Cousin kidnaps,kills 10-yr boy
New Delhi, January 18 The victim, Chetan, was a student of class 4 at Rajkiya Sarvodaya Bal Vidyalaya in Kalyanpuri. Chetan had gone missing on January 3 from his house in Kalyanpuri and his father Banwari Lal had reported the matter to the police the next day. A missing persons compliant was initially lodged at the Kalyanpuri police station, but was later converted to kidnapping for ransom. According to information, Lal had refused to hand over the ransom money of Rs 40,000 to the kidnappers in Meerut. The kidnappers had asked him to leave the money on a ground and go. "Initially, the caller asked him to come to Anand Vihar ISBT where he was told over phone to go to Meerut. When he reached Nauchandi Grounds in Meerut, he received a call asking to leave the money bag on the ground. However, Lal refused to do so and demanded that his son be set free first. He returned home without paying," a senior police official said, adding that Lal kept the police in the dark and did not tell that he was negotiating with the kidnappers and had gone to give them money. Investigation in the matter led the police to Devi Ram, victim's cousin, who had a financial dispute with the family. According to information, Ram had confessed to the crime and told the police that he had killed and buried Chetan in Meerut two days after they kidnapped him. "Ram used to come to his house in Kalyanpuri to avoid suspicion. A police team from Delhi went to Meerut today morning and recovered Chetan's body," said the police official, adding that the police is looking for two accomplices of Ram. |

New Delhi, January 18 "The body was found floating in a drain near Kishanganj railway tracks. The girl's umbilical cord is intact and she was probably a day old. We are investigating the matter and have contacted the local doctors for any information," said a police official from the Sarai Rohilla police station, adding that the body had been kept at the Sabzi Mandi mortuary for the conduct of postmortem. |
29 kids rescued from 8 factories
New Delhi, January 18 Most of these children, between 8-14 years of age, are from Bihar's Madhubani and Muzaffarpur districts. They were brought to the Capital in lure of better life and opportunities. They fell prey to middlemen, who in exchange of some paltry sum of money, forced them to stay and work in heart-rending conditions. According to the children, they toiled for hours at the ill-ventilated cap and bag-making units and leather and plaster factories. They got only Rs 50 for a week's work. Due to the unhygienic working conditions, some of the children have developed skin diseases, but no medication was given to them. Instead, they were forced to work and were even threatened by their employers. "My parents had borrowed some money from an uncle. But since my parents are poor, they could not repay the debt. So, I was brought to Delhi to work and repay the debt of my parents. I have been working here for the past seven months. Whenever I asked my employer about going home, he beat me up said who would repay my father's debt. But I am very happy to be released. Now, I can go home and meet my parents," said eight-year-old Irfan (name changed), one of the rescued children. SDM Bharadwaj, who headed the raid, said the employers of the children would be prosecuted and the rescued kids would be rehabilitated. Five factory owners and mangers were arrested in the raid. They will have to pay Rs 20,000 to the children under the Child Labour (Prohibition and Regulation) Act, 1986, said labour department officials. |
Kidnapped boy rescued, two held
New Delhi, January 18 The case relates to the Bhanjanpura police station in north-east Delhi. According to the police, Shabbir Azam, along with his friend Abid Khan, kidnapped Babbar Ali, a resident of North Ghonda, on Sunday afternoon, but the duo was arrested and the boy recovered the same evening. In his statement to the police, Shabbir told that he had a debt of Rs 80,000 and planned to repay the money by ransom amount. "He took a loan of Rs 50,000 on a very high interest rate and invested it in the share market to earn quick money. However, he suffered losses and was under tremendous pressure to return the debt which rose to Rs 80,000," said DCP (north east) SK Jain, adding that, the accused has initially planned to kidnap his own two-year-old niece but changed the plan as his grandfather took her to her parents' house. According to Jain, the police solved the case within six hours after receiving the information of Babar going missing from his residence on Sunday around 1 pm. At around 4 pm the boy's father received a ransom call of Rs 2 lakh which was raised further in the next ransom call around 6 pm. During investigation, the police got a major breakthrough when a neighbour told the police that he was present near the house and he saw Abid, a tea stall owner, calling the victim from his house. "Abid was missing from the tea stall since noon yesterday. During his questioning name of Shabbir, who is well-known to Abid, also came up where upon he too was interrogated. However, he had made several contradictory statements and suggestions. It appeared that he was trying to create an alibi to avoid his presence in the area," said the DCP, adding that, the duo broke under sustained interrogation and confessed to the crime. The boy was recovered from a house in the same locality. |
DTC bus crushes man
New Delhi, January 18 Paswan worked as a parking attendant and lived with his friends. He was on his way to home when the accident took place around 9 pm. A 23-year-old bus conductor allegedly lost his balance and was crushed to death under the wheels of his Blueline bus in Peeragarhi, today afternoon. According to the police, the incident was reported around 2.30 pm from near Peeragarhi Chowk and the victim has been identified as Kanhiya. Kanhaiya worked as a conductor on a Blueline bus running on route number 236 (between Anand Vihar and Nangloi). "He had gotten off the bus to give allow passengers to board the already jam-packed vehicle when the bus suddenly started moving. Unable to maintain balance, Kanhaiya fell on the road and was crushed below the vehicle's rear wheels. He was rushed to the Deen Dayal Upadhyay Hospital where he was declared brought dead," said a police official, adding that the driver managed to flee the spot and is on the run. |
10 service stations demolished in Faridabad
Faridabad, January 18 In reaction, the owners of the service stations orchestrated mobilisation of public and effected blockade of the road for more than two hours. The agitators raised slogans against Minister of Haryana and local MLA Shivcharan Lal Sharma. The service stations couple of years back were allowed to come up as per agreement between the owners and the MCF with the condition that the agreement would be subject to annual review. As per the agreement, the owners were paying rent. The MCF, however, did not renew the agreement and had stopped collecting rents from the owners. The general public is, however, see the demolition as a public development as the business in the service stations was acting as nuisance for the residents of the area. Also, the owners had allegedly encroached on larger areas of land for their business operations. Although the general public gives thumb up to the demolitions, it is bemused at the policy of the MCF for allowing the service stations to come up at the first place. This is another example which illustrates that the government machinery first allows constructions to come up and then later cracks the whip. The officials get transferred, and literally there is no one to be made accountable for the decisions of the departments. In matter like setting up unauthorised constructions, the sharks and mafia take advantage of it and move the court and procure stay order against demolitions or temporary relief. And, the racket goes on defiling the scene beauty of the city and lowering its environmental standards. |
CAG audit in Harkrishan school fund scam sought
New Delhi, January 18 In the memorandum it stated that the probe should focus on charges that the GHPS was refusing to pay salaries to its teachers and staff according to the recommendations of the Sixth Pay Commission. Teachers and staff members have been protesting against the alleged violation, but a combination of the Delhi Gurdwara management politics was understood to be behind the GHPS not paying the staff. Three schools that the CAG has reportedly short-listed for an audit are the tip of an iceberg. The GHP schools are being choked-off by the strong hold of a nexus of realtor-publisher mafias and chairpersons, says the memorandum. The memorandum further states that the school funds are being drained into fictitious real-estate firms. There is a big textbooks fraud. Relatives of the Delhi Sikh Gurdwara Management Committee (DSGMC) members become publishers overnight and start selling low-standard books on high prices in these schools. The SAD demands that the investigators should probe underpayments to the staff. There is over-employment, as persons in power appoint their relatives . "What matters is who's able to grease palms and who is close to these often uneducated small-time members given powers to the run schools," the memo says. |

DPCC opposes levying house tax on poor
New Delhi, January 18 The members also expressed their displeasure at the MCD notice for house tax on unauthorised colonies. The Lt Governor patiently heard the views of the DPCC delegation, immediately directed the MCD not to send such notices and also told it to withdraw the house tax notice already issued to residents of unauthorised colonies, a press release said. He felt that the MCD had no right to charge house tax from unauthorised colonies without providing them with basic amenities and directed the MCD Commissioner present at the meeting to immediately withdraw the house tax notice issued to unauthorised colonies. Stem cell treatment prevents amputation
New Delhi, January 18 Apart from being a severe diabetic and chain-smoker, the patient had a failed angioplasty and a bypass done on his left leg which had got completely blocked, Asian Institute of Medical Sciences said in a statement here today. After a failed bypass and failed angioplasty, his left leg had got completely blocked and the patient was advised amputation above the knee. Dr. Mukesh Goel, chief cardiac surgeon, cardio-thoracic vascular unit, Asian Institute of Medical Sciences, said patients like Dass with critical blocks in leg vessels and impending gangrene of the leg cannot undergo bypass procedure or angioplasty, as they had been through the procedure once and it had failed or did not have bypassable vessels." Goel said Dass had no option but to undergo a major amputation. So the doctors decided to go for stem cell therapy and there are 75 per cent chances of a positive result as the patient is on the road to recovery. Though a minor amputation could still be carried out, he said. When the stem cell treatment showed initial results, doctors reversed their decision to amputate the patient's limb. The angiogram showed growth of several new small blood vessels, said Goel. In patients with critical limb ischemia, severe obstruction of arteries decreases blood flow to the hands, feet and legs,causing severe pain, skin ulcers or sores. Patients, like Dass did, could also develop gangrene and the most common reasons for such diseases are hypertension, high cholesterol, smoking and diabetes, besides traumatic injuries. Patients who are diabetic and also smoke tend to suffer from blockages in leg arteries. Many of these cannot undergo bypass or angioplasty of leg arteries as either they were tried earlier and failed or they have such severe disease that conventional therapy is not possible. These patients end up with a major amputation. Stem cell therapy is now gaining popularity in these patients as more than three fourth patients do not need amputation, Goel said Stem cell therapy is being applied now in many areas of the body where all conventional surgical or medical therapies have failed, Goel said. |
Bus carrying Nithari killer Koli rams vehicle
Ghaziabad, January 18 No one was injured in the accident. The bus, carrying Dasna jail prisoners to Ghaziabad civil court, rammed into an Uttar Pradesh Roadways bus when it took a sharp turn on National Highway-24 from Branch Road at Dasna. The accident occurred around 10.45 am. "We were taking Koli to the CBI (Central Bureau of Investigation) court in the cases relating to the murders of two girls-- Max and Harsh," inspector N.P. MCD against govt proposal on streetlight bills
New Delhi, January 18 At present, the local councilor of the area does the verification of the payment of the bills. The Delhi government in its recent cabinet meeting decided to appoint a private company for the job taking away the role of local councilor. The municipal councilors rejected the proposal saying that in the areas falling under its jurisdiction, the councilor should have the right to approve the bill as the payment would be done by the MCD. "Only the councilor can check whether the streetlights in his area have been working properly or not and therefore, the payment can be approved by him only," said one of the BJP councilors. The meeting of standing committee also held discussion on the development of unauthorised colonies in the city. On another decision taken by the state government to impose development charges on the residents of the unauthorised colonies for carrying out developmental activities, the councilors decided to forward an appeal to the government to keep the charges at the minimum. "The government should not take any such amount from the people residing in unauthorised colonies at first place, but even if it charge, it has to be minimal amount considering the financial status of the people living in such colonies," said one of the Congress councilors. They said that people would avoid paying huge charges which will again create hindrance in the development of the unauthorised areas |

Choudhary from PVVNL said, "Online payment system was launched by PVVNL on Sunday. But when consumers opened the site, they witnessed some problems. We received several complaints from our consumers, saying that when they opened the Delhi Vidyut Nigam site from the PVVNL site, they got porn pages." "There was, however, no problem with the payment system of PVVNL. Today, we have removed the Delhi Vidyut Board address from the site. Thereafter, no complaint came. This could be the work of a hacker, but it has nothing to do with our website," said Choudhary. "In the related websites option of our site, we have links of around 30 related websites like that of ministry of power, Maharashtra State Electricity Board, Tamil Nadu Electricity Board, Delhi Vidyut Board and others," said Choudhary. "Cyber users say they quite often face this problem. Porn pages just pop out when we open a site. It continues for an hour or so. Sports policy for MCD schools to push talent
New Delhi, January 18 According to the new policy, facilities for games like judo, badminton and chess etc will be made available in the municipal schools to give impetus to sports talent of the children. The chairman of the sports committee, Ajit Singh Tokas, while presenting the proposal at a meeting of the standing committee, said many students of municipal schools have talent and they could be groomed to produce national players. He said students of municipal school face difficulties in arranging finances due to which they remain deprived of sports facilities even if they have the right talent. He proposed that every school should have a sports department which will provide sports equipment to the students. Also, school-level competitions should be held to motivate students, he said. "Encouraging sports activities in municipal schools will not only give a platform to the talented students, but will also help them in remaining fit. In foreign countries also, training of sportspersons starts at the time of schooling," said Tokas. Apart from regular training, ten students would be selected from each school on the basis of their performance in inter-schools events and would be trained under professional guidance. They would be awarded Rs 1,000 as sports scholarship. These students would be assisted in participating at national and international-level competitions, he said. The proposal was unanimously passed by the standing committee and has been forwarded to the House for approval. The councillors also raised the matter of unhygienic and poor-quality mid-day meal being served in various MCD schools. BJP councillors said students often complained about the poor quality of the food. On this, municipal commissioner K.S. Mehra said fresh tenders were to be invited for the mid-day meal in a few months and the complaints would be addressed. Colonies Development charges issue discussed
New Delhi, January 18 At present, the Delhi government has submitted a list of only 733 unauthorised colonies to the Municipal Corporation of Delhi (MCD) for formulating a development plan, though there are 1,639 such colonies in Delhi. Though the Delhi cabinet met yesterday, it could not approve the proposal for levying development charges on unauthorized colonies. The plan will now be discussed by a committee constituted yesterday by the Chief Minister. A meeting of senior officials of the urban development ministry also took place today to discuss the issue. As there are differences among ministers and officials over the rate of charges proposed at the cabinet meeting yesterday, the issue was discussed at the meeting, sources said. Social welfare minister Mangat Ram Singhal, public works minister Raj Kumar Chauhan and education minister Arvinder Singh Lovely are the ones who differ on the issue. Sources further said the issue might be tabled for final discussion at the next cabinet meeting. |

"Delhi saw the mercury slide down substantially overnight as the minimum temperature was recorded at 4.4 degree Celsius, 3 degrees below yesterday's minimum of 7.5 degrees," said a meteorological department official. Bail plea of tainted IAS officer adjourned
New Delhi, January 18 Justice Hema Kohli adjourned the matter after hearing arguments from defence counsel K.T.S Tusli. The special cell of the Delhi police is yet to file a chargesheet in the case. "There is no allegation against my client and the police was unable to prove charges against Singh under the Prevention of Corruption Act," said Tulsi. The special cell is likely to file a chargesheet in the Tis Hazari courts by January 23, when Singh will complete 60 days in judicial custody. Singh, who was working as director (internal security) in the home ministry, and Vineet Kumar, chief of Kolkata-based Temptation Food Pvt Ltd who was allegedly acting as a middleman for him, were arrested on November 23. The IAS officer looked after a division that among other things handled the row over BlackBerry. Kumar allegedly paid the lodging expenses at a guesthouse for Singh, who had moved from Kolkata. Singh also allegedly used a car provided by Kumar. "Being a good friend, he just informed Kumar and no file related to the Kolkata-based Temptation Company was pending with the MHA (ministry of home affairs)," said Tulsi. A case was registered against Singh and Kumar under various provisions of the Prevention of Corruption Act and the Indian Penal Code dealing with criminal conspiracy and destruction of evidence. -- IANS |
Court allows girl to live with married man
New Delhi, January 18 "May be the path in the eyes of her parents is not correct but still she can not be harassed because she ran away from her parents' house and started living with a married man," said justice Dhingra. The court told to the parents of the girl that "You cannot choose her path". The court was hearing a petition filed by Jyoti Sharma (name changed) and Aroop Yadav, with whom she was living. She had sought protection from her parents as she had started living with a married man in east Delhi, contrary to the wishes of her parents. Nod to east-west Delhi corridor
New Delhi, January 18 The sources said a private consultant, who was appointed to make a detailed study on the project, recommended the department concerned to make a portion of the proposed corridor elevated. He also recommended that the Bus Rapid Transport model should be replicated on it while using some of the existing roads. In 2009, the government had wanted to make it a fully elevated road from National Highway-24 near Akshardham Temple to Ravi Dass Park locality in west Delhi and the cost was estimated to be around Rs 1,000 crore. The cost now has come down as only 9.5 km of the stretch would be elevated. The project could be commissioned due to objections raised by the Delhi Urban Art Commission and the traffic police. Now, the corridor would be elevated from New Delhi Railway Station to Ravi Dass Park in west Delhi. It will improve traffic flow on overcrowded roads such as Vikas Marg, National Highway-24, Bahadur Shah Zafar Marg and Deen Dayal Upadhyaya Marg. |
