Charged with misuse of funds
Moga MC EO suspendedKulwinder Sandhu
Tribune News Service

Moga, July 10
The Punjab government has suspended Kulbir Singh Brar, Executive Officer (EO) of the Moga Municipal Council, from service on the allegations of misuse of local body funds, by crossing the limitations of his job, in executing construction of tube-wells in the town.

Brar executed the construction of as many as four tube-wells by directly calling the tenders in violation of the instructions of the state government to get these works done from the state water supply and sewerage board.

According to a senior official of the local bodies department, the municipal council was supposed to pass demand of works in its meeting and send it to the directorate of the local body department for approval, after which, the request for work should have been sent to the state water supply and sewerage board for execution. The board prepares the estimates of expenditure on the construction work and calls tenders accordingly.

In this case, the Eexecutive Officer of the Moga MC called the tenders at his own level and sanctioned the construction work of four tube-wells at an estimated cost of Rs 70-lakh to the local contractors.

The construction work was done by contractors of the MC and when the work was about to be completed, the government stopped the work and handed it over to the sewerage board.

Then, the sewerage board fixed the pipes in the digging of the tube-wells and made them ready for functioning. However, they were yet to be made operational on date due to the non-availability of power connection. The power corporation has sanctioned power supply to two tube-wells only.

The MC had passed the execution of work on nine new tube-wells last year as per the requirements of the local settlements of this town. Out of this, work was executed on four tube-wells by the local body at its own level, which landed the EO in trouble.

When contacted, the EO said over the phone that he was busy and
would call back. However, it did not happen and he could not be contacted despite repeated attempts to reach him on the phone.

It may be mentioned that the Executive Officer had also courted controversy recently over the passing of bills worth crores of contractors without verifying whether they had paid value addded tax (VAT) on the materials purchased for local body works in town or not, the inquiry of which was in progress by the excise and taxation department.

MC stir acquires political hue
Moga:
Employees of the municipal council of Moga on Saturday staged a protest and blocked traffic on the national highway in protest against the state government for not providing jobs to the family members of two employees who were crushed under a truck on June 4, 2009 during official duty.

The employees alleged the executive officer of the local body, while reacting to the instructions of the DM, initiated a move to give the jobs but he has been suspended from service.

Interestingly, after his suspension, the EO, to gain the support of employees, is believed to have spread the word among the employees that the government has suspended him because he initiated the process of giving jobs to the kin of the victims. The employees demanded that he be reinstated.

It is alleged that the protest is a well calculated move by a section of the employees, who were hand-in-glove with the Executive Officer, to gain the support of the employees when they were already agitated over the issue of jobs and were planning to launch the protests.

The issue also took a political turn when some employees blamed the minister for local bodies Manoranjan Kalia as as the man behind the suspension of the executive officer. — TNS
