Nod to creation of new posts in Education Department

Keeping in view the shortage of teachers in newly upgraded schools, the State Cabinet today approved the creation of new posts in the Education Department. The decision to create the new posts was taken at the Cabinet meeting which was held here today. According to highly placed sources, as a consensus eluded, the Cabinet could not take a final decision on formulating a new transfer policy as some Congress ministers expressed their resentment against not being taken them confidence before finalising this policy.

For the first time in the past 20 years, people of Kashmir, especially traders will have a direct telephonic link with traders on the other side of the Line of Control as the Centre has agreed to permit international calls from here to Pakistan. The traders in the valley who started the cross- LoC trade with the traders of occupied Kashmir in 2008 have been demanding a direct telephone line with their counterparts.

Keeping in view the shortage of teachers in newly upgraded schools, the State Cabinet today approved the creation of new posts in the Education Department. The decision to create the new posts was taken at the Cabinet meeting which was held here today. According to highly placed sources, as a consensus eluded, the Cabinet could not take a final decision on formulating a new transfer policy as some Congress ministers expressed their resentment against not being taken them confidence before finalising this policy.

The sources further said after detailed deliberations, the Cabinet approved the creation of new posts in the schools that were upgraded in 2008. The decision was required as most of these schools have been facing a shortage of teaching staff.

They further said the services of a suspended district judge were terminated by the Cabinet. The Cabinet also created the posts of two Deputy Inspectors General (DIGs) in Jammu and Srinagar, respectively, for the Indian Reserve Police (IRP). Furthermore, the Cabinet also took a decision to set up a National Institute of Fashion Designing and Technology at Budgam in Kashmir.

The sources said the Cabinet announced an insurance scheme for the employees working in the Katra and Samba areas.

Cabinet to take final decision on employees’ demands

The Cabinet will take final decision on the demands of government employees. This decision was taken today in a meeting of the representatives of government employees with the Cabinet Subcommittee constituted by the coalition government to hold discussions with the employees.

The meeting between the employees’ leaders and the Cabinet Subcommittee was held this evening under the chairmanship of Finance and Planning Minister Abdul Rahim Rather. Public Health Engineering (PHE), Flood Control and Irrigation Minister Taj Mohi ud Din was also present in the meeting.

The representatives of the Civil Secretariat Employees (Non Gazetted) Union, Employees Joint Action Committee and the J&K Employees Joint Consultative Committee were present in the meeting.

Sources said during the meeting, the Finance Minister made it clear that the decision regarding the imposition of Essential Services Maintenance Act (ESMA) and “No Work No Pay” was taken by the State Cabinet so only the Cabinet could revoke such orders. Rather further assured the employees that their other demands like enhancement of retirement age, Dearness Allowance (DA) and HRA would be placed before the Cabinet.

Six accused booked under Prevention of Corruption Act

A day after The Tribune exposed the luxurious lifestyle of the accused involved in the Class X question paper leak scandal, the Miran Sahib police today registered a case under the Prevention of Corruption Act against all six accused.

In these columns yesterday, The Tribune had published a news item carrying the title ‘Probe points to teacher-official nexus’, in which the assets disproportionate to the known sources of income of the accused were exposed.

Rayaz Iqbal Tantray, DSP, Miran Sahib police station, said: “During the investigations, it was found that the accused had more assets than their all sources of income.

All of them have been booked under the Prevention of Corruption Act today.”

Meanwhile, a local court today rejected the bail application of all the accused and extended their police remand. One of the accused, Gurdev, a schoolteacher, owns a two-storey palatial house at Simbal village in Miran Sahib. Gurdev owned a house worth around Rs 2 crore, the police said.

Another arrested accused Balbir, also a teacher, had surprisingly performed over 40 examination duties in the past five years, which he can’t perform now if go by the rules of Board of School Education (BOSE).

It is to mention here that the incident came to light when solved question papers were recovered from two students of New Bikram Public Higher Secondary School at Kirpind, appearing in their Class X exam at New Gandhi Memorial College in Miran Sahib on March 26.

So far, the police has caught two students namely Lovedeep Singh and Satnam Singh. The other arrested persons are two constables - Manjit and Ajay - and four others namely Manjit Singh, Gurdev Singh, Balbir Singh and Mohan Singh. Manjit Singh was bailed out by a local court on Tuesday.

A case under Sections 409, 109, 353 of the RPC and Section 5 of the Prevention of the Use of Unfair Means Act has already been registered in this regard.

Sources further said some more BOSE officials had also been arrested in this mater. However, the DSP denied of any arrest of BOSE official.

“Wagah which is the last railway station in Pakistan before the train enters India and where all passports are checked and stamped was the last place where the two members, Gursewak Singh, and another from Bareilly, saw him”, said Shamsher Singh Chovalvi, who organised the jatha.

He said the two were co-passengers of the missing ex-serviceman.” They told us that after getting his passport checked, Amar Singh went to eat something and they did not see him boarding the train which moved after 10 minutes”, the organiser said.

They thought he must have boarded some other coach, but when he did not meet them at the Attari border, they deposited his baggage with security and customs officers there.

While Chovalvi, along with the SGPC president Avtar Singh has taken up the matter with the Pakistan Embassy, Amar Singh’s wife,Kuldeep Kaur, who returned from Attari today said even his baggage was missing.”We were told his baggage was not with either the police or the customs”,she said. Bitter at the turn of events, Kuldeep said no leader or representative of the Centre had come to their help.”We don’t know whom to approach. We have lodged a complaint with the local police, but it is helpless”, she said. Their only hope was the Ministry of External Affairs, which could take up the matter with Pakistan through the Indian Embassy there. Kuldeep who was accompanied by her three sons refuted intelligence reports that her husband was kidnapped at the behest of militant Ranjit Singh Neeta who belonged to Simbal village, near here.

“We have no enmity with Neeta or anyone else. My husband was a former Naik Subedar with the Artillery Division and had never been involved in any illegal activity”.She denied reports that Neeta had been pressurising him to work for militants.

Geelani under house arrest

Chairman of the hardline faction of the All- Parties Hurriyat Conference( APHC) Syed Ali Shah Geelani has been put under house arrest to foil tomorrow’s protest march in Srinagar. The separatist leader had given a ‘Sonwar chalo’ call for Friday to protest the verdict of a Delhi court in the 1996 Lajpat Nagar blast case.

The separatists were scheduled to hold a protest march from Lal Chowk to Sonwar, the office of the United Nations Military Observation Group, where they would submit a memorandum to the UN.

“A DSP- rank officer came to the house of the chairman in the morning and asked him that he was not allowed to move out and was being put under house arrest,” Aiyaz Akbar, spokesman for the APHC, said.

Geelani had said he would garner support to provide legal assistance to the three convicts in the blast case.

CRPF in for big expansion across Jammu region

After the Dantewada massacre, the CRPF, like in other problematic areas of the country, is in for a big expansion in Jammu region also.

The largest paramilitary force of the world has started acquiring vast tracts of land across the region to come up with group centres, long firing ranges and battalion camping sites.

“After the Dantewada massacre wherein we lost 76 jawans in a Maoist attack, the Union Home Ministry wanted expansion of the CRPF in the entire country and, hence, the CRPF is also acquiring land at various places across the Jammu region,” AS Sidhu, CRPF IG, Jammu sector, told The Tribune here today.

It may be stated here that presently the CRPF has 15 battalions and four companies across the Jammu region protecting vital installations, guarding the Kashmir highway, besides maintaining law and order right from Kathua up to strategic Jawahar tunnel.

The CRPF had acquired 175 acres in Koota near Samba district, where another group centre on the lines of Ban Talab group centre with all facilities like separated family quarters, hospitals, school, canteen and other recreational facilities for the CRPF personnel and their children would be set up, the IG added. A group centre headquarters of at least five battalions of the paramilitary force.

“We are likely to get the possession of land in the first week of next month,” he said. “Similarly, we will be getting 35 acres in Ghaink near Kot Bhalwal on the outskirts of the city within a day or two where the CRPF would set up its long firing range to train the jawans,” the IGP said.

The CRPF had already taken over the possession of 25 acres in Bhaderwah in militancy-plagued Doda district and has initiated the process to set up another camping site. Another 80 acres for the purpose of camping site and training facility for the CRPF personnel had also been acquired in Dheerti, near the holy town of Katra.

The IGP further informed that proposal of acquiring 50 acres in Roun in Udhampur and four acres near the Samba railway station had been cleared and the CRPF awaited possession of lands at these two places as well.

“We will be setting up a transit camp near the Samba railway station, while another camping site will be established at Roun,” Sidhu said.

President of the Kashmir Chambers of Commerce and Industries Nazir Ahmed Dar told The Tribune: “We have been told that the Government of India has agreed to restore a telephone link between the traders of both sides.”

The Centre had stopped the international telephone service between Jammu and Kashmir and Pakistan in 1990 following militancy in the state.

“One such phone has already been installed in the office of the District Development Commissioner,Poonch, for the facilitation of trade in the Jammu region and our connection would be installed in a few days,” Nazir said.The telephone would be installed at the office of the custodian of LOC trade in Salamabad in Uri and at the office of the Chambers of Commerce and Industries here.

Tension gripped the communally sensitive Bhaderwah town after some leaders of the Samajwadi Party (SP) allegedly passed provocative remarks and blamed some groups for the demolition of the Babri Masjid today.

A Personal Security Officer (PSO) of state SP president, Sheikh Abdul Rehman, reportedly fired some shots in the air without any provocation and the police registered a case against him.

Although enraged youths threw chairs and stones on the leaders giving “provocative”speeches, the local administration saved the situation from taking an ugly turn.

“A case in this regard has been already registered and action would be taken against those who were found involved in inflamming religious sentiments”,SDM, Bhaderwah, Yasha Mudgul told The Tribune.He informed that some persons had already been identified by the authorities for creating disturbance. She admitted that Section 144 was imposed for quite some to save the situation and was later withdrawn.

Sources said the SP had organised a public meeting at Bhaderwah under the leadership of Sheikh Abdul Rehman. During the meeting, some party leaders recalled the demolition of the Babri Masjid. They blamed some religious and political organisations for the incident. Irked over the speeches, members of the Sanatan Dharam Sabha and other religious organisations rushed to the venue and resorted to shouting slogans.

Some shopkeepers of Seri Bazar put up the shutters and joined the slogan shouting youths. Some miscreants threw chairs and stones at the leaders who were addressing the gathering. Amidst the chaos, the PSO of SP chief fired some shots in the air.His action further provoked the youths who tried to rush towards the dais. Before the situation could take an ugly turn, the SDM rushed to the spot and snatched the mike from the leaders. She also ordered the imposition of Section 144 and asked the people to disperse.

Late in the evening, members of the Sanatan Dharam Sabha lodged a written complaint against SP leaders for hurting sentiments of a particular community.

“ A case has been registered and the police officer concerned has been asked to take action against the PSO, Jasvinder Singh, who was involved in the unprovoked firing”, said the SDM.

Lance Naik commits suicide

Jammu, April 29
A Lance Naik hailing from West Bengal, MK Mukherjee, allegedly committed suicide by hanging himself with a tree at Keri village in Rajouri today, the police said.

It further said the deceased was found hanging with a tree near his camp this morning. No suicide note has been recovered from the spot.

Investigating officer Javed Iqbal said: “The body has been sent for postmortem and inquest proceedings under Section 174, CrPC, have been initiated in this regard.”

Meanwhile, Sonali, in her mid-twenties, was found dead under mysterious circumstances at her house in Jakh village in Vijaypur this morning, the police said. The woman had got married two years ago. The reason behind the death has not been ascertained as yet, the police said.

The police has started inquest proceedings under Section 174, CrPC, in this regard.

Raashid, Deepali mesmerise audience

The Jammu and Kashmir Academy of Art, Culture and Languages organised a musical programme at Abhinav Theatre in Jammu this evening.

The programme saw two noted singers - Raashid Jehangir and Deepali Watal - in solo performances. Both of them mesmerised the audience with their soulful rendition of songs.

Impressed by Raashid’s voice and style, Finance Minister, Abdul Raheem Rather, who was also the chief guest on the occasion predicted a bright future for him.

Complimenting the Cultural Academy, the Finance Minister said the areas of Doda and Kishtwar had produced great singers, poets and writers and it was because of the academy that they were in the reckoning.

“Doda, Kishtwar are rich in terms of talent but talent blooms only when it is highlighted,” he said, adding, “Credit goes to the Cultural Academy for bringing the jewels of the land in the limelight.”

Earlier in his welcome address Secretary Cultural Academy, Zafar Iqbal Manhas, said though the cultural academy was moving to Kashmir in connection with the annual Darbar move, its activities in Jammu would continue.

“Despite Darbar move the Cultural Academy will continue to conduct cultural programmes across Jammu,” Zafar informed.

Prominent among others who were present on the occasion included R&B minister, GM Saroori, Secretary Cultural Academy, Zafar Iqbal Manhas, Director General Accounts and Treasuries, Wali Mohammed Aseer Kishtwari.

Members of the university unit of the National Secular Forum (NSF) held a protest against the alleged bungling in the functioning of the Directorate of Distance Education (DDE) at Jammu University here.

The NSF in-charge of the university, Sukhdev, and the chairman of the university unit, Sanjay Sharma, in a joint statement, said students had been suffering due to the alleged mismanagement in the DDE. They criticised the director and the joint director of the DDE for their alleged failure to streamline the system. “There is a shortage of infrastructure in the DDE. When students come from far-flung areas, there is no body to listen to their problems. The apathetic DDE authorities never heed to the grievances of the students,” the NSF leaders alleged.

Thathri residents rue lack of basic amenities

The Thathri Development Front has decried the local authorities for non-availability of ration supply in Thatri tehsil of Doda district and has appealed to the state government for taking immediate cognisance of the matter.

In a statement, the front alleged that dealers and storekeepers of the Consumer Affairs and Public Distribution Department have been passing the buck due to which people had been facing difficulties.

The front alleged that the people of the tehsil were getting erratic electricity and water supply in villages like Hagoona, Joura Kalan, Joura Khurd, Panshaee, Chiralla, Jia, Bola, Kunthal and Suranga.

The front also appealed to the R&B Minister to stick to the alignment plan for Kahara-Jai road from Halaran onwards as originally surveyed in 1987 by the Economic Reconstruction Agency so that Dalit villages like Suranga and Kunthal also get benefited.

The Jammu Municipal Corporation (JMC) today destroyed 30 kgs of cooked food and substandard ice cream in different areas under an anti-adulteration drive.

The team headed by Health Officer Dr Mohd Anwar Chouwdhary also realised a fine of Rs 6,200 from 21 defaulters. The team inspected various food establishments, including restaurants, tea stalls, meat shops, fruit juice corners in the areas of BC Road, New Plot, Janipur, Lower Roop Nagar, Muthi, and Akhnoor Road.

Protesters block Jammu-Poonch Highway

Protesters blocked the Jammu-Poonch National Highway at Surankote yesterday for more than three hours in protest against the adjustment of Rehbar-e-Taleem (ReT) teachers of the Mendhar zone in the Surankote zone.

The protestors raised slogans against the Education Department and blocked the highway from 6.15 a.m to 9:30 am, demanding that the ReT teachers of the Mendhar zone should not be adjusted in any other tehsil, a police officer said.

The protest was held in wake of an Education Department order, which said 56 ReT teachers recruited for the Mendhar zone would be adjusted in the Surankote zone.

Poonch SSP Manmohan Singh, Deputy Commissioner Kuldeep Khajuria along with other officials rushed to the scene and assured the protesters that their demands would be conveyed to the higher authorities after which the highway was cleared.

Northern Zone Declamation Contest
Governor hands over rolling trophy to college principal

Governor NN Vohra handed over a silver rolling trophy to the principal, Government College for Women, Gandhi Nagar, Prof Nalini Kohli, at the Raj Bhavan here today.

The trophy will be awarded to the winners of the Annual Inter-State Northern Zone Declamation Contest to be held from this year onwards.

The inter-state declamation contest will be organised every year by Government College for Women, Gandhi Nagar, in which teams from Punjab, Haryana, Rajasthan, Himachal Pradesh and Jammu and Kashmir will participate.

Based on the regulation to be settled by the secretary, Higher Education Department, in consultation with the principal, Government College for Women, Gandhi Nagar, the trophy may be retained by the host college or allowed to be kept by a winning team in their college till the next annual declamation contest. A group of eminent persons will select the topic for the annual contest.

The first contest is likely to be held during November-December, for which the financial support will be provided by the Shri Mata Vaishno Devi Shrine Board and in the subsequent years by the State Higher Education Department.

The Governor, while discussing the modalities for organising this contest, observed that Government College for Women, Gandhi Nagar, could select themes of larger societal interest, including communal harmony and national integration, for the declamation contest.

The principal secretary to the Governor, Raj Kumar Goyal, and the Commissioner/Secretary, Higher Education, NK Verma, were present on the occasion.

Vehicle of DC stoned

A group of youth this evening attacked the official vehicle of the Deputy Commissioner of Baramulla, Bashir Ahmed Bhat, with stones.

Sources said the Deputy Commissioner was on his way to his office after inspecting a piece of land in the old town when stones were thrown at his vehicle at the cement bridge in the town. Sources said personal security officers of the Deputy Commissioner fired in the fire to disperse the mob, which led to panic there.

The sources said Bhat escaped unhurt in the attack.However, his vehicle was damaged. “No one was injured in the attack and the situation is under control ”, said a police officer.

Police-public meeting held in Baramulla

Srinagar, April 29
As part of its efforts to win the confidence of people, the state police held a ‘police-public’ meeting in Baramulla town where over 150 stone throwers, drug peddlers and timber smugglers have been arrested over the past three months.

About 1,200 persons attended the meeting, the first of its kind in over two decades, at old town, 55 km from here, a police spokesman said here today.

Organised by SSP Shakeel Ahmad Beigh, the participants discussed at length the problems being faced by the people and the role the police could play in solving them.

Baramulla has been witnessing stone-throwing incidents, especially by youths on Fridays, prompting the police to launch a major crackdown during which 117 stone throwers were arrested over the past three months.

However, despite the crackdown, stone-throwing incidents continue to be a major problem in the town.

During the interaction, the SSP assured the people of all possible help in ameliorating the problems of the district.

The police has also arrested 52 drug peddlers and 48 timber smugglers during the past three months. — PTI
