PPCB asks plastic products manufacturing units to get consent certificate regarding air and water pollution
Jalandhar, November 23 In the recent directions given to the plastic products manufacturers, the PPCB has asked them to get its consent certificate regarding air and water pollution. The recent directions came as a surprise to such manufacturers, as they claim that this segment of industry, by and large, falls under the non-polluting category as far as water and air pollution is concerned. Besides polythene bags, such units largely manufacture polythene sheets, used by the other industries to wrap their products during transportation. “As per the pollution norms, our industries fall under the “non-polluting” category. No such water and air polluting element is involved during the production in such industries. When we are not responsible for the water and air pollution, it’s beyond our understanding that why the PPCB authorities want us to get consent certificate,” said Kulwinder Singh of Ludhiana, president, Punjab Plastic Manufacturers Association. Navdesh Singh, president, Jalandhar Plastic Manufacturers Association, said the recent directions sound irrelevant as the plastic manufacturers had already got clearance of the PPCB in this regard in 2002. Industrialists also resent the orders directing them to print the owner and product details on the polythene bags and sheets. “Such orders have been passed without considering the input cost needed to install printing equipment. How would a micro and small-scale industrialists buy a printing machine, cost of which runs into lakhs,” added Navdesh. Rajat Aggarwal, Chairman of the PPCB, could not be contacted despite repeated attempts. Refuting the claim of industrialists, Babu Ram, member secretary of the PPCB, said it was mandatory to get water and air consent certificate for these industrial units. Harbir Singh, Environment Engineer, Jalandhar, said such industrial units emit heat during the processing of products, water is used to cool heated products and generators are frequently used in such units. All these aspects make it mandatory for them to get air and water consent certificate. As far as the printing of product detail on their products was concerned, they were bound to follow the regulation as per the rulebook of the Bureau of Indian Standards (BIS). Asked about the earlier clearance given by the PPCB, he said the Jalandhar industrialists had failed to produce any such document in this regard. |
