Haryana Chief Minister Bhupinder Singh Hooda today underscored the importance of education in creating a harmonious society, free of casteism, communalism and social inequalities.

He urged the people to follow the path shown by Dr BR Ambedkar to achieve commanding heights through education.

Speaking at a function organised by Dr Bhim Rao Ambedkar Welfare Society at Kurukshetra University to mark his 119th birth anniversary, he said the cherished dream of Mahatma Gandhi, Swami Dayanand and Dr Ambedkar to have a casteless and classless society, free of religious conflict, could be realised only through the spread of education.

He said Ambedkar, one of the architects of the Constitution, worked for upliftment of Dalits and inspired them to live with dignity and become part of the mainstream.

Hooda said education was also important to survive in today’s highly competitive world and education must reach all. He announced Ambedkar Bhawan at Kurukshetra.

Hooda praised the Union Government, UPA chairperson Sonia Gandhi and Prime Minister Dr Manmohan Singh for providing the right to education for all.

Paying rich tributes to Dr Ambedkar for his vision and contribution in uplifting the deprived sections, Hooda said his biggest contribution was to instill self-respect among the underprivileged.

He said Dr Ambedkar and his father Ranbir Singh Hooda remained members of the constituent assembly and he was fortunate to be a member of Parliament along with Mr Prakash Ambedkar, son of Dr Bhim Rao Ambedkar.

Referring to steps taken by the government to promote education among the underprivileged sections, Hooda said that government had implemented a number of social welfare schemes.

He visited Sant Ravidass Bhawan and announced Rs 11 lakh for the bhawan and also inaugurated a hostel at Fatehpur run by the Matribhumi Sewa Mission. He announced a grant of Rs 5 lakh for the mission.

Sonepat: Rich tributes were paid to Dr Bhim Rao Ambedkar by various political parties and organisations on his 119th birthday here today.

Participating in a programme organised at the DCC office here, MP Jitender Singh Malik, Chief Parliamentary Secretary Jaivir Balmiki, AICC member Sumitra Chauhan, DCC (urban) president Pradeep Gautam said Dr Ambedkar shaped the destiny of the downtrodden by incorporating special provisions in the Constitution of the country.

In a programme of the Haryana Scheduled Caste, Backward Classes and the Minority Council, Malik, MLA Jaitirth Dahiya and council president Hawa Singh Bohat recalled the contributions made by Dr Ambedkar for socio-economic uplift of the neglected section of society.

Financial Commissioner of the Haryana government Dhanpat Singh and former IAS officer HS Chahar said Dr Ambedkar always stressed that education was the key to success and the prevailing socio-economic betterment of the weaker sections was the result of this message.

Singh also inaugurated a computer lab at the Ambedkar hostel during the programme organised by the Ambedkar Education Society.

State media in charge of the BJP Rajiv Jain said Dr Ambedkar infused a new initiative among the people of the neglected sections.

Sirsa: Floral tributes were paid to Dr BR Ambedkar on the occasion of his birth anniversary at functions organised at different places in the Sirsa and Fatehabad. CG Rajini Kaanthan, DC, Fatehabad, was the chief guest at a function organised in Regar Dharamshala, Fatehabad. Kaanthan said Ambedkar’s contribution to the development of Indian society was unparallelled.

By incorporating rights for citizens of all castes, creeds and gender, he had provided firm roots to the Indian society. Sushil Indora, a former MP, Balbir Singh Chaudhary, a former MLA, Ramesh Deegwal, president of the Ambedkar Sabha, Fatehabad, Mukhtiar Singh Saddar, secretary of the district Congress, and Suraj Bhan Rathi, an employee leader, were among those present. In Sirsa, Dr BR Ambedkar Students Welfare Association organised a function at Chaudhary Devi Lal University. Led by Rajesh Vaid, a university teacher, they paid homage to the great leader. Members of “Ahuti” garlanded the statue of Ambedkar at the local Ambedkar Chowk. In a function in Congress Bhawan, Hoshiari Lal Sharma, president of the District Congress Committee and local Congress men paid tributes to Ambedkar.

Rewari: A number of functions were held in the district today to mark the 119th birth anniversary of the architect of the Indian Constitution and messiah of the downtrodden.

Govt loath to show the door to guest teachers

This academic session in government school, guest teachers are back on job. However, despite renewal of their teaching contract, they continue to pose a dilemma for the government, this time for ways to regularise their service.

With the High Court categorically stating that guest teachers of government schools cannot be singled out for a weightage of 24 per cent on the pretext of experience and it would be mandatory for the guest teachers to clear the State level Eligibility Test (SLET), the relaxation offered to them by the government has come a cropper.

Sources said the top brass of the Education Department, over the past two days, has been trying to find a way to strike a balance between the already employed guest teachers and the growing tribe of SLET-qualified teachers awaiting government recruitment.

The government, on the one hand, does not want to show the door to the guest teachers keeping in view their three to four years of service while on the other hand it wants to begin recruitment in the face of mounting pressure from SLET-qualified candidates. This has ended up being a catch-22 situation for the government since a number of guest teachers have failed to clear the mandatory SLET examination, making them ineligible for the posts advertised.

At a meeting of the Education Department, it was deliberated if a separate SLET could be organised for the guest teachers alone, but the proposal was turned down by officials who felt it would only invite more trouble for the government.

Though there is no immediate threat to the jobs of the guest teachers since the vacancies of teachers in government schools total up to nearly 31,000, they will have to be gradually phased out.

At present, there are as many as 52,000 candidates who have cleared the SLET and as many as 16,000 guest teachers employed in government schools against a total of 31,000 vacancies. Of these, the maximum number of vacancies, nearly 11,000, exist at the primary level for JBT teachers. This means that the guest teachers will continue to be employed for the time being since the department has only sent a requisition of 9,000 JBT teachers to the Staff Selection Board.

As against the demand, there are already 12,000 SLET-qualified JBT teachers which means that interviews will have to be held to shortlist candidates from among those who have qualified the examination.

However, sooner or later, the guest teachers will have to be replaced by regular teachers.

Laadli Media Award for Tribune scribe

The Laadli awards are a part of media advocacy efforts of a campaign by Population First, an NGO working on health, population and gender issues, and are supported by the United Nations Population Fund (UNFPA). The winners were felicitated at a function at Samanvay Bhavan, Bhopal, this evening by Madhya Pradesh Chief Minister Shivraj Singh Chouhan. MP’s Health Minister Anup Mishra was the guest of honour. Geetanjali Gayatri won the award for her articles on the khap panchayats of Haryana that condone ‘honour killing’ of women.

Gurjar sees bias against Faridabad farmers

The issue of enhanced compensation to farmers whose land has been acquired by the Haryana Urban Development Authority (HUDA) today picked up steam with the BJP expressing support for the farmers.

President of the Haryana unit of the BJP Krishan Pal Gurjar, MLA from Faridabad district, alleged that the Congress government was showing its “anti-farmer” bias.

He said he had raised the issue in the Vidhan Sabha and would do so again on the floor of the House.

He alleged Faridabad, Gurgaon and Panchkula were “A” class districts as categorised by the government.The collectorate rate fixed for these cities was Rs 55 lakh per acre.

The government had provided compensation at the rate of more than Rs 1 crore to farmers in some of the villages in Gurgaon district.

In Ulliyawas, Ghata and Kadirpur villages, it had provided compensation at the the rate of Rs 66 lakh per acre, higher than the collectorate rate.

Gurjar said the “dual” policy of the government which was against the farmers of Faridabad was clear as it had announced a compensation at Rs 16 lakh per acre whereas the land cost in the final analysis came to about Rs 24 lakh per acre.

Of late, HUDA has acquired land in a number of villages in Faridabad district falling in the trans-canal areas for expansion of Faridabad city.

The farmers have refused to accept the compensation amount and resorted to an agitation.

The BJP leader demanded setting up of a committee consisting of representatives of farmers, elected MLAs and MPs of the area to determine the compensation. he said in his opinion, the government must give compensation at the rate of Rs 1.5 crore per acre to the farmers.

He said it was strange that when a farmer purchased land, he had to pay stamp duty on the collectorate rate, but when his land was taken away, the rate given to him was much less.

He urged upon leaders across party lines to come to the help of farmers.

Hundred of farmers of a couple of villages had yesterday staged demonstrations against the compensation rate fixed for their land.

Facing tough posturing from farmers of Mirzapur and Baselwa villages, the HUDA authorities urged the agitating farmers to register their objection in writing so that it could be forwarded to the state headquarters.

Expectant woman burnt to death
18-year-old raped by landowner’s son

Fatehabad, April 14
An expectant woman was allegedly burnt to death by her in-laws at Tibba Colony of Tohana town here last night. The police has booked the victim’s husband, father-in-law, mother-in-law and brother-in-law in this regard.

The victim identified as Salma (20) was married to Naseeba, a local resident, and she was four months pregnant.

She sustained 100 per cent burn injuries at her in-laws house last night and died on the spot.

Her parents alleged that in less than one year of her marriage, Salma was beaten up and sent to her parents’ home twice.

The last time she came to her parents’ home was a month ago and Naseeba took her back on April 11 after apologising for his past mistakes, they said.

The police has registered a case under Section 498-A and 304-B of the IPC against Naseeba, his father Jeewna, mother Sheeli and brother Jitender and handed over the victim’s body to the parents after a postmortem.

A youth allegedly raped an 18-year-old Dalit woman, wife of a land labourer, in Nathwan village near Ratia yesterday.

The accused identified as Kuldeep Singh (26), who has been absconding after the incident, has been booked for rape and under the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act.

The victim’s husband had been working in the fields of Kuldeep’s father for the past one year and lived with his wife in a dwelling near the fields.

The incident took place when he was busy harvesting wheat in the fields last night.

Kuldeep allegedly went to his residence and raped his wife and also threatened her with dire consequences.

Wheat stubble over 35 acres burnt in fire

Wheat stubble on over 35 acres was burnt in a devastating fire that broke out in the agriculture fields of Bajekan village here today. The fire also devoured wheat crop spread over six acres, alleged landowners, who attributed the fire to short circuit.

The landowners - Jaspal Singh Riar and Jasbir Singh Riar - alleged that the electric wires passing over their fields were too low and loose.

They said the incident took place when their workers were busy in harvesting operations in the afternoon. A fire suddenly broke out due to a spark in the overhead electric wires.

The fire spread soon due to the strong current of wind and engulfed wheat stubble standing on over 35 acres. The landowners alleged that their wheat crop on over 6 acres was also burnt in the fire.

Fire tenders from the Municipal Council and the Green S Welfare Force of the Dera Sacha Sauda worked hard for over two hours to bring the fire under control.

The incidents of fire are quite common during the harvesting season and have been causing many environmental and other hazards in the past some years.

Landowners are responsible for the fire in most of the cases, as they prefer to burn wheat stubble for preparing the land for the next crop after harvesting wheat by combine harvesters.

However, in some cases sparks from the electricity wires or from the burning wheat residue of the neighbouring fields also cause fire in the fields.

The government has recently launched a campaign to make farmers aware on the issue and advise them to prepare animal fodder from the wheat residue rather than burning it in the fields.

The authorities have also directed the DHBVN authorities to take precautions so that electric sparks do not cause fire incidents.

Sonepat: Standing wheat crop spread over 250 acres was destroyed in a fire in Baroda village under Gohana tehsil here on Wednesday.

The fire was brought under control by villagers by deploying more than 50 tractors to check the spread of fire to other fields. Baroda MLA’s son Jeeta Hooda and a team of the revenue staff led by Gohana tehsildar reached the spot to assess the loss.

Interestingly, the lone fire tender that reached the spot from Gohana developed some technical fault.

A similar fire incident was reported from Garhi Kalan village under Gannaur tehsil where standing crops spread over 109 acres was destroyed in a fire that broke out on Tuesday. It took more than three hours for the fire tenders from Sonepat, Panipat and Gannaur to control the fire.

Hooda does some stargazing

Chief Minister Bhupinder Singh Hooda was briefed by Financial Commissioner and Principal Secretary, Science and Technology, SS Prasad, on the ongoing “Observatory on Wheels” progaramme. He spent quite some time gazing the stars with a telescope.

The Chief Minister appreciated the steps taken by the department towards promotion of astronomy. The Department of Science and Technology in collaboration with the National Council of Science Museums, New Delhi, had recently held a state-level workshop on Astronomy at Government College for Girls, Sector 14, Panchkula.

After the workshop, the “Observatory on Wheels” van was flagged off to cover Haryana over 45 days till May 22. This van is equipped with various scientific exhibits, a portable planetarium and a telescope. The van will make a halt of two days in each district. Activities like astronomy quiz and night sky observation will be carried out on a daily basis.

Drive to check burning in fields

After the directions of the Punjab and Haryana High Court, the state government has decided to deal with the problem of burning wheat stubble in fields by adopting a multi-pronged strategy.

The government has asked all Deputy Commissioners and officials of the Agriculture Department to launch a special campaign to create awareness amongst farmers on the issue. Meanwhile, straw reapers are being provided to them on subsidised rates to ensure that they prepare animal fodder out of wheat residue instead of torching it in the fields.

The government constituted a committee under the state chief secretary to deal with the problem. As the process of wheat harvesting has started, the government has directed the officers to take measures to check the menace. — TNS

Labourer killed after inhaling toxic gas

Yamunanagar, April 14
A labourer was killed while another fell unconscious after they were exposed to toxic sewerage gas while they were repairing a sewer in Industrial Area Phase-2 here today.

The deceased has been identified as Joginder Singh (35) of Bindapur locality. The police has registered a case under Sections 336 and 304-A of the IPC against sub-divisional officer (SDO) of the Industrial Area, who had called the duo to check the blockage and repair the pipe.

The police said the incident took place when Joginder Singh went inside the main hole to check the blockage and waste accumulated there.

As he moved in, he got exposed to poisonous gas and fell unconscious. Another labourer Pritam, who went inside the main hole to save Joginder, also fell unconscious.

Later, residents of Industrial Area rushed to the spot and took the two labourers out. While Joginder Singh died, Pritam gained conscious and is said to be safe.

Sirsa faces power pangs

Frequent power cuts in the urban domestic sector have been causing a lot of hardships to residents in Sirsa and Fatehabad. The power situation has deteriorated in the past two days.

“The situation has worsened in the past two days. There is no schedule for power cuts making the situation more difficult for consumers,” alleged Dr Gulab Singh, a physician from the Hisar road in Sirsa.

The power situation in Fatehabad town is even worse. “The power went off at about 2 pm today and there is no clue as to when it will come although about six hours have elapsed,” alleged Shelly, a resident of Model Town, Fatehabad.

“The summer season has just set in and the situation is so grim. What will happen when the real hot weather arrives,” she wondered. Incidentally, the power consumption in the agriculture section is minimal these days.

Farmers are busy in harvesting their wheat crops and need no water at all. Rather, they prefer their power supply remained cut during the harvesting season, lest sparks from the electric wires may not cause fire accidents.

The farmers will need enough water soon after the harvesting operations are over. Dalbir Singh, SDO, City subdivision, Fatehabad, however, said the situation, though not very good, was not grim even.

He said the department had taken permit for the repair works in the afternoon, but before that could finish, an unscheduled power cut was ordered. Dalbir Singh said whenever they received directions for power cuts, these were normally “zero cuts”, which meant that the duration of the cut was not specified.

VP Gupta, Superintending Engineer, DHBVN, Sirsa Circle, however, admitted that there was some shortage of power these days and attributed this to recent snags in Khedar and Panipat power plants.

He maintained that no scheduled cuts were being imposed on the domestic consumers these days. He, however, added that unscheduled power cuts were ordered as and when they received directions in this regard.

KUTA urges Hooda to raise retirement age

The Kurukshetra University Teachers’ Association (KUTA) has sought Chief Minister Bhupinder Singh Hooda’s intervention in removing discrepancies and ambiguities in the implementation of revised pay scales and urged him to raise the retirement age of university teachers to 65 years as per the UGC guidelines.

A delegation of KUTA, led by its president Prof Nafe Singh called on the Chief Minister today and pointed out several lacunas in the revised pay scales and said the notifications for the revised pay scales were incomplete and issued in bits and pieces.

The delegation pointed out that there was no mention of advance increments for higher qualification like MPhil, MTech, PhD and LLM. The delegation demanded an entry-level pay of directly recruited teachers and equivalent cadres recruited on or after January 1, 2006; re-designation of readers and lecturers after three years of service as associate professor; placement of directly recruited professors at a scale not below Rs 43,000 and higher AGP of Rs 12, 000 to senior professors as per the UGC and MHRD notifications.

The delegation also demanded raising the retirement age to 65 years, initiating the process of promotions of the teachers held in abeyance after January 2009.

KUTA secretary Parmesh Kumar said the UGC had issued a letter dated February 18, 2010, instructing all universities and education secretaries of the state to go ahead with the recruitment and promotions under the CAS as per the old UGC regulations.

He said the response of the Chief Minister was positive and added that a meeting would be held soon at Chandigarh for detailed deliberations on these issues.

73,080 to appear for sports talent hunt

The Haryana government has prepared a sports talent hunt programme to identify and promote the sportspersons in the age group of 8-19 years. The programme is initially being launched in Gurgaon, Rohtak, Bhiwani and Panchkula districts on April 15.

This was disclosed by state Director (Sports) OP Singh in an interaction with the media here today. He said under the programme, the aspiring sportspersons were to register themselves online. "The programme got an overwhelming response with nearly 85,000 sportspersons applying for it in just 10 days," he said, adding that of these, 73,080 applications were found valid.

The director pointed out that the response was particularly good from Bhiwani, Rohtak and Hisar, but poor in Ambala district.

After registration, the players would have to undergo a sports and physical aptitude test (SPAT) from April 15 onwards in the four districts and it would continue till all interested players had taken this test. Singh revealed that SPAT would be conducted in other districts of the state from April 24.

The players would be given grades on the basis of the medals won by them at recognised sports tournaments and SPAT. After this, the first 3,000 players would be given scholarships, which would be credited directly into their bank account. The players in the age group of 8-14 years would get Rs 18,000 per annum, while those from 14-19 years would get Rs 30,000 per annum.

He said the first thousand players in the grading would get Rs 1,500-3,000 per month, next thousand players would get Rs 5,000 annually and the next thousand players Rs 3,000 per annum.
