Decomposed bodies of old couple found

The recovery of decomposed bodies of an old couple from their house in Sector 1, Trikuta Nagar Extension, here this morning sent shock waves across the city.

The police said 60-year-old Ramesh Koul, a retired employee of the Power Development Department (PDD), and his wife, Rajni (55) were found lying dead on a bed which had no mattress. The condition of the bodies suggested the two died about three or four days ago. The decomposed bodies bore no injury marks.No suicide note was found.

Rajni Koul’s brother, Shiban Krishan Moza, who lives near the couple’s house was the first to spot the bodies. The deceased lived alone as their only son Nitish is working as a mechanical engineer with a private company in Bahadurgarh in Haryana.

Though the bodies emitted foul smell, no one noticed these earlier. The old woman was reportedly suffering from some disease, but her husband was in good health and friendly with neighbhours.

The police is awaiting the post-mortem report to ascertain if they consumed poison or took some drug.It has not ruled out murder and has launched inquest proceedings under Section 174 of the CrPC. It further said Shiban informed them in the morning that he tried to contact Ramesh on the cell phone, but failed. After that he went to their house and knocked at the door.When no one answered, he looked inside from a window and was horrified to see the bodies.

The police said the couple’s son had been trying to contact his parents since last evening and when he failed in his attempts, he asked his uncle, Shiban, to go and find out the reason.The cellphone of Ramesh was found near the pillow and the deceased couple’s clothes were also lying nearby.

Abid Rafiqi, SHO, Trikuta Nagar police station said:“The house had been bolted from inside and there were no injury marks on the bodies.But we are unable to ascertain the exact cause of deaths as yet and are waiting for the post-mortem report”.

Mughal Road Car Rally flagged off

Sunny Sidhu of Chandigarh led the first leg of the Mughal Road car rally, which started from Srinagar at 5 am today and after covering a distance of 522 km reached the Hari Palace here in the afternoon.

A total of 33 rallyists from across the country, after crossing Kishtwar, Udhampur, Mansar and Surinsar towns, reached here around 3:30 pm on their modified Gypsy vehicles.

Sunny reached the end point of the first leg at 3:27 pm and was in a joyous mood. “Though I got the first position in today’s leg, the final result will depend on tomorrow’s performance. I am fully prepared to drive my vehicle on the historic Mughal Road, as it will be a dream come true,” said Sunny.

He further said though the Mughal Road was said to be very risky for vehicular movement at this time, it was part of the rally to cross all kinds of roads. “Yes, I am aware of the two mishaps that occurred on the road a few days ago. Still I am willing to go there,” he added.

Another attraction of the rally was Shuchi Thakur of Dharamsala in Himachal Pradesh, who was the lone woman participant in the much-publicised rally being organised to promote tourism in the hill state.

Talking to The Tribune, Shuchi said, “It does not matter whether I score good or bad in the rally. It is my passion and I am very happy participating in a rally in Jammu and Kashmir for the first time. On way to Jammu I saw a number of scenic points and locations, which excited me.”

Till 4 pm, a majority of rallyists had arrived at the end point of today’s leg and they would stay at a private hotel here for the night. The second leg of the rally would start from the Hari Palace at 6 am tomorrow.

The Director Tourism, SM Sahni, and the Divisional Commissioner, Jammu, Pawan Kotwal, flagged off the rally today.

Sahni said, “The rallyists will tomorrow go via Akhnoor, Rajouri, Dera ki Gali, Bafliaz and Peer ki Gali to reach Srinagar.” He added that the basic purpose behind organising the rally was to discover virgin areas of the state and promote tourism.”

Besides the rallyists and mediapersons, a number of fans also gathered there to see and meet the participants.

Srinagar: Tourism Minister Nawang Rigzin Jora and Minister of State Nasir Aslam Wani flagged off the Mughal Road Car Rally here on Friday.

The Commissioner-Secretary, Tourism, Atul Duloo, the Director, Tourism, Farooq Shah, the vice-president, Jammu & Kashmir Bank, Khursheed Ahmed Pandit, and the Executive Director of J&K Bank were also present.

According to the Himalayan Motor Sport Association, the rally will pass through Daksum, Mughal Maidan, Mansar, Surinsar, Jammu, Poonch, Rajouri, Bufliaz, Peer Ki Gali, Shopian before ending in Srinagar tomorrow.It has been jointly organised by the Himalayan Motor Sport and the Jammu & Kashmir Tourism Department and sponsored by Jammu & Kashmir Bank Ltd.

Describing the rally as a historical event in the tourism history of the state, the Minister for Tourism said it would not only encourage adventure tourism in the state, but also “help us identify places of tourist attraction en route the rally. He said this would also encourage the youth to come forward and participate in tourism adventure.

The minister while appreciating the efforts of the organisers of the rally described it as a historical moment for the state and said the people also evinced keen interest in such car races.

Two youths killed as CRPF opens fire on protesters

Srinagar, June 25
Two youths were killed and three injured when the CRPF opened fire on demonstrators protesting against the killing of a suspected militant in an encounter in Sopore town of north Kashmir this evening, the police said.

The victims were identified as 15-year-old Shakeel Ahmad Ganai and Firdous Ahmad.

The police said the trouble started when locals took out a procession and threw stones on CRPF vehicles returning after a gunbattle with militants at Bagh-e-Islam Krankshivan locality, 55 km from here, in which two suspected militants were killed. The locals claimed one of the two persons killed in the encounter was a civilian.

The police said a section of the mob threw stones at CRPF vehicles, after which paramilitary personnel opened fire, resulting in injuries to five persons. CRPF spokesman Prabhakar Tripathy said paramilitary forces opened fire when the mob set on fire a vehicle of the force during the demonstration.

The locals refuted the claim of the CRPF, charging the firing was against innocent people and it was only when the CRPF opened fire that a vehicle of the force was set ablaze.

Earlier, two militants were killed and three security personnel injured in an encounter near Sopore in Baramulla district today.

Two Pak-trained militants of the Hizbul Mujahideen were also apprehended during search operations in the Handwara area of Kupwara district yesterday.

Acting on a specific information about the presence of militants, the police and the security forces cordoned off the Krankshivan locality on the outskirts of Sopore early today. The hiding militants opened fire and in the exchange of fire that ensued, two militants were killed while three security forces personnel sustained injuries. The house in which the militants were hiding, was also damaged in the encounter, the police said.

Meanwhile, the Director-General, CRPF, Vikram Srivastava, called on Governor NN Vohra at the Raj Bhavan here this evening.

During the meeting, Srivastava briefed the Governor about various aspects of the present security situation in the state. The Governor, according to an official spokesman, discussed with Srivastava some of his concerns about the arising security scenario taking into account both internal and external influences and factors.

Meanwhile, normal life was paralysed across the Kashmir valley today in response to a bandh call given by separatists against human rights violations allegedly by the police and security forces.

All shops and business establishments were closed and traffic was off the road. Educational institutions and banks were closed while there was thin attendance in government offices. However, there were no reports of any clashes from any part of the city and elsewhere while police and CRPF men were deployed in large numbers across the city.

This is the third time during the week that normal life was paralysed in protest against the killing of three youths recently. Today’s bandh call was given by the hardline faction of the APHC (Geelani) against the alleged human rights violations and in support of its demand for the release of all those detained in the valley.

Jammu areas face erratic water, power supply

Though high velocity squalls coupled with showers in the past two days have plummeted temperature in the winter capital, people here are suffering on account of scarce and erratic supply of water and electricity.

For the past two days the electricity and water supplies remained badly hit in several areas of the densely populated capital city, particularly in areas of Jammu west, including Janipur, New Plots, Sarwal, Ban Talab, Durga Nagar, Talab Tillo, Bakshi Nagar, Patoli and Paloura.

“Storm on June 23 and 24 damaged power supply infrastructure causing a loss of more than Rs 5 crore. It will take time for us to restore normal supplies,” Chief Engineer of the Power Development Department (PDD) Mohammed Qasim told The Tribune.

Strong winds uprooted electricity poles and damaged the transmission network. Though restoration work on a temporary basis was on, the department required Rs 10 crore to restore the system, he added.

Qasim said photographs showing damage to the power supply infrastructure along with a report had been sent to the government and funds were awaited to restore the damaged system.

However, the Chief Engineer attributed erratic electricity supply in the capital city to rising temperature vis-à-vis infrastructural

constraints. To protect the system from collapsing totally the department had to go for power cuts, he said.

It may be stated here that because of huge financial implications the PDD has not been able to replace old and worn out power infrastructure in the state. With the PDD not being able to provide uninterrupted and quality electricity supply to the lifting stations of the Public Health Engineering (PHE) Department, the water supply to various parts of the city has also taken a beating.

“We have put a contingency plan in place,” Principal Secretary, PHE, AK Angurana told this correspondent.

Though the PHE, like in every summer, has pressed into service its water tankers to meet the situation, the tankers failed to enter narrow and congested lanes in the city.

“We want water supply through taps. Water tankers simply don’t serve our purpose,” said Vaishali, a housewife in Sarwal.

18,500 to appear in CET

About 18,500 candidates will appear in the common entrance test (CET) scheduled for June 26 and 27 to be conducted by the Board of Professional Entrance Examination.

As compared to the previous year, there is a sizeable rise in the number of candidates appearing in the CET this year. Last year, around 16,000 candidates appeared in the exam in the state while this year this number will increase by 2,500.

Keeping in view the rise in the number of candidates to appear in the CET, the board has also increased the number of examination centres in the state. According to a senior officer of the board, the test will be conducted at 28 centres (16 in Jammu and 12 in Srinagar) in the state. Last year the examination was held at 22 centres--12 in Jammu and 10 in Srinagar.

The board authorities claimed that full proof arrangements for the smooth conduct of the test had been made.

The officer said, “The chances of impersonation are absolutely negligible as we have put our own hallmark on the answer sheets as well as on the roll number slips of the candidates.” He said the candidates would not be allowed to enter the examination halls till they produced the roll number slips before the authorities concerned.

“We have also affixed the photo of the candidates on answer sheets and on roll number slips from this year so as to restrain the students from adopting any unfair means during the test,” said the officer.

Meanwhile, the candidates were found little nervous ahead of the test. A group of candidates said, “Though we have completed preparations for the test, we are little nervous.”

40 govt employees found absent

Special squads constituted by the Deputy Commissioner, Rajouri, Ghulam Ahmed Khawaza, conducted surprise raids on various government departments in the district this morning and found over 40 employees absent.

The raids were conducted following complaints that people had been facing hardships as employees remained absent from duty in Rajouri district.

The Deputy Commissioner told The Tribune that strict action would be taken against all those employees who were found absent from duty. “As the surprise raids were conducted all over the district, we collected details of all absentees,” he said. He informed that special squads had been constituted to keep a check on the attendance of the employees, especially in remote and far-flung areas.

Khawaza said action against all absentee employees would be taken as per the law and such surprise raids would continue.

Reports said the functioning of the government departments had been affected as a majority of the employees deployed in remote areas were allegedly not attending duty. The worst affected is the Health Department.

On the one hand the Health Department is confronting a shortage of employees, on the other those deployed in the far-flung areas remained absent.

As the higher authorities had been getting complaints from different parts of the district regarding the non-availability of employees in offices, the Deputy Commissioner constituted special squads to conduct surprise raids to keep a check on the attendance of the employees.

On Thursday evening, the Deputy Commissioner directed in charge of all teams to conduct surprise raids throughout the district. “This morning, we started surprise raids on all departments in the district headquarters and found some employees absent,” informed Additional Deputy Commissioner, Rajouri, Robin Singh Mehta.

Mehta, who was heading the squad that conducted raids in the district headquarters, told The Tribune that the authorities had decided to streamline the functioning of the administration.

The Retired Police Personnel Welfare Association, Bantalab, yesterday accused the state police of misusing welfare funds and demanded a thorough probe by a retired justice into the issue. The association members raised the issue while speaking at a press conference at the Press Club here yesterday.

The retired policemen also alleged that the senior policemen had been using accommodations allotted to subordinate officers. They further said the condition of accommodations allotted to junior officers was poor.

Talking about the lacunae in the present police system, the retired cops said when a large number of officers were unable to write or speak in Urdu, what was the fun of appointing them.

Zakir Hussain Shah, a retired Sub-Inspector, said, “In the name of collecting welfare funds, the Police Department collects a large amount every year during the Police-Public Mela and some other events, but it neither gives anything to the retired cops nor it gives any written statement about the funds.”

Another retired policeman, Gurdev Singh, said, “As per our information, though nearly Rs 2 crore has been kept under the name of retired police officer welfare funds, still no one is ready to give this money to us.” He further said they had decided to take up the matter on all forums.

MC demolishes staircase

Acting on a complaint lodged by inhabitants of the Chak Changrawan locality at Durga Nagar, the Enforcement Wing of the MC along with the police today demolished a staircase raised by a resident of the area by encroaching upon the public lane.

According to a statement issued here, the residents complained that the construction was causing inconvenience to them as well as to the passersby in the area.

The MC authorities have appealed to people to refrain from encroachments and unauthorised constructions to avoid penalties and “harsh” measures. Besides, the team also seized rehries from the Janipur area.

Varsity students resent admission fee hike

Various students organisations of Jammu University on Wednesday condemned the 15 per cent hike in the admission fee of various postgraduate courses.

The Jammu University Research Scholars Executive Association appealed to the Chancellor and the Pro-Chancellor of the university to review the decision of the fee hike. Rakesh Chib, president of the association, warned the university authorities that the association would organise protests if the fee was increased from this academic session. He said the rise in the fee would not be tolerated. Meanwhile, the National Secular Forum (NSF) also condemned the Vice-Chancellor for increasing the admission fee.

Vikas Sharma, president of the NSF, alleged that the university was adopting wrong policies. He said if the university wanted to generate its own resources, it should refrain from purchasing luxurious vehicles and needless expenditure on the renovation of buildings on the campus.

Governor NN Vohra today visited the Amarnath cave shrine, Panjtarni and Baltal and reviewed the status of the track clearance and various logistical arrangements and facilities for the yatra beginning from July 1 via Baltal and Pahalgam routes.

The Governor, who is also the chairman of Shri Amarnathji Shrine Board (SASB), accompanied by his Principal Secretary and Chief Executive Officer of the board, Raj Kumar Goyal, and the Additional Chief Executive Officer, Saugat Biswas, undertook a complete reconnaissance of the route to the holy cave shrine, an official spokesman said.

At Panjtarni and the cave shrine, the Governor along with the officials of the shrine board and various state government departments and agencies reviewed the arrangements and issued on the spot directions for the timely completion of all required arrangements.

At Baltal the Governor reviewed the arrangements at the base camp. He was accompanied by officials of the shrine board and Deputy Commissioner, Ganderbal, Dilshad Khan and SSP Imtiaz Ahmad. He laid special emphasis on cleanliness and effective enforcement of all required measures for protecting environment and ecology along the yatra area.

A delegation of Shri Amarnathji Barfani Langar Organisation (SABLO) led by its president Vijay Thakur and general secretary Rajan Gupta met the Governor and complimented the board for its ongoing efforts for ensuring improved management of the yatra.

The Governor inaugurated a sanitation drive launched by the SABLO that included the provision of a truck to transport garbage from the langars located between Baltal and Domail to the dumping site.

Responding to the commitment of the langar organisation to fully support the board’s endeavours to maintain ecology, the Governor announced the withdrawal of the non-refundable charges which had been paid by the langar organisers towards sanitation charges and environment protection measures ever since the establishment of the board and at the present rate since 2007.

They thanked the Governor for his encouragement and assured that they would voluntarily contribute every year to the shrine board for supplementing its efforts aimed at environment protection.

They lifted the sewage pipe laid down by the department in the main lane due to which the lane had been totally blocked.

Nod to Rs 6 crore cable car project

Chief Minister Omar Abdullah has approved Rs 6 crore cable car project for the Sheikh Hamza Makhdoom Shrine that will be completed in 18 months.

This was decided at a meeting that discussed the project in detail, an official spokesman said here today. He said the scheme to be executed by J&K Cable Car Corporation envisaged the setting up of a ropeway system at Dargah Makhdoom Sahib, Srinagar, at a cost of Rs 6 crore.

The horizontal length of the ropeway would be 541 metres with four cabins in each cluster with a capacity and design of 225 at a maximum speed of 4 metre per second. The ropeway type would be a mono cable jig back.

The cabins would be fully enclosed with manual doors.

The one way time from the base station to the upper station would be 3.2 minutes approximately.

The ropeway project after completion would be handed over to the Waqaf Board and J&K Cable Car Corporation would manage its operations through a mutually agreed arrangement.

Minister for Finance AR Rather, Minister for Rural Development Ali Mohammad Sagar, Minister for Tourism Nawang Rigzin Jora, Minister of State for Tourism Nasir Aslam Wani and others attended the meeting.

A power point presentation pertaining to Rs 50 crore Naagar Nagar Development project for old Srinagar city covering Nagin and Dal lakes was also made in the meeting. The centrally-sponsored project would conserve the heritage sites and restore the pristine glory of tourist places in the city. The project also envisaged a Gandola type cable car project.

A deputation of the Travel Agents Association of Kashmir called on Governor NN Vohra at the Raj Bhavan here last evening and thanked him for enhancing the quota of helicopter bookings for tour and travel operators of Kashmir and Jammu divisions for the forthcoming Amarnath yatra.

The five-member deputation led by president of the association Rauf Tramboo said this would give impetus to the promotion of tourism in the state.

An official spokesman said a memorandum of demands was submitted to the Governor that included the resumption of regular flights between Srinagar and Dubai from the Srinagar International Airport.

The memorandum also sought to take up the matter with various countries for withdrawing advisories issued by them to their citizens against visiting Kashmir.
