Jalandhar, November 18 While the mechanism has helped colleges in ensuring timely and leak proof delivery and maintenance of records, principals and directors rue that they have to take multiple printouts of various documents sent to them online, including examination forms, roll numbers, results, date sheets and now even question papers, to deliver these further to students. In fact, the issue had been even taken up during an academic council meeting a few months back. The college principals had apprised the PTU administrators of the problem, in reply to which they were asked to send a detailed proposal. The colleges had demanded that since the PTU had managed to cut down on its own printing expenditure, it should now compensate them for the expenses and extra workload that they had been managing. Director of Apeejay Institute of Management, Jalandhar, Dr Balram Dogra said colleges were bearing heavy expenditure on the purchase of stationary, including papers, printers, toners and manpower needed for the whole exercise. He suggested, “The PTU can divide the examination fee of Rs 700 levied from each student, in the ratio 60:40 for the college and the university. The university is now spending only on paper setting and evaluation”. Dr Nirmal Singh, principal, Malout Institute of Management and Information Technology Malout, said the issue was collectively raised by quite a few principals during the council meeting few months back and the VC had readily welcomed the proposal. Director of Punjab College of Technical Education KNS Kang held a different opinion, “Printing cost is not pinching us much but a low fee structure of MBA vis-a-visa other universities of Punjab, certainly is a bigger issue for us.” Registrar, PTU, HS Bains, when contacted, revealed that the university was mulling a plan to compensate colleges by paying Rs 2.50 per question paper, per student, from the forthcoming semester examination in December. |

Jalandhar, November 18 The slackness on the part of the officials has forced the parents of such children to hold an awareness programmes to awaken the administration on such issues. With the same idea, the Chaanan Association for Mentally Retarded Children would be holding a rally from Circuit House to Red Cross Bhavan on Friday. As many as 150 specially-abled children and the same number of students from mainstream schools will join hands to form a human chain as a part of an awareness rally titled ‘Badhte Kadam’ in which politicians and top officials from the district, including Police Commissioner Gaurav Yadav and Deputy Commissioner Priyank Bharti, have been invited. Various items, including skits and dramas, highlighting various social aspects will be presented by the special children on that day. Amarjit Singh Anand, president of the association, said such human chain would be an indicative of the fact that the special children have to be included in the mainstream schools. “So far only a few schools have been giving admission to such children”, he asserted. He claimed that no representation had been given to the parents of such children in the local level committee ensuring implementation of various plans and schemes. “There is one Nirmaya Health Scheme that was introduced four years back for the benefit of such children. Since we do not have any representation in the committee, not even a single card has been made under the scheme so far,” he pointed out. He went on further saying, “Our state also does not have a portfolio for the Disability Ministry unlike other states including Andhra Pradesh and Karnataka. We are going to raise a demand for the same through this platform.” The association president was also upset over the inaction on the part of the Local Bodies Department for not ensuring compliance to accessibility factor during construction of shopping malls and arcades. “There are quite a few newly-construction shopping centres and recreational places within the city which only have stairs and no ramps or lifts to ensure movement of the physically challenged persons on their wheel chairs”, he said demanding a strict conformity. |

Phagwara, November 18 He said in case of any mishap, people should immediately inform the police control room and a PCR team would definitely reach the troubled site within a fix time period of five minutes. He advised the landlords to provide full details and identifications of their tenants to curb crime. The SP directed the bus drivers not to stop their vehicles in front of general bus stand to prevent any mishap and violators would be booked and challaned under section 283 of the IPC. Dhillon also banned the entry of heavily loaded trucks in the town during peak hours. The SP ordered all wine shop owners to close their units by 11 pm in urban localities and 10 pm in the rural areas. Violators would be booked under section 188 of the IPC, warned the SP. |
One killed, 8 hurt in mishaps
Phillaur, November 18 The body of the deceased was handed over to his family after post-mortem examination at Phillaur Civil Hospital. Both injured were admitted to nearby hospital. In another mishap, Amritsar-posted DSP Anil Sharma along with 5 other family members were injured when a car on which they were traveling to Ajmer-Sharif overturned on the national highway near Phillaur yesterday. The injured victims are his wife Mohini Sharma, two daughters Manisha and Deepika, son Vikram and relative Arun. They were admitted to the nearby hospital. It is learnt the car driver lost control over the vehicle while saving another vehicle.

Cong discriminating against Punjabis by appointing Capt: Mann
Jalandhar, November 18 He said corruption was eating into the vitals of the country and the statement of AICC General Secretary Rahul Gandhi on weeding out the corrupt leaders was welcome step but why has this not been followed in Punjab. “It is a matter of record that the former CM was facing serious corruption charges of having amassed wealth by corrupt means and owning properties abroad. Why has a corrupt leader been foisted on us and what is the message the party wants to send to the people of the state,” he questioned. He cited the examples of Commonwealth games organising Chairman Suresh Kalmadi and former Ashok Chavan who were removed on corruption charges in the first instance, he added. Commenting on the resignation of former Finance Minister Manpreet Badal, he said the latter had done the right thing SAD was an undemocratic outfit and was being derisively termed as the Son and Dad Party (SAD) by the masses. However, I doubt that that the masses would back Manpreet since he lacks a comprehensive agenda for bringing back the state on the rails and has nothing to offer to the Panthic electorate. Mann said the appointment of Avtar Singh as SGPC chief was illegal since the tenure of the previous house had expired in August 2009. As such he would preside over a lame duck committee and any decisions taken by the house would be in violation of the Gurdwara Act, 1925. Mann alleged that efforts were being made by Brahminical forces to make inroads into the SGPC voters by enrolling non-Sikhs. That is why Sikh marriages are still registered under the Hindu Marriage Act and not the Anand Karaj Act, 1909, he pointed out. He also alleged that Sikhs were being discriminated against as no other community had been included in a blacklist. When Muslims and Hindus are indulging in anti- national activities why has our community been singled out for persecution, he added. |
Hindu Kanya College starts IAS coaching centre
Kapurthala, November 18 On this occasion, college principal Dr Archna Garg said a batch of 22 students, including 20 girls, had started taking coaching at the centre. She further said the centre would charge a nominal fee of Rs 500 per month and the poor students would be given free coaching besides charging refundable security of Rs 1000 from each student. The course would be completed in one year or 225 hours. Experts on different subjects from Delhi will be invited so that students could learn in a better way with new techniques. Residents protest over cooking gas shortage
Phagwara, November 18 They even alleged that cooking gas is easily available in black market. The protesters alleged that hundreds of people, including women, remained standing in long queues since the wee hours today, but they were deeply disappointed when the gas agency staff refused to provide cooking gas even after more than a month of the booking and had to return back empty handed in the evening. SDM Paul immediately instructed the civil supplies department staff to check the irregularities. Meanwhile, the SDM has summoned an urgent meeting of the civil supplies

Phagwara, November 18 He said morcha activists along with social activists will jointly struggle against social evils like drugs, dowry and female foeticide. Shelley, while commenting upon the appointment of former Chief Minister Captain Amarinder Singh as president of Punjab Pardesh Congress Committee, said the Congress is facing severe factionalism as despite claims of unity, different Congress leaders like Jagmit Brar, Rajinder Kaur Bhattal, Mahinder Singh Kaypee are singing different tunes. He also described the appointment of Captain as PPCC chief as an Old Wine in Old bottle. He alleged the Congress had faced defeat in last Assembly elections, contested by the Congress under the leadership of Capt Amarinder Singh.

Teachers union flays government decision on separate directorate
Jalandhar, November 18 In a press statement released here today, Seetal Singh Chahal, Harbhajn Singh Johal and Surinder Kaur Kurali said with this decision, the government has strengthen its years old stand to continue to keep such schools under the zila parishads. They said the SAD-BJP government had backtracked from its promise, what it had made with the teachers before election. They also demanded that scores of teachers, working as service providers, should be regularized in the education department.
