Two held for evading tax on gold
Rajpura, March 16 Patiala SSP Ranbir Singh Khattra said the accused had been booked under various sections of the IPC at the local police station and the matter was being inquired into by SHO Bikramjeet Singh Brar. He said the accused stated that they had purchased the gold from Deepak Traders in Delhi and were on their way to Batala to sell the gold at a shop. The SSP said the 24-carat gold bore stamps of Dubai and Switzerland. A fine of nearly Rs 52 lakh would be imposed on the accused, who would be produced before the magistrate, said the police officials. Meanwhile, senior police officials said a sum of Rs 2 lakh had been awarded to police officials who helped catch the accused. The police officials said it was one of the biggest hauls of gold at a police roadblock in the state. |

Non-teaching staff continue protest
Patiala, March 16 Shamsher Singh, propaganda secretary of the Non-teaching Union, threw light on the efforts of the union. He informed that the representatives of the Central Union met the Deputy Chief Minister of Punjab Sukhbir Singh Badal on March 11 regarding their demand and Badal had ensured them that the matter would be resolved soon. He said Education Minister Upinderjeet Kaur had informed that the case had been forwarded to the finance department. He urged Finance Minister Manpreet Singh Badal to consider their demands on priority and notify education department so that they could resume their work. The protest would continue till they get the notifications regarding their revised pays, he added. |

Gypsum product range launched
Patiala, March 16 Lafarge has launched its gypsum product range under the brand “LaGyp”. A display van showing different applications possible with Gypsum-based products were showcased. The aim was to offer gypsum board solutions. The construction of internal walls with Gypsum was seven to eight times faster and lighter as compared to conventional brick wall. LaGyp gypsum boards are greenest gypsum boards with 14 leed rating points. This leads to energy saving, quick construction, safety at site, etc. The products range includes gypsum boards, ceiling tiles, metal systems and various jointing and finishing solutions. Residents protest increase in house tax
Bassi Pathana, March 16 The dharna was organised under the banner of a Hindu organisation. They raised slogans against the government and the council. The dharna was lifted after the local SDM gave an assurance of stopping the forcible collection of tax and withdrawal of notices. Manoj Banda, secretary of the Hindu organisation, said the council had sought objections with regards to increased house tax. He said hundreds of residents had thronged the council office with their objections but no member of the sub-committee constituted for the purpose was present to hear them. Most people of the town went to other places to earn their livelihood, he added. The council has effected a tenfold increase in house tax. According to the new house tax survey, the tax has been imposed as per DC rates. He said there was no proper law in the state to impose house tax and it was imposed as per the will of respective councils. He added that the town had a class “C” council and the DC rates were applicable for class “A” and “B” councils. The residents demanded scrapping of the new house tax survey and collection of taxes as per the existing rates. They warned of intensifying the agitation if their demands were not accepted. The local BJP unit had earlier submitted a memorandum to the Deputy Commissioner in this regard but to no avail. The council president was not available for comments. |

Power consumers cry hoarse over levy of
surcharge
Kalka, March 16 They have alleged that the nigam has imposed an additional surcharge of Rs 3,500 crore annually on them, which amounts to exploitation. This loss of Rs 3,500 crore has been generated on account of power theft and non-payment of bills by defaulters. Vijay Bansal, a local politician, condemned the state government and said on the one hand the state government had exempted defaulters from paying Rs 1,600 crore in electricity bills, on the other the outstanding amount of Rs 3,000 crore of defaulters was being imposed and adjusted in the bills of honest consumers who had been paying their bills regularly. They criticised the nigam for letting defaulters off hook and putting their burden on others. He said if the nigam failed to address the issue, they would move court. |

Now, three radars to check speeding
Fatehgarh Sahib, March 16 In view of the increasing number of accidents due to rash driving, the traffic police has decided to go hi-tech and install these radars. Accident-prone areas have been identified where these radars will be installed. Traffic police officials said the radars would be installed on the Sirhind-Patiala highway, the Ludhiana-Chandigarh road and the GT Road, Sirhind, besides in areas of Mandi Gobindgarh. A list of regular violators has also been prepared and their licences will be cancelled besides imposing heavy penalty, said the officials. Later, these radars will be manually operated by trained policemen. Radars will also be installed on the Sirhind-Chandigarh and Chunni-Bassi Pathana roads. To make commuters aware of the speed limit, signages will be installed at the entry points of the town. The district police chief has written a letter to the planning board in this regard. The traffic police officials said the installation of CCTV in accident-prone areas was also on the anvil. They said 500 commuters had been challaned during the past two months for violating traffic rules. |

Rs 1.15 lakh snatched from woman
Ambala, March 16 While she was returning home along with her cousin on a motorbike, two motorcycle-borne youths approached them and snatched the bag. The police suspected that the snatchers had been tailing the victim from the bank. Krishna said her cheque book and some other documents were also in the bag. She had withdrawn the amount to purchase a piece of land in the city. She claimed that when the incident happened she cried for help but no one came forward. Ambala City police station SHO Ram Niwas and Sadar SHO Naresh Kumar reached the scene to investigate the matter. The police cordoned off the area but could not trace the miscreants. Snatchers have targeted around five persons, including three women, in the area during the past one month. |

Youth stabbed to death over money
Dera Bassi, March 16 The accused, identified as Naresh Kumar, was arrested by head constable Harnek Singh, who was posted near the community centre. The two unmarried youths, who worked as auto-rickshaw drivers, had been friends but had fallen apart over money. The family of Naresh Kumar said he had been under stress for the past few days. DSP Jatinder Singh Khaira said the police had registered a case against Naresh Kumar under Section 302, IPC, at the Dera Bassi police station. He added that the accused had confessed to the crime. |

Periphery Act
Kalka, March 16 Sandeep Sharma, block Congress spokesperson, said the delegation also submitted a memorandum to the Chief Minister in this regard. In the memorandum, it was stated that 52 villages, which fell under the revenue estate of Kalka tehsil, were “wrongly” included in the list of New Capital (Periphery) Haryana Control Act, 1971. He said in 1918, the “abadi” area of the villages located in the tehsil were demarcated under the provisions of the Punjab Settlement Manual, 1918 for a limited period of 30 years. Consequently, the “abadi” area of the villages were due for re-demarcation in 1948, 1978 and 2008. However, re-demarcation had not been carried out by the department so far as per the Punjab New Capital (Periphery) Act, 1971 as amended up to 2003 (Haryana Act No. 22 of 2003) notified on October 15, 2003. The delegation urged the Chief Minister to issue directives to delete the names of 52 villages of Kalka tehsil “wrongly” included in the list of villages under periphery around UT Chandigarh, in Kalka tehsil Panchkula district, Haryana. |

Plea against acquisition dismissed after 22 yrs
Chandigarh, March 16 Taking up the petition filed 22 years ago, Justice MM Kumar and Justice Jitendra Chauhan expounded on the legal position and ruled the state could not de-notify acquisition once it had taken possession. The ruling came on a petition by Joginder Singh and other petitioners against the Chandigarh Administration and other respondents. They were seeking direction for de-notifying the acquisition proceedings for 21 kanals and 19 marlas. The Bench observed: “Somewhere in 1955, the then Capital Project Administration issued a notification for the acquisition of the land in question for the public purpose, namely for the capital of Punjab. The notification was followed by another notification dated December 29, 1955, issued under Section 6 of the Land Acquisition Act. “The petitioners claimed at no point of time any notice, intimation or information for acquiring their land was issued and they were kept unaware of issuance of aforementioned notifications for the acquisition of land. They continued to enjoy peaceful and uninterrupted possession of the land in question. However, on the basis of a notification issued under Section 6 of the Act, mutation number 1771 was sanctioned in favour of the provincial government vide order dated October 13, 1963, and ownership of the land in question was changed in the name of the provincial government.” The Bench added: “We are of the considered view that the only question which requires determination by this court is if the acquired land could be de-notified after the award and proceedings for taking possession under the Act has been undertaken.” Dismissing the petition, the Bench ruled: “A perusal of sub-section (1) of Section 48 of the Act would show that the state government is at liberty to withdraw from acquisition of any land if possession has not been taken…We are further of the view that the policy of law as reflected in Section 48 (1) of the Act cannot be deviated because if the state government is permitted to de-notify the land after it has vested in the state, free from all encumbrances and after taking of its possession, any person whose land has been acquired would be permitted to move the court for the release of his land.” |

Ranjit’s bail plea
Panchkula, March 16 During arguments, the public prosecutor informed the court that Bajaj was accused of murder as he had trained the pistol at the temple of the complainant, Gurmohan Singh Bedi, and pulled the trigger. The complainant was fortunate as the gun misfired, said the public prosecutor. This was alleged by Gurmohan in his supplementary statement as well, he informed to the court. He also mentioned about the few witnesses to substantiate his arguments. The counsel for Bajaj, while defending his client during the hearing last week, had contended that the police had not been consistent with its findings and had been changing the statements. On January 30, Bajaj was booked for attempted murder of Gurmohan, son of a Punjab and Haryana High Court Judge. On the other hand, two girls of Chandigarh alleged that Gurmohan, under the influence of liquor, had passed lewd remarks on them, following which Bajaj had confronted him. Later, the two — Henna and Pahul — told mediapesons that Bajaj had not hit Gurmohan. Instead, the police was biased against them as no action was taken on their complaint, they added. The two girls and Bajaj, in two separate applications before the Supreme Court, have sought transfer of the case outside the jurisdiction of the Punjab and Haryana High Court, it is learnt. |

Man hit by Army school bus, dies
Chandigarh, March 16 Nachhatar Singh of Hallo Majra reported to the police that an Army school bus hit a pedestrian near Hallo Majra village yesterday. The victim, who was critically injured, was admitted to the Government Medical College and Hospital, Sector 32. He later died in the hospital during treatment. The police arrested the bus driver, Karamjit Singh of Patiala, for causing death due to rash and negligent driving. Raju, a rickshaw-puller, was injured when a mini-truck hit him in Sector 44 on March 12. The victim was admitted to the Government Medical College and Hospital. A case was registered.
Drinking publicly
The police arrested Sanjay Handa and Sanjay Bagania, residents of Sector 35, from Sector 22 on Monday while allegedly consuming liquor at public place. A case under the Excise Act was registered.

The company paid Rs 18 lakh and issued a cheque of ICICI Bank on March 13, 2009 amounting to Rs 50 lakh but the cheque bounced. |

Man held for offering cop’s job to aspirants
Mohali, March 16 He was running the racket allegedly in connivance with two Kotkapura-based Punjab Police cops. A recruitment drive in the Punjab Police is currently under way at different places in the state. The lid on the bogus recruitment was blown when the brother of one of the candidates, Sarabjeet Kaur, approached the police with a complaint. The accused, Jagpal Singh, had struck a deal with Sarbjeet’s brother, Amrik, for Rs 1.25 lakh to ensure a job for his sister. As per the deal, Amrik had come to Mohali to pay an advance of Rs 25,000 to the accused. The accused was arrested the moment he approached Amrik to receive the money. SP City SS Gill said four similar cases were already registered against him at the Kotkapura police station. A uniform of an ASI has also been recovered from him. The three used to convince candidates on the basis of letterhead of the Punjab Police. Initially, the con man used to trap candidates but when something went wrong, the other two would register a case against him. A case has been registered at the Matour police station. |
