Eight per cent DA for govt staff
Srinagar, May 25 The DA accumulation with effect from January 1 to June 30 shall be credited into the GP Fund accounts of the employees. Thereafter, the enhanced DA shall be paid along with the salary of July 2010. This will apply mutatis-mutandis in case of all India service officers serving in the state. The DA arrears with effect from January to June 30 in favour of the state government employees covered under the New Pension Scheme and those retiring within the next six months shall be paid in cash. In another decision, the Cabinet sanctioned the establishment of a new R&B Division at Sumbal and the creation of two posts of Superintending Engineer, one each for Ganderbal and Bandipora districts and Pulwama and Shopian districts along with supporting staff. The Cabinet also accorded sanction to the payment of claims amounting to Rs 25.40 lakh for reimbursement to the state Tourism Development Corporation for providing boarding facility to the officers of Raj Bhawan at Zethyar during years 1995-1996 to 1998-1999. It also confirmed the DGP’s proposal for augmenting manpower in the Sher-e Kashmir Police Academy, Udhampur, Police Training School, Kathua, Police Training School, Manigam, and regularisation of the Police Training Institute, Vijaypur, School Training College, Sheree, and Subsidiary Training College, Talwara. The Cabinet also authorised the Managing Director, Jammu and Kashmir State Power Development Corporation Limited, to issue the letter of intent (LoI) to the successful bidder M/S GVK Development Projects Private Limited for developing the 690 MW Ratle Hydroelectric Project. It also authorised the Administrative Secretary of the Power Development Department to sign the power purchase agreement with the company. |
Removal of Azad’s Posters
Jammu, May 25 The activists demanded action against those who were responsible for removing banners and posters of Ghulam Nabi Azad from the venue where a function was held to observe the death anniversary of Rajiv Gandhi on May 21 and shifted blame on their president Rashid Choudhary for the incident. Koushal later told the Tribune that it was unfortunate that no action has been taken so far against who had removed posters of Ghulam Nabi Azad and regretted that the Congress leadership was not taking the matter seriously. Meanwhile, a function was organised at Reasi in which vice chairman of Other Backward Classes Kuldeep Verma was the chief guest. During the function, some Congress workers sought clarification from the organisers for not inviting local leader and former minister Jugal Kishore Sharma in the function. Before the organisers replied, some workers allegedly passed remarks against Jugal Kishore and Azad and this action irked the supporters of Jugal Kishore Sharma and resorted to slogan shouting, which was also countered by the rival faction. Before the situation could take an ugly turn, the police swung into action and separated both the warring factions. Jugal Kishore Sharma is known loyalist of Ghulam Nabi Azad and his supporters were not invited in the function despite being the fact Kuldeep Verma is member Congress Party. While as district president of the Congress Pritam Singh said the local organisation of the party was not taken into confidence, Verma, on the other hand, claimed that they were informed about the function. “I had invited Pritam Singh to the function”, Verma told the Tribune. |
PDP flays govt for Kishtwar power crisis
Jammu, May 25 In a statement issued here today, PDP MLC Sayeed Asgar Ali regretted that the power supply has been snapped in the Kishtwar district for the past one week after a tower collapsed near Doda. He expressed surprise that entire district was plunged into darkness, but the authorities were non-serious to listen to the woes of the people. The MLC further said the communication system has already collapsed due to non-availability of any arrangement for recharging batteries and other instruments. He said the residents of Kishtwar and adjoining localities have been facing acute shortage of drinking water, as most of the pumping stations were not functioning due to snapping of power in this belt. Ali called for emergent measures to restore power supply and warned that if some steps were not taken without two day, he along with the residents of Kishtwar would come on roads to force the authorities to take some steps. He expressed surprise that Kishtwar, which is providing 400 MW of power to the nation, is plunged into darkness. |
CRPF may take over highway beyond Ramban by June-end
Jammu, May 25 “The Army has not relieved the two battalions of the BSF, engaged in the road opening duties, as yet. We also face lack of accommodation for our troops beyond Ramban, but hopefully we may take over the remaining stretch of the highway by the end of the next month,” official sources told The Tribune. “As soon as these bottlenecks will be removed, the CRPF will be ready to take over the remaining portion,” they said. The authorities concerned had been apprised of the basic requirements of the CRPF, they added. In January this year, Defence Minister AK Antony had approached the Home Ministry to seek the CRPF taking over the security of the strategic highway in a phased manner, so as to relieve the Army from the road opening duties. Though the modalities have been chalked out and the process has been set into motion, but it would take some time for the CRPF to take over the remaining highway, said sources. “However, before we take over the remaining stretch beyond Ramban, our jawans will undergo a two-week pre-induction training at Army Battle School at Bhalra, followed by joint road opening duties with the Army for 15 days,” added the sources. The CRPF had already deployed over 2,000 jawans from Jammu to the Chenab River in Ramban, who have been performing the road opening duties. |

Jammu, May 25 The protesters raised anti-government slogans and burnt its effigy. Rajiv Mahajan, state president of the sena, opposed the charging of Rs 25,000 as security from social and religious organisations who wanted to organise free langars for the pilgrims during the Amarnath yatra. He appealed to the state government to exempt the langar organisers from security charges as well as the toll tax at Lakhanpur. Mahajan warned that if the government did not act favourably on their demand, the sena activists would intensity their protest and hold bandhs. |

Sunil Dimple, president of the organisation, said that Pakistan- sponsored militancy should be dealt with an iron hand. He said Afzal Guru and Ajmal Kasab , who were on the death row should be hanged immediately. Otherwise, more acts of terrorism could be committed. |

Water shortage in Kandi areas worries BJP
Jammu, May 25 Interacting with deputations from Rabta, Mathwar, Dhanu, Jarhi, Nagrota, Showa Graind, Toon, Bambyal and Bajalta Kandi areas of his constituency, he said drinking water was one of the biggest problems in this belt. A number of issues related to development works and welfare schemes were also taken up with the MLA by the people of the said areas. The MLA, while briefing these people of various works being undertaken in different areas of the constituency and the future plans, said that he had been working round-the-clock for solving the problems of the people. He said six days of the week had been fixed for his personal visits to his constituency. “During my visits, I try to ensure that people’s problems are solved on the spot “, he said, and added that on Tuesday such people were asked to come to Jammu, who had work in head offices of different departments. |

Encroachment on Farmland
Jammu, May 25 Due to the encroachments, the department has not been able to sow the Kharif crop of potato. According to official sources, the encroachers very often enter into duels with the department employees and even attack them. The then revenue minister allotted the tract of land near Natha Top at Madha Dhar in 1981. Presently, it has been reportedly encroached by some nomads, who have settled there permanently. The land belongs to the Potato Development Department of the Agriculture Department. “Due to the encroachments, we are not able to sow potato on such a vast tract of land. As a result of which, the department has not been able to achieve its annual targets,” said potato development officer US Sudan. “We have all documents related to handover and takeover of the land, but the Revenue Department has no mention of the land in its records,” he said and added, “The Revenue Department recognises only 20 acres of land, which the department bought at its own as potato development farm of the department.” Deputy commissioner Bashir Ahmed said, “On the complaint of the Agriculture Department, a team of the police personnel and revenue officials today visited the spot. The encroachments will be removed in due course of time.” |

Jawan hurt in firing near border
Jammu, May 25 BSF sources said the firing had come from the Chak Timber post of Pakistan. The incident occurred this morning around 5.45 am. The sources said Head Constable Anchal Singh of the 4 battalion,who was member of a BSF patrol,was injured in the firing near the border outpost.He was removed to hospital. Though the firing was from the Pakistan side, it was not immediately known whether the Pak Rangers or ultras were responsible for it , said the sources. However, BSF troops manning the post didn’t return the fire. A BSF spokesperson said the force would lodge a strong protest with the Pak Rangers at a flag meeting soon. |

Seized blackboard may land man behind bars
Jammu, May 25 Circumstantial evidences, including a small blackboard, seized from the house raise enough suspicion that Ajay Sethi, a tailor, had abetted his wife to end her life, DSP (East) Mohan Lal Kainth said. Meenakshi, 27, who hailed from New Delhi, had married Ajay and settled in Jammu against the wishes of her parents. Kainth said they had seized a blackboard carrying signatures of Meenakshi, wherein she had written “Ajay is responsible for my death” “Yes, a blackboard was seized with words written on it that her husband was responsible for her death.” He further said the board had been sent to forensic experts for matching the handwriting of the deceased with words written on it. “If matched, Ajay will be booked under Section 306 of the RPC,” added Kainth. He said only Ajay had been arrested under Section 174 of CrPC and all others detained had been released after recording their statements. Meanwhile, after post-mortem the body this afternoon was handed over to Harish, brother of the deceased, who, along with his friend, arrived here from Delhi to perform the last rites of his sister. Harish cremated Meenakshi’s body at the Jogi Gate cremation ground here. Meenakshi’s four-year-old son Sumit is at present staying with his paternal relatives in Jammu, Kainth said. No member of Meenakshi’s in-laws’ family was present during the cremation. Ajay was asked to perform the rituals of her wife, but he refused, he added. The DSP said, “Both families were not on talking terms for a long period and it might be the reason why Meenakshi’s in-laws stayed away from her funeral.” After performing the last rites of her sister, Harish said, “I talked to my sister two-three months ago last time and she told me that she was living happily.” “I am living with my old and ailing mother in Delhi and my father has died,” added Harish, who with a choked voice demanded a thorough probe into Meenakshi’s death to unravel the truth. This correspondent visited Ajay’s house at Basant Nagar in Janipur this afternoon but found it locked. |

Addressing a press conference, Ghulam Mohi-ud-Din Beg, chairman of the Doda Migrant Committee, demanded that the on-the-spot registration of migrants from various places of the province should be based on verification and, thereafter, relief should be released to them. |
Cleaning of Dal Lake on a war footing ahead of Sonia’s visit Srinagar, May 25 “We have been told to expedite the cleaning of the lake as a high-profile visitor will come here,” said Mustaq Ahmed, a labourer engaged in clearing weeds. Around 100 labourers have been engaged by the Lakes and Water works department to remove weeds,dirt and filth from the lake. “The Dal Lake is a symbol of Kashmir and tourists who come here should also help us keep the surroundings clean by not littering things around,” Chief Minister Omar Abdullah told The Tribune. He said it was unfortunate that the city was declared as the fourth dirtiest city in the country, but assured that steps would be taken to make it clean. Meanwhile, local residents and tourists have also welcomed the expeditious cleaning of the Dal lake, but they demand the work should be done throughout the year. “When one walks along the lake or takes a ride in a shikara, a foul smell emanates from the lake.The government should continue the cleaning process throughout the year so that the visitors get a beautiful view of the lake,” said Khursheed Ahmed, a tour operator. He said though the work to clean the lake was being expedited in view of the visit of the Congress chief, it would be abandoned soon. “We must be thankful to Sonia Gandhi that the much-neglected Dal Lake is getting some attention of the government,” said Mohammed Ramzan, a local resident. |

Govt patronising land mafia, alleges Kashmiri
Pandits’ samiti Srinagar, May 25 “On the one hand, the government is showing concern about the return of the Kashmiri Pandits to the valley and on the other hand, it is pampering the forces which are responsible for the mass migration of the Kashmiri Pandits and changing the demographical pattern of the valley by letting these forces encroach upon the religious places of the minorities,” said Sanjay K. Tickoo, president of the KPSS. He said during the past two decades unscrupulous elements had continuously been trying to finish the religious identity of the Kashmiri Pandits in the valley by encroaching upon temple lands. “Even some members of the community are involved in such acts,” he added. Tickoo said in January the famous Sheetleshwar Bhairav Temple, Srinagar, were opened by the KPSS after a gap of 20 years on the eve of Basant Panchmi. He said a local resident had encroached upon the Sheetleshwar Bhairav Temple and its endowment property. He added the encroacher was not allowing any Kashmiri Pandit to enter the temple and his sons were threatening members of the samiti. The KPSS leadership has appealed to the district and police administration to get the land and the property of the temple vacated. |

be outsourced Srinagar,May 25 “ We are inviting the private sector and non-government organisations for outsourcing of sanitation. This is going to help us in a big way. It is high time to go for entrepreneurship in the sector”, said Nasir Aslam Wani, Minister of State for Tourism, Housing and Urban Development, at the inauguration of a three-day workshop on “ Solid waste management and water management treatment for sustainable development”, organised by the Federation of Chamber of Industries, Kashmir, and the Indian Youth Climate Network at the Sher-e-Kashmir International Convention Centre here today. Wani said that source segregation was going to help. “ The Srinagar Municipal Corporation (SMC) and the Jammu Municipal Corporation (JMC) are handling 700-800 metric tonnes of solid waste daily and other local bodies are handling three times to it. We don’t have a proper place to dump it”. The minister said the dumping ground at Achan was being developed by the Economic Reconstruction Agency (ERA) on modern lines to cater to meet the requirements for the next 20 years. He appealed to people to ensure segregation of solid waste at source to make it easy for agencies handling solid waste management. Mehraj Ahmad Kakroo, Deputy Commissioner, Srinagar, said outsourcing sanitation in a phased manner was a remedial measure. |
