‘Torture’ of youth in police custody
Muslim committee threatens stir

The local Muslim Committee has threatened to launch an agitation if no action was taken against police officials who had allegedly kept a local youth, Mohammad Ayub, in illegal confinement and tortured him 10 days ago.

The youth had to be admitted to the PGI in Chandigarh. The committee has demanded a CBI probe into police inaction in the matter.

Muslim Committee president Syed Ahmad Khan today said a girl of Sector 7 had been missing for the past four months and the police had registered a case against Aman Kumar and Risabh Kumar in this regard.

The police started harassing Mohammad Ayub, a former classmate of one of the accused, he alleged.

He said Baldev Nagar police station ASI summoned Ayub for interrogation at least 20 times in this connection. Ayub was kept in illegal confinement even as no case was registered against him at the police station, he claimed.

Around 8 pm on November 9, the ASI asked him on the mobile phone to reach the police station.

After interrogating him for two hours, the officer directed him to report to the police detective staff at Ambala Cantonment on November 10.

Ayub along with his uncle Abdul Bali reached the detective staff office the next day. The police asked his uncle to come in the evening to get his nephew back. When his uncle went to the office in the evening, he was told to come after 6 pm.

The Muslim Committee chief alleged that during this period, the police physically tortured Ayub. He was not able to walk properly. When he was brought home, he told that the police had beaten him up mercilessly.

Ayub was admitted to the local civil hospital from where he was referred to the PGI.

A deputation of the Muslim Committee had met the DSP (headquarters) a week ago, who had assured them of taking action. But no action had been taken against the guilty police officials so far.

He said the committee would meet Haryana Governor and Minority Commission chairman in this regard soon.

MC rejects shopping complex building plan

Taking a cue from the collapse of a high-rise building in Luxmi Nagar in Delhi, the Ambala municipal corporation has rejected the building plan of a five-storey structure that had come up on the railway road in the Sadar area of Ambala Cantonment.

A commercial building has come up on a plot (property No. 123) in the Sadar area. The land belongs to the government and it had earlier been leased out. The lease had expired on February 14, 1994.

Estate office sources said the structural design had not been shown and that the property was leased out for residential purposes. However, the building plan showed that it was a commercial structure.

The estate office has sent a letter to the leaseholders pointing out that the land belonged to the state government and no changes in leased property could be made without prior permission of the government.

It said in violation of the bylaws, the construction was started without the sanctioning of the plan.

The sources said Municipal Commissioner has also marked an inquiry to a senior officer.

The issue of the building was taken up by local BJP MLA Anil Vij, who had sought information under the Right to Information Act about the building, which had allegedly been raised illegally.

Talking to The Tribune here today, Vij said the information had not been made available to him so far.

Vij had sought information about survey No. 195-D and property No. 123, the lease of which had expired on February 14, 1994.

He had asked the municipal corporation information officer to furnish information whether lessee had submitted any application to the MC for renewing the lease or not and what action was taken on that application.

Vij had also asked whether the builders had got any building plan sanctioned and if the MC had given any notices for unauthorised constructions.

Sadar area inhabitants have been alleging that a group of builders had raised the building on prime location without permission and the authorities had not taken any action.

Interestingly, the authorities had renewed the lease for the property at Rs 92 per sq yd on April 20, 2010 and the lease was for 30 years.

The building plan for the building was rejected on November 16 by the Ambala municipal corporation, the sources added.

Town devoid of basic amenities

In spite of the town being the birthplace of freedom fighter Baba Prithvi Singh Azad, who remained associated with the Gadar Party, successive state governments have done little to improve the basic amenities here.

Let alone having educational and health facilities, the town does not even have a proper sewerage system or provisions for safe drinking water. This despite the town being granted the notified area committee (NAC) status on March 19.

Development has failed to touch the town, which is strategically located on both sides of the Chandigarh-Ambala national highway.

Several villages - Alamgir, Dehar, Kauli Majra, Samalheri, Lehali, Dappar, Gholu Majra, Jalalpur, Chaundheri and Hasanpur - are also part of the nagar panchyat.

Ever since the panchayats of these villages were dissolved and made part of the NAC, the state government has not been able to hold elections to elect people’s representatives. As a result, the basic problems of residents remain unresolved.

Due to the lack of proper garbage collection system, heaps of filth can be seen along roads.

The town has a mini primary health centre but it is unable to cater to the 30,000 population of the town and its nearby villages.

The health centre has two doctors who examine 125 to 150 patients every day. Local residents have been demanding the upgrade of the health centre to a civil hospital.

In the absence of adequate health facilities, residents have to go to hospitals in Ambala and Chandigarh.

Also, most accident cases on the national highway are referred to Dera Bassi, Chandigarh and Ambala.

Dr Neena Singla, head of mini primary health centre, said process was on to upgrade the centre.

Residents have also been urging the government to open a degree and polytechnic college to provide higher education to children belonging to weaker sections.

Some private engineering colleges have been set up here but students belonging to poor families cannot afford the high fee of private institutions.

Lalru’s former sarpanch Labh Singh said an ITI was set up in 1976 to provide technical education to students of the area but it was facing a serious staff crunch.

According to sources, the number of faculty members, 12, had not changed since the day it started functioning. The institute needs at least 19 teachers.

Same is the fate of primary and higher secondary schools.

Renu Arora from Swami Parmanand Engineering College said many educational institutions and industries had come up in the area but the condition of link roads had not improved.

Nagar panchayat executive officer Sarbjeet Singh said the elected body for NAC would be formed in the next six months, once the process of making wards was completed.

On the sewerage and drinking water problem, he said GMADA had started a survey to set up a sewerage system. Also, two sewerage treatment plants would be constructed in the town.

Three more tube-wells would be sunk in the town and 10 in villages falling in the nagar panchyat area to meet the demand for potable water.

Kurali residents grapple with industrial pollution

While industry has been the backbone of the town, it has resulted in a serious problem of air and water pollution in the area. Discharge of some chemical factories has been polluting the water of nearby choes.

Jharmal choe, which meanders it way through the area, has been carrying polluted water of industries, causing diseases among the milch cattle that depend on it.

Besides chemical industries, some poultry farms have also been contributing to pollution in the area.

Harichand, former sarpanch of Chaundheri village, accuses chemical factories and poultry farms of causing pollution and posing threat to the lives of people of nearby villages. The water of nearby choes is not even fit for irrigation purposes, he says.

Monika Kadian, assistant professor, Gurukul College, Gholumajra, stresses the need for planting trees to check pollution.

Dera Bassi Market committee chairman Surinder Pal Singh Jolly says pollution from poultry farms has made the lives of residents miserable. He rues that no steps have been taken on part of the industry and allied units to control the menace.

Villagers have asked poultry farm owners to take steps to curb pollution or face agitation.

Punjab Pollution Control Board XEN RK Rattra has assured that steps are being taken to check every type of pollution.

Voter’s list to be completed by Jan 5: DC

The new voter list for the coming Assembly elections of 54 Bassi Pathana (R) assembly constituency will be completed by January 5, Yashveer Mahajan, Deputy Commissioner-cum-District Election Officer said in a press note issued here recently.

He said as per the directions of the Election Commission, the objections and claims over the votes would be received till November 27. Any one who had attained the age of 18 years on January 1, 2011 could become a voter. The new voter had to file form No.6 along with form No. 001A and to submit these forms with booth-level officer of concerned polling station along with two photographs.

To delete the names of the dead, married girls and of those who had migrated could be done by filling form No.7. If any voter wanted to correct the mistake in name, address, age etc in voter card he should fill form No.8. Booth-level officers would visit the concerned polling station on November 20 and display the voter’s lists. They would also get objections from the representatives of political parties. He said these objections would be decided by SDM by December 10. He said by December 27 supplementary photo voter list would be prepared and by January 5, the final photo voter list would be ready. — OC

400 examined at eye camp

Four hundred persons were examined at a free eye check-up camp organised by the Gian Jyoti Group of Institutions at Shambhu Kalan village, near here.

Patients suffering from various eye ailments were identified during the camp. Cataract surgery was also performed and lenses were provided to 67 poor patients.

Principal Secretary, health and family welfare, Satish Chandra inaugurated the camp. He said people in rural areas should avail of benefits provided by the government.

Gian Jyoti group chairman JS Bedi said such camps would be organised in the future as well.

Gang of auto lifters busted

With the arrest of three youths, the police today claimed to have busted a gang of auto lifters. It recovered two motorcycles and five scooters from their possession. It said they were drug addicts and were involved in various cases of theft.

Acting on a tip-off, a team from the Sector 36 police station arrested 27-year-old Arjun of Burail from the Sector 35 market on November 19, DSP (Crime) Satbir Singh said.

His accomplices, 30-year-old Rinku of Burail and 23-year-old Ranjit of Attwa, were arrested from Sector 42 and the road separating Sectors 36 and 42, respectively, yesterday.

The accused used duplicate keys to steal vehicles, displayed fake registration numbers on those and used those in committing snatchings and other crimes, the DSP said.

The police had found a list of drug traffickers from the accused and was trying to find who bought stolen articles from them.

The DSP said Arjun was involved in four cases of theft. He had been convicted in three cases of vehicle theft and was facing trial in a case of theft at Mohali in 2003.

Rinku was involved in two cases of theft while Ranjit had been convicted in three cases, including one of scooter theft, he added.

They were produced in a local court, which remanded them to police custody. Arjun and Rinku were sent to police remand for a day while Ranjit was sent to judicial custody on health grounds.

Eight mobile phones seized

The staff of the Sector 34 police station has recovered eight stolen mobile phones from 19-year-old Parminder Singh, who was arrested on Friday following his bid to snatch the purse of Mona Sharma of Sector 46.

The police said Parminder and his accomplices had snatched these mobile phones in various parts of Chandigarh and Mohali and was trying to get details of cases registered about those.

So far, the police had found only one case of mobile phone snatching having been registered, that on a complaint lodged by Gayatri of Sector 43-A on November 13.

The police said Parminder was a matriculate and no case had been registered against him. He told the police that he took to crime due to financial constraints.

He belonged to a poor family and was unemployed. His father was a tailor and his family stayed at a gurdwara in Nawashahr village of Mohali district.

The police was trying to trace his accomplices, including the one who was riding the motorcycle pillion with him at the time of the incident on Friday.

3 cases of theft

Thieves decamped with jewellery and other articles after breaking in at two houses in different parts of the city.

Sumitra Negi of Dariya reported to the police that someone stole four pairs of tops, three sets of earrings, a gold ring and a diamond pendant from her house yesterday.

Manmohan Singh of Sector 41 filed a complaint with the police that someone stolen a gold chain, a gold bangle, four earrings, a diamond ring and Rs 5,000 from his house last night.

Ankur Dogra of Sector 22-C reported to the police that someone stole his laptop from his house on November 17. Three cases of theft were registered.

Drinking publicly

The police arrested Devinder Singh of Zirakpur from the Madhya Marg in Sector 26 on Sunday for consuming liquor at a public place.

Karan Goswami of Sector 35-A and Karamjit Singh of Sector 48 were arrested from Sector 26 while consuming liquor at a public place.

Two separate cases under provisions of the Excise Act were registered against the accused at the Sector 26 police station.

City junior team in Subroto Cup final

The Chandigarh junior soccer team made a mark by storming into the final of the Subroto Cup (U-14) being played at Ambedkar Stadium at New Delhi. In today’s semifinal match against NCC (Army) team, the Chandigarh boys thrashed their opponents 2-0.

Samuel opened the account in the 35th minute, while Hitesh made the score 2-0 in the 45th minute of the game.

All 14 members of the squad are students of Government Model High School, Sector 36, and trainees of the state-run Chandigarh Football and Hockey Academy.

Coach Harjinder Singh said this was the second time that the junior team had reached the finals of the prestigious cup.

“In 2006, the city team had sailed into the finals but finished runners-up. Last year, our senior and junior teams reached the semifinals but could not move ahead,” said Harjinder Singh, former Indian soccer captain.

This time, we will return with the coveted cup, added Harjinder Singh confidently.

Most members of the Chandigarh team are new entrants to the academy and are below 12 years, said Harjinder, adding that his boys were younger in comparison to players of other teams.

“By putting up a grreat show, our junior team has been earning appreciation from all corners,” said Harjinder.

In the quarterfinal, the team beat Army Boys (Shillong) 5-3 whereas the team showed the doors to strong contenders Bengal by beating them 5-4 in the pre-quarterfinal stage.

A total of 32 teams across the country had taken part in the national-level tournament.

The final match will take place on November 24.

Callaway ties up with CGA to tap golf talent

What started as a dream project in 2009 has turned into reality, with Callaway Golf, an American sporting goods company, joining hands with the Chandigarh Golf Association to promote golf and tap talent at the junior level.

The company has entered into a three-year agreement with the association to promote the game with an eye on the 2016 Rio Olympic Games, where golf is to be included as a competitive sport.

The grooming of youngsters for the Olympics requires perfect equipment. And for this Callaway has given eight complete golf sets, including three for the juniors, to the CGA for the training programme. Country head and general manager of Callaway Golf India Vivek Mehta did not mince words when he praised the facilities available at the Chandigarh Golf Association.

He said it was the perfect place to nurture talent. And with National Golf Academy of India director and national coach Jesse Grewal at the helm “We can look to the CGA producing India’s future golf stars.”

He added that he was looking forward to a fruitful association with the CGA, which had one of the busiest driving ranges in the country.

The dream project began in 2009 when Jagdeep Singh Cheema, president of the CGA, visited the Callaway headquarters at Carlsbad in California. That visit culminated into an agreement today. A beaming Cheema said: “We are proud to be associated with Callaway Golf. We are certain this partnership will further nurture the junior talent of Chandigarh and develop more golf champions.”

Vivek Mehta said the company had entered into tie-ups with the Karnataka, Delhi and Chandigarh Golf associations. But he considered the deal with the Chandigarh Golf Association the best. He was all praise for Jesse Grewal for grooming young talent. Jesse is also the brand ambassador for Callaway Golf.

Mehta talked about promoting golf at the caddie level. “We organised a caddie tournament in Delhi to tap talent.”

Vivek Mehta promised to go all out for the promotion of junior golf. “We have arrived in India and we are all set to groom the talent, particularly in this nursery of golf, Chandigarh,” he added.

HDFC Bank beat Weizman Forex Ltd by 15 runs in the First Champions Trophy Inter-Corporate Employees Cup League Cricket Tournament at Tau Devi Lal Cricket Stadium, Sector 3, here today.

After winning the toss, HDFC elected to bat first and put up a handsome 156 runs for the loss of seven wickets in their stipulated 25 overs.

HDFC opened with South Zone Ranji Trophy player Syed Sadiq Pasha (40) and Gurinder Saini (37). The two stitched a partnership of 62 runs in just eight overs. Later, Rajesh Patha slammed a breezy 43 runs. For Weizman Forex Ltd, Amrinder Ricky, Amit Sharma and Harvinder Sunny took two wickets each.

Chasing the victory target of 157, Weizman Forex batsman tried hard but fell short by 15 runs. Sunil Sharma (36), Harvinder Sunny (30) and Ranjit Gill (25) were the main scorers for their team.

For HDFC Bank, Gurinder Saini was the pick-of-the-bowlers, as he took four wickets for 26 runs.

Madan Lal Saini and Munish Nain were the other wicket-takers, scalping two wickets each by giving away 23 and 22 runs, respectively.

In the second league match of the day, Infosys beat Godrej and Boyce by three wickets in a nail-bitting finish.

Garry, Dheeranush march ahead

Eight players advanced into the men’s quarterfinals of the AITA Men and Women Rs 50,000 Tournament, being organised by the Chandigarh Lawn Tennis Association (CLTA), Sector 10, here today.

Garry Tokas and Dheeranush Bhatti did not face any difficulty in winning their respective matches to move into the quarterfinal round.

Garry and Dheeranush defeated Navpuneet and Gagandeep Singh in two straight sets 6-0, 6-1 and 6-1, 6-1, respectively.

Punjab U-14 squad announced

Vineet Dakha will lead the 15-member Punjab U-14 team that will leave for Delhi to participate in the North Zone Inter-State U-14 tournament, which started in New Delhi yesterday.

According to sources, matches will be of two-day duration.

Team: Vineet Dakha (capt) Aaashim Kaushal (wicket-keeper and vice-captain), Sahil, Rajat Sharma, Mansab Gill, Shubham Chand, Akul Partap Pandove, Karan Sharma, Jaswinder Singh, Anirudh Aggarwal, Vishwanath, Lovin Kapoor, Eshaan Mavi, Abhishek Sharma and Sanvir Singh, Arun Bedi and Sandeep Sawal accompanied the team as manager and coach, respectively.
