State plans to recruit 16,000 anganwari workers
Jhajjar, December 13 “Haryana is the first state in the country where maximum facilities are being provided to the anganwari centres. The provision of name badge for anganwari workers and helpers is being enforced in the state. Uniforms are already being provided to anganwari workers,” said the Minister, adding that Haryana was the state where anganwari workers and helpers were being given double honorarium vis-a-vis their counterparts in other states. She said instead of cooked grams, tiny-tots in the anganwari centres would now be provided ‘parantha’ along with other delicious dishes in the breakfast. To achieve this objective, the state government had decided to provide pressure cookers of 12 litres capacity and big gas in each anganwari centres in the state. She also gave away prizes to the winner girls at the function. Daya Choudhary, Madhvi Lohchab, Dinesh Yadav, Ishwar Sharma, Ramesh Gulia, Munni Devi were among those who were present on the occasion. |
Rs 88-cr flood-control plan for Fatehabad
Fatehabad, December 13 Accompanied by engineers of the water services department, Vijay Singh Dahiya, deputy commissioner, recently visited various points of the Ghaggar that inundated several villages in July and August this year. Talking to mediapersons, Dahiya said a plan for
Rs 52 crores had been made to strengthen banks of the Ghaggar upstream of Chandpura and channelise the water coming its downstream. The work, when completed, would save villages coming in the Ghaggar basin in these areas. The plan also includes increasing the capacity of Ghaggar Kharif Channel from the existing 500 cusecs to 675 cusecs. This will cost
Rs 18 crore, the DC said. The Rangoi Link Channel that has a capacity of 350 cusecs would also be updated to 3,000 cusecs at a cost of
Rs 4.61 crore. Rangoi Nullah that saves several villages by canalising overflowing water from the Ghaggar has a capacity of 7,000 cusecs. The plan includes increasing its capacity to 10,000 cusecs at a cost of `13 crore. He said to save Ratia town from floods, protection bandhs on the Ghaggar would be strengthened at a cost of
Rs 1.68 crore. Dahiya said proposals were being sent to the government for approval and work would be started soon after the approval. |
Kisan yatra calls for self-reliance in agriculture
Rohtak, December 13 The activists, led by Kavita Kurungati, hailing from Andhra Pradesh, said anything less than self-sufficiency in the field of farming was unacceptable. She said this movement was aimed at protecting the rights of farmers over their resources and ensure a life of dignity for them across all states of the country. She said the yatra taken out by the Alliance for Sustainable and Holistic Agriculture (ASHA), a network of like-minded individuals and organisations, has been taken out with the purpose of awakening the people, especially farmers, about the dangers of the anti-farmer and pro-corporate policies of the government. Kurungati, who was also actively involved with Kheti Virasat Mission of Punjab, said the yatra was an attempt to draw attention of the people towards the plight of farmers. “More than two lakh farmers have been forced to commit suicide as the government continues play into the hands of multinational companies that are the source of diabolical genetically modified and hybrid seeds and the poisonous chemicals that have ruined the biodiversity, soil and the rural economy, besides our health’. She rued that the a farmer in India earned just Rs 2115 a month or Rs 70 per day, an amount less than even the minimum wages. “The techniques in agriculture that are being followed are a threat to the fertility of our soil and
people will nutritious food. The yatra provides a platform to think over all such issues and find ways and means of confronting the sad state of affairs,” she added. Pankaj, an activist from Bihar, said natural resources like water, forests, land and seeds should be under the control of the farmer and he should be the sole inheritor of them. The campaign gave a message of self-reliant agriculture to more than 40,000 farmers who were exhorted to stop the use of chemicals and pesticides. |
It’s raining cash for DHBVN employees
Hisar, December 13 A DHBVN spokesman said here that Chander Sekhar Jakhar, AGM, Planning and Design wing, won a prize of Rs 10,000 for suggesting the creation of a quality, monitoring and standardisaton cell, which would help improve efficiency, quality of work and reduce expenditure incurred on various works. Seven officials bagged prizes of Rs 5,000 each. They included RK.Jain, Rajneesh Garg, Hari Om, Daljeet Singh, Jai Kishan, Subhash Chander, Mayawati. Praveen Arora, Krishan Lal and Shyamveer were selected for prizes of Rs 250 each. The spokesman said that the scheme had been launched to encourage participation of employees in the development and growth of the nigam and to provide a formal mechanism to the employees for this purpose. Under this scheme, all DHBVN employees can send their suggestions to the management. The suggestions can be on any aspect like technical improvement for better and qualitative power supply, reducing aggregate transmission and commercial losses, efficiency, improving services to enhance consumer satisfaction, safety, managerial issues, electricity conservation, economy in use of material, cost reduction in labour or supplies, conservation of stationery and consumables. There is a two-tier system for evaluating suggestions for which two evaluation committees of senior officers have been constituted. The committees categorise the suggestions in tangible and intangible categories and grade the suggestions in ‘A’, ‘B’ and ‘C’ categories for their implementation and monetary and non-monetary awards. The monetary awards are up to Rs 10,000 to grade ‘A’, up to Rs 5,000 to grade ‘B’ and up to Rs 250 to grade ‘C’ suggestions of tangible or intangible category. A souvenir is also given to the participating employees. Non-monetary awards are in the form of appreciation letters. Up to three employees can submit a suggestion jointly. However, in such cases, the monetary award shall be for one suggestion that will be divided equally among all employees who submit the joint suggestion. Retired employees are also eligible to participate in the scheme. However, employees who retired three years ago will not be eligible for participation. The controlling officers have been asked to ensure that a copy of the complete scheme is provided to each employee, and retired employees also during the monthly meetings. The employees may use official means to prepare and send their suggestions to the office of the Chief Communications Officer. However, no tour or leave or reimbursement is allowed for this purpose. The overall aim of the scheme is to gather, analyse, and implement ideas in order to create results that have a positive impact on the performance. Creativity and innovation have a significant role to play in ensuring this and the employee suggestion scheme is one way to obtain input and ideas from the people who work more closely with the customer. |

Hisar, December 13 The event was aimed at spreading the message of making the environment greener, cleaner and healthier. The cyclists were flagged off by SP Hanif Qureshi. CWG bronze medal winner Jai Bhagwan was also present. The event began at Shri Ram Ideal School in Sector 14. The participants led by radio jockey Garima went to the Community Centre on bicycles from where they proceeded towards their respective destinations. Onkar Singh Pahwa, Managing Director of Avon Cycles, said he hoped that the participants would keep their promise to cycle to their schools and offices on bicycles. He said it was necessary to create awareness about environment and the need to do something about it immediately. The bicycle was an ideal means of local transportation. It did not guzzle fossil fuels and there were, therefore, no emissions. Besides, it was a good exercise. Women should be aware of law on sexual harassment
Kurukshetra, December 13 The participants were informed that as law existed to protect women against sexual harassment, there was need for creating awareness about the law among women. Prof Suman Gupta of the Law Department, who is also a member of Gender Sensitization Committee against Sexual Harassment (GSCASH), traced the development of law relating to sexual harassment and cited several cases, including the Vishakha case. She elaborated the definition of sexual harassment, clearly specifying the actions or acts that fall under this category and referred to the efforts made by the university for preventing acts of sexual harassment through GSCASH. In her presidential remarks, Prof Leela Yadava of the Political Science Department and chairperson, GSCASH, explained that sensitisation, regulation and inquiry of acts of sexual harassment on the campus were key functions of GSCASH and stressed the need for sensitising boys about the issue and provisions of the law. Prof Saroj Malik, chief warden, stated though constitutionally equal rights had been granted to women they were discriminated against in society, politics and all other walks of life and even faced sexual harassment at workplace. Women should not only be aware of their rights but should also be assertive, she emphasised. About 300 girl hostellers attended the function and actively participated in the discussion and demanded that such programmes should be organised frequently in hostels. |
Disc injury continues to nag wrestler
Sonepat, December 13 Yogeshwar Dutt, who was here to participate in a programme, said that the recovery from this injury had become urgent as he had to qualify for the Olympics after participating in the Olympic Qualifying Round competitions scheduled to be held in September next year in Turkey. “The trust has written a letter to the federation for permission to get him treated in Georgia and we are waiting for permission,” he said and added that the entire expenses of the treatment would be borne by the trust. Dr Hans Nagar of a private hospital in Delhi who has been treating Yogeshwar is of the opinion the injury was serious and it required special treatment for recovery. He also favoured his treatment in a hospital at Georgia for speedy recovery. Yash Vir, wrestling coach at the Regional Centre of SAI here, said that for participating in World Wrestling Championship and qualifying round competitions, Yogeshwar must recover from the injury by March so that he could get enough time for practice before participating in the qualifying event as well as in the World Wrestling Championship. |

Kurukshetra December 13 He is survived with his wife, three sons and a daughter. He was awarded Babu Balmukand Gupt award by the Haryana Sahitya Academy in 2005 for his contribution to journalism. He started his career as a teacher and later became a journalist. He had written 500 articles and 200 features on cultural, literary, political, religious, social and miscellaneous subjects. Dr Mamgain served in Dainik Jansatta, Motherland, Nav Bharat Times, among others. |
New Pay Scales
Kurukshetra December 13 Dr Parmesh Kumar, general secretary of FEDHUTA and secretary, KUTA, said that there was strong resentment among the teaching community in the state over the inordinate delay in issuing the notification.” He said the promotion of teachers in the state had been hanging fire for the past two years. The dilly-dallying tactics in issuing the notification on revised grades is hampering congenial atmosphere in the higher education institutions in the state. He claimed that Chief Minister Bhupinder Singh Hooda had assured a FEDHUTA delegation on July 22, 2010, that a comprehensive notification will be issued but even after four months, it is still to be released..” Dr Parmesh Kumar said if the notification was not issued by 31.12.2010, the federation would be left with no alternative but to adopt an agitational path. In the first instance, all FEDHUTA units will hold demonstrations on January 7, 2011, in front of the offices of the Vice Chancellors of their respective universities. The Vice-Chancellor of Kurukshetra University, Dr D.D.S. Sandhu, assured a KUTA delegation that he was in continuous touch with the state government to get the notification issued at the earliest. |
Kumhar community seeks SC status
Sonepat, December 13 The demand was raised in a meeting of the Kumhar Samaj held here recently. Ramdiya Rattewal, national vice-president of the Mahasabha, was the chief guest while Balbir Singh Karadwal, state president, presided over the meeting. Ratewal said Kumhar was one of the 73 castes included in the list prepared in 1931. But it was excluded from the list in 1950 when reservation for the Scheduled Castes was given under the new Constitution of India. The socio-economic conditions of Kumhars had deteriorated with the use of steel and plastic in the production of pottery, idols and toys, he said, adding that the state government had been urged to recommend it to the Central government. Karadwal thanked the Chief Minister for constituting Mati Kalab Board in the state and appealed to the people to participate in a state-level rally of the Kumhar Samaj in Rohtak on December 20.

Kurukshetra, December 13 Mr Paul Vij, an America-based storywriter known for creative writing, taught the students how to express themselves through various techniques of creative writing. The workshop was lively as he gave practical assignments for developing creative ideas. The teachers also participated in the exercise. He emphasized that creativity could be learnt and necessarily need not be god gifted. Seed company told to pay Rs 75,000 to farmer
Sonepat, December 13 Rambir, in his complaint to the forum, said he purchased bajra seeds manufactured by Shakti Varohaka Hybrid Seeds Company from Haryana Beej Centre at Hisar on June 4 and June 12 after making payments of `1,125 and Rs 1,050 against payment receipts. After the growth of bajra plants, Rambir noticed that there were several types of bajra crops in the fields with different heights. When he brought it to the notice of the company and Haryana Beej Centre, there was no satisfactory response. Then he approached the Deputy Director Agriculture (DDA) with a request to assess the quality of the sown seeds. The DDA appointed sub-divisional agriculture officer and assistant horticulture officer as a team and asked them to visit the fields and submit their report. The officers in their report said the quality of seed was HHB-197 and the crop plants had the difference of height and tillering. They also said the seeds sown were not recognised by Chaudhary Charan Singh Agriculture University, Hisar. Though the respondents pleaded that the complaint was false and the motive behind the complaint was to extract money from the respondents, the forum on the basis of the records, purchase receipts and officers’ report, dismissed the complaint against Haryana Beej Centre and imposed a penalty of `75,000 on the company for paying the amount as compensation to the consumer. The forum also observed that the complainant had suffered losses after sowing of substandard seeds in 10 acres. |

Sonepat, December 13 “The dress code has made us feel that we have been shouldering a responsibility to look after children in some better way and go beyond our routine work in caring for them,” remarked anganwari worker Sheela and helper Madhu of this centre. On the occasion, Anita Nehra, district project officer of the ICDS, informed that carrot-coloured dress with same colour dupatta with white layers has been prescribed for the workers, whereas the helpers would be clad with dark purple colour suit and white ‘chunni’. “They are enthusiastic about getting a new identity for the recognition of their services for the children,” she added. Freedom fighter Tula Ram remembered
Kurukshetra, December 13 On the occasion, Rao Tula Ram Chowk was dedicated to the people of Kurukshetra and his statue was unveiled by Naveen Jindal, MP, in the presence of Rao Inderjeet Singh, MP from Gurgaon, and a descendent of Rao Tula Ram. Birender Singh, Rajya Sabha MP, who was chief guest on the occasion, exhorted youth to imbibe the patriotic spirit of Tula Ram. Naveen Jindal, who was instrumental in getting the chowk allotted to the Yadav Samaj Sabha, praised the organisation for kindling the spirit of patriotism among the youth. Dr JS Yadav, president of the sabha, gave a memorandum to Jindal, demanding naming of road from Rao Tula Ram Chowk to Jyotisar as “Yogeshwar Sri Krishan Marg”. In fact, the road from Pipli to Jyotisar was earlier named as “Sri Krishan Marg”, however, during his third term as Chief Minister, Bansi Lal renamed the road as “Guljari Lal Nanda Marg”, he added. Stress laid on improving evaluation system
Sirsa, December 13 Dr Anant Ram, a member of the National Council for Teachers Education, Jaipur, was the chief guest, while Dr Shamsher JB Singh, dean of the Faculty of Education in Chaudhary Devi Lal University, Sirsa, presided over. While inaugurating the workshop, Dr Anant Ram said evaluation was the most important aspect of education and unless the evaluation system was stronger, no education system could bring desired results. “Evaluation scheme is the mirror of an education system and one can easily judge the type of education provided by an institution by its evaluation system,” he added. Dr Shamsher JB Singh emphasised the need to improve the evaluation system to improve the education system in the country. Kumud Bansal, director of Rashoba College of Education, said in the present day scenario, a good evaluation system became all more important as it would ensure good and quality people coming to the top. She said the manner in which corruption had started rotting the system from the top, it became the duty of educational institutions to produce professionals who believe in values. Panipat mill to crush more sugarcane
Panipat, December 13 Going by the records, this mill crushed 13.24 lakh quintals of sugarcane in 2009, but the authorities here are hopeful that this year more than 30 lakh quintals of the crop would be crushed here which has already been registered. Sunita Verma, managing director of the mill, said the increasing quantity of sugarcane this year could be attributed to the fact that around 18,000 acres of land was brought under sugarcane cultivation this year, while last year only 7,000 acres was under sugarcane in the region. So far, the mill has crushed 2.5 lakh quintals of sugarcane and the target of 30 lakh quintals is likely to be completed before the crushing season comes to an end, she said. The MD said weighing scales installed at the gates of the mill had been connected to a central computer which had brought about more efficiency in the working of the mill and had also provided much relief to the farmers coming here to sell their produce as it had streamlined the whole process. Verma said in order to encourage the farmers to take up sugar cultivation in a big way, the mill had offered a number of subsidies and facilities to the cultivators. Other than providing free treatment to sugarcane seeds, farmers were also given subsidies on fertilisers and transport. She said the mill was also planning to set up a 500-acre nursery farm of sugarcane. Besides, the farmers were also being given 10 per cent subsidy on pesticides. The mill authorities had recently also undertaken overhauling of half-a-century old machines. The project to get the machines repaired had been hanging fire for the past five years as there was a proposal to shift the mill from its present location to Chhajpur village. However, the proposal got stuck in red-tapism and it was eventually dropped. The mill was set up here in 1954. |

Fatehabad, December 13 Sandhya Agarwal, Librarian of the host college. organised the event. In his address, Dr Chopra traced the history of libraries and said that books dated back to times when even paper was not invented and people used to write on leaves and on the body of animals. Rewari, December 13 Hailey Mandi is an important marketing township of Gurgaon district. Rajender Jindal, who was admitted to Safdarjung Hospital in Delhi, succumbed to his burn injuries on the night of December 8. Highlighting the circumstances which led to Jindal’s ghastly murder, Agarwal Vaish Samaj (AVS) chief Ashok Buwaniwala said when Jindal turned down Gopal’s plea for a cigarette free of cost, the youth went away in a fit of rage. Alleging that owing to lackadaisical working of the Pataudi police, under which Hailey Mandi falls, he said youth brigade had been indulging in acts of hooliganism with impunity here to the chagrin of traders. The AVS chief further said when they recently voiced their concern against such functioning of the Pataudi police before SS Deswal, Police Commissioner of Gurgaon, he placed the SHO of Pataudi under suspension. As regards their remaining main demands, Buwaniwala wanted the state government to order a judicial enquiry into Jindal’s murder, compensation of Rs 25 lakh to the next of the kin of the deceased as well as a government job to one of the family members. Mentioning about their ongoing state-wide agitation, he said while they had already held protests at Panchkula, Yamunanagar, Sonepat, Rewari, Bhiwani, Rohtak, Fatehabad, Sirsa, Kurukshetra and Kaithal, the remaining districts would be covered within the next few days. After that, their delegation would meet Chief Minister Bhupinder Singh Hooda and would seek speedy payment of the compensation to the family of the deceased. Buwaniwala warned that if full-fledged justice was not given to the family of the deceased, they would hold a demonstration at Jantar Mantar in Delhi and would also court arrest. |

Bal Vigyan Congress
Kaithal, December 13 The students of OSDAV School, Kaithal, and Government High School, Deoban, prepared research papers and participated in the December 4 and December 5 Science Congress in Hisar. The students were honoured as they had won gold medal for the third consecutive year and brought laurels not only to the district, but also to the state as they have become eligible to participate in the National Science Congress by virtue of their outstanding achievement in the state-level competition. The ADC congratulated the students and teachers who provided necessary guidance to the students. He said this achievement would provide an impetus to students and motivate them to achieve bigger in life. He exhorted the students and teachers associated with the project to work hard and carry on with zeal. According to information, in the rural group, the research team of students of Government High School, Deoban village, led by Ajay Kumar under the guidance of science teacher Sushil Kumar, worked on the subject of “finding organic alternative of phosphorus”. Ravinder, Deepak, Bittu and Bintu were other members of the team. In the urban group, research team of students from OSDAV School, Kaithal, led by group leader Ankita and comprising Ruchi, Vaishali, Aditi and Ashna under the guidance of teacher Virender Pal, worked on the subject “effects of use of chemicals and organic elements on agriculture”. Coordinator Jaiveer Singh was also present on the occasion. Suman Nijhawan, regional director of DAV Schools, and principal, OSDAV School, Kaithal, told that both teams would participate in the National Bal Vigyan Congress to be held between December 27 and December 31 at Chennai. |

Insurance scheme for traders sought
Rewari, December 13 The demand was voiced by him while addressing a traders’ convention at the business premises of senior congress leader Om Prakash Danewalia at Kalanwali in Sirsa district recently. The convention was also attended by a senior AVS functionary Subhash Garg, AVS Youth Wing chief Tarun Jain and Ravi Danewalia among others. Giving out details of the scheme, Buwaniwala said the Uttaranchal government had taken a decision that each one of the traders registered with the Trade (Sales) Tax Department of the state government would be insured for Rs 5 lakh, whose premium would be paid by the government itself. He further said in case of an accidental demise of the insured trader, a sum of Rs 5 lakh would be paid to the kin of the deceased by the insurance company concerned. Stating that members of the trading community spent their lifetime in filling up the state coffers with revenue collected through tax on sold goods, he asserted that all these earning hands of the government fully deserved implementation of the above insurance scheme. Simultaneously deploring exploitation of the trading community by bureaucrats and others, the AVS chief explained that they were hectically engaged in consolidating the Vaish Samaj, mainly comprising of traders and shopkeepers, to enhance their leverage in governance. |
It’s time state gets human rights commission
Recently, a Bench of the Supreme Court while hearing Mirchpur ablaze case pulled up the state of Haryana for not constituting a state human rights commission (SHRC). Expressing deep anguish, it sought to inquire as to why the state government has not constituted such a body? Even neighbouring Punjab set up such a commission way back in 1997. Some months back, during a national convention organised by the legal cell of the Congress on “Law, Justice and Common Man” at New Delhi, Chief Minister Bhupinder Singh Hooda lauded the Congress for setting up the National Human Rights Commission in the early 90s as well as state human rights panels in several states ruled by it. But in the case of Haryana, the successive state governments have been adamant on not constituting it for reasons best known to them. In March this year, during the Budget session of State Assembly, Mr. Hooda denied any proposal under consideration of his government to set up a state human rights commission. Haryana has the dubious distinction of being the only state in North India barring Uttarakhand without a human rights panel. Even the socially and economically backward states- BIMAROU (Bihar, Madhya Pradesh, Rajasthan, Orissa and Uttar Pradesh) have in recent years set up their respective state commissions. The contention of the Haryana government before the High Court—- where a PIL was filed some time back for directing the state in this regard—-was that as state has adequate mechanisms to deal with complaints and grievances relating to human rights violations, there is no need for having a state separate human rights panel. It does not seem logical and pragmatic. The ever-occuring instances of honour killings coupled with diktats of khap panchayats to annul same-gotra marriages, atrocities on vulnerable/weaker sections of society by influential communities as well as by men in khaki etc warrant immediate constitution of such an independent commission for free and fair probes.
