Over 42,000 cases remain pending in the Jammu bench of the state High Court while Chief Justice Aftab Hussain Saikia has decided 399 cases in the last nine months, according to an RTI query.

A tourist village is expected to come up near Srinagar airport for which land owned by the government would be provided to the Department of Tourism. The aim of the village is to let the tourists have a firsthand experience of Kashmiri heritage.

Police station turns coaching centre in Talwara

In order to improve police-public relations, the Jammu and Kashmir police has arranged free coaching/tuition for the poor and migrant children inside a police station building in Talwara. The officer proposed to impart tuitions to these children, without hampering the functionality of the police station.

Winter at its peak in Valley
After many years, winter in Kashmir has been at its peak, especially during the 40-day-long Chillai Kalaan that marks the major winter period. Chillai Kalaan begins on December 22 and is known for harsh weather conditions, making life tough for the people of Kashmir. Any snowfall during this period is regarded as a good omen for agriculture during the summer months. The two spells of snowfall, although moderate, coupled with sub-zero temperatures, since December end were welcomed even as it led to slippery surface on roads and shady pockets near houses or other structures.

PDP corners govt on price rise

Even as the NC and the BJP have locked horns on the issue of flag-hoisting at Lal Chowk in Srinagar on the Republic Day, the main opposition Peoples Democratic Party (PDP) has taken up the issues of price rise and scarcity of ration to strengthen its base in the new areas of Jammu.

After successfully organising a protest demonstration on January 4 in Jammu, the PDP held rallies at other districts headquarters on Wednesday in which the party mobilised a large number of people on the issue of price rise.

As most parts of the Jammu region have been confronting with the worst-ever scarcity of ration and the prices of essential commodities have been increasing with every passing day, the party has chosen these issues to strengthen its base in the areas where the PDP has only symbolic presence.

Keeping in view the frustration among the common masses due to the rising prices of essential commodities, the PDP during the past one month has been agitating on these issues.

Trilok Singh Bajwa, vice-president of the PDP, told The Tribune that the protest on Thursday was just a beginning as the party had decided to take to streets on the total breakdown of governance in the state.

“We will not allow this government to take anti-people steps,” he asserted and said future courses had been chalked out to mobilise people against the government. In February, he said, the PDP would take up the issues of price rise, scarcity of ration and unemployment at a bigger platform to take on the coalition government headed by the NC.

On Thursday, the PDP organised protest demonstrations in all district headquarters, except Jammu, against the “breakdown” of the governance in the state and the “failure” of the present regime to respond to the problems of the people.

The party leadership had deputed at least one senior leader at all district headquarters from Jammu to lead the workers.

Bajwa also criticised the BJP for supporting the government by raking up unnecessary issues like flag hoisting. “Such controversies provide the NC an opportunity to divert the attention of the people from basic issues,” he observed and regretted that instead of highlighting the issue of the failure of the governance on all fronts, the BJP had been concentrating on useless issues.

300-bed hospital in Anantnag by year-end

As much as Rs 59.50 crore is being spent on the construction of the 300-bed district hospital, Anantnag, out of which `11.20 crore has been spent so far and the work is expected to be completed by the end of this year.

This information was given to the Public Accounts Committee (PAC) for the Health Department headed by MLA AR Veeri, a former minister, during his recent inspection of the hospital complex yesterday, along with MLA, Mohammad Shafi Wani, to take stock of the pace of the construction work.

The chairman PAC was accompanied by Director Health Services, Mohammad Amin Wani, Deputy Director Health Services, Dr. Abdul Rashid, CMO, Anantnag, and Under Secretary, Assembly, Reyaz Ahmad Sheikh, an official spokesperson said.

During the inspection, the J&K Projects Construction Corporation (JKPCC) engineer informed the committee that `11.20 crore out of the `59.50 crore has been spent on the project so far and the work is smoothly going on. He assured the chairman that the first block with the facility of OPD, IPD of the four-storeyed building, comprising three blocks, would be handed over to Health Department in July this year.

He said due to technicalities, the project could not be completed yet. He further said the second block of the hospital would also be completed soon and added that this hospital would be one of the best among other district hospitals equipped with the latest medical equipments and other related facilities, including four lifts, besides X-Ray machines, seven general theatres, 20 ICU beds and heating systems.

Veeri, PDP MLA representing the Beijbehara constituency of Anantnag district in south Kashmir, expressed satisfaction over the construction work and directed executing agencies to speed up the work and complete the complex on a priority basis so that the people of the district and others get benefited by this hospital.

He also directed the executing agency to also make a provision for the construction of residential quarters for doctors and other paramedical staff.

Police-public meet on February 13

In continuation of developing relations with the public, the annual practice of organising “police-public mela” this year would be organised on February 13 at Police Sports Stadium, Gulshan Ground, here.

To conduct the meet, which is organised by the Jammu and Kashmir Police Wives Welfare Association every year, senior policemen under the chairmanship of DGP Kuldeep Khoda, held a meeting to discuss the arrangements.

Addressing the participants, Khoda said the event was organised by the association to generate resources for the welfare of jawans and families of police martyrs.

He added, “Various schemes have been introduced to benefit the wards of serving and deceased police personnel and this meet is also part of it”.

He stressed on the officers to identify more schemes for the welfare of jawans and their families.

He also directed them to make the fair more attractive by establishing public interest stalls there.

Various products from all three regions of the state would be made available at reasonable rates for sale to the public, he added.

A police spokesperson said the fair would be inaugurated on February 13 at 10 am and continued till 4 pm followed by raffle draw of many attractive prizes.

To attract the public, nearly 20 counters for the sale of raffle draw tickets would be set up at different locations from February 5. A painting competition among the wards of police personnel and entertainment for children would be other features of the event, he said, adding that tambola, Kashmiri embroidery, target shooting and rides would also be available.

This event has its special importance as all senior policemen come in civil dress and interact with the public.

Over 42,000 cases pending in J-K High Court

Over 42,000 cases remain pending in the Jammu bench of the state High Court while Chief Justice Aftab Hussain Saikia has decided 399 cases in the last nine months, according to an RTI query.

“A total of 399 cases have been decided by the present Chief Justice of the J&K High Court, Justice Saikia, ever since his joining the assignment (April 13, 2010),” the registrar (Judicial) High Court, Jammu, said in response to an RTI application filed by Prof SK Bhalla here.

In a seven-page enclosure, it said out of the 399 cases, Justice Saikia has decided 151 civil miscellaneous petitions, 34 caveats, 22 interim applications and 11 criminal revisions among others.

The other cases decided by the Chief Justice included 44 letters patent appeals service writs, 37 letters patent appeals, three arbitration matters and others, it said.

Of the 399 cases, 41 judgements have been approved for reporting and out of the 34 Division Bench Judgements, 23 have been authored by Saikia and the rest by other judges sitting with him, the report said.

Regarding the backlog of cases, the registrar Judicial said there was pendency of 42,346 cases - 40,676 (civil) and 1,670 (criminal) - in the Jammu bench of the state High Court as on December 31, 2010. — PTI

Srinagar to have tourist village

A tourist village is expected to come up near Srinagar airport for which land owned by the government would be provided to the Department of Tourism. The aim of the village is to let the tourists have a firsthand experience of Kashmiri heritage.

This was revealed at a meeting of senior officers presided over by Asgar Samoon, divisional commissioner, Kashmir, recently. The meeting was held to discuss various issues regarding the promotion of tourism and facilities for tourists and those involved in the tourism business.

The divisional commissioner, according to an official spokesman, underlined the need for maintaining coordination between the CRPF, police and tourism departments to avoid any inconvenience to the tourists at the airport. He asked tour and travel operators to extend cooperation to the airport authorities in this behalf.

Samoon instructed the SP, Airport, and the tourism director to initiate strict action against touts as they tend to harm the image of the tourism industry, particularly those connected with this trade.

The tourism director informed the meeting that Rs 49 crore had been proposed for development of Naagar Nagar in Shehr-i-Khaas. The project envisages renovation and development of the heritage of Kashmir in the area.

Those who attended the meeting included Meraj Ahmad Kakroo, district development commissioner, Srinagar; Farooq Ahmad Shah, tourism director; Capt. Raj Malik, director, Airport Authority, Srinagar; Abdul Rashid, SP Airport, Rouf Ahmad Tramboo, president, Travel Agents Association; Ghulam Rasool Siah, president, TASK; and Shameem Ahmad Shah, president, TAAI, JK Chapter.

Police station turns coaching centre in Talwara

In order to improve police-public relations, the Jammu and Kashmir police has arranged free coaching/tuition for the poor and migrant children inside a police station building in Talwara. The officer proposed to impart tuitions to these children, without hampering the functionality of the police station.

They also arranged coaching facilities with a view to grooming them to become respectable citizens of tomorrow. Abdul Rashid, Deputy Superintendent of Police of Jammu, said poor families could not afford to provide tuition to their children.

“We are focusing on police and public relations and our main effort is to reach out to the people of the poor sections of society. Talwara is a migrant colony as all people living here have been the victims of militancy. The condition of their children was very poor as they could not afford to go to school. Keeping this, the police took an initiative of teaching these poor children,” said Rashid.

People of the area have hailed this initiative and lauded the role of the Police Department.

“We are migrants and don't have enough money to afford tuitions, so the police told us to send our children here (police station) after school. They told us that they will teach our kids, will get them a good job and will make them learn things,” said Lal Maan. — ANI

The two spells of snowfall, although moderate, coupled with sub-zero temperatures, since December end were welcomed even as it led to slippery surface on roads and shady pockets near houses or other structures.

Meanwhile, elders have been missing the beauty and grandeur of snowfall during the past few decades. They miss the symmetry of icicles hanging down the sloping rooftops, which they had been witnessing since their childhood days.

The thatch rooftops have been replaced by tin roofs on which snow slopes down gradually soon after the accumulation takes place. Thus, there are no rows of icicles hanging down the rooftops. The scene in the open fields, however, remains the same (see photo), and the vast paddy fields without any growth in winter months give a traditional natural look.

Patients suffer at LD Hospital

There is no end to the woes of patients and their attendants at LD Hospital, the only maternity tertiary hospital in Srinagar. With minimum facilities at other hospitals in the city and across the Valley, LD Hospital witnesses a heavy rush of patients from distant and remote parts.

The situation is the same for many years now despite the fact that the government is aware of the scenario. The patients, whose number exceeds hospital’s capacity, are the worst affected. Most of times, two to three patients are allotted the same bed leading to pathetic conditions for the patients and their attendants, besides the hospital staff. Arguments, wordy duals and sometimes scuffles between attendants and the hospital staff for the lack of proper attention and facilities are a common feature.
