Amritsar, November 30
The execution of a long pending project of District Administration Complex (DAC) in the district court complex has become a bone of contention. Even as the district administration and the Amritsar Bar Association (ABA) have reached an agreement for handing over the land, where the lawyers’ new chambers have been proposed to be constructed, to the ABA, the matter has been put before the Session’s Judge for final nod.

For and on behalf of the Governor of Punjab, Deputy Commissioner KS Pannu signed while from the lawyers’ side, president of ABA Pardeep Kumar Saini endorsed the letter of agreement.

It is to note that the part of land, where the DAC at a capital out lay of Rs 35.00 crore has to be constructed, has presently been occupied by as many as 138 chambers of lawyers. Even as the district administration has offered the lawyers to shift to an alternate site, within the court complex, with constructed chambers, yet the lawyers did not agree to the proposal and demanded handing over the land to them.

Deputy Commissioner KS Pannu while confirming said the matter has been forwarded to the Sessions’ Judge for pronouncing a logical end to the issue. “We have offered alternate site to lawyers with constructed chambers and a proposal for transferring of the land has also been the part of the agreement made today but it would be applicable only once the decision of Sessions’ Judge goes in its favour”, said the DC.

While endorsing it, Saini said the issue has amicably been solved. “It would be a red letter day in the history of the Amritsar Bar Association when such an agreement would get the approval. At least 1,000 chambers for lawyers would be built up under this proposal,” he said.

Meanwhile, at least 32 departments with 43 offices of Punjab State Ministerial Services, who were supposed to be shifted to new proposed DAC building, have been pressurising the district administration for expediting the proposal which was hanging fire due to disagreement between the administration and the lawyers’ body.

The basic departments - including pathology, physiology, pharmacology, biochemistry, microbiology - submitted a project worth Rs 7.66 crore for procuring infrastructure and machinery while various clinical departments sought Rs 35.51 crore for the same. This also includes the ambitious project of construction of 7-storey trauma and orthopedic block with an estimated cost of Rs 25 crore besides purchasing various equipment, machinery and instruments required.

“The present scheme of the government would help in restoring the old pristine glory of the medical college,” said Dr R P S Boparai, Medical superintendent, Guru Nanak Dev Hospital. “With the approval of these demands the GMC and GNDH would be fully equipped with all modern gadgets and latest technology and adequate infrastructure,” he pointed out.
