Jammu, April 1 Independent MLA from Langate Engineer Abdul Rashid was marshalled out as he was creating commotion in the House. Proceedings in the Assembly remained disrupted for 42 minutes during Question Hour. The order was resorted when Engineer Abdul Rashid was marshalled out and three ruling party members staged a walkout from the Assembly. As soon as the House assembled this morning, NC member Choudary Mohammand Ramzan raised the issue and urged the government to table a long-pending Bill banning inter-district recruitment in the state. He said: “Though the government had assured that it would bring, it has not introduced the Bill so far and only one or two days are left for the current Budget session. We have apprehensions that the government would not bring this Bill in the House.” His demand was supported by Engineer Rashid, who shouted slogans, demanding a ban on inter-district recruitment. Speaker Mohammed Akbar Lone, while trying to pacify the agitation members, asked the members to wait for April 5 when the government business would be conducted. However, the members continued sloganeering in the House. NC members Mir Saifullah and Khafil Ur Rehman also joined the agitating members and asked the government to table the Bill banning the inter-district recruitment. Members of the BJP, Panthers Party and the Jammu State Morcha also resorted to sloganeering and warned that the government would not be allowed to jeopardise the interest of the Scheduled Castes (SCs)/Scheduled Tribes (STs). Minister for Law and Parliamentary Affairs Ali Mohammad Sagar assured the members that the Bill would be tabled after evolving consensus, but his reply could not satisfy the agitating members who continued to create ruckus in the House. Engineer Rashid tried to enter into the Well, but he was stopped by the Watch and Ward staff. While the Speaker allowed continuing the proceedings of the House, the angry MLA had heated arguments with the ministers, particularly with Ali Mohammad Sagar and Surjit Singh Slathia. Amid the pandemonium, the Speaker directed that Engineer Rashid should be taken out of the House. NC members also staged a walkout after Rashid was marshalled out. |
Dogra Certificate
Jammu, April 1 Dogra Certificate is a document required by the residents of the Jammu region for Army recruitments. Replying to the question of Panthers Party member Balwant Singh Mankotia regarding steps taken to issue Dogra Certificate, Sagar said as intimated by the Revenue Department, no such certificate being issued by the department concerned. His statement irked members of the BJP, Jammu State Morcha and the Panthers Party who resorted to shouting slogans. Intervening, Panthers Party member Harsh Dev Singh said: “I have a record of the Assembly proceedings in which an assurance was made to issue Dogra Certificate. I have sought a copy of this assurance from the department and I can prove this that the Congress had made such assurance on the floor of the House.” “As the Dogras are known for their bravery, this certificate was issued to Dogra youths in the past so that they easily get jobs in the Army. Assurance is still intact and the Congress had made commitment in this regard,” he said and alleged that the government had been backtracking from its commitment. Minister for Health Sham Lal stood up and admitted that the previous government had assured issuance of Dogra certificate. “It was assured that the certificate to Dogra youths be issued on the pattern of neighbouring state. I appeal to the government to consider this demand of the MLAs,” he said. The Jammu-based MLAs alleged that the government had been betraying the youths of the Jammu region by denying these certificates to them. Later, the legislators of the BJP, JKNPP and the JSM staged a walkout from the House. |
Panchayati Raj Act
Jammu, April 1 While introducing the Bill, Tarigami suggested the clauses of nominations should be amended so as to make the existing Panchayati Raj Act democratic.He said the deletion of the nomination provisions was must to decentralise the power at grassroot level. However, as many as 21 private members’ bills were moved in the Assembly today. Of these, four Bills were allowed to be introduced, seven rejected, whereas 1 was sent to the Select Committee (SC) and 9 Bills were withdrawn after assurance from the government. The Bills which were allowed to be introduced included a Bill to amend the Code of Criminal Procedure moved by Mir Saifullah, a Bill to amend the Jammu and Kashmir Panchayati Raj Act. |
RSS to oppose PR (Women) Disqualification Bill
Jammu, April 1 Addressing mediapersons here today, Brig Suchet Singh said at the national meeting of the RSS in Kurukshetra on March 26 and 27 the Sangh expressed utter dismay over the state government’s approach and policies being followed to deal with the militants. RSS chief Mohan Bhagwat showed concern over the Jammu and Kashmir Permanent Resident (Women) Disqualification Bill, introduced in the Budget session of the Assembly, said Brig Suchet Singh. The RSS would oppose any Bill that debarred women of Jammu and Kashmir from right to own property and made them lose the citizenship of the state if they married outsiders (non-permanent residents of the state), he added. “The Bill is discriminatory in nature and we are opposed to it,” said the retired Army officer. He also informed that during the national meeting of the RSS a number of issues confronting the country were taken up and the RSS workers were asked to maintain a vigil to defeat anti-national forces. Brig Suchet Singh said the Sangh cadres had visited about four lakh villages across the country to spread awareness about the need to ban cow slaughter. |
6 Lashkar militants shot dead in Rajouri
Jammu, April 1 This afternoon, the security forces laid a cordon around Bagla forests, south of Triyath in Rajouri district, triggering a fierce gun-battle, they said. The militants resorted to indiscriminate firing from automatic guns and lobbed grenades in a bid to break the cordon, they added. However, the security forces retaliated, killing one terrorist early in the encounter. But it took them a marathon gunfight to eliminate five others, said the sources. “In a surgical operation, our troops gunned down six LeT terrorists, all foreign mercenaries from Pakistan, in Bagla forests, south of Triyath in Rajouri,” Brigadier General Staff of 16 Corps, Brig Gurdeep Singh, told The Tribune. It was the same group of militants with which the security forces had a brief encounter on March 29 evening in the Dharmsal area, said Brig Gurdeep Singh. Since then the troops were constantly chasing these militants, he added. Before fleeing the area on March 30, the militants had injured SHO, Dharmsal, Mohammed Showkat, besides killing a jawan of the Territorial Army. Eventually, we established a contact with them around 3 pm today and in a three-hour gun-battle the six terrorists were killed, he said. The officer identified two of the six slain ultras as Osama and Talla of the LeT. The identification of four others was on. “The operation has been called off but searches are on. So far, the security forces have seized some AK-47 assault rifles and hand grenades from the site of the encounter,” said Brig Gurdeep Singh. One more group of five to six LeT ultras was being hunted by the troops in the same area. “They have been injured and we will hunt them down soon,” said an officer of the counter-terrorism force. It may be stated here that in the past 48 hours the security forces had killed four Lashkar ultras in the Kandi Budhal area, again in Rajouri district, besides losing three Army soldiers. The slain ultras were identified as Abu Zarar, Abu Abdullah, Abu Shoaib and Abu Osama junior, all Pakistan nationals. Since March 27 the security forces had gunned down 12 Lashkar ultras in the Rajouri-Kalakote area alone. One more group of five to six LeT ultras is being hunted by the troops in the same area. “They have been injured and we will hunt them down soon,” said an officer of the counter-terrorism force. |
Omar criticises PDP for boycotting House
Jammu, April 1 “Personal benefits should not mar public interests”, he said and urged them to attend the Assembly for cause of the public and participate in the proceedings. Addressing a gathering in the Kotranka area of Rajouri district, Omar said many important Bills had been tabled in Assembly and propriety demanded that PDP legislators took part in the discussions and identify the areas where the government’s attention was required. Omar said since the PDP announced the boycott through the media, he was using the public platform for reminding them of their duties and urging them to end the boycott. “Otherwise, I would like to make this call from the floor of the House”. The Chief Minister said the issue of providing a security vehicle to one of PDP workers, who was already provided with security guards and PSOs appropriately, ought not to be stretched too far to mar public cause. |

Jammu, April 1 Replying to a calling attention notice by Ashwani Sharma in the Legislative Assembly, the minister said the matter had been taken up with the Centre and a consensus arrived at that all land would be acquired and compensation paid to the land owners. Sagar said it had also been decided that the land owners would be paid rent for the land in terms of the J&K Requisitioning and Acquisition of Immovable Property Act from the date when they were unable to utilise the land till date it would be finally acquired. He said the Divisional Commissioner, Jammu, had already taken up the matter with the BSF and the Union Ministry of Home Affairs. The acquisition proceedings would be initiated once necessary indents were placed by the BSF with collectors concerned, he added. Sagar said the matter was being pursued by the state government with the Centre vigorously. |

VC inspects varsity campus
Srinagar, April 1 “I want this campus to attract students from across the LoC and beyond,” he said this while interacting with students of Bachelors in Technology and MCA at the North Campus in Delina Baramulla. The Vice-Chancellor reviewed infrastructural facilities and preparations for the formal inauguration of the main campus. He also planted saplings in the gardens of the picturesque campus. “Try to give your best to the environs. Tomorrow your younger brother or the future generation will come here. So leave something of nature for them,” he told the students. During the campus inspection, Punjabi directed the officials concerned to make the classrooms multimedia ready for the students. Registrar S Fayyaz Ahmad said the university’s primary focus was not only to create physical infrastructure for the students, but also provide adequate and highly qualified faculty for various courses on the campus. A spokesman for the university said director, North Campus, Farooq Ahmad thanked the Vice-Chancellor for taking keen interest in commissioning the campus from the current academic session. He said the courses started would definitely benefit the student community, especially in the technical areas, which is the need of the hour given the current market trends. “Our endeavour is to make this campus an enviable destination for the students of the valley,” he said. The director said the campus was in the process of starting various job-oriented courses that were in the process of being approved. It had plans to start a diploma course in tourism, besides having a research centre for new and renewable energy, he informed. |

Govt staff to go on strike from April 5
Srinagar, April 1 The employees have been demanding the payment of arrears as per the recommendations of the Sixth Pay Commission, hike in the retirement age from 58 to 60 years and the regularisation of the services of contractual employees. The employees had already gone on a five-day strike from March 9. While the government late last month had asked the agitating employees to give it time till March 31 for fulfilling their demands, the JCC instead gave five days more and decided to launch the agitation from April 5. “In case our demands are not fulfilled even after the week-long strike, we will go on an indefinite strike,” Ishtiyaq Beigh, a senior leader of the JCC, said. A meeting of all political parties and Independent legislators discussed the issues of the payment of the Sixth Pay Commission arrears and the enhancement of retirement age from 58 to 60 years in Jammu yesterday. |

Residents protest against MC
Jammu, April 1 They alleged that with the connivance of the Municipal Commissioner and former councillor of the ward, Pawan Gupta, the names of around 2500 voters had been deleted from the voter list and had been replaced with the names of those of the Cantonment area to give benefit to the Gupta in the forthcoming municipal poll. The protest was held under the banner of the Nirbhow Nirvair Organisation (NNO) at Satwari Chowk. Expressing surprise over the silence maintained by the Deputy Chief Minister, Tara Chand, on the issue, the NNO appealed to Chief Minister Omar Abdullah to intervene immediately. |

Anti-encroachment drive in Poonch turns violent
Jammu, April 1 The sources said as soon as the drive started,the encroachers started throwing stones on the party.The police resorted to a cane charge which left some persons injured. The police said the trouble arose when government land was being got vacated by the team comprising senior officials. “Not even a single person was injured. Everything is normal”, said Satish Kumar, SHO, Poonch police station. The SHO added: “It was a minor dispute over the construction of a fuel station, which was brought under control within a few minutes”. However, the sources claimed that the mob was so annoyed that it torched some vehicles and paramilitary forces were also deployed to control the situation. |

Troops’ fire mistaken for militant attack
Jammu, April 1 “For the past two-three days, there was movement of the security forces in the area in search of militants. The VDC member mistook the firing by the security forces for a militant attack and fired some rounds to save his life,” Rajouri district SSP Shafqat Watali told The Tribune. Rajouri Encounter
Jammu, April 1 Havildar Surjeet, in his mid-forties, died while fighting against the LeT militants at Lambi Beri-Tilnai Kho forests in the Kandi Budhal belt of Rajouri district on Tuesday. Hundreds of local villagers attended the funeral of the martyr. Surjeet is survived by his wife, two little sons and a daughter. The funeral pyre was lit by his 14-year-old son. Brig Lalit Pandey also paid tributes to the martyr. |
