Cong councillors to gherao Commissioner
Jalandhar, January 5 The Congress councillors, in a press conference this evening, said they wanted the MC Commissioner’s reply on their allegations of having conducted elections to the Finance and Contracts Committee yesterday in the House in an undemocratic manner. The councillors, led by their leader Jagdish Raja, said they wanted Commissioner Viney Bublani to give his take on various corruption complaints being made by them. Raja, accompanied by councillors Rajinder Beri, Kuljit Babbi, Jaswinder Billa, Balraj Thakur and others, levelled charges of corruption in various matters on various MC officials, including the Commissioner, Joint Commissioner Rahul Gupta and Mayor Rakesh Rathour. Listing out various allegations, they said, “The contract for the maintenance of toilets has been handed over to Sulabh without giving out any tenders. A decision has been taken to dole out 50 per cent of the amount in advance, which again goes against rules. Further, Rs 36 lakh are being spent on repair of toilets, which have hardly been used.” The councillors even levelled charges against the officials for using tiles for road relaying instead of concrete to benefit a Mani Majra-based company owner. “We do not understand their preference for use of tiles when it is an open fact that roads made of concrete prove to be more durable, cheaper and comfortable for drivers,” they said. They said they smelt a rat in the delay in the renovation of Nehru Garden. “We feel that the project is being deliberately delayed for these officials perhaps want to sell of this prime land worth hundreds of crores of rupees,” they showed suspicion. They pointed out to a resolution in the House as per which the prime lands of the MC in Model Town and Nehru Garden were being transferred to the government-owned Punjab Municipal Infrastructure Development Company. The Congress councillors also showed strong resentment against the proposal of the officials to make an advance payment of Rs 1 crore to the contractor for renovation of Nehru Garden. “We instead demand blacklisting of such a contractor. Even the CVO has asked the MC to get the rates of the contract reduced,” they said. Councillor Jagdish Raja said, “While we will wait for the response of the Commissioner and party orders on proceeding with the corruption matters, we have made up mind to knock the doors of the court against the decision to appoint one RSS worker Vipan Kumar on deputation from Citizen Urban Cooperative Bank with the MC, Jalandhar, against rules. When we have sufficient staff available with us, there is no point in going ahead with such an appointment.” During yesterday’s House meeting, the opposition councillors raised slogans against the Mayor. They even grabbed the mikes of Mayor and Commissioner. They had rued that democratic procedure was not followed and their candidate Jaswinder Billa was not allowed to even contest. “The BJP-SAD leaders just proposed the name of councillors Kamal Joti and Ravi Mahendru for the second tenure and declared them elected. They should have at least allowed the second candidate a chance. There was every possibility for him to have polled more votes,” they said. Even during the zero hour, the opposition leaders cried foul saying that their wards were being neglected and discriminated against due to political ill-will. They rued that their projects sanctioned since long were being delayed for undue reasons. Some councillors even complained that the officers had deliberately misplaced the files related to the works in their areas. Congress councillor Nirmal Singh Nima claimed that most works in his ward had been left incomplete. “The work to start two tubewells has been lying pending for a long time in my area with residents reeling under shortage of water,” he raised his voice. Councillor Surinder Kaur complained of poor streetlight provisions in her area. Balraj Thakur lodged his protest against slow pace of work related to the laying of sewage in the Mithapur road area. As the councillors of the ruling party continued to pass all resolutions after the walkout, they claimed that since 36 of 60 members had seconded the names of Finance and Contracts Committee representatives, nothing unfair had taken place. |
Rain Baseras: Administration ‘overlooking’ SC orders
Jalandhar, January 4 Coming down heavily on the government’s indifference to the plight of the poor who are left to rough it out in the biting cold, the Supreme Court, in a recent judgment, asked state government to provide information on how many persons availed the ‘rain basera’ facilities free of cost or at very nominal rates. In its judgment, the apex court specifically asked the state government to seek the help of government media like radio and Doordarshan and other mass media to inform the shelter-less about such facilities. The poor and homeless are at the receiving end in the ongoing cold wave due to the lack of proper arrangements by the authorities, forcing them to spend nights in the open. It’s a common sight to see them huddled around bonfires, trying to keep themselves warm. Deputy Commissioner Priyank Bharti said though they got to know about the Supreme Court ruling, the order does not mention any specific modalities of funding by the states. “The Chief Secretary would be holding a meeting of all Deputy Commissioners at Chandigarh tomorrow and most likely, this issue would be taken up,” he added. However, he said he had asked some local NGOs to come forward with assistance in the form of blankets and dry wood for the destitute, in the freezing cold weather. “I have even directed the District Red Cross authorities to visit different areas of the city twice a day, in the morning and evening, to provide help to the poor,” he added. |
62 employees found absent from duty
Jalandhar, January 6 Sandhu said he submitted a report to Deputy Commissioner Priyank Bharti recommending stern action against the truant employees. The SDM said teams of tehsildars, naib tehsildars and other officers were being created to ensure 100 per cent attendance of employees in government offices. Sandhu said surprise checks would not only be conducted on government offices located in the urban areas, but also on offices in the rural areas. The SDM issued a warning to all government employees, especially whose offices fall under his jurisdiction, to remain present at their respective offices from 9 am to 5 pm. Meanwhile, some employees of various departments said due to extreme cold conditions in the weather, they might get late by some minutes to reach office. They said they should also be provided heaters to keep themselves warm at their offices as various officials had been provided the same.

And the society is committed to fulfilling his dream and vision,” he added. The tournament during these years had seen the best Olympians, national and international players in action on the turf.
