DC directs hospital staff to stay at HQ

The district administration seems to have woken up from its slumber regarding the absence of officials of the Civil Hospitals. Deputy Commissioner Sameer Pal Srow in an order issued here today has asked all medical officers and staff of civil hospitals to remain present at their headquarters after office hours.

It has been observed that many staff members and medical officers do not stay at their headquarters after office hours, which has been causing inconvenience in dealing with the work of the health department.

Srow further said that some other staff members of the civil hospitals, CHC and PHC, do not maintain their headquarters. Consequent to this, various difficulties have been experienced by the patients as well as other persons visiting the hospital.

Doctors and staff of the hospitals have not been found available in case of emergency, which is a serious matter, he added.

“It has also been brought to my notice that all such medical officers are claiming house rent and other allowances etc. despite being not staying at the headquarters. This not only amounts to flouting of government instructions with regard to maintaining headquarters, but also clearly establishes that the claims made in such manner are an act of misappropriation,” he added.

Srow further directed that no medical officer or staff of the hospitals, who are posted in Ambala district, would leave the headquarters without prior permission of the Civil Surgeon or any other designated authority in this regard.

They have been directed to ensure that their contact remained functional round-the-clock. Any lapse would be viewed seriously, he added.

Encroachments a traffic hazard in Ambala

The narrow and congested streets in Ambala Cantonment are posing to be a big traffic hazard for the residents. The problem is at its worst in the main Sadar Bazar area where there is no provision for parking.

Haphazard parking makes it difficult for a person to cross the street, while at times it is almost impossible for a person to remove his vehicle after parking it. In the absence of stringent action being taken by the administration, shopkeepers and residents alike are contributing to the problem.

Many shopkeepers have even encroached upon the public land. While the district administration is making efforts to improve the situation, the residents are apparently not supporting them.

Talking to The Tribune, Deputy Commissioner Sameer Pal Srow stated that the administration had stepped up on this front and were making all efforts to improve the situation. A few days back he had directed the committee staff to get the roads in the main bazaars and around the bus stand cleared of all encroachments.

Some shopkeepers, keen to see the problem resolved, have even written to the administration demanding strict action to be taken against those encroaching. “The streets are 14-foot wide on which people have encroached for another 5-6 feet. How will anyone pass on these streets?” said Narender Singh, a gift shop owner.

Shopkeepers say that the market constantly remains crowded and the streets, which are encroached upon, discourage customers from entering these lanes.

Encroachments in the subzi mandi have become a regular feature here. Everyone seems to notice this menace, but the local authorities are apparently dragging their feet in taking action against the encroachment.

Srow said once the temporary anti-encroachment drive gained momentum, permanent encroachments on drains would be targeted.

However, the administration needs to take stringent measures to control this menace. The encroachments are being encouraged by middle-rung staff of the municipal corporation. A concerted effort by the MC, district administration and the district police could help clear the area within days, sources said.

Fee Hike
Pbi varsity students stage dharna

Patiala September 16
Punjabi University students staged a dharna outside Vice-Chancellor Dr Jaspal Singh’s office to protest the delay in revoking the decision on fee hike. Students boycotted their classes and gathered outside the VC’s office to meet him in this regard.

Harvindet Singh Harry said despite the VC’s orders to roll back the fee, students were being charged a hefty sum. Students said the authorities failed to deliver their promises. Registrar Dr Manjeet Singh and Dean academics SS Tiwana reached the spot and tried to pacify students. After taking up their demands, they assured them that a notification in this regard would be issued within a day and from tomorrow onwards, the fee structure would change.

After repeated protests and meetings, the VC of the university had announced a 70 per cent roll back.

He said the notification would be issued within a week but even after a month, same fee was being charged for examination forms and fee. — TNS

Two women run over by Army truck, killed

An Army truck ran over two women on the Kharar-Landran road this morning killing them on the spot.

As per eyewitnesses, one of the women was driving a two-wheeler who lost her balance. The truck crushed the victims, killing them on the spot.

The deceased had been identified as Harbhajan Kaur (58) and her relative Avtar Kaur (40). Both were widows and residents of Shivalik Enclave, Kharar.

Narinder Singh, son of Harbhajan Kaur, said his mother had gone to Jalandhar along with his aunt Avtar Kaur and were on their way back towards their house after taking the scooter from Kharar bus stand. The bodies could not be removed from road for nearly half-an-hour. The Army truck was bound for Pathankot from Ambala along with some Army men.

The police has impounded the truck and said action would be initiated against truck driver Jayabu Daniel, a resident of Kerala.

Pbi varsity archers prove mettle

Punjabi University archers, who have been establishing their supremacy in the All-India Inter University Championship for the past two years, proved their mettle yet again by giving a brilliant performance during the final trials of the World University Archery Championship.

The championship will be held in China from September 23 to 26. Eight archers of the university made it to the Indian squad which consists of 12 members.

Punjab’s star archer Gagandeep Kaur could not take part in the trials that were held on the Punjabi University campus, as she is part of the Commonwealth squad.

It is for the first time that the Indian squad will take part in the championship. Announcing the list of selected players, Dr Rajkumar Sharma, camp in charge, said the players were selected by a selection committee comprising Dr Rajkumar Sharma, director, sports, Punjabi University, Patiala, LS Ranawat, executive director of NSNIS, Patiala, Inderjeet Singh Pabla, project officer, SAI, and university coach Jiwanjot Singh.

The selected players are:

Men (compound round): 1 Abhishek (1,385- Delhi University), 2 Amarinder Singh (1,352- Punjabi University, Patiala) and 3 Sukhbir Singh (1351- Punjabi University).

Men (recurve round): 1 Gurparkash (1,231-Punjabi University, Patiala), 2 Parvinder Singh (1,222- Punjabi University, Patiala) and 3 Hardeep Singh (1,213- GND University).

Women (compound round): 1 Anjali (1,341-GND University), 2 Sunita (1,296-Punjabi University, Patiala) and 3 Gaganjot (1,244-Punjabi University, Patiala).

Women (recurve round): 1 Tarika Sharma (1,190-Rajasthan University), and 2 Amandeep Kaur (1,150-Punjabi University, Patiala) and 3 Nisha Tomor (1,140-Punjabi University, Patiala).

Six national boxers for camp in Cuba

In order to promote boxing in Punjab, six national boxers have been selected for higher training in Havana, Cuba. The training will be sponsored by an NRI from Canada and coach Harpreet Singh will accompany the team during the programme.

Harpreet Singh said Commandant Devinder Singh Ghumman had played a major role in organising the programme. He said, “It’s due to his effort that Sidhu brothers from Canada have offered Rs 20 lakh for the one-month camp to be held in Cuba from September 15 to October 15.”

He said Cuban boxers were world famous. “Training there will certainly help our boxers learn new techniques. Training with senior players will also give them exposure and boost their confidence,” he added.

Association president Sukhdev Singh Dhindsa, chairman Jaspal Singh, director, sports, Punjab government, Pargat Singh and Santosh Dutta have played significant roles in organising the camp. The selected players are Kamalpreet Singh, Gagandeep Singh, Manjeet Singh, Baljinder Singh, Harpreet Singh and Harjeet Singh. The players have been trained by coach Kulwinder Singh, Kamaljit Singh and Kamaldeep Dutta. The kits for these players have been sponsored by advocate KP Singh, Jonex, Jalandhar, and CTS, Bahadurgarh.

Abduction Case
Man gets 4-month jail term

Manpreet heaved a sign of relief even though the court of Additional District and Sessions Judge, Gurbir Singh, today, sentenced her husband Sher Bahadur to four-month jail term in an abduction case. He has already stayed in the jail for four months.

Manpreet used to stay with her grandparents in Ram Darbar after her father, Jasbir Singh, died in the year 2000 and her mother married another man. Sharing her story she said, “I was being ill-treated by my grandparents. There was another relative who was staying with us. He tried to develop physical relations with me and I was feeling really helpless. I used to attend computer classes where I met my husband. He came to my rescue and we left for Nepal.”

Manpreet fell in love with Sher Bahadur and both of them eloped to Nepal on May 28, 2009. They stayed in Nepal for one-and-a-half month. On being informed that the grandfather had registered a case of kidnapping against Sher Bahadur, they returned. The police arrested Sher Bahadur and he remained in jail for four months. An FIR in this regard was registered on May 28, 2009. The police registered the FIR under Sections 363 (kidnapping) and 366 (inducing women to compel her for marriage) of the IPC.

During the trail, the court framed charges against Sher Bahadur under Sections 363 and 366-A of the IPC.

In her statement before the court, the girl stated that she had gone with Sher Bahadur at her own will. The court held him guilty for abducting the minor girl and said he had undergone the period of sentence in the jail.

Litigant slaps lawyer, arrested

High drama was witnessed at the district courts today when a litigant allegedly slapped a lawyer. The litigant was reportedly unhappy with the lawyer, Ramesh Kumar, who is his wife’s counsel.

The litigant, Ravinder Kumar, had filed a divorce case, which is pending in the court of District Sessions Judge SK Goel.

Advocate Ramesh Kumar said, “When we stepped out of the court at 12.30 pm, Ravinder Kumar started misbehaving with me and slapped me. He threatened me of dire consequences.”

Subsequently, lawyers gathered around Ravinder and Ramesh and allegedly started beating up the litigant. It was alleged that advocates nabbed Ravinder and kept him in the bar room. Thereafter, cops registered a case on the complaint of the advocate under Sections 323 (voluntarily causing hurt), 506 (criminal conspiracy) of the IPC and arrested the litigant.

The police registered an FIR against the person.

Motorcyclist hit by car, injured

Rakesh Kumar, a resident of Hallo Majra village, reported to the police alleging that driver of a car (CH-01-AC-2669) knocked down his motorcycle and fled from the spot from near turn on the road separating Sectors 15 and 24 on Wednesday.

A case of causing injuries due to rash and negligent driving has been registered at the Sector 11 police station.

2 held for drinking in public

The police on Wednesday arrested two persons for allegedly consuming liquor in Sector 17.

The police said Kapil Kumar, a resident of Kurukshetra, and Harjinder Singh, a resident of Gurdaspur, were arrested from a parking lot in Sector 17 while consuming liquor at a public place. A case under the Excise Act has been registered.

Woman duped of ` 13 lakh

Balwinder Kaur Cheema, a resident of Sunam, has complained to the police that Varinder Makkar, a resident of Sector 68, Mohali, cheated her of Rs 13 lakh on the pretext of sending her son, daughter and son-in-law abroad.

The suspects also prepared a forged age proof certificate of her minor son and tried to deprive her of her agricultural land.

A case under Sections 420, 465, 468, 471 and 34 of the IPC has been registered at Phase VIII police station. The case is being inquired by the economic offence wing of the Mohali police.

Continuing its winning spree, SGGS Khalsa College, Mahilpur, today beat SGGS College, Sector 26, Chandigarh, by 1-0 in the league match of Panjab University Inter-College Football (Men) A-Division Tournament being played at PU grounds, here today.

Bali Gagan struck for the winner in the 45th minute of the match, which otherwise was an average show by both the teams.

The second match between GHG Khalsa College, Gurusar Sadhar, and PU Campus, Chandigarh, witnessed two goals, both netted by the former team to win the match. The first goal came in 33rd minute through Jagjit Singh while Jaspreet Singh bulged the net in 80th minute to make it 2-0.

Volleyball: GGS College for Women, Chandigarh, emerged champion whereas Dasmesh Girls College, Badal, remained second in Panjab University Volleyball (Women) A-Division (league) Championship- 2010-11, concluded at Panjab University grounds here today.

The GGS College for Women beat Khalsa College for Women, Ludhiana, by 3-0 (25-12, 25-20, 25-18). On the other hand, Dasmesh Girls College, Badal, got the better of GN Girls College, Muktsar, by 3-1 (25-21, 25-20, 23-25, 25-22).

The Khalsa College for Women, Ludhiana, and Guru Nanak Girls College, Ludhiana, secured third and fourth positions, respectively.

City girls tied third as Nalini surges ahead

Chandigarh duo of Saaniya Sharma and Preetinder Kaur shared the third slot at eight over par 152 as Delhi’s Nalini Singh Siwach tore away from the pack to be on top of the leaderboard at three over 147 on the penultimate day of the Hero Honda Women’s Professional Golf Tour in Gurgaon today.

Sharmila Nicollet of Bangalore, a three-time winner on the tour, is one stroke behind the Chandigarh girls at nine over 153, with Kolkata’s Neha Tripathi occupying the second slot at seven over 151.

Preetinder Kaur played an even par back nine with a birdie and a bogey after being two over par 38 at the turn for a two over 74 card.

Saaniya Sharma continued from where she left, driving forcefully. She picked up a birdie on the fourth after three even pars. But then she struck an awesome patch bogeying the next three, including a double bogey on the sixth, to be four over 40 at the turn.

The bad luck continued into the back nine, resulting in three more bogeys and a seven over 79 card.

Nalini Singh Siwach, who has a four-stroke lead with just one more day to go, was in her elements today. She was not only striking the ball beautifully, but also hitting the pin with precision.

The weather today was sunny in the morning minus the breeze making it a little oppressive. But by the time the players got into the back nine there was a slight change with a cool breeze wafting across the ITC Classic greens and clouds returning to give the much-needed relief from the sun.

Rani Sonti from Bangalore carded the best level par 72 card. This included a flawless two under 34 back nine.

Inter-school games from Sept 29

Local Nehru Yuva Kendra in collaboration with the Chandigarh sports department will organise the state-level inter-school games in the U-16 category from September 29 to October 1.

The competitions will include archery, athletics, badminton, basketball, hockey, football, table tennis, volleyball, weightlifting and wrestling.

These competitions are being organised under the Panchayat Yuva Krida Aur Khel Abhiyan (PYKKA) Scheme of the Ministry of Sports and Youth Affairs.

Entries will be closed on September 23. Interested schools may send entries to the District Sports Officer at Sector 42, District Youth Coordinator, NYK, Sector 23, and respective coaching centres of the Chandigarh sports department.

DAV College claim title

DAV College won the Panjab University Inter-College Tennis (women) Championship 2010-11 for the third time in a row. Ankita Singh and Prabhamrit Kaur of DAV College beat PU Campus in the final 2-0 to win the title at PU tennis courts here today.

Ankita Singh drubbed Neha Kumar in straight sets 6-3, 6-3. Similarly, Prabhamrit Kaur Sandhu did not find any difficulty against her rival Simer (PU) and beat her 6-2, 6-2 with quite ease.

GGD SD College, Chandigarh, and PG GCG, Sector 11, Chandigarh, secured the third and fourth positions, respectively.

Results: Match for 3rd and 4th places: GGD SD College, Chandigarh, beat PG GCG, Sector-11, Chandigarh, 2-1; Noor Paul beat Mehak (6-0, 6-1); Sana lost to Ankita (6-3, 6-7(4), 2-6) and Noor and Sana beat Mehak and Ankita (6-1, 6-4).

Tamil Nadu beat Punjab in basketball

The super league of ongoing 24th The All-India Basketball Tournament 2010-11 saw four teams-Punjab, Haryana, Gujarat and Tamil Nadu on its third day proceedings at Sports Complex, Sector 7 here.

In today’s matches, Tamil Nadu team won its match against Punjab and lost to Gujarat Circle. The team defeated Punjab by 81-68 whereas its final score against Gujarat Circle was 66-76. In the third match, Gujarat Circle team defeated Haryana Circle with a huge margin of 30 points. The score was 51-21. The meet will conclude tomorrow. — TNS
