Haryana seeks liberal financial assistance

A team of Central Government officials today visited parts of Ambala affected by the floods to assess damage to the standing crop as well as property in the region. The team, headed by Joint Secretary RP Nath, visited Ambala cantt areas, including Machhi Mohalla, Mochi Mandi Chowk and Rai Market Road.

Dams on Ghaggar sought
Kurukshetra, July 19
Haryana today urged the Central Government to accord early approval to dams at Diwanwala and Dangrana on the Ghaggar river to prevent flash floods. The request was made by senior administrative secretaries to the four-member central team that visited the flood-hit areas of Kurukshetra today.

Mirchpur panchayat fails to resolve matter

The seventh panchayat held at Mirchpur village to reconcile differences between Dalits and other communities has ended in a naught. The panchayat was held at the village’s Balmiki chaupal.

Though the child had been rescued some 1.5 km downstream in the sewerage line, his condition had been critical due to the obnoxious fumes and filthy water that had entered his lungs by then.

Bengali kidnapped, gangraped
Jind, July 19
A 23-year-old girl from a poor family, who was allegedly kidnapped from Jalpaiguri district in West Bengal a few weeks ago, has been recovered from here last evening. The victim was allegedly held captive and gang-raped by three persons.

Teacher gets 2-year RI for thrashing Dalit

Additional Sessions Judge JR Chauhan has sentenced Purshottam Sharma, Hindi teacher of Government High School, Tihara (near Bawal), to two years of rigorous imprisonment while holding him guilty of using caste-related words and violent behaviour against a Dalit teacher of the same school in November 2008.

Villagers booked for attacking govt officials

The police has booked 32 identified persons and 200 unidentified persons on the charges of damaging public property, creating hurdles in the performance of public duty and pelting government officials with stones and for damaging public property.

Ambala, July 19
A team of Central Government officials today visited parts of Ambala affected by the floods to assess damage to the standing crop as well as property in the region. The team, headed by Joint Secretary RP Nath, visited Ambala cantt areas, including Machhi Mohalla, Mochi Mandi Chowk and Rai Market Road.

Local MLA Anil Vij and former MLA Nirmal Singh briefed the team of the damages in the area.

The team also visited Dhulkot, Baldev Nagar, Naggal, SYL and Narwana branch near Ismailpur after they organised a meeting with officers of the Haryana Government.

The officers pressed the need to show flexibility in norms and to raise compensation to the flood victims, said Principal Secretary SS Dhillon, while talking to mediapersons.

Speaking to the media, central team leader RP Nath said the loss was substantial and the administration had done significant work. The team heard the grievances of the people of the area, reviewed relief measures and asked the district administration to expedite rehabilitation work.

Meanwhile, Haryana has announced Rs 12.67 crore for the farmers affected by the floods. It has also decided to extend the recovery period of long-term coop loans by a year. Other members of the team were Dr GK Chaudhary, Director of Agriculture and Cooperation, Ghaziabad, RK Verma, Director in Ministry of Power, and Dr Amarjit Kaur, Senior Director, Ministry of Health.

Tohana (Fatehabad), July 19
An inter-ministerial central team led by Dr R Balasubramanian, Assistant Commissioner, Animal Husbandry, today visited flood-affected areas of Fatehabad.

The team comprising Mukesh Sharma, Assistant Director, Finance Commission, Neeraj Kumar, SE, Central Water Commission and Ajmer Singh, SE, Road Transport and Highways, reached Baliala Rest House here past noon and met officers of various departments, among them Sudhir Rajpal, MD, DHBVN, BS Malik, Commissioner, Hisar, Division, and OP Sheoran, DC.

The team members went to the Rangoi siphon near, the Chandpura siphon where the Ghaggar crosses under the Bhakhra Main Branch, and the Chimo Head where the Joiya stream, that flooded villages near Ratia and Fatehabad towns, passes under a canal.

The team met villagers at Chandpura and Chimo for a first-hand knowledge of the situation. In a note to the members, the district authorities put the loss to agriculture at Rs 66. 71 crore, animal husbandry at Rs 7 crore, irrigation Rs 5.28 crore and power at Rs 3.8 crore. The note also said the Ghaggar did not have much carrying capacity near Jakhal and whenever the water flow exceeded 20,000 cusecs, it began to overflow and breaches occured on its banks.

The team reached Sirsa in the evening and visited Farwai Kalan, Nejadela and Firozabad villages.

Haryana has urged the Centre to sanction an additional financial assistance of Rs 346.81 crore for the state so that necessary succour could be provided to the flood victims and damaged infrastructure could be repaired. With this, Haryana has sought a total financial assistance of Rs 1,346.81 crore, as per preliminary estimates. The supplementary memorandum seeking Rs.346.81 crore was submitted to the four-member inter-ministerial central team which visited flood- affected areas on Monday. The memorandum has been submitted as two more districts of Fatehabad and Sirsa have also been affected by floods. — TNS

Dams on Ghaggar sought

Haryana today urged the Central Government to accord early approval to dams at Diwanwala and Dangrana on the Ghaggar river to prevent flash floods. The request was made by senior administrative secretaries to the four-member central team that visited the flood-hit areas of Kurukshetra today.

The unpredictable Ghaggar, the officers pointed out, had a discharge of 500 cusecs in the morning of July 18, which swelled to 58,000 cusecs by the 11 am. The team visited Ismailabad, Thol, Shergarh, Tabra, Thandro, Shahbad, Jalbehra, Kheri Shahidan, Dalla Majra, Naisi, Madado, Tangipur, Jyotisar, Shanti Nagar, Didar Nagar and Bibipur Lake in Kurukshetra. Later, it headed for Dhand, Keorak, Guhla-cheeka, Sheo-Majra and Bhatian in Kaithal.

The central team had a meeting with people’s representatives and senior officers. Briefing mediapersons, central team leader RP Nath said the loss to crops and infrastructure was substantial.

Mirchpur panchayat fails to resolve matter

The seventh panchayat held at Mirchpur village to reconcile differences between Dalits and other communities has ended in a naught. The panchayat was held at the village’s Balmiki chaupal.

All communities were represented. The Jat representatives underlined the need for restoring village bhaichara (camaraderie) and pleaded for a compromise. However, representatives of the Dalit community took strong objection to the bail petition filed by one of the accused in the High Court, alleging that the Dalits themselves had set their houses afire.

They also objected to the allegations levelled against Union Minister Kumari Selja who, they maintained, had no role in the episode.

They demanded that the Jat community hand over the accused named in the FIR to the police for trial. Amidst allegations and counter-allegations, the panchayat failed to come to any decision and ended abruptly.

Later, representatives of both communities said more such attempts would be made to resolve the dispute amicably.

Rathore Case
CBI seeks more time to submit status report

The CBI, probing abetment to suicide and another FIR recently registered against Haryana’s former DGP SPS Rathore, today sought additional time from the Punjab and Haryana High Court to hand over status report in the matter.

Taking on record the CBI request, Justice Sabina deferred hearing on the case till August 9. As such, the stay on Rathore’s arrest in the two fresh cases will continue till August 9. Rathore is undergoing 18-month sentence at the Burail jail in the Ruchika molestation case. Responding to the CBI’s request, Rathore’s wife-cum-counsel Abha Rathore asserted the CBI had already taken a long time to complete investigations and the agency should be directed to file a status report at the earliest. The Panchkula police had booked Rathore in December last year for abetment to suicide, attempt to murder and tempering with evidence on complaints filed by Ruchika's father SC Girhotra and brother Ashu. They had accused Rathore of committing serious offences, including attempt to murder, wrongful confinement, giving false evidence and doctoring the post-mortem report of 14-year-old Ruchika. The cases were, subsequently, handed over to CBI, which registered three separate FIRs against the cop on January 12 this year.

Apprehending arrest, Rathore had moved HC seeking anticipatory bail. While allowing him bail, the court had directed the CBI to submit a status report by July 19.

Molester cop to remain behind bars

A cop, who molested children while his wife took “obscene” photographs, will remain behind bars. His appeal against seven-year sentence today failed to find favour with the Punjab and Haryana High Court.

Disposing of the matter, Justice TPS Mann, however, reduced the punishment to half the sentence awarded to Sub-Inspector Roshan Lal’s wife Asha Rani. She will now have to undergo three-and-a-half-year sentence. The two were putting up in Madhuban at the time of the incident.

The prosecution, in an attempt to prove its case, had placed on record the photographs of the act. Several obscene sketches prepared by the cop and other explicit material too was made a part of the evidence to prove the case beyond the shadow of doubt against the cop.

Roshan Lal was booked for outraging modesty, destroying evidence, criminal intimidation, unnatural offence and other offences on February 5, 1996.

He was also accused of misusing government premises for personal purposes, keeping in possession obscene photographs, including blue films, destroying evidence, threatening minor girls and criminal intimidation.

His wife was accused of kidnapping minor girls, forcing them to have illicit intercourse and take obscene photographs within the area of Madhuban complex. The prosecution had added that the minor girls would go to Roshan Lal’s house for private coaching from his wife. On February 4, 1996, Roshan Lal took two minor girls on a scooter while they were playing in front of their quarters. The mother of one of the girls was later told that they were stripped naked and photographed.

RO fined

Chandigarh: The Punjab and Haryana High Court today imposed a cost of Rs 50,000 on a Haryana lecturer performing the duty of returning officer in the recently concluded Haryana panchayat elections.

Justice Mahesh Grover imposed the cost after the court took note of contradictory statements made before the Bench during the hearing of a petition filed by Bala Devi of Jind district.

Miffed over the attitude of lecturer Dilawar Singh of Karnal for continuously changing his statement, Justice Grover earlier sentenced him to three months’ imprisonment. However, taking a liberal view, the three-month term was later diluted to Rs 50,000 fine.

Bala Devi had alleged that Dilawar Singh, while acting as a returning officer, wrongfully declared Mehta Singh as ‘panch’. The petitioner claimed she had won the toss after both the candidates secured equal number of votes.

Open manhole claims child’s life

Four-year-old Sandeep Saini, who had fallen into an uncovered manhole on Wednesday morning near Ashok Vihar Chowk in Sector 5 here, died yesterday. Though the child had been rescued some 1.5 km downstream in the sewerage line, his condition had been critical due to the obnoxious fumes and filthy water that had entered his lungs by then.

Sandeep slipped into coma on Friday and was on ventilator at the Colombia Asia hospital here. Sandeep was a nursery student at Atul Kataria Memorial School here. The incident took place when he was waiting for his school bus with his mother on the main road on Wednesday.

As the bus got delayed, Sandeep started playing and strayed away from his mother. While playing, the child stepped on an asbestos sheet placed over a manhole. The sheet gave way and he fell into the manhole.

A case was registered at the Sector 5 police station here against HUDA officials concerned under Section 338 of the IPC.

This is not the first incident of its kind, but the authorities concerned have failed to take any concrete action to avoid the recurrence of such mishaps.

VP releases book on Hooda’s speeches

Vice-President Dr Mohammad Hamid Ansari released the book, “Vikas Ki Udan Abhi Baki Hai”, a compilation of speeches of Haryana Chief Minister Bhupinder Singh Hooda at a function in India International Centre here today.

Ansari said Hooda was a man of masses and communicating with people comfortably was his quality.

Hooda said: “I have a dream for Haryana and its people and I am grateful to the people for giving me the second term to serve them. Hooda said equal and all-round development of the state is our aim. However, there is no place for complacency. We are determined to move forward.”

Ransacking of Shops

Shopkeepers and traders of main markets of the town observed a total bandh today to register their protest against the ransacking of 15 shops by a gang of burglars in the main markets yesterday as well as against the lackadaisical approach of the police administration towards the rise of criminals activities here.

While shops and commercial establishments in the Moti Chowk bazaar, Barahazari market, old sabzi mandi, Jiwali bazaar, Gur bazaar, Railway road market and the Kath Mandi remained closed, the shops in the circular road area, new sabzi mandi and the new grain market went unaffected.

Irate traders staged a dharna at the Moti Chowk here.

Flaying the local minister for the fast deteriorating law and order situation here, Kapriwas and Satish Yadav also blamed the lackadaisical functioning of the Hooda government for the predicament of the traders and others.

Meanwhile, SP KV Ramana has suspended four police personnel- ASI Kamal Singh and three constables- Kuldeep Singh, Satish Kumar and Vinay Kumar, for dereliction in patrol duty in the main markets. Simultaneously the Finance Minister Capt Ajay Singh Yadav, who is also the local minister, held an inter-active session with the SP and DC A Sriniwas in the PWD rest house here last evening and directed them to provide full-fledged security to the traders.

Bengali kidnapped, gangraped

Jind, July 19
A 23-year-old girl from a poor family, who was allegedly kidnapped from Jalpaiguri district in West Bengal a few weeks ago, has been recovered from here last evening. The victim was allegedly held captive and gang-raped by three persons.

The police has shifted the victim to Nari Niketan in Karnal till her repatriation. An NGO has approached the police here to help it to handover the victim to her parents. Though a case has been registered, no arrests have been made so far.

The girl told the police that she was abducted by some persons, including a woman identified as Bala Devi on June 14, when she had gone for a medical check-up at Jalpaiguri Sadar hospital.

Her kin looked for her at every possible spot, but they did not get any information till yesterday when the parents of the girl and NGO Shakti Vahini got a call from the police about the missing girl.

The girl was traced in Jind, according to Rishi Kant, a spokesperson for the NGO. He said he contacted the police in Jind after he got a feedback about the victim and found that she was gang-raped by three persons, who were still to be identified.

Sadar SHO Suresh Pal said the girl had revealed the name of a woman, but did not know the names of other accused.

The girl’s father has been informed. He along with a police team will come to Jind on July 21. The girl was likely to be produced in a local court on that date, said Kant, who claimed that his NGO would repatriate the victim at its cost.

The girl could be a victim of human trafficking mafia that had been active over the years and involved in bringing girls from poverty-stricken regions of West Bengal, Assam, Bihar, Jharkhand and Orrisa for the purpose of selling them as brides in the region, claimed Kant.

Teacher gets 2-year RI for thrashing Dalit

Additional Sessions Judge JR Chauhan has sentenced Purshottam Sharma, Hindi teacher of Government High School, Tihara (near Bawal), to two years of rigorous imprisonment while holding him guilty of using caste-related words and violent behaviour against a Dalit teacher of the same school in November 2008.

The judge has also imposed a fine of Rs 3,500 on the convict. According to the prosecution, when an altercation arose between Purshottam and Suresh Kumar, social science teacher, on the school premises on November 22, 2008, the former thrashed the latter while using caste-related words against him.

Injured Suresh Kumar, who was hospitalised here, filed a complaint, following which the police registered a case of causing hurt and criminal intimidation against the accused. Subsequently, the then DSP, Balwan Singh Rana, held an investigation into the matter, following which the case was put up in the court for trial.

Villagers booked for attacking govt officials

Fatehabad, July 19
The police has booked 32 identified persons and 200 unidentified persons on the charges of damaging public property, creating hurdles in the performance of public duty and pelting government officials with stones and for damaging public property.

Those booked by the police include 20 women. Villagers from Muse Ahli, Kharian, Chughe Ahli, Noorki Ahli, Dhani Issar, Banwali and Dhani Dhaka, whose fields have been flooded for the past four days, had dug a portion of the Fatehabad-Nagpur road on Saturday for draining away water from their fields.

Villagers from Dhani Chhatteria located on the other side of the road had objected to their action. Villagers clashed on the issue and when the authorities tried to intervene, they pelted them with stones, injuring several persons, including the SDM and the SHO. — TNS
