As if the suspension and sending the cops behind bars, who allegedly beat up BJP MLA Raj Kumar was not enough, the state government buckling under pressure of its own legislators transferred two senior police officers and also relieved the Director-General of Police (DGP) who was to go to the Centre in a week’s time.

Raj Kumar, BJP MLA from Sahaspur Assembly segment, was beaten up by policemen at Premnagar on Sunday night and was put behind bars. There was a lot of resentment amongst BJP MLAs and ministers and the state government was forced to take action against the police.

Uttarakhand Director-General of Police (DGP) Subhash Joshi was slated to go the Central Reserve Police Force as an Additional DGP next week. However, the incident of beating up the MLA hastened his exit. He was relieved by the state government and Additional Director-General of Police Vijay Raghav Pant (Administration) was given the charge of DGP.

Dehradun SSP Abhinav Kumar, who was also awaiting his promotion as DIG, was also transferred to the police headquarters and SP (City) Jagatram Joshi was transferred to join as the Deputy Commandant of the 46th Battalion of the PAC at Rudrapur. GS Martoliya, Commandant of the PAC Battalion at Udham Singh Nagar, will be the new Dehradun SSP, while Haridwar’s SP (City) Asim Srivastava will take charge as the SP (City) of Dehradun.

This has certainly sent a wrong message even down to the lower-ranked police personnel and is seen as demoralising for the state police. Senior police officers feel the transfers have been made at a wrong time and it will make the police leaderless when they need someone the most to lead them at this troubled time.

“We understand the beating up of the MLA was wrong. But when the cops involved in the case have already been punished, why have the other police officers who were just managing the unruly crowd and not beating anyone on that day been transferred?” commented a senior police official.

Senior police officials were of the opinion that if the officials had to be transferred, their transfers could have been held for at least 10 days till the time situation became normal.

“This will make the force leaderless as the new officers will take some time to join and will not be able to understand the matter like their previous counterparts,” said a senior police officer of the Uttarakhand police.

The officer also warned that such steps are not only bad for the Uttarakhand police, but also harmful for the state itself. “This will disappoint and demoralise the police force which ultimately will be harmful for people,” he added.

The registering of cases against policemen under Section 307 of the IPC (attempt to murder) has also irked the policemen.

Meanwhile, Additional SP (Kumbh) Ajay Joshi has been made Additional SP Vikasnagar, while GC Dhyani posted at the Vigilance Headquarters has been transferred as Additional SP of Rishikesh. KL Saha from the police headquarters here has been sent as the SP (City) and Haridwar SP (Rural) KS Nagnyal has been made SP, Police Headquarters.

Victim’s injuries not serious: Docs

The doctors attending upon BJP MLA Raj Kumar have claimed that the injuries sustained by him, after allegedly being beaten up by cops on Sunday night, are not of serious nature and may not invite serious punishments for the police personnel.

The doctors of the Doon Hospital had earlier claimed that his CT scan and blood pressure were normal.

They also claimed that when he had come for the medical examination only his blood sugar was high as he is a diabetic patient.

According to sources, the medical examination does not talk of any serious injuries and only states injury marks on one side of the face besides pain in shoulder and neck.

The doctors also added that nothing categorically could be stated about the injury incurred on side of the head of the MLA, which could also be possible due to a fall as well.

The report of the medical examination may come as a respite for the cops who have been booked under Section 307 (attempt to murder) of the Indian Penal Code (IPC), which is a non-bailable offence as it will help them to get the section removed.

Three suspended cops, including Sub-Inspector Manoj Negi, Harender Kumar and Ravinder were sent for a 14-day police remand by the Chief Judicial Magistrate’s (CJM) court on Monday. The fourth suspended cop Double Singh Chauhan is on run.

Defence lawyer Prithviraj Chauhan told The Tribune that he would appeal in the Sessions Court for seeking bail of the three cops on Wednesday.

The issue of MLA thrashing by police personnel is getting strong reactions from political parties. The Uttarakhand Kranti Dal (UKD) burnt an effigy to register its protest against the high-handedness of the police and corruption prevailing in the state.

City President of the UKD Bahadur Singh Rawat said, “It does not augur well to do politics on the thrashing episode of the MLA. The state government should order for a CBI inquiry in this matter so that action can be taken against the real culprits and the public can also know of the reality”.

Rawat also touched upon previous issues such as widespread corruption in the state, degrading state of law and order and the scams of the Congress and BJP governments in the state for indulging in arbitrary distribution of hydro-projects in the state. He demanded a fair inquiry into these issues by an independent agency.

He said it was certainly remorseful that policemen beat up a MLA not recognising the fact that he was a public representative and should be accorded some respect. He said there was a need to make policemen learn of their service rules in a better way.

On the other hand, Dhyani admitted that the morale of the state police was on a low after the suspension of policemen in the Premnagar MLA assault incident. He reminded the media that Uttarakhand had been at the receiving end in various earlier incidents, which he said included incidents when even their uniforms were torn by ruling party leaders.

Chipko foundation volunteer, pregnant wife attacked

The Himalayan Chipko Foundation that has launched a campaign against the illegal felling of trees in Uttarakhand has reported an attack on its volunteer in the Pauri region at the behest of timber mafia.

There has been a murderous attack on Shiv Prasad, a volunteer of the Himalayan Chipko Foundation, and his wife, by timber mafia men. This was despite a letter sent to the District Magistrate (DM), Pauri, on October 14, 2009, with a request to provide security cover to Shiv Prasad, son of Bhola Dutt of Syalna village, Patti Dabralsiun, Block Dwarikhal, Pauri Garhwal.

The victim has even identified the attackers, but an action on the part of the administration was still to come. Shiv Prasad had been repeatedly receiving threats for quite some time for his opposition to the illegal felling of trees, but his appeals have failed to make an impact with the administration, that look the least concerned.

“Those behind illegal felling want to eliminate me as they think that I am a hindrance in their illegal tree felling operations,” Shiv Prasad said.

When contacted, SDM Kotwar Gunawant has directed the Naib Tehsildar to look into the matter. “We are taking the matter seriously and I have directed the Naib Tehsildar to look into the matter,” Gunawant pointed out.

Currently Shiv Prasad is fighting a lone battle to save his pregnant wife who is admitted to Chandra Singh Negi Hospital, Kotdwar, after she started profusely bleeding due to the injuries inflicted by the timber mafia. Shiv Prasad too is injured, but no FIR has been registered. The district administration is not even letting a medico-legal case be registered so that the injuries received by Sihv Prasad and his wife are attended to in a legally right manner.

“We have requested the DM, Pauri, and the SP, Pauri, to provide security cover to Shiv Prasad and his family and file an FIR immediately. No action has been taken so far,” said JP Dabral of the Himalayan Chipko Foundation.

MC employee attacked

Tension prevailed at busy Prince Chowk here this morning when a man was allegedly attacked with a sharp-edged weapon by two persons following an old dispute. He was later admitted to the Doon Hospital.

Shivraj, brother of victim Sanjay, complained to the police that Amit Chauhan, resident of Railway Colony, and Govind, alias Guddu, resident of Prince Chowk, attempted to kill his sibling with a khukhri.

Shivraj said his brother worked at the Municipal Corporation and was going to his office. But the two stopped him on the way at the Prince Chowk and attempted to kill him with the khukhri.

Meanwhile, a case under Section 307 (attempt to murder) of the Indian Penal Code (IPC) has been registered at the Kotwali police station.

The police said both had an old dispute and it was trying to record the statement of the victim once he got well.

Rs 4 lakh looted from car

An amount of Rs 4 lakh was allegedly looted from a car from the parking lot of Vikasnagar tehsil here this morning. The police launched a search operation after the matter was reported by the complainant, but nothing could be found.

Victim Sashi Dhyani alleged to the police over the phone that he had come to Vikasnagar tehsil for some work and had parked his car at the parking area. But when he came back, he found that cash amounting to Rs3.90 lakh was missing from his car.

Till the filing of the report no written complaint was submitted by the victim to the police and no FIR has been registered yet. The police said it had started its investigation and had launched a search operation.

Man stabbed to death

Nainital: In a gruesome incident reported from Haldwani, a man was murdered by repeated stabbings on the neck after red chilly powder had been thrown into his eyes.

The incident took place on last evening when the victim Faiyyaz Warsi had gone to Mangal Padav Sabzi Mandi, along with his friend Imroz, to take a pending payment from two vegetable sellers.

It is learnt that the two accused, sellers Zahid and Abrar, had called Faiyyaz who was a resident of Nayi Basti to the spot. When the victim met the two, an altercation erupted between them following which one of the accused threw chilly powder into the eyes of Faiyyaz, while the other stabbed him repeatedly in the neck.

Having witnessed the murderous assault, Imroz fled from the spot and told Faiyyaz’s family members about the incident. An injured Faiyyaz (35) was rushed to the hospital where he succumbed to the injuries today.

A case has been registered against the two accused vegetable sellers. It is learnt that Faiyyaz was in the practice of lending money on interest. He had a tiff with the accused a few days before the incident.

Thousands turn out to witness Jagannath Yatra

President of the Ram Mandir Narayan Das, president of the Orriya Society and Rath Yatra Nishakar Mishra accompanied the chariot, which was pulled by thousands and taken from the Deeplok Temple to the Radhakishan Temple at Kishannagar where it was welcomed by hundreds of devotees.

A new set of beautiful clothes, fruit and sweets were offered to the deities.

Later, the chariot passed through Sadh Sangat Gurdwara, Sayyad Mohalla, Bindal Pul, Ganta Ghar, Paltan Bajar, Hanuman Chowk, Sai Temple and again at the Radha Krishan Temple where the entire working committee of the temple offered garlands of flowers, performed aarti and bade farewell.

After reaching the Ram Mandir, the deities were reinstated. The devotees were offered fruits and sweets.

The crisis in the Kumaon Mandal Vikas Nigam (KMVN) over the employees’ opposition to the appointment of the second Vice-Chairman stood diffused today as they eventually allowed Ravi Mohan Aggarwal to enter the headquarters premises.

On his part, Aggarwal has once again attempted to convey that everything is fine as he got the KMVN functionaries to send across a statement to mediapersons of his having convened a meeting at the Oak Park House premises. He has stated that the management and employees of the KMVN should work together to achieve the goals set before the KMVN.

Aggarwal has once again promised to get a full-time Managing Director appointed to the KMVN by taking up the matter with the state administration.

In his bid to appease the employees, he said the Chairman of the KMVN would take up the problems of the employees with Chief Minister Dr Ramesh Pokhariyal Nishank and he had himself convened a meeting of employee organisations to discuss their problems on July 20.

Talking to The Tribune, the employees said they had allowed Aggarwal to start functioning in the interest of the KMVN, but their opposition to his appointment continued as a matter of principle.

The employees had refused to allow Aggarwal to enter the KMVN headquarters on Monday and he had even taken charge while signing the papers at the Tourist Rest Centre at Sukhatal.

“We wanted to get our opposition registered. We can continue our agitation, but it will not serve any purpose as he will get all emoluments that are due to him while our work will suffer,” said the leaders of the employees.

The employees are agitated over the fact that appointment of a second Vice-Chairman was just to appease the Bharaiya Janata Party (BJP) functionaries. They said the post was a mere political appointment that served no purpose and was instead a liability on the KMVN.

Aggarwal on the other hand had decided to feign ignorance on the matter and on being confronted by the media on Monday had said, “I am not aware of any opposition to my appointment. They should let me work and then oppose me if I fail to deliver”.

Uttarakhand Governor Margaret Alva visited the Nehru Ward in the Dehradun Old Jail campus here today.

The Governor stressed on the restoration of the jail building while calling for its development as a historical monument and a tourism destination. She also suggested that assistance be taken from the Tourism and Cultural Department of the Union government for the purpose.

It is noteworthy that first Prime Minister of the country late Pandit Jawaharlal Nehru had been imprisoned in Dehradun Jail during 1932, 1933, 1934 and 1941 as part of the freedom movement. He also penned here some part of his well-known book, “Discovery of India”.

58 found absent at Vikas Bhawan

A surprise check conducted by the Chief Development Officer (CDO) Dr Pankaj Pandey in the various departments functioning from the Vikas Bhawan in Bhimtal revealed the true picture of official apathy.

As many as 58 employees were found absent from their offices during the search, that too on Monday which is the first working day of the week. The absentees were from various departments, including Rural Development, District Development, Animal Husbandry, Minor Irrigation, Agriculture Co-operative and Jalagam.

The guilty officials have been asked to explain their absence within the next three days following which appropriate action would be taken against them.

Polythene wholesalers meet Mayor

Stung by the challans imposed by DMC teams for keeping polythene less than 20 microns, polythene wholesalers of Hanuman Chowk met Mayor Vinod Chamoli on this issue. They readily agreed to abide by the rules and regulations set by the DMC in this regard.

The group also expressed ignorance about any such drive being carried out by the DMC as they had not been served any prior notice in this regard. Vipin Narang said: “We had no information of any such drive because of which we continued buying polythene below 20 microns as usual. It was only when some of us were challaned we came to know about it.”

Narang said they were ready to toe the line set by the DMC. “This move will certainly affect the business of wholesalers in the very beginning, as our customers, who also include vegetable sellers, prefer buying cheap polythene costing 10 paise each.

“They would protest over buying above 20 microns polythene costing 40 paise each.” He expressed hope that the DMC would publicised the issue so that they would not need to convince their customers to go for slightly expensive polythene.

Manoj Anand, another wholesale businessman, agreed that the move was in the best interest of people. “We have no problem in adhering to the norms because we also sell paper bags which any way will sell more for being cheaper than polythene bags. In longer interest, we too agree that substandard or recycled polythene is harmful for the environment.”

Arun Kumar, who chaired a meeting of the sellers later in the day, said they had taken one-week time from the DMC to inform their agencies in Delhi from whom they buy the polythene bags about the new MC norms regarding polythene bags.

Chamoli said all rules regarding polythene ban had been made clear to the polythene wholesalers.

Harak Singh Rawat, Assistant Mukhya Nagar Adhikari, who was also present, said in less than a week time, the DMC challaned 300 polythene offenders.

Inquiry ordered into mid-day meal irregularities

Taking cognisance of the matter, the District Magistrate ordered a high-level inquiry into the matter asking the SDM to provide him with the facts.

While chairing a review meeting of mid-day meals today, District Magistrate D Senthil Pandiyan said strict action would be taken against officials and licences of shopkeepers would be cancelled if irregularities were detected in the distribution of mid-day meals in different blocks of Dehradun district.

He said departmental inquiry would be initiated against officials if reports of irregularities in the implementation of the mid-day meals were reported. “We will not hesitate to register an FIR even. Similarly, licences of shopkeepers will be cancelled if found they delayed the release of ration for the meals,” said Pandiyan.

He said the District Education Officers in all blocks would have to compulsorily submit a report regarding the proper implementation of mid-day meals.

The meeting was attended by District Education Officer Geeta Nautiyal, Mahinder Singh Bishaan, in charge, mid-day meals, and others.

In a press conference held at the Press Club of Mussoorie, Prajatantrik Bahujan Shakti Dal’s founder Mansingh Bagga informed that his party would field candidates from every constituency in the 2012 elections in Uttarakhand and UP.

He also mentioned that the state president of Uttarakhand BL Dingia would be the in charge of propagating the aims and objectives of the party in every corner of the state.

He further said people from all castes and creed would be brought under the fold of the party and they would fight for the cause of the poor and weak.

He lamented the fact that all parties till now had been doing politics of caste and religion, but his party would take every individual of the society and assist in improving his social and economic life. He also said the BSP had failed in bringing social justice among the downtrodden, but his party would reach the last man standing and assist him in providing a dignified life to him. His party would start a nationwide movement against corruption and inflation which had broken the backbone of the poor.

Dhingia said he would make concerted efforts in popularising the party so that the poor and downtrodden were able to voice their sentiments from an honest platform. Bagga, along with his party members, went to the Shahid Sthal to pay homage on the portrait deceased statehood andolankaris.

National president Mungo, UP General Secretary Tarun Kosley, Shri Fauji Sunder Lal, Vinay, Billo Balmiki, Pratap Singh, Dhunnu Lal and others were also present on the occasion.

Search on for benficiaries of girls’ scheme

The Women Empowerment and Child Development is encountering difficulties in locating beneficiaries for disbursing financial assistance to girls under the Nanda Devi Kanya Dhan Yojana.

Though the department had laid an impressive target of Rs 16-17 crore this year, it is still hunting high and low for little girls in rural and urban areas.

The department officials say that the scheme is encountering hurdles in the urban area, as norms laid out for becoming beneficiaries are too tedious and cumbersome.

In order to claim benefits of the scheme, the beneficiaries have to present permanent residency certificates procured from the District Magistrate’s office and BPL cards, which is impossible for families who have migrated from other areas and are residing in slums.

Under the scheme families with two daughters receive Rs 5,000 as fixed deposit, those born after January 1, 2009, belonging to Below Poverty Line (BPL) families, provided it was institutionalised birth, reported by Aganwadi worker and the child is vaccinated. The girl child is given one-time scholarship of Rs 5,000 as an incentive on the condition that she completes class XII and then only the money can be utilised.

The money could be used for girls’ higher studies or some other purpose. In it’s old avatar, the scheme was launched in ’97 as the Balika Simridhi Yojana.

“As of now, we have deputed Aganwadis to select the beneficiaries. It is a long and tedious process,” said Director L Fanai, Director, Department of Women Empowerment and Child Development. Last year there were a total of 1,809 beneficiaries and Rs 1 crore was used for disbursement.

Nigam petrol station asks depts to clear dues

Faced with an endless pile of pending payments for the petrol provided to various departments from its petrol pump at Sukhatal, Kumaon Mandal Vikas Nigam (KMVN) has finally started writing to heads of departments to start making payments in time.

Talking to mediapersons here, Chairman of the KMVN Surendra Singh Jina said: “We are writing to the departments to start making the payments in time and to clear their dues. A large number of these payments pertain to the various departments of the Uttar Pradesh government and we are also making efforts to realise these”.

The matter was brought to light by local journalists who pointed out that the KMVN petrol station was functioning erratically on account of non-payment of dues by various government departments. This has led to frequent delays in petrol procurement by the pump, hence major inconvenience to people at times.

There are two petrol stations, including the one being run by the KMVN in Nainital. There are days when none of them has petrol supply with people having to wait for several hours to procure fuel. There have been occasions when people have had to get their petrol supply from the petrol pumps in Bhawali and Jyolikote.

Meanwhile, the KMVN is also in the process of developing a religious tourist circuit of its own. This circuit will be developed on the lines of the one in Garhwal.

Ravi Mohan Aggarwal, newly appointed vice-chairman of the KMVN, told the mediapersons: “We also have several tourist destinations which can be developed into a full-fledged tourist circuit. This can include destinations of Baignatah, Jageshwar, Patal Bhuvneshwar and Purnagiri”.
