Man held for killing daughter in Jind

In yet another case of “honour” killing, a person has been arrested in connection with the murder of his 19-year-old daughter at Jamni village in the district. The victim had died about two months back and the body had been cremated by the kin after the police had registered a case of death by accident in her house.

Agitating farmers of Gorakhpur, who had blocked the national highway for over 24 hours by placing the body of farmer Bhagu Ram on the road, finally relented today afternoon and agreed to cremate the body. Bhagu Ram was taken ill while sitting on dharna with others to save their land from acquisition for the nuclear power plant at Gorakhpur on Tuesday. He died on Thursday.

The farmers had blocked the national highway yesterday by placing his body on the road and the opposition parties, including the INLD, the HJC, the BJP and the CPM, had come in support of the protesters.

The protesters had been demanding annulment of the notification under Section 4 of the Land Acquisition Act, Rs 20 lakh as relief, status of martyr for Bhagu Ram and job for his two sons.

President of the Kisan Sangharsh Samiti Hans Raj Siwach announced the farmers’ decision to lift the blockade after DC Vijay Singh Dahiya’s assurance on some of their demands.

The situation had aggravated in the morning after the villagers blocked traffic at Gorakhpur and smashed windowpanes of a Haryana Roadways bus after asking its passengers to get down. The villagers would have torched the bus, but the police intervened timely. The protesters also forced closure of all schools in the village. Later, the villagers assembled at the blockade site on the national highway.

However, the authorities were able to diffuse the situation. Some local leaders of the INLD also helped the authorities in it.

Dahiya reached the dharna site with SP Vivek Sharma, ADC Ashok Meena, SDM JK Abhir and District Revenue Officer Ram Singh Bishnoi and assured suitable monetary relief for the family of the victim and a job for one of his dependents.

Dahiya said the issue of land acquisition was still at a premature stage and a decision on the objections filed by the farmers against the notification was still to be taken.

He also assured the farmers that he would prepare a case of providing the status of martyr to Bhagu Ram, if his case conformed to the parameters set up in this regard.

Agreeing to lift the blockade, Siwach, however, maintained that their 139-day-old dharna against the proposed acquisition would continue as usual.

Former parliamentary secretary Dura Ram of the Congress, former MLAs Nishan Singh and Swatantar Bala Chaudhary of the INLD, Subhash Barala of the BJP, Rajinder Chaudhary and Nihal Singh Matana of the HJC and Krishan Swaroop Gorakhpuria of the CPM attended the cremation of Bhagu Ram in Gorakhpur village.

Two kids sustained bullet injuries in a shootout incident that took place in the house of municipal councillor Maman Chand (ward No. 22) in the wee hours today. According to reports, two masked youth barged into the house of Maman Chand in Halu mohalla area and enquired from Maman Chand’s wife Punam about the councillor who was away to Gurgaon since yesterday. The youth reportedly took out knives during the altercation. In the meantime, the wife of councillor managed to get her revolver but the youths overpowered her and took her revolver.

Maman Chand's two kids, including a girl child (aged between 2-3 years), identified as Sachin (3) and Binni (2) were present in the room and the youths fired at them. The duo sustained bullet injuries and the assailants managed to escape with the revolver. The kids were admitted to the civil hospital but the doctors referred them to medical college Rohtak.

The police was informed immediately and investigation was going on. DSP Ram Avtar said the entire area had been cordoned off to nab the culprits. However, the police has failed to arrest or identify the assailants so far. Entire markets falling under ward No. 22 remained closed today in protest against the incident.

Meanwhile, Ajay Chautala, INLD general secretary, said today that the law and order situation had deteriorated in the present regime.

He said the anti-social elements were fearless and criminals were threatening traders for extortion even from the jails. He said a trader, Rajender Gupta of Haily Mandi, was burnt alive by criminals for not paying “monthly” to them few days ago and the INLD workers had to sit on dharna for submitting a complaint to the Police Commissioner. In another incident, chemist brothers of Bhiwani were threatened on pistol point for ransom three days ago in Bhiwani. He said the criminal activities showed that the police was hand in gloves with criminals.

Hooda govt responsible for farmer’s death, says Chautala

The Indian National Lok Dal today blamed the Congress government in the state for being indifferent to the cause of the farmers of the state and held it responsible for the death of a farmer, Bhagu Ram, who was on strike to oppose the land acquisition in Fatehabad district.

“The farmer died because no one in the government bothered about the protest. After 139 days of strike and even after his death, the government has failed to act. Contrary to its claims of being pro-farmer in approach, the government continues to acquire productive land, snatching their source of income,” said Om Prakash Chautala, INLD supremo and Leader of the Opposition in the Assembly. He was addressing a press conference here today.

Terming the tenure of the Congress rule in the state as a “term of scams”, Chautala added that the government had acquired land from farmers for a pittance and sold it to private parties, who in turn were making a fortune by selling it further.

“The SEZs are yet to take off and employment opportunities promised by the government are yet to fructify,” he stated.

Chautala came down heavily on the Haryana’s new industrial policy, which opens the door to the private sector under the PPP model. “Keeping in sync with their past record, the government has made its intention clear to acquire and hand over the precious land of the farmers to realtors and builders,” he alleged.

He added that the Haryana Land Acquisition policy was being lauded by the Centre because a relative of the Congress high command had been obliged by the government.

Criticising the government for failing to control the crime rate in the state, Chautala said extortion and kidnappings had become a routine affair. “We made a few mistakes in dealing with the crime situation, but the Congress is doing nothing at all,” he said.

University teachers to hold protest on January 7

The Federation of Haryana University Teachers Association (FEDHUTA), an organisation of university teachers’ associations of all universities of the state, has decided to hold protest demonstrations in front of the offices of the Vice Chancellors of their respective universities on January 7, in case their grievances were not redressed by then.

Dr Parmesh Kumar, general secretary of the FEDHUTA, alleged that despite so many appeals, reminders and memorandums to the Chief Minister, the Education Minister, the Education Secretary, the Commissioner, higher education, and the Vice Chancellors of various universities of the state, the authorities were bent upon forcing the teachers of higher education to agitate.

He said the state government came out with three different notifications for implementation of the Sixth Pay Commission recommendations for the university and college teachers in the state, but not as per UGC/ MHRD notification.

The notifications were incomplete and had left many issues unaddressed, he added. The university teachers had launched a statewide agitation for implementation of the Sixth Pay Commission recommendations in toto in September 2009.

The agitation was later withdrawn on the assurance given by Chief Minister Bhupinder Singh Hooda to the representatives of all teachers’ associations of the state.

He had assured that a comprehensive notification regarding revised pay scales for the university and college teachers would be issued at the earliest.

However, even after the time limit of December 31 given by the FEDHUTA for the release of a comprehensive notification in its meeting held on December 5, 2010, the state government did not pay heed to the same.

Dr Kumar said the inordinate delay was causing a lot of resentment among the teaching community of the state. He said the promotions of the teachers in the state were kept in abeyance after January 2009 leading to a standstill in the career of teachers.

“Several other crucial issues like advance increments for MPhil, PhD, MTech and M Pharma at the entry-level pay of directly recruited teachers and equivalent cadre recruited on or after January 1, 2006, are hanging fire for want of notification,” he added.

Similarly, the issue of minimum grade of Rs 23,890 for readers, a scale not below Rs 43,000 for professors, re-designation of readers and lecturers in the selection grade after three years of service as associate professors and enhancement in the retirement age to that of 65 years as per the UGC and MHRD notifications were also unaddressed.

He said as per the call given by the FEDHUTA, the teachers of all universities in the state would hold protest demonstrations on January 7.

He urged the government that it was high time for it to take the matter seriously and issue a comprehensive notification at the earliest so as not to vitiate academic atmosphere of the state.

Honour Killing

In yet another case of “honour” killing, a person has been arrested in connection with the murder of his 19-year-old daughter at Jamni village in the district. The victim had died about two months back and the body had been cremated by the kin after the police had registered a case of death by accident in her house.

The deceased was a student of undergraduate course at the local government college here.

“The victim, identified as Neelam (19), was allegedly strangulated to death by her father Tej Singh on October 26 last at her house while she was talking on her mobile phone on the first floor of her house. The other members of the family had gone to their field at that time.

He had suspected her of having an affair and had been upset with her habit of having long conversations on phone, said the police sources. Earlier, the police had registered a case of death by an accident after it was told that the girl had died of electrocution, which took place due to handling of an electrical equipment.

A cable connecting a tape recorder had been found on her bed where the body was found and the police was informed that she could have died of electrocution.

Though the body was handed over to the family after the post- mortem, the police reviewed the report in detail and found that the victim had died of strangulation and not electrocution and investigated the matter again. This led the police to find that it was the father of the girl who had allegedly strangulated her and then allegedly concocted a story to hide the main reason, said a police official.

It is reported that the accused had abused and thrashed her up a few days before her death over her habit of talking for long on the phone. She had demanded a new mobile phone handset for her a few days back.

The father got annoyed and lost his cool on October 26 when she failed to respond to a call made by him and in a fist of fury he stuffed a pillow on to her mouth and “murdered” her.

While the neighbours were told that the girl had died due to electrocution, the body was taken to the civil hospital for post-mortem to make them believe that she had died of an accident. But the post- mortem report led to revelation of the truth and the main cause of the death, the police added.

Tej Singh has been arrested and remanded in judicial custody after registration of a case of murder.

Don’t buy plots in illegal housing colonies, warns govt

The menace of carving out residential colonies illegally seems to have taken alarming proportions in the hometown of the Chief Minister with the district authorities issuing an advisory, asking the residents not to buy residential plots in such colonies.

Several areas and localities have been notified which have been declared “unacceptable” as residential areas in and around the city.

The localities listed by the administration include land with Khasra no. 7668, 7669, 7670,7672, 7676,7680,7686 located opposite the milk plant on the Gohana road, khasra no. 24/4, 5,6,7,9,11 ,12, 13, 14,15, 16, 17 ,18,19,20 21, 22,23, 24 and 25, khasra no. 10/25.24/2,24/3,25/4/2,4/3,7/5,,1/1,6/1, 5/1/2,3,9/2/2,9/1,11/2, 12 to 18,19, 20,23/1 near the stadium.

The area near Kanheli village adjacent to the Old Housing Board Colony, places near Rathi Hospital and the petrol station near the Jind bypass chowk, khasra no. 20 and 51 on the Bhiwani road and colonies being developed near or on the khasras identified as 249/5,5,6,14,15,16,17, 250/1,2,3/1,3/2,8,9,10,11,12,19 and 20 near Gadi-Bohar village have been declared as illegal.

Several colonies are being developed near Baliyana, Singhpura and Sunarian villages and areas near Dataur village, the Gizhi road and Sir Chottu Ram Memorial on the outskirts of Sampla town.

Several areas near the ITI , Bawri and the Hisar road near Meham town, Kalanaur, and the Bhiwani road have been declared unauthorised for the purpose of residential colonies. Several private builders and property dealers had carved out colonies without the prior permission of the authorities. “Involvement of officials and employees of the department concerned cannot be ruled out,” said sources.

A majority of unauthorised colonies lack basic civic amenities, including metalled roads and sewerage connections.

Man thrashes teacher wife again

A teacher of Government Primary School at Kandela village here, who was allegedly beaten up by her husband Sushil Kumar, also a teacher in the same school, on Thursday, was again thrashed by her husband here today. She received minor injuries in the incident.

The incident took place when the victim, Sushila, had come to collect her relieve orders from the school after she was transferred on Friday. A complaint has been lodged with the police, but no arrest has been made so far.

The couple reportedly had estranged relations for the past some time and were living separately. A couple of days ago, Sushila was allegedly thrashed be her husband in the school classroom.

The school authorities, taking cognisance of the matter, ordered the transfer of the victim to a primary school at Ashrafgarh village in the district. The victim had reportedly come to the school in connection with her transfer, when the incident took place again.

The victim was allegedly hit on her face. Though the school officials claimed that they were not present during the clash today, the school staff rushed Sushila to a nearby Primary Health Centre.

While she has been residing at a relative’s place for the past six months, her husband is a resident of the Joginder Nagar locality here.

A kin of the victim said had the police taken action on the complaint on Thursday, the incident would not have repeated today.

However, the police officials claimed that they had been following the matter carefully as it was a domestic issue and wanted to get it solved amicably.

Sushila had applied for transfer several months ago due to the estranged relationship with her husband, but the department did not consider it and had been delaying the matter unnecessarily till it took a violent turn on Thursday.

The department had issued her transfer order yesterday and she was due to join there today, claimed sources in the school.

Six booked for raping student

Narnaul, January 1
Six persons have been booked for raping a management student from Rajasthan in Narnaul, the police said today. Investigations were in progress and arrests would be made soon, said investigating officer Ramesh Kumar, who is the Station House Officer of the Narnaul city police station.

The victim, according to the police, is an MBA (Masters in Business Administration) student from Jaipur in Rajasthan and had come here to market products of a company with which she had been working part-time.

She had on Thursday checked into a hotel in Narnaul. The victim was allegedly raped by six persons after one of the accused, Mir Singh, called her to a market here on Thursday to show the products.

In her complaint to the police yesterday, the victim alleged that she was served tea by one of the accused, following which she fell unconscious. When she regained consciousness, she realised that she had been sexually assaulted.

“We have registered a case of rape against six persons and further investigations are on,” said Narnaul district police chief Maharaj Singh. — IANS

HSIIDC to develop 12 new industrial estates, IMTs

The Haryana State Industrial and Infrastructure Development Corporation (HSIIDC) will develop Industrial Estates (IE) and IMTs at 12 new places in the state over 14,702 acres to facilitate development and growth of industry in the state.

A spokesman for the HSIIDC said here today that the new IEs and IMTs to be developed included Bawal Growth Centre Phase-IV over 679 acres, Rai IE, Sector 39, over 379 acres, Manakpur Phase-II over 259 acres, Roz-Ka-Meo IMT over 1,506 acres, Dharuhera Phase-I and II over 494 acres, Manesar Phase-V over 952 acres and Manesar IMT Phase-VI over 3,325 acres, Barwala Phase-II over 568 acres, Rohtak IMT Phase-III over 964 acres, Kharkhauda IMT over 3,364 acres, Ambala IMT over 1,850 acres, Kaithal IE over 200 acres and Panchkula Technology Park, Phase-II over 162 acres.

He said the HSIIDC had framed its own internal set of guidelines for the management of industrial estates, prescribed the terms and conditions for allotment, transfer, leasing, resumption of plots and all other related processes and procedures to be followed by the development agency and allottees of the plots under the news Industrial Policy announced by the state government. These internal guidelines were referred as the Estate Management Procedures (EMP).

The last set of such guidelines containing the terms and conditions of allotment and processing of subsequent requests were prescribed in the EMP-2005. Now, the HSIIDC had revised and approved the new guidelines, which have come into operation from today.

These would be referred to as “EMP-2011”. The provisions of EMP-2011 would be applicable to all industrial plots allotted on or after January 1, 2011.

Man shot dead

Rakesh Yadav (32), elder son of Raghuvir Singh Yadav, president of the Rewari District Bar Association, was shot dead by three armed miscreants near Sahibi Barrage, Dharuhera, late last night.

The miscreants also looted cash, mobile phones and gold ring from Rakesh and his two associates - Rajiv Jain, a resident of Rewari city and Chander Shekhar, a resident of the nearby Bharawas village, who were travelling in a car.

According to sources, when they were returning from Tijara town of Alwar district to Rewari, the motor cycle-borne miscreants intercepted their car and asked Rakesh, who was driving the car, to hand over the cash and mobile phone to them.

However, when Rakesh resisted, the miscreants opened fire at him from point blank range killing him on the spot. Later, the miscreants fled with the booty.

Shocked at the tragic demise of Rakesh, the District Bar Association, at its emergency meeting here today, condemned the gruesome murder of Rakesh and demanded immediate arrest of the culprits.

Spokesman of the association and senior advocate Naresh Chauhan informed that the court work would remain suspended until the culprits were sent behind the bars. Rakesh Yadav was cremated at his native Mohnapur village, near Bawal, today.

His funeral procession was attended by numerous advocates and other distinguished citizens. The Dharuhera police has registered a case of murder and robbery.

Scientist looted at gunpoint

Four motorcycle-borne armed miscreants looted a car, a mobile phone and Rs 2,500 at gunpoint from Dr Dhirender, agriculture scientist at Pusha Agriculture Research Institute in Delhi, on the Sonepat-Khanpur Kalan-Gohana road near Kasandi village late last night.

On his complaint, the police has registered a case. The incident took place when Dr Dhirender was on the way to BPS Mahila Vishwavidylaya at Khanpur Kalan to meet his daughter, who is a student in the university.

Meanwhile, in another incident, the police has arrested Ajit of Jahri village for the murder of his 60-year-old father Dharam Pal, who was found dead with head injuries near his house on December 23.

Winter vacation from Jan 7

Bank robbers go empty-handed

Some miscreants, who attempted to rob a branch of Indian Overseas Bank in Sector 6 here on Friday night, had to return empty-handed as there was no money in the bank premises.

A bank official found a window of the bank broken and the cupboards open in the morning.

According to the police, a case has been registered and efforts are on to arrest the culprits. The police said the robbery attempt was made after midnight.
