Villagers block road over labourer’s death
Rajpura, July 19 The deceased has been identified as Nand Lal (30) who was hired by Mewa Singh of Papri village to plant paddy in his fields a few days back. Mewa Singh allegedly took the body of the deceased to the local civil hospital and informed his relatives that the labourer died after falling from a tractor last night. However, the family members, after inspecting the body and discussing the matter with few other relatives, alleged that Nand Lal was murdered. They placed the body in the middle of the Patiala-Rajpura road near Tahli Wala Chowk and raised slogans against the accused, the police and the administration. They demanded registration of a case under Section 302 of the IPC against the accused. The dharna continued for nearly one-and-half-hours and was lifted only after the registration of a case as per the agitators demand. Senior police officials reached the spot and assured to do the needful. They said action would be initiated against the accused after the autopsy report. They pointed out that preliminary inquiries suggest that the deceased, along with few other labourers, consumed liquor and fell off the tractor and died. The police is probing the allegations made by the agitators. |

Department Warning
Patiala, July 19 After receiving an advisory in this regard, Dipinder Singh convened a meeting of officials of various departments of the district administration this evening and asked them to be prepared to deal with any exigency. Speaking to The Tribune, Dipinder Singh said they have already identified 289 villages, which are vulnerable to floods. “The villages have been divided into clusters. One cluster would cover three villages and every cluster has five employees of different departments. Within maximum two hours warning, all employees would be at their respective clusters to deal with the emergency situation,” he said. He added that they have also made another important change as per which officials of the Revenue Department, under the headship of the District Revenue Officer (DRO), would be responsible for
undertaking rescue operations. The DC further said that the ADC (development) would be taking care of the relief measures. Dipinder Singh also said that though there has been heavy rainfall in Chandigarh, there is nothing to worry as water level in the Ghaggar is not much. “If there is a rise in the Ghaggar, the gauge at Bhankarpur would immediately indicate that. The entire district administration is vigilant and alert and all arrangements are in place to deal with any situation,” he added. Meanwhile, the DC also told The Tribune that since the water level has receded in Ghaggar and the flood-affected villages, they have prepared a presentation giving the visual account of the flood situation of few days back and the same would be shown to the Central team, visiting Patiala tomorrow. |

Rs 8.2 cr given in loan to farmers
Bassi Pathana, July 19 The branches of Sirhind, Khamano, Brass and Chuni took part in the fair. District planning board chairperson Satwinder Kaur Dhaliwal was the chief guest, while bank AGM SK Garg presided over the function. Hundreds of farmers of the area took part in the mela. Loans worth Rs 8.2 crore were allocated to debtors. Addressing a gathering, Dhaliwal appreciated the efforts of banks in providing financial assistance in form of loans to the farming community. She said farmers were the backbone of the country and if they became economically week, everyone had to suffer. She said the state government had initiated various farmer-oriented schemes and the latter should reap the benefit. Technical officer Paramjit Kaur briefed farmers about the schemes launched by the bank. She said the bank was providing loans on minimum interest and had also initiated kisan credit card facility. |

CGC-Gharuan offers diploma courses in engineering
Kharar, July 19 Chandigarh Polytechnic will offer three years professional diploma courses in the field of electronics and communication, computer science, mechanical, electrical and civil engineering and has recently got approval from the AICTE, New Delhi, and the Government of Punjab. Satnam Singh Sandhu, chairman, and Rashpal Singh Dhaliwal, president of the Chandigarh Group of Colleges, said 67 per cent seats would be available for centralized online counselling to be conducted by the Punjab State Technical Education from July 23, whereas remaining 33 percent seats would be offered under management quota for which students could directly approach the college. Students will be taken under management quota on basis of merit scores obtained in matriculation. |

PMO tells Chief Secy to act
Kalka, July 19 In the letter, sent on June 16, it was sought that a commission should be set up to inquire into the stepmotherly treatment given by the state government to three districts under the Shivalik area. Vijay Bansal, president of the SVM, in the letter sent to UPA chairperson Sonia Gandhi, Prime Minister Manmohan Singh and Rahul Gandhi, had demanded that the commission should be headed by a sitting judge of the high court to inquire into the biased approach of Bhupinder Singh Hooda government. In the letter it was also claimed that no new industry had been set up in the Shivalik areas, including three districts of Panchkula, Ambala and Yamunanagar, during the past five years. People living in far-flung areas lack basic amenities like drinking water and transport facilities. Chandigarh, July 19 Taking up the petition, Justice Hemant Gupta issued a notice of motion to the two authorities. The case would now come up for further hearing on July 27. Alleging non-compliance with the high court directive, Lakhanpal asserted in the petition that so far, the authorities concerned were to solve the parking problem in the area. Going into the background of the matter, he said the project was scheduled to be completed by February, but it failed to meet the deadline. Even though the high court issued directions in May to expedite the process and initiate other measures, nothing substantial was done. As advocate Lakhanpal had brought to the fore the parking problem on the high court premises in May, the Bench of Justice Jasbir Singh and Justice MS Sullar was informed by former Bar association president Rupinder Khosla that the work of constructing a multi-level parking had come to a grinding halt six months back. In an apparent attempt to underscore the problem, Lakhanpal asked Justice Jasbir Singh to take a walk along with him down the parking space for the sake of old times, when he was on the other side of the Bench, practising as an advocate. Lakhanpal added that it has become impossible for a car to be taken out, even in case of medical emergency. He also asked the Bench to ensure the deployment of adequate traffic police personnel in the parking lot. As the Bench asked UT senior standing counsel Sanjay Kaushal for comment, he told the court that cops were already posted at the entry and exit points. He added their deployment within the parking lot might lead to problems with lawyers. Taking a note of the assertion, the Bench asked the administration to carry on the process in consultation with the Bar. Acting on the long-pending demand of the Bar Association, the UT administration had decided to construct a three-storey building, including a basement, at a cost of Rs 7.35 crore to ease out the increasing parking problem of advocates. To be located near the Advocate-General offices of Punjab and Haryana, it was expected to accommodate around 700 cars. Started in May 2009, it was to be ready by February, but till date, only half of the work was completed. As a result, traffic chaos had become a common sight. Litigants and others frequenting the campus were forced to park their vehicles outside. On one side, vehicles were stationed at the parking of the Rock Garden and on the other, till the roundabout leading towards the Secretariats of Punjab and Haryana. |

Delhi man held for aiding Pak spy
Chandigarh, July 19 The accused has been identified as 32-year-old Anand Kumar, who is currently working as a driver in the excise department. He was earlier working as a recovery agent. Inspector Chranjit Singh Virk, in charge of the crime branch, said Anand, during preliminary questioning, disclosed that Ali had introduced himself as Raj Kumar to him and requested him to help him in getting an account open in Syndicate Bank. Anand told Ali to use his brother’s name (Pawan Kumar) for opening a fake account. He provided the ration card of his brother as identification proof for opening the account. Ali stayed with him for a month and half. Anand is married but has no child. A police team will reach city late in the night and produce him before a local court seeking his custodial interrogation. |

Swindler nabbed within minutes
Chandigarh, July 19 He told her that her husband had met with an accident. He introduced himself to the unsuspecting woman as a friend of her husband. The police said the incident occurred this afternoon, when the accused, later identified as Sohan Lal of Mauli Jagran, went to a house at Hallo Majra and told the woman, identified as Manju Soni, that her husband, Panna Lal, had met with an accident near the poultry farm roundabout. After winnong over her trust, he offered her to take her to the accident site on his scooter. On reaching the spot, he told her that the police might have shifted her husband to hospital and asked her whether she had money with her. The hapless woman said she did not have any. He then told her to stay there and went away, saying he would arrange the money himself. He went to the woman’s residence and told her children that their mother had asked for money as their father had met with an accident. The children gave him Rs 3,000 and some jewellery. He took those and went away. On the other hand, when he did not turn up for a while, Manju went home, only to learn that the man had duped them of cash and jewellery. The police was informed about the incident immediately and it managed to track down the suspect on the basis of the description provided by the victims. A case was registered. |

10 arrested for drinking at public places
Chandigarh, July 19 The police said Amrinder Singh and Vijay Kumar, both residents of Fatehgarh Sahib, Rajesh Kumar, a resident of Sector 22-C, Karun Kaushal, a resident of Sector 44-D, Sikander Hans, a resident of Zirakpur, Satpal and Sachin, both residents of Sector 47, were arrested yesterday from different places in city. Similarly, Rajbir Singh, a resident of Mohali, Vijay Kumar and Harjinder Kumar of Dadu Majra were arrested today for consuming liquor at public places. The police has registered five separate cases under the provisions of the Excise Act in this connection at Sectors 3 and 17 police stations. Assault
Joginder Singh, a resident of Mauli Complex, reported to the police that Pappu, a resident of the same locality, had beaten him up and threatened him near his residence yesterday. He was admitted to the GMCH-32. A case has been registered.

Anandeep Singh, a resident of the PGI, lodged a complaint with the police alleging that his Enfield Bullet motorcycle (CH 03 L 8514) had been stolen from Sector 38 on July 15. A case of theft has been registered.
Suicide bid
Rani, a 19-year-old domestic help, allegedly attempted to commit suicide at her employer’s residence in Sector 33 here today. The police said she was annoyed over being scolded by her employer and her brother over her habit of excessively talking over the phone. The incident came to light when she was spotted vomitting. She then disclosed that she had consumed some pesticide. She was admitted to the Government Medical College and Hospital, Sector 32, in a critical condition. The police registered a case under Section 309 of the Indian Penal Code against her. |

652 cases of liquor seized
Panchkula, July 19 A case under the Excise Act was registered against Sukhdev, a resident of Karanpur village, Saharanpur district (UP). The police has arrested the driver of the truck besides seizing the truck (RJ-13G-8529). The accused was produced before the Deputy Excise and Taxation Commissioner today. Earlier, on July 16 the excise and taxation department had seized 500 cartons of illegal English liquor worth Rs 4.25 lakh near Suraj Theatre in Sector 1 here. Three persons, including the driver of the truck, were arrested who had brought liquor from Darua in Chandigarh and were trying to smuggle it out to Saharanpur. |

Zirakpur, July 19 However, the police said the reason behind his death had not been ascertained yet and investigations were on. The body of the deceased had been kept at the hospital and would be handed over to the family of the deceased after they reach tomorrow from Chhatishgarh. Goyal sisters strike gold in China
Chandigarh, July 19 While Arunima, the elder of the two, won the Asian Master’s title, awarded by the Asian Chess Federation, after bagging top honours in the Asian Youth Challengers Chess Championship (U-14), Tarini bagged team gold medal in the under-10 category of the Asian Youth Invitational Chess Championship-2010 on the foreign soil. Tarini had teamed up with Tejaswani Sagar of Maharashtra and Riya Savant of Goa to bag the metal for the country. To achieve the feat, Tarini beat the last year’s U-8 world champion Chu Routang of China and players from China, Uzbekistan and Kyrgyzstan and drew with players from Vietnam, Kazakhstan and India’s silver medalist Riya Savant. Both Tarini and Arunima lost just one round in their respective games of nine rounds. In her nine rounds, Arunima got the better of the top seed Wang Yiye of China. Having bagged six points, she beat Wang Shiyi of China in a tie-breaker to win the championship. Both sisters are students of Sacred Heart School, Sector 26.
