Pension proves to be hurdle for differently abled
Dehradun, December 3 The condition in the hills is worse due to poor record keeping at the gram panchayat level due to lack of pensioners lists. The government has not tapped the population that continues to be deprived of the pension benefits. There are 1.94 lakh differently abled persons in the state comprising of 2.3 per cent of the population and only 44,000 persons receiving pension. “Though the Uttarakhand government has ensured that people with 40 per cent disability get pension, certain areas are still not covered by the department,” said BR Tamta, Additional Secretary Social Welfare and Commissioner of Handicapped persons. Among the differently abled pensioners in the state, the share of visually impaired pensioners is a little higher than their population share, experts say this might be due to the ease in physical verifiability making it the process of issuing certificates quicker. Criterias such as the loss of or inability to use one or more limbs, visual impairment in both eyes, etc are used to indicate disability that prevents an individual from earning a living. But lack of clarity in the severity of the disability criteria continues to be a problem. “In particular, the 40 per cent severity of the disability criteria needs to be clearly defined so that an operational definition can be used uniformly in the field,” said Mamta Gupta, Superintendent of the Cheshire Home. A poor response towards the setting up of the District Rehabilitation Centre for the differently abled persons is also proving to be a major stumbling block in reaching out. Even after the allocation of Rs 50lakh, to the Doon Hospital, last year, the centre has not started operating. The department has allocated Rs 50 lakh for the procurement of testing equipment and appointment of staff. Once complete, it will be under the supervision of a committee headed by the District Magistrate. The centre is expected to help in the early detection of disabilities and also act as a state referral record centre for differently abled persons. |
A special school for special children Haridwar, December 3 The samiti activists are round the clock working for the mentally challenged children. Not only do they take care of these children, but also train, educate and try to rehabilitate them. Talking to The Tribune, founder of the Satikund Kankhal-based charitable school Vipul Sharma said since past five years, hundreds of such special children have benefited with sustained efforts of the activists in bringing them to the mainstream of society. “From identifying objects,
colours, small calculations, writing, reading, normal behavioural etiquettes to professional training as per their caliber, we try to make life normal for them. We are working for a noble cause, which our seven-member staff very well knows, and it’s their dogged determination and love for these children that propel us to induct more children in our
centre,” said Vipul. On the occasion of the International Day for Disabled Persons, which is celebrated on December 3 annually, since 1992 by the United Nations, the SSS organised a mass awareness camp at Ranipur to make the parents of mentally challenged aware of the fact that these children should not be confined to the four walls of home. These children along with the centre’s staff members Poorna Sharma, Manish Kumar, Vidya Joshi, organised an info-workshop depicting the need for having affection and a normal attitude towards these children. At the kiosks, these children also shook hands with the visitors, distributed pamphlets and clicked photographs. Many parents and guardians too were not aware of such a rehabilitation centre being functional in Haridwar. One such parent from Shivalik Nagar, said they had apprehension in allowing their six-year-old mentally challenged son to go to school and play with other kids. Having come to knowing of this centre, they will now be registering and sending their child here so that he can gain knowledge and learn basic skills for a normal living. “Our college is in the neigbourhood of this care
centre, so we know about their social work, but mass awareness is needed to bring these children outside of homes to such
centres. In future we will try to help this society and such children as they also need care, love, attention, and not just sympathy alone ,”said Mala
Kumari, a Kanya Gurukul MA social science student working as a volunteer at the camp.
