Debate contest to hone augmentative skills

The Rajiv Gandhi National University of Law (RGNUL), Patiala, is organising “Agahi-10”, a national parliamentary debate competition that began at the university campus today.

Twenty teams from all over India are participating in the debate.

The competition was inaugurated by former finance minister Manpreet Singh Badal, Punjab. The debate schedule is spread over three days and the competition is categorised into preliminary, quarter, semifinal and final round. The treasure trove for students includes Rs 21,000 for the winning team, Rs 11,000 for runners-up and Rs 5,000 each for the best speaker, best adjudicator and the spirit of Agahi award.

Addressing the gathering, Manpreet Singh Badal asked the younger generation to pledge and commit a part of their lives for nation building.

The competition is an extempore debate on topics assigned to the competing teams. The objective is to assess the spontaneity, assertiveness, logic and argumentative skills of the students by following the Asian parliamentary procedure.

The competition is a part of the self-learning techniques and to give opportunity to the law students to hone their argumentative skills in a professional environment by following the due decorum of the parliamentary procedures and regulations.

Rs 10,000 cr VAT collection in 2010-11’

The excise and taxation department, Punjab, has set up a target of Rs 10,000 crore for the collection of VAT in the year 2010-11, which will be achieved by the department easily.

Till now, the department has already collected Rs 4,973.18 crore, which is Rs 1,224.24 crore more than the last year. Excise and Taxation Commissioner A Venu Prasad, Punjab, gave the information during the inauguration of a computer centre at the head office of the department.

He further informed that the department will appoint 118 new inspectors next year and the matter to appoint 74 new ETOs has been sent to the Public Service Commission.

He informed that an amount of Rs 25 lakh had been spent on the building and computerisation of this new centre.

Around 500 ETOs, inspectors and other senior officers will be given training at the centre. At a time, 20 officers can be given training in the centre. He said the centre would be connected online with all barriers and districts and also the record of information regarding all dealers would be kept in the centre.

He said the department wanted to make the entire system of bill payment online and further informed that around 1,63,000 dealers in Punjab were already using the mode.

Soon, the dealers will be able to make e-payments through the Oriental Bank of Commerce and State Bank of Patiala. A large number of excise and taxation officers were also present on the occasion.

Ban on paddy burning goes up in smoke

The ban on burning paddy stubble has gone up in smoke with farmers resorting to this practice to save money. Thick clouds of smoke are seen emanating from paddy fields.

Despite being aware of the ban, farmers are burning stubble without caring for law and order. “All we know is to save money and time. We have to grow green fodder to save our animals from hunger,” said a farmer of Alampur Nepra village while burning paddy stubble on the Chandigarh-Patiala road.

Commuters on the road were seen struggling to find way immediately after the fire. As per fire department officials in Rajpura there is a sudden rise in cases of burns in and around Rajpura villages.

Agriculture department officials said burning of paddy damaged important ingredients, including useful insects and worms, and also harmed fertility of soil. It posed health hazard to the people living nearby, especially children and elderly.

Lack of stringent measures taken by administration is encouraging the problem. Even last year incidence of wheat and paddy burning went unchecked due to lack of check by the administration.

Farmers must be taught about drawbacks of burning paddy stubble and efforts should be intensified to rush fire tenders at places where stubble burning is reported, said department officials.

Villagers said presently fire department was not equipped enough to control fire in fields. Wind spreads fire in no time and fire department officials, too, fail to reach in time.

Agriculture department officials said they were teaching farmers that burning paddy stubble harmed micronutrients in soil and also caused environmental degradation due to increase in temperature. Rise in temperature also harmed trees, insects and worms present in moist soil, which may prove helpful for the fertility of soil.

Snakebite, ignorance claim youth’s life

Rajpura, October 18
A youth died due to snakebite and lack of timely medical intervention. The deceased has been identified as 22-year-old Amanjeet Singh. He was taking coaching for IELTS in Chandigarh and planned to go to England next month. In the evening he had gone to the farms to spray medicine on the standing crop, when a snake bit him.

Instead of rushing him to the doctors, some villagers took him to a tantrik who spent more than half-an-hour in “treating” him with black magic.

When Amanjeet’s condition deteriorated, he was rushed to a nearby private hospital.

The doctors in the hospital then referred him to Government Medical College and Hospital, Sector 32, Chandigarh.

Amanjeet died on his way to the GMCH-32. His father Swaranjit Singh, an ex-serviceman, is presently posted with the police in Bihar.

Woman tests positive for dengue

Ambala, October 18
A woman has tested positive for dengue while two patients are suspected to be suffering from the disease in Ambala City. A few days back another case of dengue was found in Prem Nagar area.

According to information, a woman of nearby Kaulan village was admitted in the civil hospital and her test report of dengue was found positive. Raj Pal, a resident of Police Line area, was also admitted to the local civil hospital when symptoms of dengue were found in him.

Another woman of Pipli Bazar was referred to the PGI, Chandigarh, when her platelets count was found to be decreasing. After the detection of these three cases the health department has put an alert in the district. The department has started fogging in city as a precautionary measure.

Man dies of electrocution, two injured

Ambala, October 18
One person was electrocuted and two others sustained burn injuries on the Ghel road in Ambala City today. The deceased was identified as Shiv Kumar, a resident of Lalru.

A crane driver was placing the body of a truck on another truck when the upper part of the crane came in contact with an electricity wire. The deceased was the owner of the truck body building workshop where the incident took place.

Shiv Kumar died on the spot while two others sustained minor burn injuries. The injured, Randeep and Dharmpal, are admitted in the local civil hospital.

Centre to clear HC judges’ outstanding dues

The Punjab and Haryana High Court Judges, previously on the Central Government panel, will soon get their dues. For, it’s payback time for the Centre.

That’s right! The Centre, of its own accord, wants to reimburse the high court judges for the work they did as standing counsel before their elevation to the Bench.

A letter in this regard has already been shot off to Chief Justice of the Punjab and Haryana High Court Justice Mukul Mudgal by Additional Solicitor-General of India Mohan Jain; and is believed to have been received by the CJ’s office.

Available information suggests the communiqué has been addressed to the Chief Justice, as it was considered appropriate to seek his aid in the matter, rather than asking the judges individually. It was apparently being felt that some of the judges would not be very enthusiastic to ask for their dues, even when requested to do so.

The development is significant, as several judges, previously on the Central Government panel, were elevated before they could be reimbursed for contesting the cases on behalf of the government. Apparently not in favour of asking the Centre to give them their dues, the judges had let go the amounts.

But now, the initiative to pay back has been taken by Mohan Jain. Associated with the Punjab and Haryana High Court since long, Jain was previously Haryana Advocate-General. The one-page letter in this regard says: “It has been brought to my notice that some of the sitting judges of the Punjab and Haryana High Court at Chandigarh, who were previously standing counsel for the Union of India, their fee/bills are pending.

Man gets two-year jail

The District Consumer Disputes Redressal Forum has sentenced the managing director of Cargo Movers Private Limited to imprisonment of two years for not complying with orders.

The complainant, Sunil Vermani, a officer of Essen Connectors Private Limited, Panchkula, stated in the complaint that on December 2, 2009, he had entrusted a consignment of goods to the respondents, which were required to be transported to New Delhi. The goods were to be airlifted to Sao Paulo, Brazil, South America.

He said the consignment was accepted by the respondents at Chandigarh and were transported to New Delhi. The value of the goods entrusted to the respondents was Rs 1,42,548 and further excise duty of Rs 14,523, thereon totalling to Rs 1,57,071. It was further stated that the consignment was insured against fire only.

On December 8, 2009, the respondents telephonically informed the complainant that the goods had been destroyed in a major fire at the godown of the respondents at 
New Delhi.

Subsequently, the respondents have been avoiding the earnest efforts of the complainant to seek the material documents of the goods like FIR and insurance documents.

The forum had directed the respondents to pay Rs 1,57,331 to the complainant, along with Rs 25,000 as compensation towards mental and physical harassment caused to the complainant. Besides, the forum had also directed to pay Rs 5,000 as the cost of litigation.

Victim takes U-turn, fails to identify accused

Accused of rape, Harmail Singh alias Bubby, husband of councillor Sunita Chaudhary, heaved a sigh of relief today as the victim filed to identify him in the court of Additional District and Sessions Judge GC Garg.

While deposing before the court, she failed to identify Harmail and said he was not the one who had committed the crime. On Saturday, the victim’s father had stated before the court that when he had visited the office of the then DSP (East) PK Dhawan to get an FIR registered, the DSP had offered him Rs 25,000 to withdraw the complaint.

When one of the accused had filed a bail petition in the Punjab and Haryana High Court, the court had directed the trial court to hold a day-to-day trial of the case. Charges were framed against the accused on August 15.

The police had registered the case against Harmail Singh on May 20, 2009. Harmail had surrendered before the court on Thursday after which he was sent to police remand.

The police had registered a case against Vijay, a resident of Indira Colony, for allegedly raping a minor girl of Darshni Bagh, Mani Majra, and also making an obscene MMS of the victim in connivance with the Harmail Singh.

28-yr-old ends life

A 28-year-old man allegedly committed suicide by injecting some poisonous substance into the vein of his right arm last night at Sector 19.

The deceased, identified as Ashwani Kumar, was found dead at his residence this morning. The room was bolted from inside when the police reached the spot.

Ashwani, who originally hailed from Chamba in Himachal Pradesh, was a compounder in a private clinic at Sector 19. Ashwani got married just a year back but he had been living here alone.

The police said that the reason behind the extreme step was yet to be ascertained.

The post-mortem has been conducted after registering a case at the Sector 19 police station.

6 chain snatchers arrested

The district police has claimed to have arrested six accused in a hit-and-run case here today.

The accused identified as Ishar Ram, alias Ichhar, Amarjit Kaur, Paramjit Kaur, Rupo, Amaro and Pinder, all residents of Sangrur, allegedly attempted to kill Sub-Inspector Kuldeep Singh, Additional SHO, Pinjore, along with his staff, on Saturday when he set up a naka near Dhara Mandal, Pinjore, to apprehend them who are also said to be chain snatchers.

The gang of chain snatchers were in an Indica car and were being chased by the SHO, Kalka. They tried to kill Kuldeep by running over their car over him and other policemen accompanying him, said the police.

According to the police, during investigation one forged number plate was also recovered from the car, which was kept by the culprit to fool the investigators. One of the accused revealed that they had snatched a chain from a woman near Nada Sahib gurdwara on July 25.

Man booked for wife’s murder

The police has registered a case of murder against Manisha’s husband and her relatives.

The newly married girl was found hanging from a ceiling fan at her residence on October 10 at Kalka.

Saroj Kapoor, mother of the deceased, had filed a complaint on October 10, following which the police had registered a case of dowry death under Sections 304B/120B of IPC against Suraj Dutta, Jitender Dutta, father-in-law and younger bother-in-law of the deceased. It has arrested Manish Dutta, husband of the deceased.

Mother-in-law Santosh and Anjali, Jitender’s wife, were also booked.

The police stated that the post mortem report of the deceased had confirmed that the death had occurred due to strangulation.

Man, daughter killed in mishap

Ambala: A resident of Sector 10 of Ambala City and his daughter died in a road accident near the market of Sector 9 last evening.

The deceased were identified as Manohar Lal Gulati (52) and Arshita (13). They died on the spot when an unknown vehicle hit their motorbike.

According to information, Gulati had come to the market to buy some household goods on his motorbike. His daughter Arshita was riding pillion. When he was crossing the sector’s main road an unknown vehicle hit his motorbike and ran away.

According to hospital sources, Gulati and his daughter sustained head injuries and they were brought dead. A number of residents of Sector 10 reached at the civil hospital. A social activist of the sector, Neeru Badhera, said Gulati was an officer in the railway department and he was residing in the sector for the past several years.

The police has registered a case against the driver of the unknown vehicle. The bodies were transported to the civil hospital for the postmortem.

Theft

Zirakpur:Thieves struck at a locked house in Saini Vihar, Phase III, Baltana, last night. The incident took place when the owner of the house, Ramesh Kumar, had gone to Chandigarh, along with his family, to meet his relatives.

The theft came to light when the family returned this morning and found the house ransacked. The owner of the house claimed that the miscreants had decamped with cash around Rs 13,000 and gold and silver jewellery worth of lakhs of rupees.

Bag stolen from car

Unidentified miscreants took away a bag containing important documents by breaking a windowpane of a car parked outside a private bank on the Chandigarh-Ambala highway near Oasis Banquet Hall here this afternoon.

Rupinder Singh, a development officer of LIC, Zirakpur branch, filed a complaint with the Baltana police that he had parked his car (CH03C-2988) outside the bank around 2 pm.

When he came out around 3.30 pm, he found the driver side windowpane of his car was broken and the bag containing official documents and clients’ cheques was missing. The police stated that the matter was being looked into and a DDR has been registered.

Rs 2 lakh stolen from shop

Mohali: A mysterious theft of Rs 2 lakh has been reported from a telecom shop in Phase III-B1. A police official said the theft was reported despite the fact that there was no sign of forcible entry into the shop.

The locks of the shutter were found to be intact. Though the theft took place on Saturday, the incident was reported to the police on Sunday when an employee of the company noticed the theft. The police has questioned over 10 employees of the shop but no clue has been found. A case has been registered at Matour police station.

Death in road accident

Vinay Kumar, a motorcyclist who was admitted to the PGI after being injured in road accident at Shahi Majra village, today succumbed to his injuries. According to the police, Vinay was going towards Chandigarh on October 16 when he hit a rickshaw near Shahi Majra village.

45-tola gold stolen

KHARAR: The Kharar police has registered a case against a maid for stealing 45 tolas of gold worth Rs 9 lakh from a house in Sunny Enclave. The police has registered a case on the complaint of Santosh Kumar, a resident of Sunny Enclave, in Mohali.

Hemant Sharma of Delhi became the National U-25 Chess Champion 2010 after defeating Krishna Prasad KC of Tamil Nadu in the final round of the 19th National U-25 Chess Championship 2010 held at St Xavier’s Senior Secondary School, Sector 44, here today.

Hemant Sharma scored seven points out of possible nine and tied for the first place with two other players-Gurpreet Singh Maras from Maharashtra and Arjun Tiwari from the Railways. But Sharma was declared winner for having a better tie-break score. Maras bagged the second position after defeating international master Rahul Sangma of Delhi. Arjun Tiwari defeated overnight leader Hemal Karsanji Thanki of Gujarat to secure the third position.

Around 60 chess players participated in the national championship.

Chief Guest Pradip Mehra, Adviser to the Administrator, Chandigarh administration, gave away prizes to winners.

Shera’s replica found in Mohali

The mystery surrounding the repeated theft and prompt recovery of Shera, the Commonwealth Games (CWG) mascot, first from Mohali and then from Chandigarh by the police, has all ingredients of a typical Bollywood blockbuster in which efficient cops lay their hands on a stolen item, but the thieve(s) manage to give them the slip.

A similar thing happened on Monday, when Shera, stolen on last Saturday from Sukhna Lake, was ultimately found in the wee hours, abandoned near Grecian Hospital in Sector 69 here. But as usual the police had no clue about the thieves.

Terming it a joint operation between the Mohali police and Chandigarh police, the stolen Shera was handed over to Chandigarh police Inspector Mahavir Singh, the Station House Officer of the Sector 3 police station, by Station House Office of the Phase VIII police station Sanjeev Bhatt. “We found the mascot lying in Sector 69. Chandigarh cops were called to identify it, as an FIR had been registered in Chandigarh,” said SHO of the Phase VIII police station.

In a similar turn of events, earlier the mascot was stolen from near Verka Chowk in Phase VI and recovered after two days from near Tonga village by sleuths of the Chandigarh police.

St Stephen’s to face Shishu Niketan on Day 1

St Stephen’s School, Sector 45, will face Shishu Niketan School, Sector 22, in the opening match of the 7th Molly Carver Invitation Cup, starting from October 20 at St Stephen’s School, Sector 45, here today.

A total of eight teams will be taking part in the tournament, being organised jointly by the Desh Prem Azad Cricket Academy and St Stephen’s School, Sector 45.

Students studying up to Class X are eligible to take part in the tournament. The tournament will be played on the league-cum-knockout basis.

The organisers will provide balls to the participating teams, while qualified umpires will be deputed during the matches.

Shooting meet from Oct 24

The Chandigarh Rifle Association will organise the 35th Chandigarh State Shooting Championship at Patiala Ki Rao Shooting Ranges, Sector 25, from October 24 to 26.

The competition will be held in small bore weapons (.177 air rifle, air pistol, .22 pistol and rifle and .32 centre fire pistol) in senior, junior and sub-junior categories (men and women sections). The last date of entries is October 23.

Ravi to lead Punjab squad

Ravi Inder Singh will lead Punjab senior T-20 team that left for Delhi this morning to participate in the Inter-State T20 Tournament at Delhi.

Punjab lads will start their T-20 campaign with the first match against Haryana on October 20 at Palm-I Delhi. Their next face-off will be with HPCA the next day and will meet DDCA on October 22. The team will take on Services and JKCA on October 24 and 25, respectively.

Other members of the team include Karan Goel, Sarul Kanwar, Mandeep Singh, Amit Prashar, Amitoze Singh, Gitansh Khera (w.k), Bipul Sharma, Manpreet Gony, Rahul Sharma, Love Abhilish, Navdeep Singh, Jaskarandeep Singh, Sarabjit Singh Ladda and Sunny Sohal.

Bhupinder Singh (senior) will be the coach, while Devinder Arora will be the batting coach. Andrian Dias will be accompanying the team as trainer, whereas Nikhil NP will be the physio and Amit Kumar has been appointed video analyst.

Junior golf camp for tricity kids

The British School Golf Academy will hold a one-month junior golf coaching camp on the greens of Sector 44 campus from October 25.

Open to youngsters in the 5-15 age group, participants will be taught the basic fundamentals of the game, including chipping, putting, long and short irons, golf etiquette and rules of the game. Mankirat clinches U-8 tennis title

Mankirat was declared the winner, while Amitoj Singh finished as the runner-up in the under-8 category in the Open Lawn Tennis Tournament by Shemrock Ace Tennis Academy on the school premises here today.

Mankirat beat Amitoj Singh 6-1, 6-2. In the boys’ under-10 final, Savneet Singh drubbed Gurseerat Singh 4-2, 4-1.

In girls’ under-10 category, Aarshpreet Kaur upset Ibadat Kaur 7-3.
