Jaipur/Churu, September 1 The victim hails from Uttar Pradesh and had come along with her family to attend the annual Gogaji fair in the area. She was allegedly raped by four persons around 6 pm yesterday when she went to fetch drinking water from a tank at Sadulpur railway station. When the matter came to light, her brother, Sagar, headed to the RPF police post to lodge a complaint in this regard, but the RPF men reportedly declined to register a case and also beat him up. The incident enraged hundreds of other people from UP, who were waiting for their train at the railway station. They started raising slogans against the RPF and when RPF official Lalaram reached the spot, the angry mob pelted him with stones. The protesters set afire the police jeep and two motorbikes of the RPF men, forcing them to run away. They then ransacked the railway station and an RPF outpost, damaging railway property, including ceiling fans, benches, sheds, ticket window, rest house, station master's office and looted two revolvers and five rifles from a GRP outpost, demanding arrest of the accused involved in the rape. Extra forces were rushed to control the situation. The police has registered two separate cases. They have arrested two persons on the charge of raping the minor. They have been identified as Manoj Meena, an electrician with the railways, and his relative Jai Singh Meena. The manhunt for two other accused is on. The police has also arrested six persons for damaging the railway property. District SP Nisar Farooqi said the situation in the area is now under control. Meanwhile, the traders at Sadulpur town kept their shops closed today to lodge their protest against the incident. The victim, who is critical, was referred to a government hospital at the district headquarters today. A medical board conducted her medical examination there. Lakhs of pilgrims from Rajasthan and neighbouring states take part in the annual Gogaji fair in the area. Gogaji is a folk deity of Rajasthan. |
BJP stood isolated by end of session
New Delhi, September 1 In the process it virtually abandoned its prime issue, “The Misuse of CBI” relegating it to the very last, an issue which seemed to be agitating the BJP so much that the two Leaders of Opposition Sushma Swaraj and Arun Jaitely boycotted Prime Minister Manmohan Singh’s pre-session lunch. The BJP started the Monsoon Session by rallying the entire Opposition, including fence sitters like Lalu Prasad, Mulayam Singh Yadav and Mayawati, to stall the House proceedings for a week on price rise. This Opposition bondage grew in strength with each consecutive subject taken up by Parliament, be it Bhopal Gas Tragedy Commonwealth Games. The non-BJP parties - the Left Front and Lalu’s RJD, Mulayam’ SP - were visibly cooperating even letting pass Sushma Swaraj’s remarks on CBI misuse during the Bhopal debate. But come the Civil Nuclear Liability Bill, 2010 and BJP abandoned the Opposition displeasing, even its NDA allies like JD-U and Akali Dal for not consulting them before unilaterally deciding to support the Nuclear Liability Bill. Suddenly Sushma Swaraj proudly announced the bondage between the Government and the BJP, starting with the Prime Minister calling up L.K. Advani and Sushma Swaraj on the Bill and thanking them for their cooperation. A good deal of credit went to Minister of State for Science and Technology Prithviraj Chavan who along with Finance Minister Pranab Mukherjee opened negotiations with the BJP and went an extra mile to humour the BJP. Taking a cue others like Chidambram and Kapil Sibal also came rushing to Advani and Sushma to get their Educational Tribunals and Enemy Property Bills passed. The BJP went a little soft in the Lok Sabha on the Education Bill though thanks to the objections by the Congress members Sibal could not push it through in the Upper House. On Enemy Property, Chidambram was caught in a cleft. He had initially brought the Bill, regularising a similar Ordinance, confident of BJP support to pass the muster. BJP leaders were upset with Muslim MPs for stalling and amending the Bill through the intervention of the Prime Minister. Eventually Chidambram had to withdraw it because his middle path failed to satisfy either the BJP or Lalu and Mulayam articulating the Muslim concerns. But by the time the session ended, BJP stood isolated on the J&K issue to the extent that seeing its isolation, Home Minister Chidambram did not bother to make a reply. So was its isolation in the Enemy Property Bill since even its NDA the JD-U appeared clearly reluctant to stand alongside the BJP on such divisive issues. On her part Sushma claimed that "BJP is extremely satisfied with the performance of its members in both Houses. Where the opposition parties came with us we provided a united opposition, where the government came with us we cooperated and when neither government nor opposition supported us we strongly stood our ground." Jaitley fine tuned this further to say that the BJP's performance as a "responsible principal opposition" in the session was a "synthesis of opposition when required and cautious cooperation when the situation so warranted.” |
Maya gets SC nod to rename Amethi
New Delhi, September 1 A Bench comprising Justices RV Raveendran and HL Gokhale passed the order by quashing the Allahabad High Court’s interim verdict staying the creation of the district by renaming Amethi, which has traditionally returned contestants from the Gandhi-Nehru family. The state government had appealed against the HC order, which restrained the execution of the July 1 notification creating the district comprising five tehsils of Sultanpur and Rae Bareli districts, which are a part of Amethi constituency. Mayawati had ordered the formation of the district on May 21, 2003, but her arch political rival Mulayam Singh Yadav scrapped it on November 23 the same year following the change of guard in the state. Solicitor General Gopal Subramanium, appearing for the Registrar of Census, opposed the state government’s move in view of the ongoing census exercise. |
Take steps to recover 38K cr tax arrears: FM
Mumbai, September 1 "Rs 28,046 crore is blocked in appeal before CIT (Appeal) and Rs 10,010 crore before Income Tax Appellate Tribunal (ITAT)," Mukherjee said after meeting Revenue Department officials here. "The major area of concern on the direct tax side is the revenue locked up in appeal... Department should take concrete steps to realise the revenue locked up before the appellate authorities," he said. Last month, the Finance Minister had called the Income Tax Department the biggest litigant in the Indian government and asked it to re-examine the way it handles tax disputes. "One area of concern is litigation with taxpayers. The department is filing appeals in a routine manner, without careful thought and examination, leading to the Department earning the dubious distinction of being the biggest litigant in the Government of India," Mukherjee had said. Later, the Central Board of Direct Taxes (CBDT) set up a committee to monitor and minimise litigations and asked its officials to look into the merits of cases before moving courts. Mukherjee also said April-July direct tax revenue has grown 15.75 per cent from a year earlier. While corporate tax revenue was up 20.9 per cent, personal income tax revenue rose 8.51 per cent during the period. "The overall direct taxes growth is satisfactory," he said. According to CBDT data, direct tax collection shot up by 15.75 per cent to Rs 85,647 crore in the first four months of the fiscal from Rs 73,990 crore in the previous fiscal. — PTI |

New Delhi, September 1 The message was that the right wing fundamentalists were suspected to be behind some blasts, the Homer Minister pointed out. “These are religious fundamentalist groups. The message ought not to be lost in phrases. And perhaps the use of that phrase has brought the message home. So, the purpose in a way has been served,” the minister said. Responding to the queries that the Congress had distanced itself over the issue, Chidambaram clarified that “the party is supreme” and that it was on the same page as the government on the issue. |

Patna, September 1 The state administration did not pay much heed to the naxals demand. Instead, the government gave marching orders to the Superintendent of Police and SDPO (Sub-Divisional Police Officer), Lakhisarai for mishandling the situation.Their replacements have been instructed to take charge immediately. The top brass of police remained busy planning their strategy for the anti-naxal operation to rescue the abducted police personnel. Two Sub Inspectors, Abhay Yadav and Rupesh Kumar Sinha, and two Jawans of Bihar Military Police (BMP) were taken hostage by the Maoists after a fierce gun battle lasting five to six hours in the hilly terrains of Lakhisarai. Seven police personnel were killed and 10 injured during the encounter. The Maoist ultras also took away 35 semi-automatic rifles from the cops. |
Need to increase power generation: PM
Hyderabad, September 1 “Bridging the gap between the demand and supply of power is necessary to meet the aspirations of people,” he said after laying the foundation stone for the Rs 6,000 crore power equipment manufacturing plant at Mannavaram near the temple town of Tirupati in Andhra Pradesh. The Prime Minister’s emphasis on stepping up power generation came in the backdrop of recent public agitations, particularly in coastal Andhra Pradesh, against new thermal power plants. The Mannavaram project is a joint venture between National Thermal Power Corporation (NTPC) and Bharat Heavy Electricals Limited (BHEL), the two navaratna PSUs. “I am very happy that our public sector has come forward to take a lead in manufacturing power equipment in our country to help us achieve our targets in the power sector,” Singh said. The plant would provide power equipment required for the additional capacity of 5,000 MW per year by 2014-15. It will provide direct employment to 6,000 persons and indirect employment to another 25,000. Union Ministers Sushil Kumar Shinde (Power), Veerappa Moily (Law), Vilas Rao Deshmukh (Heavy Industry and Public Enterprises), Andhra Pradesh Governor ESL Narasimhan and top officials of NTPC and BHEL were among those present on the occasion. Chief Minister K Rosaiah could not attend the function as he was indisposed and advised rest by doctors. The PM hoped that the project would go a long way in improving the economic conditions of the people of the backward Rayalaseema region. He also recalled the contributions of former Andhra Pradesh Chief Minister late YS Rajasekhar Reddy in getting the project to the state. The project, reflecting the biggest public sector investment in the state after the Visakhapatnam Steel Plant, which was founded in 1971, is expected to provide direct employment to 6,000 people and indirect employment to another 25,000 people. The state government has allotted 750 acres at a token price of Re 1 each. The first phase of the project is expected to be completed by 2011-12 and the second phase by 2013-14, the officials said. Meanwhile, Singh also laid the foundation stone for Tirupati International Airport, a long-standing demand of devotees from abroad. The Airports Authority of India agreed to bear the capital expenditure of Rs 300 crore while the state government will provide the required land of about 718 acres, at the rate of Re 1 each. The Prime Minister visited the popular hill shrine at Tirumala and had a ‘darshan’ of Lord Venkateswara. |

New Delhi, September 1 Various factors of caste combinations, women, SC and ST have been kept in mind while formulating the list. Besides that wards of the long-standing political families in the state have been accommodated alongside some “money bags”. Almost all former MLAs besides senior leaders like Ambika Soni, Jagmeet Singh Brar and Surinder Singla have been included. In the past few months senior leaders of the state Congress were working hard to get their favourites on the list. The five major groups owing allegiance to Amarinder Singh, Bhattal, Jagmeet Brar, Mohinder Singh Kaypee and Partap Singh Bajwa had camped in New Delhi to get the names included in what was easily one of the fiercest inside contest for the share of power. Other than the 234 delegates, about 15 others have been taken aboard the PPCC on the basis of being MLAs or MPs. MONSOON session WRAP-UP
New Delhi, September 1 Question Hour did not take place on nine days in both Houses. In the Lok Sabha, only 10 per cent listed questions were orally answered -- something the government today described as a matter of “grave concern”. “Presiding officers of both Houses are proposing to move Question Hour to another time of the day. We are open to all arrangements to ensure the Question Hour is held,” Parliamentary Affairs Minister Pawan Bansal said. On the legislative front, the government claimed it did well by passing 24 Bills. The plan was to pass 33. Analysis of data on legislative business in Parliament’s monsoon session collated by PRS Legislative Research, New Delhi, shows that the Lok Sabha passed 47 per cent Bills in less than two hours. The controversial Civil Liability for Nuclear Damages Bill was the most debated law followed by the MP Salary Hike Bill. The N-Liability law was also the only one that saw Prime Minster Manmohan Singh’s intervention. In the lower house, 20 MPs debated this law over 4.7 hours while in the Rajya Sabha, 25 members discussed it for 5.1 hours. Other laws that saw discussions for over three hours were the Mines and Minerals Amendment Bill (permits auction through competitive bidding for allocation of coal blocks for captive mining), Educational Tribunal Bill (to set up tribunals for out of court settlement of educational disputes) and the Foreign Trade Amendment Bill (includes services for export incentives and permits quantitative restrictions). The least discussed laws in Lok Sabha were the MCI Amendment Bill (to replace the ordinance dissolving MCI), Representation of People Amendment Bill (provides voting rights to NRIs) and Personal Laws Amendment Bill (makes adoption gender neutral). Four laws had to be deferred due to opposition - the Enemy Property Bill in the Lower House and Educational Tribunals Bill in the Upper House. Bills pertaining to control of Wakf properties and prevention of torture have also been referred to select committees of Upper House and will be taken up later. In the Lok Sabha, six short discussions were held under Rule 193 (urgent importance) on delay in preparation of the Commonwealth Games, the Bhopal gas tragedy, illegal mining, atrocities against SCs, STs, Kashmir situation and floods and drought in the country. The Rajya Sabha discussed the Bhopal tragedy and illegal mining. Interestingly, the monsoon session was the first of the 15th Lok Sabha when the Prime Minister was not on a foreign tour and was available throughout the proceedings. Chandigarh, September 1 The Punjab and Haryana High Court, in its judgment on Rathore’s plea, today asserted: “The counsel for the petitioner has indulged in liberal character assassination of Anand Parkash and SC Girhotra. The idea behind this approach was probably to prejudice the court to an extent that their efforts in establishing the guilt of the petitioner should appear tainted and unworthy of any credit”. Justice Jitendra Chauhan asserted: “However, this court cannot be swayed in favour of the petitioner by this strategy. On one hand the counsel for the petitioner has gone to great lengths to somehow establish that the complainant were very well connected and highly placed people and have, thus, managed to frame the petitioner in the present case, on the other their character is sought to be shown in poor light by proving that both Anand Parkash and SC Girhotra had been found to be corrupt in public life. Specific arguments have been addressed towards the fact that SC Girhotra was dismissed from service as a manager of a bank after he was held guilty by the CBI Court on corruption charges.” “In regard to Anand Parkash, the counsel for the petitioner has tried to trace his entire career and give instances of corruption, bribery and irregularities with which he has been charged”. Justice Chauhan added: “Even if the submissions against the character of Parkash and Girhotra are taken to be correct, it can have no bearing on the merits of this case.” |
Drunk driver kills one in Mumbai
Mumbai, September 1 According to the police, the driver, identified as Sushil Rajendra Kothari (30), hails from Walkeshwar and was returning home from a party in the wee hours of Wednesday when the incident occurred. Kothari, who was under the influence of liquor, was speeding along Marine Drive when he first rammed into a Honda Activa scooter, killing the rider, Habib Zulfikar Qureshi, who was returning home with a friend after attending Iftaar, the police said. The victim’s friend who was riding pillion received serious injuries and has been admitted to JJ Hospital. Deputy Commissioner of Police (DCP) Chhering Dorje, who is heading the investigations, said Kothari tried to flee instead of surrendering and rammed his vehicle into another car near Malabar Hill. The impact of the collision left the bonnet of Kothari's car twisted and mangled. Kothari was arrested from the spot by the police after being pulled out of his own vehicle. According to Dorje four bottles of liquor were found in the car. Initial breathalyzer tests conducted on Kothari indicated that he was heavily under the influence of alcohol. |
College of Defence Management being upgraded
Chandigarh, September 1 This will broaden the ambit of its training programmes to meet contemporary and future requirements to groom military leaders. The CDM, the only military training institution of its kind in Asia, will be renamed as the Institute of Defence Management and will in turn have three institutions under it, including the existing CDM. The other two institutes coming up are - the College of Industrial Resources Management (CIRM) and the Centre for Research and Consultancy. The CIRM will impart education in the resource component of national power, with special emphasis on material acquisition and joint logistics, and their integration into national security strategy in peace and war, according to information released by the Ministry of Defence recently. Upgradation of the CDM comes in the wake of the Indian National Defence University (INDU) being set up in Haryana. The CDM, along with other category-A training establishments like the National Defence Academy, Army War College and the Defence Services Staff College, would be affiliated to the INDU. At present these are affiliated with various regional universities. The INDU is being set up near Gurgaon and is expected to set benchmark academic standards and create synergy between existing military institutes of learning and address strategic security challenges by bringing them under one authority. According to the ministry, the acquisition of land, creation of infrastructure and development of the university is expected to be completed over a period of seven years at an estimated expenditure of Rs 395 crore. This includes about Rs 100 crore for acquisition of land. The Defence Ministry has also listed out four new institutes to be set up under the INDU, the most prominent of which are the College of National Security Policy (CNSP) and the National Institute of Strategic Studies (NISS). The CNSP will conduct a 10-month post-graduate instructional course for colonels and their equivalent civilian officers. The NISS will consist of a Department of War Gaming and Simulation and a Department of Research that will have centres of neighbourhood studies, counterterrorism, chinese studies, strategic thought, international security issues, maritime security, etc. The other two proposed institutes are the Institute of Advanced Technology Studies, having two colleges dealing with technology and information security and the Department of Distance Learning that is envisioned to bring distance learning within the reach of service personnel. |
Sisters intercept Rahul’s car, narrate woes
Amethi (UP), September 1 When the Congress general secretary was on his way to Sarvan village, two sisters -- Sonia and Shivani -- intercepted his car and told him about the harassment at the hands of their uncles after the death of their parents. They were assured full help by Rahul in this regard. The Congress leader, who arrived here today on a three-day visit, said that in Uttar Pradesh problems were being faced in implementing central schemes as the party was not in power in the state. "The Centre is doing whatever is possible for agriculture sector and the poor, but in UP problems are being faced in implementing the schemes as the Congress does not have a government here," Rahul said while addressing a seminar organised by IFFCO. He said there were two faces of India - the rich and the poor. "The basic difference between the two India is that while rich are getting opportunities, the poor are deprived of the same. My effort is to bring these two India together so that the country can progress," Rahul said. New Delhi, September 1 A four-tier security apparatus with the Army back-up would be put in place during the Games. However, so far there was no specific threat to the Games. Choppers carrying commando snipers will keep an eye on the convoys carrying the players and officials to the venue. A miracle: Gurdwara Pathar Sahib safe
It was nothing less than a miracle that after being hit by a massive landslide triggered by the flash floods and remaining inundated in slush for more than eight days, the centuries-old Gurdwara Pathar Sahib did not face any major damage. “This place was buried in the slush, it took us eight days to clean it, initially we thought that the historic boulder might have been damaged, but to our surprise everything was safe,” said Dalwinder Singh, a sevadar who looks after the gurdwara. He said the Army, which looked after the gurdwara was helped by stranded truck drivers and locals to clean the slush from the premises and as soon as the roads opened, the pilgrims again started visiting the place. “Everyday around 150 to 200 pilgrims come to this gurdwara and on Sunday around 600 persons come here, every truck stops here and the driver comes and takes the blessings,” Dalwinder Singh said. According to the Sikh history, the place where the gurdwara was built was inhabited by a demon. In 1516, when Guru Nanak visited this place to give him sermons, the demon was very angry. One day the demon saw Guru Nanak Dev meditating with his back facing him, he threw a huge boulder at the guru. The boulder hit the guru’s back and turned into wax. The demon thought that Guru Nanak Dev was dead but got angry after seeing him meditate. The demon kicked the boulder but his feet was also stucked in. Realising that the person was very powerful, he asked for forgiveness. Guru Nanak Dev asked him to serve villagers and thus the demon became a sadhu. Apart from religious importance, the Gurdwara Pathar Sahib has archaeological importance as well as it is believed to be built five centuries ago on the same place where Guru Nanak was meditating and people in large number come here to have the glimpse of the rock. |

New Delhi, September 1 Currently touring Uttar Pradesh, Rahul is expected to address at least 20 public meetings in Bihar in the run-up to the elections in the state. His first appearance will be at a public meeting at Saharsa, followed by Samastipur - both strong holds of the JD(U). Saharsa, a poor district badly ravaged by the 2008 Kosi floods, is also the home district of Bihar Congress chief Mahboob Ali Kaiser. Kaiser, who has requested the party high command for more visits by Rahul, is positive that the Congress scion’s good image among the youth will work wonders for resuscitating the party in Bihar. Talking to The Tribune from Saharsa, where he is overseeing Rahul’s upcoming visit, Kaiser said: “Hopefully there will be 18-20 meeting before the elections”. With Rahul’s time-tested charisma and appeal among youth, the Congress is hoping to break caste barriers in the state, so deeply encased in caste prejudices. Political observers, in fact, see Bihar as a litmus test for Rahul, who after Uttar Pradesh is keen to revive the Congress in other Hindi heartland states. A first: UP village gets broadband service
Amethi, September 1 AICC general secretary and Amethi MP Rahul Gandhi along with Sam Pitroda, advisor to the Prime Minister on public information infrastructure and innovations and the pioneer of the country’s information technology revolution, jointly launched the unique broadband service at a public function. Rahul today started a three-day tour of his constituency. Speaking on the occasion, Rahul reiterated the presence of two Indias - one inhabited by the rich and powerful and the other in which the poor made out a living. Describing connectivity and opportunity as the single most crucial factor that distinguished one India from the other, Rahul said roads, power, education and computers had the potential to give the other India the power to compete on an equal footing.
