Team formed to identify bogus BPL cards
Tribune News Service

Ambala, June 24
The Ambala district administration here today ordered a special campaign to identify families which had fraudulently got BPL cards made.

Deputy Commissioner Sameer Pal Srow ordered the district officials to go to villages and participate in this special campaign. He was addressing a meeting of the district officials at Panchayat Bhawan here today.

He said certain unscrupulous elements had managed to get BPL cards. These families had been getting benefits of the BPL scheme even though they were not entitled to it. Srow said not only the BPL cards issued to undeserving families would be cancelled, but cases would also be registered against the guilty.

Sources said there were about 44,186 families below poverty line in the district. It is reported that there had been cases in which the beneficiaries had been given the BPL card in an illegal manner as their financial condition had been much better and they did not deserve such facility.

In some cases the cards had been prepared with the alleged involvement of either the depot holder or an official or employee of the department concerned, sources added.

Srow further said that the families which would voluntarily surrender the cards would not be prosecuted. The administration has formed a committee who would visit villages to determine the eligibility of families, following reports of large-scale bungling in the preparation of BPL cards.

Those who were present in the meeting included Zile Singh Attri, district education officer, Jagjit Kaur, district primary education officer, Pardip Ranjan, general manager, district industries centre and all BDPOs of the district.

He authorised the Civil Surgeon, district health officer, all SMOs, medical officers of the government and local bodies, all food inspectors, health supervisors, sanitary inspectors and all magistrates to inspect any market, building, shop or stall used for manufacturing, storage and sale of contaminated foodstuff or drinks.

He further said such foodstuff can be seized and destroyed in case it is considered unfit for human consumption. Any ice factory or mineral water or food establishment can be closed down if it is found not working in a way to avoid the spread of cholera.

Make-shift stalls in the city near the bus stand area attracted a large number of customers during the scorching heat, who were unaware of the fact that the consumption of exposed cut fruits and ice candies could prove to be a health hazard, he added.

District Courts
Bajaj Auto Finance told to pay Rs 8,916
Swati Sharma
Tribune News Service

Chandigarh, June 24
District Sessions Judge SK Goyal has directed Bajaj Auto Finance to pay a compensation of Rs 8,916 at an interest of 8 per cent per annum to Murli Ram whose vehicle was impounded on account of not paying the last installment.

The company had imposed extra charges for parking the impounded vehicle and for paying the musclemen who had taken the vehicle from Murli.

Pronouncing the orders, the court held, “No accounts have been placed on file to establish as to how the respondents have calculated the penal interest of Rs 3,570 on the amount of Rs 1,084 (the last installment). The defendants have also failed to prove that they have paid Rs 860 as parking charges and Rs 1,000 as charges of the company that had taken into possession the scooter of the plaintiff. To prove this, the defendants could have produced oral as well as documentary evidence. However, no evidence was produced before the court.”

While filing the case, Murli was repenting for not paying the last installment of a nominal amount of Rs 1,084 as the finance company seized the two-wheeler for which he had taken the loan and then auctioned it.

He had earlier filed a case in the consumer courts. The consumer courts had, however, turned down his complaint on the plea that it didn’t have jurisdiction. He then filed a case in the district courts.

A Class IV employee, Murli had filed a recovery suit of Rs 32,000 in the courts. A loan of Rs 21,000 from Bajaj Auto Finance was raised by the plaintiff for buying a scooter. He deposited an initial amount of Rs 3,105 with the company and had to make payment of the rest of the loan in 23 installments. Unfortunately, Murli faltered in paying the last installment of Rs 1,084. The scooter of the plaintiff was allegedly seized by the musclemen on February 12, 2002 and was sold on March 27, 2002 for Rs 10,500.

In its reply, the finance company stated that the plaintiff had taken a loan of Rs 24,000 and was to return it in 24 installments of Rs 1,084. It was stated that one of the cheque was dishonoured, following which the company had served him a legal notice to Murli on February 15, 2002.
