Rice-millers call off strike
Chandigarh, October 6 A delegation of the association led by its president Azad Singh Rathi met the officers for two hours. After the meeting, general secretary of the association Jewel Singla said the millers would start purchasing paddy on behalf of the government agencies beginning tomorrow. On the holding charges, Sandhu assured the millers that the storage capacity in the FCI godowns would be reviewed at each centre. If genuine shortage of space was found, the holding charges of the millers would be waived. All this would be done in a fair and transparent manner. For this year, the space position would be reviewed every month and displayed on the department website. Wherever there was shortage of space, holding charges would be waived. Sandhu said efforts would be made to ensure early movement of rice out of the state so that adequate space was created in the FCI godowns well in time. Sandhu also assured the millers that the state government would take up their other demands with the Centre. The government would allow depreciation to the millers on gunny bags, as was being done in the past. It is learnt that the millers were forced to go on strike by the indifferent and callous attitude of certain officers of the procurement agencies. Holding charges were imposed on a Kurukshetra-based miller by Confed, though the latter failed to supply gunny bags to the miller in time as per the terms of the agreement. Under the agreement, rice cannot be delivered to the FCI in gunny bags other than those supplied by the procurement agency. |

Kaithal, October 6 A large number of farmers met president of the All-India Khet Kisan Mazdoor Congress Shamsher Singh Surjewala, who visited the grain markets to take stock of the situation. He told mediapersons that the percentage of moisture and damaged grain exceeded the permissible levels. The agencies were bound to procure paddy at the minimum support price (MSP) with up to 17 pc moisture and 4 per cent grain damage. However, the quantity of moisture and damaged grain in most cases exceeded these limits. He urged the government to relax the specifications to overcome the problem. Surjewala also urged the state government to give a bonus of Rs 100 per quintal to farmers. |

Chandigarh, October 6 The order of the Union Ministry of Home Affairs, received by the Haryana government yesterday, says that the charges established against Bhatia constitute “grave misconduct” and dismissal of service would also mean “disqualification for future employment under government”. The Haryana Police will serve the order on the officer, at present posted as Commandant, Home Guards, Haryana. The officer was issued a show-case notice for dismissal from service by the ministry. In reply to the notice served on the officer in January this year, Bhatia had submitted that the appeal filed by him against his conviction was subjudice and that the certificate issued by the Deputy Commissioner, Delhi Administration, was still valid. He had contended that the validity of the caste certificate was part of criminal proceedings against him before a court and could not be considered by the ministry. After examining his case and taking into consideration the “misconduct” of the officer which led to his conviction, Bhatia’s case was referred to the Union Public Service Commission for statutory advice. The UPSC, too, observed that Bhatia had entered into a criminal conspiracy and obstained an SC certificate by misrepresenting facts about his caste. The commission observed that he had been convicted by a court under Section 374, CrPC, and Section 420, IPC and should be dismissed from service. The Haryana government sent Bhatia’s case for retirement from service after he attained the age of 50. Under the All-India Service Rules, the performance of every officer, on reaching the age of 50, is re-assessed to see if he is “fit” to be retained in service. In Bhatia’s case, the government decided against retaining him following which his case was forwarded to the ministry where it lay buried for two years. When the fraud came to light, it was handed over to the CBI and a criminal case was registered against Bhatia in October 1986. |
Waterlogging: MP pulls up officials
Bhiwani, October 6 Choudhry said the Public Health Department should take immediate measures to provide clean water to the people. She asked the DC, who attended the meeting, to give personal attention to this work so that there was no outbreak of diseases on account of contaminated water. Deputy Commissioner Ramesh Verma said efforts would be made to supply drinking water through tankers in Bhiwani and Charkhi Dadri. The irrigation officials told the MP that rainwater was being drained into canals to solve the the problem of waterlogging and that the supply of water from canals had been stopped temporarily. Former minister and Tosham MLA Kiran Choudhry and Bhiwani MLA Ghanshyam Dass Saraf also attended the meeting at which work on public welfare schemes were reviewed.The MP directed officials to take up works like strengthening roads, constructing drains and digging ponds in villages under Mahatma Gandhi Rural Employment Scheme. She also advised them to include panchayat representatives in the ongoing cleanliness drive. Earlier addressing a press conference, Shruti Chowdhry said: “the Central Government has given permission to open Kasturba Gandhi Balika Vidyalaya at Khawa village in Tosham and Badwa village in the Siwani block.” In the preliminary phase, a sum of Rs 2 crore would be spent on these schools, she added. |

Free protection for runaway couples
Chandigarh, October 6 Taking on record the assertions, the Bench fixed October 13 as the date for issuing detailed instructions in the matter. Both Punjab and Haryana have identified shelter homes and the High Court has called upon the authorities concerned to advertise the protection centers by placing advertisements in English and vernacular newspapers. The Bench has also directed the state legal services authority of Punjab, Haryana and Chandigarh to “depute a counsel to visit the centre at least thrice a week so as to render legal assistance/counsel to such couples”. The Bench also asked all counsel assisting the court in protecting the life and liberty of runaway couples to put their heads together for devising a mechanism for giving “effect to the directions of the court”. Taking suo motu cognizance, Justice Kanwaljit Singh Ahluwalia had earlier made it clear that the High Court wanted the state to evolve a "compassionate" mechanism to redress the grievances of the couples. Justice Ahluwalia had asked the Home Secretaries of Punjab, Haryana and Chandigarh to inform the court on the system they intended to put devise. |
2 teachers held for sexual harassment
Fatehabad, October 6 The police has taken both teachers into custody after registering a case under Sections 294 (obscenity) and 509 (outraging the modesty of a girl) of the IPC. District Education Officer Sher Singh Khichhar has suspended the PTI and changed his station to Bhattu Kalan for reporting, while the guest lecturer has been relieved of his duties by the school Principal. Irate villagers today invaded Government Senior Secondary School at Dahman and started ransacking the office of the Principal, accusing the two teachers of sexual harassment of girls. The villagers alleged that the girl, who was being sexually harassed for long, had narrated the incident of their harassment to her family members. They alleged that some other girls had also complained about the behaviour of the two teachers. They later caught hold of the PTI, Kapoor Singh, and the guest lecturer in Hindi, Suratvir Singh, and beat them up. The villagers continued their rampage in the school for over two hours before the police reached there and took the accused teachers into custody. The DEO also reached the village and announced departmental action against the two teachers. |
Tribune Impact
Rohtak, October 6 The move came after the The Tribune carried a report in its columns that the bicycles have been lying unassembled in the backyard of the school. The bicycles ought to have been given to poor girl students under a scheme launched by the government. Officiating principal of the school Promila said the contractor had already started the work of assembling and the distribution work would be over soon. She added that these bicycles had been supplied by the contractor and were kept in the school. However, the work got delayed due to some reasons. A large number of unassembled bicycles were supplied to the school several days ago, but the process of assembling has not been completed. The number of these bicycles is stated to be around 500. School sources said though these bicycles had been supplied to the school, it could not hand over these formally to students as these were unassembled. The bicycles were to be distributed amongst poor girl students under a scheme of the Sarv Shiksha Abhiyan launched by the government. |
Shopping fest gets under way
Gurgaon, October 6 Local Municipal Commissioner Rajesh Khullar inaugurated the international shopping event, which will conclude on November 7. Hoping that the festival becomes an annual feature like the Surajkund Crafts Fair, Khullar exhorted mediapersons as well as people in general to support the event. HUDA administrator Nitin Yadav and Deputy Commissioner of Police (Gurgaon-East) Vikas Arora were also present. Gurgaon Deputy Commissioner Rajender Kataria, who is also the chairman of the organising committee of the festival, pointed out that a “Think Green, Drive Green” lounge showcasing environment-friendly vehicles incorporating the latest technology was part of the five-day automobile exhibition which formed part of the festival. “The underlying idea behind organising the event was to project Gurgaon as an international tourist destination before the world community by showcasing our country’s rich cultural heritage,” he maintained. Subhash Goyal, chairman of Haryana Tourism Mart and co-chairman of the festival organising committee, said an artisan fair, half-marathon, dandia dance, Durga Puja, Karva Chauth, food festival, property fair, kids carnival and kite-flying show would be organised during the festival. Col Prithvi Nath (retd), honorary secretary of REDCO, a co-organiser of the event, said a real estate summit aimed at attracting national as well as international investments in Gurgaon would also form part of the shopping fest. |
Rights panel team visits Mirchpur
Hisar, October 6 Upper-caste villagers assured the team that the relations between them and the Dalits had returned to normal and there was no conflict between them anymore. Dalits told the officials that the brotherhood among different communities in the village had been restored. They said they were satisfied with the relief provided to them by the district administration. The team visited the Dalit houses to satisfy itself that they were not facing any hardships in the aftermath of the violence. In April, upper-caste villagers had torched more than a dozen houses belonging to Dalits. |

Kurukshetra, October 6 The villagers made a beeline for his house the moment he won the 10th gold for the nation. Distribution of sweets and people dancing on the beats of drum added to the mirth. Rajinder is an employee with the Railways at Ratlam while his father Daya Ram is an agriculturist. His mother, brother Vishnupal and fiancée are in Delhi with him. Vishnupal said Rajinder had been into wrestling since he was eight and it was a dream come true for them. Finally Rajinder’s efforts have yielded result, he added. Haryana lads - Anil and Sanjay of Sonepat and Ravinder of Jhajjar - had won three gold medals yesterday. |
Marital discord turns violent, 6 hurt
Fatehabad, October 6 Later, incensed kin of Dayanand and some other villagers allegedly attacked Seema and her family members in revenge. Dayanand alleged that he was working in his fields when Seema came with her brothers Surjeet, Harpal, Ram Niwas and Surender and beat him up mercilessly. He alleged that had villagers not saved him, his in-laws would have killed him. Seema’s brother Surjeet, however, maintained that Dayanand used to harass Seema, married to him for 14 years, and had recently shown her the door after beating her up. He maintained that they had come to the village to sort out the differences between the couple, when villagers started beating them up.
