With this year’s Kanwar Yatra being completed successfully and peacefully, it is now the time for mela police personnel to unwind a little bit after working non stop in varied weather conditions to ensure the success of the Kanwar fair.

To boost the morale of the personnel as well as felicitate them, chief of the Uttarakhand police, Director-General of Police (DGP) Jyoti Swaroop Pandey, in his maiden visit to the Kumbh city since assuming charge, addressed them and had food with them sharing the experiences of the fair.

Terming the commendable role essayed by the mela police, Pandey said providing security as well as managing the whole Kanwar fair was in itself a huge task which was carried out with near to perfection by the personnel.

Appreciating the vital and strategic role played by SSP of Haridwar Sanjay Gunjiyal, the DGP said the idea to carry the on foot Kanwariyas via the Kanwar track alongside the Ganga canal was a brilliant one which ensured a smooth conduct of the fair.

In his address, Gunjiyal shared the success of the Kanwar mela with each and every police personnel that was involved in the whole process. Gunjiyal pointed out that be it constable or senior officers everyone gave his 100 per cent to eventually ensure the successful completion of the Kanwar fair which saw a record number of devotees fetching water from the Ganga in Haridwar.

“I saw while on field inspection that all personnel, be it a constable or senior officers, worked round the clock despite adverse weather conditions. In the second phase of the Kanwar yatra when Dak Kanwars descended on the city in lakhs, many of us didn’t sleep for continuous three days but no one complained as they took the mela duty not only professionally, but with heart too,” said Gunjiyal, who was at the helm of affairs during the Kanwar Yatra.

At the function, held in Prem Nagar Ashram’s mega auditorium hall late last night, present were Additional Director General (Law and Order) Satya Bhagat, Inspector General (Garhwal Zone) MA Ganapati, DM R Meenakshi Sundaram, ADM BS Dhanik, SP (City) KL Shah, Commandant of 40th PAC Anant Shankar Takawale, SP Rural Roshan Lal Sharma, Commandant KL Swaroop and mela police personnel.

District Magistrate of Haridwar R Meenakshi Sundaram has thanked everyone involved in the conduct of two mega events of the Maha Kumbh and the Kanwar Yatra back to back in a span of just eight months.

Sundaram and SSP Sanjay Gunjiyal honoured the BEG & C (Roorkee) divers and life guards, National Cadet Corps cadets, National Social Scheme volunteers and Red Cross activists and appreciated their immense contribution during the whole Kanwar mela that concluded on August 9.

Lauding the role of the volunteers, Gunjiyal said the help from these organisations not only helped police personnel but also provided them relief during hectic, stressful Kanwar duty. “From aiding in crowd control, traffic regulation, first aid, saving Kanwariyas from drowning, providing water and refreshments to devotees on the Kanwar route your role was outstanding,” he said while addressing them.

“The role of these organisations have now increased as now in future the administration and people will be looking to them with much more expectations,” said Gunjiyal at a function held at the City Control Room towers. Notably, BEG&C (Roorkee) is one of the oldest Army units in the country and is known for its valour and contribution during peaceful times too.

In a bid to provide more organised structure for such future fairs, particularly during local fairs and natural calamities, Dr Naresh Chaudhari has been nominated coordinator to earmark the various local swimming life-saver squads who will be on standby to render help in such situations.

Nodal officer for the Kanwar mela SN Pandey thanked all departments, organisations, volunteers for helping directly or indirectly in the mela proceedings. He also informed that a detailed administrative report was being finalised which would be having suggestions from people, employees involved in the Kanwar mela as this would be of immense help in conducting future fairs.

Those who were felicitated included Red Cross secretary Naresh Chaudhari, NCC in charge AK Sharma, NSS coordinator Suresh Tyagi, BEG’s Nayab Subedaar Dhan Singh Bhakuni, Mohinder Singh, Pradeep Jha, Lakha Singh, Avtar Singh, Narendar, Rajendra, Jasbir, Avdhesh, Manjeet, Darshan Singh and others.

DM reviews I-Day arrangements

Dehradun Magistrate (DM) D Senthil Pandiyan held a meeting regarding the arrangements for the 64th Independence Day with all officers here today. The programme will commence with the hoisting of the Tricolour by Uttrakhand Chief Minister followed by his speech.

During the meeting, the DM interacted with Senior Officer of Police (SP) GS Martoliya who told him that he had appointed SP, City, Aseem Shrivastav to review law and order at the Parade Ground.

He asked all SDMs to follow a dress code on I-Day and be present where they had been appointed by Additional District Magistrate (ADM) Vinod Suman to welcome the guests. The DM asked them to help the visitors in parking their vehicles and getting their seats. He told all officials that he would not tolerate any kind of carelessness, as it was one of the biggest events.

The rehearsals would take place on August 12. The national flag would be hoisted at all government as well as private buildings at 8 am before the commencement of the programme at the Parade Ground. The DM asked all departments to make sure that their employees were present at the function venue.

A kavi sammelan would be organised in the evening of August 14 at the Municipal Commission auditorium.

He also asked the officials to make sure that the light arrangement at all government building as well as historical memorials and the Ghanta Ghar on the night of August 14 and 15 was functioning.

The DM, along with other officials, also visited the ground to examine the ongoing work.

As a precaution in the rainy season, the administration has arranged for waterproof covering at pandals.

The inauguration of a bridge between Haldwani and Kaladungi on the Bhakhra river has become an embarrassment for the ruling Bharatiya Janata Party (BJP) as it drew the ire of Congressmen for the absence of the names of Congress leaders from the plaque.

The Congressmen went on to gherao the car of Transport Minister Bansidar Bhagat who had gone to inaugurate the bridge on Monday afternoon and went on to launch a verbal tirade against him on the spot.

The Congress workers were agitated over the fact that the names of the local Member of Parliament, legislator and Zila Panchayat President were missing from the plaque. Instead, Bhagat had reached there with BJP workers in a grand manner that has become synonymous with the party in Uttarakhand. As a result, Bhagat had to face Congressmen receiving him with black flags and slogans.

The 90-metre long and 7.5-metre wide bridge has been constructed at a cost of Rs 365.96 lakh. Its construction has been long awaited by people of the region as it will ensure a smooth flow of traffic all round the year.

Hitting out at the Congress, he said the BJP had done more work during the three years of its rule than the Congress did in its entire tenure. Referring to the delay in the construction of an inter-state bus terminus at Haldwani, he blamed the Centre for not giving clearance for the transfer of forest land for the purpose.

Raji tribal community seeks forest rights

Van Rawats (Raji) of Pitthoragarh district, a tribe living in Himalayan forests for thousands of years, today held a demonstration before the office of District Magistrate (DM) Narayan Singh Negi demanding benefits for their community under the Forest Rights Act 2006. “Despite Uttarakhand government’s notification on this Act, our community has not been given any rights under and we are still being charged under different forest Acts even for gathering dry woods from the forest,” said Netra Singh, sarpanch of Kimkhola village in Dharchula subdivision .

The demonstrators later handed over a memorandum to the District Magistrate demanding Uttarakhand government’s notification on this Act, declaring inclusion of all forest villages of Raji in revenue villages and simplifying the process of the implementation of this Act for restoration of forest rights of their people. “We want the officers should organise a meeting over this issue at the tehsil level and the tribal land, at present in the possession of non-tribal people, should be restored to them,” said Netra.

The NGO, which brought these people for demonstration, wanted an immediate implementation of this Act to the benefit of all Raji villages of Pitthoragarh district and to settle community claims preferably. “Our NGO is working among these people and want these poor people free from the exploitation of forest officers because this community cannot survive without forest in which they have been living for centuries,” said Renu Thakur, Director of Arpan, an organisation which has been working among the Raji community for the past 10 years.

Puna Devi, a woman from the community and member of the Dharchula Block Development Committee, narrated the plight of the Raji and how they are exploitated by forest people. They said despite their total dependence on forests, neither the government nor the district administration has given any relief to them when it comes to protecting their forest rights. “The forest people are dominant on our lives, even we are not able to collect dry woods for cooking meals and gather fodder for our animals,” said Puna.

The District Magistrate accepted that the Forest Rights Act 2006 had been implemented in the state much before but the district administration was sorting out the cases which had to beput forth for its implementation. “These tribal people will have to apply individually to get their rights under the Act and after their applications, the administration will proceed ahead to ensure their rights under the Act,” said the DM.

Traders meet SDM on encroachment notice issue

Mussoorie Traders Association Executive Committee members met Sub-Divisional Magistrate (SDM) Manoj Kumar at his office on the issue of the notice served by the Palika on encroachments.

Traders Association president Rajat Agarwal General Secretary Javed Khan apprised the SDM about the notice served to them by the Palika. He said it was baseless, incorrect and arbitrary in nature. He also informed the SDM that the notice served to them under Section 398 of the Municipality Act did not exist in the byelaws.

The traders said the Palika, instead of removing the temporary encroachments, was targeting the traders who had been living in the town for ages. They lamented the fact that when they had removed the illegal encroachment in 2006, there was no need of another notice this year. They said projections were allowed in the Municipality Bye Laws and their case should be considered according to it.

The Mussoorie SDM, after hearing the traders, said a re-survey would be conducted and only the traders with illegal encroachment would be penalised and the innocent would not be touched. He also said the traders who had indulged in illegal encroachment should remove it themselves.

Agarwal said they were in favour of removing illegal encroachment, but on the other hand would stand by the side of the traders who did not fall in that category and were being penalised for no rhyme or reason.

Virendar Kaintura, RN Mathur, Javed Khan and others were present on the occasion. It is mentionable that the Palika Mussoorie swung into action only after a PIL was filed in the High Court.

Brahman Mahasabha honours philanthropist

Acknowledging the serious efforts put in by Dr Rajendra Parashar in social works as well as in the field of medical services, a felicitation function was organised in his honour in New Delhi. At the function organised by the Brahman Mahasabha, Dr Parashar, a city resident, was honoured with coveted Brahman Shiromani Samman by the sabha.

The function was attended by a large number of dignitaries from the Brahman community as well as from other sections of society. Every year this award is given to a person who has done exemplary contribution to society via his profession. Notably, Dr Parashar is the first person from Uttarakhand to get this award.

Speaking as the chief guest, Upper House parliamentarian Satyavrat Chaturvedi, who presided over the function, said since ancient times the Brahman community had been doing community service by uniting people.

Dr Parashar has been involved in social service in Haridwar for many years providing health services to pilgrims and tourists thronging the Kumbh city via voluntary health camps.

Co-in charge of the Congress in Uttarakhand Bhola Pandey, while presenting a memento and citation to Parashar, said with this award the responsibility on the awardee has only increased.

“We have to up the social contribution done towards society and one example is Dr Parashar. Such persons bind the society by their acts and make nation a developed and stronger one,” said Pandey.

President of the mahasabha Pandit Suresh Mishra presented an honorary letter to Dr Parashar lauding his contributions and achievements both in the social field as well as in the medical field.

Wakf Board Properties

Even as Bharatiya Janata Party’s (BJP) President Nitin Gadkari has taken up the issue of misappropriation of the multi-billion worth of Wakf Board properties across the country with Prime Minister Manmohan Singh, his party’s government in Uttarakhand has been drawing flak for its role in the matter.

Accusing the Ramesh Pokhriyal Nishank government of virtually doing nothing to get the Wakf properties vacated, the Socialist Janata Party has handed over a memorandum addressed to the Prime Minister to the official concerned here today. Although the party is a lesser known entity in Uttarakhand, its leader Akbar Khan has been pursuing the issue of Wakf properties for quite sometime.

According to Khan, there are properties to the tune of more than Rs 70,000 crore in Uttarakhand that are under illegal occupation. He went on to say that several hotels and other commercial establishments have come up on the Wakf properties. Citing an example, he said: “In Nainital, a petrol station and a guest house of a government agency stand on a Wakf property. In Uttarakhand, the police is reluctant to register cases of illegal occupation that are brought to its notice and even the orders issued at the senior level are not being adhered to”.

Citing details of the Wakf properties around Kumaon, he said: “In Almora, there are 56 properties out of which papers of 40 are missing. In Pitthoragarh there are 21 properties out of which documents pertaining to nine are missing while Bageshwar has two properties and documents of both are missing. Similarly, there are 655 such properties in Nainital and documents of 475 are missing. In Udham Singh Nagar there are 685 properties and documents of 90 per cent are not in order. No information is available for the Wakf properties of Champawat”.

Talking about the state of affairs in the Wakf Board in Uttarakhand, he said the Board neither had a telephone nor a survey inspector or any other permanent employee for that matter.

When asked about Gadkari’s appeal made to the Prime Minister two days ago, he said neither Gadkari nor Nishank could be trusted with getting the Wakf properties vacated in Uttarakhand. Gadkari had urged the Prime Minister to take steps to stop misappropriation of the multi-billion worth of Wakf properties in the country and said the funds should be used for the betterment of the Muslim community.

In a letter to Dr Manmohan Singh, he had said it was a “matter of serious concern that the Wakf properties are encroached upon”. Khan said BJP’s stance is noting but an offering of lollipop.

“We want the properties in Uttarakhand to be vacated and used for the betterment of poor people,” he said, adding that his party would organise a march to Parliament House on August 30.

3 arrested in property dealer’s murder case

The altercation that had led to the murder of a property dealer in Haldwani last week had centered around the issue of firing in the air with the licensed pistol of the prime accused. This fact has come to light following the arrest of the remaining three accused in the case from near a temple at Kamluvaganja yesterday.

The property dealer identified as 36-year-old Sunil Kabadwal was allegedly shot dead by his friend Bhuvan Pataliya after a heated exchange of words at a name-giving party he was attending on late Friday night.

According to information, the party had been thrown by his friend Heera Ballabh Rekhri

of Bhagwanpur Jaisingh village on the occasion of naming his son. Most of the people attending the party were said to be drunk.

When the disc jockey (DJ) had stopped playing at the venue on account of a power failure, most of the people began to leave for their houses. It was at this point that Sunil entered into an altercation with Bhuvan of the Oonchapul locality as he wanted the latter’s pistol to fire in the air and even tried to snatch the weapon. Both of them had a heated exchange of words and reached the road where a scuffle took place. In the heat of the moment Bhuvan had allegedly shot Sunil at his temple point blank.

The body was thrown into a paddy field some distance away by Bhuvan, Tikam, Hemu and Ganesh Bhatt. It is learnt that Bhuvan had called up his wife and narrated the incident before fleeing the spot.

Sunil’s body was discovered lying in the paddy field by the locals on Saturday morning and the matter was brought to the notice of the police. While the host and Ganesh had been nabbed on Saturday, Bhuvan, Tikam and Hem were nabbed from near a temple at Kamluvaganja following a tip-off by an informer. The police had been searching for them at Kitcha, Jaspur and Kotabagh.

Freedom fighters’ memorials to be renovated soon

Planning Minister Prakash Pant announced yesterday that the memorials of freedom fighters erected by the Congress government in every block headquarters to celebrate 25 years of freedom movement in 1972, would be renovated by the state government soon.

The minister was speaking in a function which was organised to celebrate the August Kranti Day of 1942 here. The programme was organised by the Swatrantrata Sangram Saneni Uttaradhikari Sangthan.

The minister said the state government was committed to keep the respect of freedom fighters as well as fighters for the state at highest priority. “Those were the people who did not care for any gain for themselves and sacrificed their everything, even their life for the cause of freedom,” 
said Pant.

Remembering the sacrifices of freedom fighters, noted social historian of the Kumaun region Dr Ram Singh said the generation, which lived nourishing the value of sacrifice, had now eclipsed. “Those were people who only thought for nation and society and died without any personal gain after India became free,” said Dr Singh.

The decedents of the freedom fighters, who organised the function with the help of the Pitthoragarh Nagar Palika Parishad, demanded that the facilities announced for the successor of the freedom fighters should be continue in their third generation.

“The people who sacrificed all their belongings at the altar of nation during the 1942 movement need sympathy from the government,” said Rajesh Mohan Uprati, secretary of the organisation.

The minister also felicitated 58 widows of the freedom fighters from Pitthoragarh and Champawat districts on the behalf the Nagar Palika Parishad.

Saints stalling development, says Padma Shri recipient

Padma Shri recipient Avdhash Kaushal, chairperson of the Rural Litigation and Entitlement Kendra, has criticised saints for stalling development work in the state.

Coming out strongly against the saints’ move to stall projects, especially after yesterday’s protest in Hairdwar, Kaushal said: “In the name of religion some people are not allowing any development in the state and work on the Lohari Nagpala and Pala Maneri projects has come to a standstill,” he said in a press statement released here today.

He said newly created states like Uttarakhand needed to utilise their natural resources for ensuring that development reached every corner of the state. “But, it will not be possible if people do not have light to read books at night, water to drink and irrigate agricultural land. Such protests against power projects are stalling development,” he said.

Saints like Swami Ramdev had staged a protest yesterday in Haridwar against initiating power projects in Uttarakhand.

Butter Festival on Aug 17

The Dyara Paryatan Utsav Samiti, Raithal, in association with the Himalayan Institute For Environment, Ecology and Development (HIFEED), Dehradun, will organise a Butter Festival, locally known as Anduri Utsav, in the lush green Dyara Bugyal, Uttarkashi, on August 17.

Udit Ghildiyal, vice-president of the association, announced the commencement of the festival during a press conference held in Dehradun here today. He said this year, different cultural programmes would be organised at the festial at Rainthal village where tourists, along with the artistes, could participate in the Holi played by butter and buttermilk.

“This is one unique festival that is celebrated in India as a token of devotion for Radha and Krishna, and we expect more than 5,000 local people as well as tourists to attend the festival this year. We have made proper arrangements of tents for the tourists for their accommodation along with their food,” quipped Kamal Bahuguna, Executive Director of HIFEED.

Also present there were Manoj Rana, Gram Pradhan of Rainthal, and patron of the association accompanied by Chandan Singh, president of the association.

Residents of Yamuna Colony today agitated in front of the District Supply Office for the delay in making new ration cards. They also submitted a memorandum to the District Supply Officer (DSO).

The delegation was led by Bharatiya Janata Party’s young councillor Sachin Gupta. He said people were agitated as the department had delayed in issuing new ration cards and now they had passed the order stating that the department would be issuing only one ration card on a particular address.

“The department has already delayed issuing new ration cards and now the new order passed by them has created chaos among residents as it will become difficult for those who are residing in the same house, but due to certain constraint they are separated from their family,” Gupta claimed. “It will also become problematic for tenants as they will not be able to get the ration card and what identity will they be left with as everyone does not possess a house,” he added.

Agitated members of the Centre of Indian Trade Unions (CITU), Uttarakhand, staged a protest in favour of their demands against the state government at the Secretariat here today. The protesters demanded better pay and facilities of all categories of trade unions in state government bodies.

The procession started from the Gandhi Park, proceeded to the Clock Tower, Orient Chowk and finally culminated at the Secretariat.

Regional General Secretary Birendra Bhandari asserted that the federation would continue protesting till they were provided increment in their remuneration as per precursory of the state government.

Students clash with proctor; college closed

Dehradun, August 10
A clash between members of the Students Union and the proctor of Garhwal University at Srinagar led to the closure of degree colleges in Dehradun, including DAV PG College, here yesterday.

“The fight between the students and the proctor has led to resentment among students. Therefore, to avoid any sort of untoward incident in the college campus, many institutions in the city were shut down,” informed BL Nautiyal, Principal of DAV PG College.
