement of the state government, the shopkeepers who distribute the PDS ration in four districts of Almora, Champawat, Bageshwar and Pithoragarh have not picked up a single bag of the ration quota whereas the dealers from Nainital and Udham Sing Nagar have picked up only one third of the quota,” said an official of the RFC office in Haldwani. As the cheap ration is not available at these shops in remote parts of the Kumaon region, the poor villagers are facing difficulties. “In 11 remote villages of the Lahur valley of Bageshwar district, the villagers neither have agriculture production nor sufficient income to purchase ration from market. If these villagers do not get ration from the PDS shops, the nearest market they will have to visit to purchase the ration is 80 km away in Garur town,” said Khilap Singh Kunwar, head of Dak Ghat village in Lahul valley of Bageshwar district. |

NRIs to get voting rights
Dehradun, February 18 Stating this at a press conference, Chief Election Commissioner Radha Raturi said the NRIs who first get their names registered on the electoral rolls will now be able to vote according to the Registration of Electors (Amendment) Rules, 2011. “The voters will have to get their names registered at the place (residence) mentioned in their passport. Till now, no person could be on the voters' list if she/he was outside the country for more than six months at a stretch. But the news rules now allow
NRIs, who fulfil certain criteria, to vote in elections in India,” she said. She said the application could be submitted directly or sent by post. The process of verification will be carried out through Indian embassies located in different countries. |

360 students examined at health camp
Dehradun, February 18 A team from OPD, medical lab and physiotherapy participated in the health camp. The medical camp was conducted free of cost where about 360 students were examined by a team of 20 experts. The health camp was open for the public where the nearby residents also availed themselves of the facility of free checkup. A maximum number of students were examined for flu, cough and cold while others under went blood test and other tests. A team of CIMS College held a seminar with the aim of spreading health awareness among the students. |
